BANJALUKA - The vicepresident and acting president of Republika Srpska (RS), Biljana Plavsic, talked today in Banjaluka with the High Representative of the international community, Carl Bildt, about several issues impeding the implementation of the Dayton agreement. Assessing a twohour long meeting as success- ful, Dr. Plavsic said that the release of prisoners, which was to be completed on January 19, "is one of the most important issues in the process of successfully implementing the Dayton agree ment". The High Representative confirmed that one of the most important issues discussed was the acceleration of the process of exhumation.

SARAJEVO - At a meeting of Commissariat for Refugee, RS Customs Service and RS government representatives held in Pale, it was agreed to that humanitarian goods be freed of customs duties.

BIJELJINA - The mayor of Bijeljina, Dragomir Ljubojevic, acquainted IFOR ground forces commander Michael Walker, with electoral preparations in the Semberija region, where an extreme ly great number of voters are expected to turn up at some 113 polling places. "All previous preparations were done on time, so that on September 14 Semberija will show how successfully and democratically elections can be prepared and organised", said Ljubojevic in the talks with general Walker. General Walker said that about 5,000 observers and journalists will keep an eye on the elections, and that "the eyes of the world will be on RS and the CroatMuslim Federation on September 14 in order to provide for and control proper voting".

BELGRADE - Banjaluka pathologist and member of the Working Group expert team for identification of killed persons, Dr. Zeljko Karan, stated that more than 1,000 victims of Muslim and Croatian terror were buried in the 47 mass graves so far known to exist in the former B-H. In an interview for the paper Dnevni Telegraf (Daily Telegraph), Karan explained that of the above figure, a total of 438 Serb victims were exhumed from mass graves in Kupres, Mrkonjic grad, Bihac and Glamoc.

DOBOJ - Upon the insistence by influential circles in the Sarajevo OSCE Office, the regional OSCE office in Tuzla will supervise the preelectoral and electoral activities of Brcko instead of Doboj. This sudden change is, judging by all the factors, of a political and not practical nature, made with the aim of prejudicing the fate of the city of Brcko, and is the result of the German representative in the Tuzla OSCE Office trying to have the elections in Brcko supervised from this city.

PRIJEDOR - By the registration of the RS Army (VRS) members and the Ministry of Internal affairs special units at electoral commissions in charge, the voter registration in Prijedor was completed. In accordance with the rules of the Provisional elec toral Commission, voter commissions were formed as well as 85 voting stations for personal and one for voting in absentia were determined.

BIJELJINA - The voting in the Municipality of Bijeljina will be done at some 113 polling stations where about 24,300 refugees decided to vote in RS, stated the secretary of the Municipal Electoral Commission, Dragan Bulajic.

BELGRADE - The Serbia Commissariat for Refugees confirmed that points for the registration of refugees to vote at the September elections in RS and the CroatMuslim Federation have not yet been open even though the deadline for registering in abroad was prolonged. According to the Commissariat secretary, Milovan Nenadovic, refugees with the right to vote are not regis tering any longer, because the registration stations have been closed since Saturday.

BANJALUKA - Leaders of the Serbian Patriotic Party (SPAS) warned in Banjaluka that the September elections will be brought into a question if the release of war prisoners is not resolved as soon as possible, as well as the exhumation from mass grave. At a regular preelection press conference, the SPAS candidate for a treemember Presidency of the Union of B-H, Milivoje Zaric, reminded us that even though all prisoners of war were to be released eight months ago, as stipulated by the Dayton agreement, neither a special agreement was reached on the matter, nor it is known who is blocking the release and for which reason.
