    Government of the Republic of Serbia and Ministry of Education are undertaking a number of measures in order to bring to a successful completion the academic year 1996/1997 and resolve certain problems which are now pending in the field of education.

    To that end in the Government of the Republic of Serbia efforts are being made to improve the dynamics of payment of salaries, which will alleviate the problems of delays which occurred in payment of earnings to persons employed in the field of education. Within these measures, all preparations have been made for the payments due for the second half of March to be completed by Saturday May 24, 1997 and to start with the payment of the first half of the April salaries on that same day, i.e. on Saturday May 24, 1997.

    All preparations have also been made for the payment of the first half of earnings for April to be done in ten days when the payment is to begin of the second half of earnings for April. This payment also, as planned, should be completed in ten days time.

    Government of the Republic of Serbia is also planning for the payment of the first part of earnings for the month of March for universities, to begin on May 26, 1997.

    Detailed preparations are also being made for the payments of earnings for the field of education, during the summer vacation, to be done according to the dynamics for the month of April.

    [02] NEGOTIATIONS BETWEEN REPRESENTATIVES OF THE MINISTRY OF HEALTH CARE AND TRADE UNIONS SUSPENDED AGAIN

    Negotiations between representatives of the Ministry of Health and the Republican Board of Trade Unions of this branch have been formally held yesterday, but the essential bringing closer of the stands did not take place. Negotiations have been suspended for the fourth time, but it was agreed that the two negotiating parties are to meet again on Monday. This was, among others, stated at the press conference held on May 23, 1997 in the Republican Trade Unions of Health Care, reports "Politika ekspres" of May 24, 1997.

    President of the Board of the Republican Trade Unions of health care, Dr. Stevan Djordjevic, stated that this is the first time that the negotiations have come into a critical phase, but that the trade unions of health care will terminate the strike if all the persons employed in the field of medicine until the end of May are to receive the advance payment for April and, of course, if the agreement is signed on the dynamic of further payment of salaries.

    Contrary to the health care trade unions, the trade union board for social welfare achieved progress in negotiations with representatives of this Ministry. Namely, the employed in the field of social welfare have received also the second part of the March salaries and until the end of May, it was agreed, that the advance payment on the April salaries will be paid and the difference for the moth of January.

    [03] REPUBLICAN MINISTER OF EDUCATION VISITS SMEDEREVO

    In its report on the visit of the Republican Minister of Education of the Republic of Serbia, Jovo Todorovic, to Smederevo, "Politika" daily of May 26, 1997 among others, is quoting Minister Todorovic as saying the following: "Our most important obligation is the care for the primary education which has the priority in the Republic. In Serbia there is a great yield of educated persons being created who will give us an impetus to move ahead. Government of Serbia is emphasizing education as its priority task. We have to struggle now for regular payments of salaries to all those working in education because enormous financial resources are now being allocated for these purposes. Government is making maximum efforts to fulfil this obligation towards the field of education so that the academic year may be normally completed. But in return it is being asked of the workers in education for them also to carry out their legal obligations. We are against the actions of the independent trade unions in education. Their forums are oriented towards political parties. We can not allow for the situation to happen when more than 100,000 graduates from primary school will not be able to enrol in secondary schools in Serbia, and for pupils and in part students to be manipulated by the independent trade unions. Because these people do not wish to assess objectively the present state of facts in our economy. From such their behavior it is obvious that they have some other interests in mind. Government of Serbia is of the view that payments must be made only from what is available and that new money must not be printed."
