[01] VLADISLAV JOVANOVIC SENDS A LETTER TO THE SECURITY COUNCIL
On the eve of today's debate on the situation in the Srem and Baranja
Region in the UN Security Council, the chief of the permanent mission of
the Federal Republic of Yugoslav at the United Nations Vladislav Jovanovic,
submitted a letter to the Chairman of the Security Council, Polish
Ambassador Zbigniew Vlosowitz. In the letter an appeal is made on the
Security Council to make the efforts in order to create the necessary
conditions for holding of the elections in the Srem and Baranja Region,
which most of all means that Croatia is to fulfil the obligations
undertaken from the Basic Agreement. Jovanovic is stating that in this
Region the situation is insecure, that there is visible tension and that
the Croat side has failed to honor the obligations which it has undertaken
in order to avoid the atmosphere of mistrust and insecurity of the Serbian
population, as well as their departure from this region. The matter of
special concern is the fact that the Croat Government is making various
administrative barriers for the return of refugees, reads the letter and
underlines that Croatia is ignoring the voting right of 350,000 Serbs who
have escaped from Krajina and Western Slavonia, and who have found refuge
in the Federal Republic of Yugoslavia. In the letter warning is also given
of the practice by the Croat authorities of presenting one picture to the
international community, while doing quite the opposite on the ground,
turning a deaf ear on the provisions of the Erdut Agreement. Jovanovic is
appealing to the Security Council at today's session to adopt the
resolution which would call upon the Croat authorities to fulfil the
undertaken obligations, which is the main prerequisite for holding of the
free and fair elections in Eatsren Slavonia, Baranja and Western Srem.

[02] SERBIAN ENTITY IN BOSNIA-HERZEGOVINA IS DENIED ITS RIGHTS
After the entire three days of "contemplation", Alija Izetbegovic and Haris
Silajdzic jointly concluded that the Agreement on special relations between
the Federal Republic of Yugoslavia and the Republic of Srpska, signed last
Friday in Belgrade, "is opposed to the Constitution of Bosnia-Herzegovina
and to the Dayton Peace Accords". Izetbegovic and Silajdzic in their joint
statement on the occasion of signing of the Agreement, have directly
accused "Belgrade regime" for not having, in their opinion, by establishing
of the close links with the Serbian entity, renounced on "pretensions
towards Bosnia". The two leading Muslim politicians, who were often in the
near and in the further past off-the-cuff pouring various ungrounded
accusations against Serbs in Bosnia, but also against their compatriots
from the other bank of the Drina river, this time again are accusing Serbs
of working "on the destruction of Dayton, with the aim of further de-
stabilizing the Bosnian union". All of these accusations by the Muslim
leaders are coming in spite of the fact that they have themselves concluded
a number of arrangement both during previous years, and before and after
signing of Dayton Accords, the arrangement signed in the name of Bosnia-
Herzegovina: with Croatia, with Iran, with Turkey, and with a number of
other countries, never at all consulting the Serbian side. It is beyond any
doubt that the legal grounds for signing of the Agreement on special and
parallel links and relations between the Federal Republic of Yugoslavia and
the Republic of Srpska are to be found in the Constitution of Bosnia-
Herzegovina as well as in the Dayton Peace Accords. This was stated by the
Deputy Federal Minster of Foreign Affairs Zivadin Jovanovic. "Constitution
of Bosnia-Herzegovina prescribed that both entities are having an equal
right to develop 'special parallel relations with the neighboring
countries'", stated Jovanovic immediately after the signing of the
Agreement. Legal grounds for establishing of close links between the
Federal Republic of Yugoslavia and the Republic of Srpska exists also in
the Dayton Accords, underlined Jovanovic and added that actually these
provisions of this arrangement and of the Constitution of Bosnia-
Herzegovina, were until now abundantly used by the Muslim-Croat Federation.
Disputing the right of Serbian entity in Bosnia to do what has already been
permitted to the Muslim-Croat Federation, is nothing else but a repetition
of such a political option which led to the blood-spilling war in Bosnia.
It is worth while recalling that in spring of 1991 the legally elected
representatives of all the three peoples in Bosnia agreed, in the so-called
Lisbon Agreement, to regulate their future mutual relations on the
principles which more or less were to become the basis of the Dayton
Accords. It is very well known that the Muslim side, or more precisely
speaking Alija Izetbegovic, five years ago, violated the letter of the
agreement, by choosing the war option for establishment of the independent
Bosnia which would be under the domination of the majoritarian people. All
the attempts to create Bosnia under the Muslim domination, however, have
failed. This is best witnessed by the basis of the Dayton Accords, setting
this state up according to the confederal principles. When these facts are
taken into consideration, it becomes clear that the accusations by
Izetbegovic and Silajdzic at the expense of the Federal Republic of
Yugoslavia and the Republic of Srpska, as well as the almost hysterical
campaign of the Sarajevo media that the Serbs are allegedly "again crushing
down the single Bosnia-Herzegovina", have no real cover, but are only yet
another in a series of attempts "in an adequate way" to incite the
supporters who still wish to impose, at any cost, the Muslim domination,
even at the cost of a new war.

[03] MUSLIMS ARE PREPARING TO ATTACK REPUBLIC OF SRPSKA
Muslims are making intensive preparations for the execution of active
combat actions in the direction Doboj-Brcko-Prijedor, and are mobilizing
their units especially of the Second Tuzla Corps. This was stated by Major-
General Pero Colic, chief of the Main Headquarters of the Republic of
Srpska Army, during his visit to the units of the Serbian Army in Doboj. He
further pointed out that for this purpose also the Muslim politicians have
been engaged, especially Ejup Ganic, vice president of the Bosnia-
Herzegovina Federation, who during the visit to some places in the
Federation was trying to convince Muslims of the justification for their
mobilization in the solution of the Bosnian crisis by force. "International
community should not be afraid of the Republic of Srpska Army. Its main
task is the preservation of the Republic of Srpska", said General Colic and
added that Bosnia-Herzegovina Army is being supplied with armament and
trained by that same American company which was preparing Croatia for its
attack on the Republic of Serbian Krajina.

[04] WHITE: ENCOURAGING ANNOUNCEMENTS
Secretary General of the International Journalists Federation from Brussels,
Eiden White, stated that he is satisfied with the talk that he had with the
Minister of Information of Serbia, Mrs. Radmila Milentijevic, because she
announced that there is a need for the change in the information system.
White at the press conference underlined that the Minister of Information
said that there are problems, commenting this as a good sign which is
announcing her engagement in eliminating the weaknesses. Further to the
Minister of Information, White also had meetings with the Federal Secretary
for Information Dragutin Brcin and the President of the Alliance of
Journalists of Yugoslavia Dusan Djukic, who have informed him that in the
cities in which the coalition "Zajedno" ("Together") won there is
persecution of journalists. "If I find out that this is true, I am going to
protest because journalists must not be the victims of changes in the
government after the local elections", said White.

[05] MINISTER OF INFORMATION OF SERBIA OFFERS A RECEPTION FOR MEDIA PEOPLE
Minister of Information of the Republic of Serbia Radmila Milentijevic,
offered a reception yesterday evening in the National Museum of Belgrade
for the members of the Yugoslav media and the accredited foreign
correspondents, which was also attended by the press attaches of the
diplomatic missions in Belgrade. Minister Milentijevic welcomed her guests
by saying that the doors of the Ministry are open to all those whose
professional duty and task is to inform our and the world public about the
events taking place in Serbia. "My first task is the new law on information
which will comprise the council of political parties, those employed in the
mass media and experts from Western Europe", said Minster Milentijevic. The
reception last night was briefly interrupted by the arrival of several tens
of students who, while protesting and whistling, made several rounds around
the guests and then left the building. The hostess Radmila Milentijevic
addressed the guests and commented on this sudden event as follows: "This
is freedom, freedom in Serbia of President Slobodan Milosevic. They came,
they said what they had to say. It is their right. Students throughout the
world as young people, are fighting for human ideals of freedom, justice
and truth. However, they came here to disturb the order. Serbia is not
being built on demonstrations in the streets, Serbia is being built by
knowledge and work".

[06] GOVERNMENT OF SERBIA DETERMINED TO CONTINUE DEMOCRATIZATION
Republican Minister of Information Radmila Milentijevic received yesterday
the Ambassador of France Stanislas Filiole. During the talks traditional
friendship was emphasized between France and Serbia, with the wish for it
to be the basis for further promotion of the cooperation between the two
countries. Minister Milentijevic pointed out that the Government of Serbia
is determined to continue the process of further democratization in all the
aspects of the social, political and economic life and also in the field of
the public information system. In this, as a very significant task of the
Government was emphasized the need for passing of the new law on
information and privatization. She added that the Federal Republic of
Yugoslavia is expecting from France the assistance in its prompt
integration into the international financial and other organizations and
institutions, which is a necessary prerequisite for the democratization of
Serbia. Ambassador Filiole underlined that France is already and concretely
working in this respect and that in this context it welcomes the
forthcoming democratization processes in Serbia, especially in the field of
economy.
