[01] FORMAL CEREMONY FOR THE YUGOSLAV ARMY DAYSerbia Today, 1997-06-17A formal ceremony attended by the President of the Republic of Serbia Slobodan Milosevic, Federal Prime Minister Radoje Kontic Serbian Premier Mirko Marjanovic and other public and state figures was held yesterday to celebrate the Yugoslav Army Day. The Ceremony was also attended by His Holiness Patriarch Pavle, and the numerous distinguished guests included the military attach‚s of the embassies in Belgrade. Colonel-General Momcilo Perisic - YA Chief of Staff, said in his speech that the return to the Serbian and Montenegrin past is necessary today to revive patriotic sentiments, especially to preserve the tradition, peace and freedom. "In our recent history, after the tragic break-up of former Yugoslavia, and the chaos in neighbouring Albania, Serbia and Montenegro have managed to preserve peace primarily because of the close ties within their common state - the Federal Republic of Yugoslavia" - said General Perisic and added: " We are building the Yugoslav Army as the fulcrum of the defence of freedom and independence of FR Yugoslavia, which will be ready - in case of an armed aggression - to react first and stop the last in the defence of its country." [02] MINISTER OF CONSTRUCTION AND THE MEXICAN AMBASSADOR ABOUT THE ENGAGEMENT OF YUGOSLAV CONSTRUCTION COMPANIES.Serbia Today, 1997-06-17Serbian Minister of Construction, Prof. Dr. Branislav Ivkovic met yesterday the Mexican Ambassador to Yugoslavia, Mr. Carlos Ignatio Gonsales, that asked for an audience. The Mexican diplomat submitted an offer for the participation of our construction companies in projects for construction and renewal of apartment buildings, recently approved by the Mexican Government. Bearing in mind the traditional sympathy between our two nations, and the existing strong cultural ties, Ambassador Gonsales expressed expectations that the Mexican Secretariat for Social Development will soon establish direct contacts with our renowned construction companies, to allow an efficient co-operation in the building sector. Minister Ivkovic underscored that the revival of co-operation with Mexico on such an important program represents an excellent chance for our civil engineering companies that have earned their reputation through numerous projects world-wide and confirmed their competence in winning a large number of international tenders. The meeting was also attended by the Serbian Deputy Minister of Construction - Mr. Slobodan Pavlovic. [03] MINISTER MILENTIJEVIC AND THE CHARGE D'AFFAIRES OF THE REPUBLIC OF IRAN DISCUSSED THE IMPROVEMENT OF BILATERAL CO-OPERATIONSerbia Today, 1997-06-17Serbian Minister of Information - Prof. Dr. Radmila Milentijevic received yesterday Mr. Seyed Ahmad Hedayat - Charge d'Affaires of the Republic of Iran to Yugoslavia. During the meeting it has been agreed that the exchange of journalists, television crews and other media representatives would help improve relations and co-operation between Serbia and Iran. Mr. Seyed Ahmad Hedayat underscored the interest of his country to bring up the overall bilateral relations to the 1990 level and stressed that culture and information are the sectors that can greatly help this objective. Minister Milentijevic informed the Iranian Charge d'Affaires about the media scene in Serbia dominated by private newspapers and radio-television stations, many of which are without licence which requires a stronger regulation in the media sphere as well as additional efforts to make journalism more professional that it may help the democratisation of the society. This is the prime reason for the introduction of the new Law on public information, which measures up to the level of democracy reached by Serbia and is harmonised with the west-European trends in the legal framework for media. Ms. Milentijevic underscored that the Ministry of Information will carefully consider the Iranian proposal for the renewal of co-operation. [04] DUSAN KANAZIR TALKED WITH THE DIRECTORS OF THE PRINCIPAL SERBIAN SCIENTIFIC INSTITUTESSerbia Today, 1997-06-17Serbian Minister of Science and Technology - Academician Dusan Kanazir met yesterday the directors of the leading Serbian scientific institutes, that asked to be received. During the meeting the directors explained to Minister Kanazir that Serbian science is in a critical position, and that the financial standing of their institutions is particularly dramatic. It has been stressed that out of the 14 Government scientific-technological programs 12 are no longer being financed (for example the purchase of scientific magazines, purchase of equipment, facility maintenance, support for young scientists, etc.) The Institute directors are alarmed by the fact that this year only 0.1 per cent of the estimated domestic product will be allocated for science - this being the absolute minimum in the history of our country. It has been stressed that during the sanctions 0.7-1 per cent of the GDP was allocated for science, which helped preserve the facilities and the human potentials in the sector. The directors insisted with Minister Kanazir that urgent measures be taken by the Serbian Government in order to: 1. this sector be equalled to all others in the use of budget funding, i.e. to reduce the inadmissible delays in the payment of wages compared to the other social services. 2. equal the salaries in the scientific sector to those of other budget funded services in accordance with a specific collective contract that would increase the basic value of the wage-points by 30%, as has already been done in other social service sectors. 3. ensure the funds for the realisation of the programs approved by the Government for the first and second semester this year, because otherwise they will be terminated, with unforeseeable consequences for the development of Serbia. It has been stressed at the meeting that, only 3% of the Serbian state budget are allocated for science, and that this exasperates even more the lag behind other social services. Unless the demands are urgently met a real threat exists that scientific institutions will be completely paralysed - and consequently the Serbian scientific system as well. [05] THE CO-ORDINATING TEAM FOR THE WOOD PROCESSING INDUSTRY DISCUSSED EXPORT-ORIENTED PRODUCTIONSerbia Today, 1997-06-17Yesterday the Government Co-ordinating Team for the Wood Processing Industry convened to discuss the Government Draft Program for the financing of export-oriented production. In view of the fact that this industrial sector is prevalently exporting its products, the Co-ordinating team concluded that the Program will greatly enhance and expand exports and help reach a high level of usage of existing production capacities. [06] IMPLEMENTATION OF GOVERNMENT MEASURES FOR THE SUPPRESSION OF GREY ECONOMYSerbia Today, 1997-06-17Implementing the planned activities for the suppression of the grey economy, the Serbian Market Inspectorate carried out a thorough check on June 13-14 in the Southern Banat Region to verify the sales of excise goods and especially oil derivatives. Market Inspectors made 159 controls and having found various irregularities, took legal steps against private and legal persons: 252.383 litres of oil derivatives have been impounded; 105 citations have been made for financial transgressions; fines amounting to 52.000 dinars have been collected; merchants have been instructed to deposit into banks daily earnings totalling 1.472.536,05 dinars; the seizure of illegal earnings totalling 211.216,00 dinars has been ordered; Calculating wholesale prices, oil derivatives and other goods worth 675.840, 00 dinars have been seized. The total financial effect of the operation is 1.189,387,00 dinars. [07] SESSION OF THE SERBIAN GOVERNMENTSerbia Today, 1997-06-17At the session of the Serbian government held yesterday, chaired by Co- ordinating Minister Dragan Tomic, the current problems in the public health care sector were discussed, in particular the payment of wages. It has been observed that the first half of the April earnings have been paid to the workers and that in this sense this sector is not lagging behind compared to the other public services financed from the state budget. The Serbian Government is taking all possible measures to accelerate the payment of the remaining wages and honour the agreements on the dynamics of payment for all public service sectors. At the same time, in the interest of the public interests, the Government passed a decree on minimum activity level of the health institutions during the strike. The decree will become effective after being officially published. The Government has also decided that the tuition fees for colleges and junior colleges founded by the state - in the academic year 1997/98 are to be equal this year's rates. [08] DRAGAN TOMIC RECEIVED GEORGE GANCHEVSerbia Today, 1997-06-17Mr. Dragan Tomic - Speaker of the Serbian National Parliament received yesterday Mr. George Ganchev - Chairman of the Bulgarian Business Block Party, who is also a member of the Bulgarian Parliament. During a lengthy and open conversation the Yugoslav-Bulgarian relations have been discussed, with particular attention to the development of parliamentary co-operation. between Bulgaria and Serbia. During the meeting, Mr. Tomic stressed the good neighbourly relations underscoring that the co-operation between the two countries is helping stabilise of the situation in the region. [09] MILOSEVIC RECEIVED KARL BILDTSerbia Today, 1997-06-17Serbian President Slobodan Milosevic received yesterday Mr. Karl Bildt - outgoing High Representative of the international community for Bosnia and Herzegovina - who will be replaced by former Spanish foreign minister Carlos Vestendorp.
