[01] MEETING OF THE CENTRAL CO-ORDINATING TEAM OF THE SERBIAN GOVERNMENTSerbia Today, 1997-06-11June 11th dailies report that the Serbian Government Central Co-ordi nating Team for industrial recovery convened with the chairmen of all sector tea ms to discuss the Government proposal for financing exports. The meeting was ch aired by Mr. Dragan Tomic - Co-ordinating Minister and President of the Central Co-ordinating Team. The meeting was attended by Mr. Nedeljko Sipovac, Fed eral Minister of Agriculture and CCT member - Mr. Zivota Cosic - Serbian Minis ter of Industry, Mr. Dusan Vlatkovic - Serbian Minister of Finances, Mr. Svetoli k Kostadinovic - Serbian Minister of Transports and Communications and Mr. Dejan Kovacevic - Serbian Minister without Portfolio. It has been agreed that the planned production and employment growth can not be realised without greater exports, and all the representatives of s ector co-ordinating teams endorsed the Government Program for financing exports. It has been stressed that the main problem lies in the fact that companies l ack funds to finance export oriented production, though they have available capacities and staff as well as foreign markets for all kinds of goods. It has been observed that the financing of export-oriented productio n under favourable conditions - on the customary European level - might double the export volume compared to last year. The participants stressed that the credits ensured thorough this Government Program should be accorded only to profitable export arrangements, having a sure international market - since this will ensure a timely return of the funds and make them available for new investments. Furthermore, it has been suggested that the Program encompasses loans for completion of profitable production plants - requiring minor investments to be activated with subsequent increase of production and employment or substi tution of imported products. The implementation of the aforementioned criteria in allocating loan s, and the efficient realisation of export-oriented production and projects repr esent a precondition for maintaining the full stability of prices and dinar excha nge rate this being the primary goal of the economic policy. The Ministers stressed that the follow-up mechanisms that have been adopted will ensure an efficient realisation, warranting the loans and the stabil ity of the economy. The Serbian Government Program for financing exports is to be adopted within a few days in order to allow a quick implementation. The Central Co- ordinating Team suggested that all sector teams should prepare lists of candidate projects by the end of this week. "In the past several years, the 'grey economy' has developed to such an extent that it now jeopardises the entire national economy, especially regular trade. It is also relevant that last year in Serbia, more than 20.000 private stores have cancelled their registration, but most of the owners have not started other legal businesses turning rather to illegal commerce in open air shopping centres. When state interests are concerned, added Mr. Minjovic, it is evident that because of commerce outside registered stores, the state annually looses at least a billion dinars (about one tenth of the state budget) because of u npaid sales tax, levies and social security contributions. This generates probl ems in securing the necessary funds for the wages of state employees working in public health care and public education, as well as other budget- based subventio ns.
