[01] KEY FACTOR OF PEACE
The Main Board of the Socialist Party of Serbia (SPS) discussed yesterday
the present foreign political situation and the international position of
the Federal Republic of Yugoslavia. In the introductory address presented
by the chairman of the committee for international cooperation of the SPS
and member of the Main Board of the Socialist Party of Serbia, Zivadin
Jovanovic, as well as during the discussion, the importance was underlined
of the fact that the Socialist Party of Serbia, the leadership of the
Federal Republic of Yugoslavia and of Serbia, are consistently conducting
the policy of peace, stability and full protection of national and state
interests along the principles of independence, equality and territorial
integrity of the country. Under the conditions of profound changes in
Europe and in the international relations in general, de-stabilization and
conflicts in our most immediate neighborhood, pressures and attempts at
interference in our interior affairs - the peaceful policy of the Federal
Republic of Yugoslavia has gained its full affirmation and contributed to
the strengthening of the position of our country as an indispensable and
key factor of peace, stability and cooperation in the region. The Main
Board of the Socialist Party of Serbia gave its full support to the
development of a comprehensive cooperation with all the countries which are
accepting the Federal Republic of Yugoslavia as an equitable partner and
are respecting its national and state interests. Support was also given to
the main lines of foreign political engagement, which are leading to the
full reintegration of our country into the international community, into
all the governmental and non-governmental international organizations.

[02] MAKEUP EXAM FOR SERBS
Ministry of Education of Croatia has submitted to all the primary and
secondary schools a conclusion that the school certificates acquired "in
the newly liberated areas of the Republic of Croatia, during the occupation,
and the school diplomas acquired in the area of Croat Danube river basin
during the occupation or in the transitional period, do not have the legal
validity as documents in support of proving the degrees of school or
professional qualification, i.e. of the graduation from grades and
schools". As the reason for such a stand, the fact is stated that the said
certificates of Serbian schools in Krajina "are based on inadequate
curriculum and teaching plans and programs and that they were issued by the
unauthorized institutions". This means that Serbian children who are in
possession of the school certificates will be able only conditionally to
enrol and continue schooling, but until the end of the year 1997 will have
to pass additional exams in order to obtain "valid certificates". Such a
stand of the Croat Ministry is yet another reason for the Serbian families
with children to be preparing immediately after the end of the school year
to leave the region of Slavonia, Srem and Baranja.

[03] WITHOUT DETAILS ABOUT PROPOSAL OF SERBS
Meeting was held yesterday in Zagreb between the President of the Executive
Council of the Serbian Region of Eastern Slavonia, Baranja and Western Srem,
Dr. Vojislav Stanimirovic and the Croat President Franjo Tudjman. In the
communique there are no details about the contents of these talks. It is
only specified that Stanimirovic informed Tudjman of the Serbian proposal
for the territorial organization of the Region, and that the talks were
attended by the UN administrator Jacques Klein. Immediately after the talks
Stanimirovic-Tudjman, the discussions started between the Serbian
delegation in which are the presidents of all the five present-day Serbian
municipalities of which the Region is composed, with the Croat delegation
headed by the Deputy Prime Minister Ivica Kostovic. According to the
statement by the Vice President of the Regional Executive Council Milos
Vojinovic, the Serbian side has proposed for these talks four topics:
formation of the electoral units, i.e. determination of the municipal
frontiers in the Region, clarification of the functioning and authority of
the Council of Serbian Municipalities, defining of the office of "podzupan"
(county vice president) which is being offered to Serbs in Vukovar and Srem
and Osijek-Baranja county and explanation of the formulation "high posts in
various ministries of Croatia", which was also offered to the Serbian side
in the Croat Letter of Intent.

[04] NATIONALISM CLASHES WITH NATIONALISM
The ruling party of the Bosnian Muslims gave warning that the political and
security situation in the central Bosnian canton is becoming more and more
complex, reports the Muslim Radio Sarajevo. This canton, according to the
Vienna Agreement, together with the Neretva and Herzegovina one, is
proclaimed as a mixed one. While the Muslim side is accusing the Croat side
of jeopardizing the process of bringing into life of the Federation, the
Croat representatives are saying the same thing about their federal
partners. President of the Muslim-Croat Federation Kresimir Zubak, last
week stated that in these two mixed cantons the government must be
established according to the parity basis, which is being opposed by the
Muslim side. "Croats in Bugojno and Travnik are in the same position in
which the Muslims are in the western part of Mostar and Stolac", observe
the commentaries in the independent media and add that "nationalism has
clashed with another nationalism, so the situation is very inflammable".

[05] MUSLIMS NEAR BRCKO ARMING THEMSELVES IN A HURRY
Muslim forces near Brcko are arming themselves in a hurry. The foremost in
this is the Second Corps of the Bosnia-Herzegovina Army, but also a large
number of mujjahedins. The target is their penetration towards the Drina
river, according to the system "foot by foot", and the forcible entry into
Brcko. This was stated yesterday, during his meeting with the Carl Bildt's
adviser for military matters, General Keel, by Major-General Pero Colic,
chief of the Main Headquarters of the Republic of Srpska Army. "I pointed
out at the war flash points which have been activated in the Muslim-Croat
Federation, having as the target Drina and Brcko. The leader of this policy
and military strategy is Ejup Ganic, with his fundamentalist followers.
General Keel told us that he knows some details in this respect and that
the international community will make efforts to prevent them in doing
this", stated Pero Colic.

[06] ACTIVITY OF ALBANIANS IN KOSOVO ESCALATES INTO VIOLENCE
"The guerilla movement in Kosovo, headed by the so-called liberation army
of Kosovo, although in its nucleus, represents a growing danger for
stability in Kosovo and safety of the local Serbian minority", comments
yesterday's "New York Times" in an article entitled "Resistance of
Albanians in Kosovo Grows Into Violence". In the commentary on the
situation in Kosovo, having as the immediate cause the recent death of
Zahir Pajazit, it is said that he "belonged to the guerilla" and that the
Kosovo liberation army confirmed that he and another two of his fiends, who
were killed during the attack on the militia forces, were members of this
organization. The newspaper further writes that this "organization is
fighting for the creation of an independent and ethnically pure Albanian
state in Kosovo and that it has claimed responsibility for over ten
killings of Serbs and the so-called Albanian collaborators". Recalling that
Albanians for six years now are boycotting institutions in Kosmet, "The New
York Times" underlined that over the past few weeks their activities in
Kosovo have grown into violence. "Kosovo liberation army" and other
Albanian organizations are receiving financial aid from abroad, they are
training their members in Albania, Iran and Pakistan and are in possession
of the large quantities of arms, explosives and communication equipment.
The article in "The New York Time" is confirming that in Kosmet there is an
escalation of the activities of the illegal organizations of Albanians,
which through violence and terrorism wish to achieve their secessionist
targets.

[07] STANDARDS OF HUMAN RIGHTS HARMONIZED WITH THE WORLD ONES
In the protection of human rights and rights of national minorities, Serbia
is applying the highest world standards. This was stated by the republican
Minister of Human Rights and Rights of National Minorities, Ivan Sedlak.
"These standards were brought into life in the immediate practice and to
the highest extent, and the best support of this claim is the overall
situation in Vojvodina", said Minister Sedlak. At the same time he warned
that these results can not be the reason for self-contentment, because "our
society is now in the process of transition, and this has the influence on
this field, in view of the fact that from the poor material basis various
problems appear". At the question of the Tanjug reporter from Subotica,
what is the Minister's opinion of the state of inter-ethnic relations in
this city, in view of, until now, a predominant single-national local
government, Sedlak answered that Subotica was always the city of tolerance
and mutual understanding of over twenty different nations living in it.
Therefore, it is necessary for the political stands of the local government
to be adequate to the spirit of democracy. It is inadmissible for the
rights of those who have a different opinion, to be obstructed, emphasized
Minister Sedlak.

[08] GRANIC TO VISIT BELGRADE
Deputy Prime Minister of the Croat Government and Minister of Foreign
Affairs of Croatia, Mate Granic, according to the official announcement, is
to visit Belgrade today, at the invitation of the Yugoslav Minister of
Foreign Affairs Milan Milutinovic. According to the announcement in Zagreb,
the purpose of this visit is "to accelerate development of the relations
between the two countries". Between Croatia and Yugoslavia there is a
number of unresolved issues. The Croat side, among other things, has not
yet passed the decision on the return of exiled and expelled Serbs, it did
not publish the lists of those Serbs which it considers to be the war
criminals, and has not submitted the data on some one thousand Serbs whose
fate is yet unknown. Last autumn, when the visit of Minister Granic to
Belgrade was planned and then postponed, the agreements on the economic
cooperation, transport, insurance and retirement pensions were to be
signed. It is believed that these agreements will be signed now, which will
be a great contribution to the peaceful reintegration of the Danube river
basin and the overall promotion of the relations between the two countries.
