[01] INDEPENDENCE OF YUGOSLAVIA PRESERVED
The Federal Government during its past four-year term of office, under
complex international and interior circumstances, was devoting most of its
activities to the establishment of a peaceful, lasting and just solution of
the Yugoslav crisis, to the economic recovery of the country and
construction of a market oriented, open and modern economy. This was stated
in the Report on the work of the Federal Government from March 1993 to
December 1996, which with the completion of a four-year term of office of
the cabinet of Prime Minister Dr. Radoje Kontic will be submitted to the
public. Through a consistent implementation of the basis of the foreign
policy, established in the Declaration on the promulgation of the Federal
Republic of Yugoslavia, our country succeeded in preserving its
independence, in remaining outside of the war conflicts and in achieving
peace and a high degree of safety of all of its citizens. This was achieved
in spite of extremely unfavorable international environment and a very
difficult interior situation caused by sanctions and a large number of
refugees. Thanks to the continuous engagement and principled policies, the
Federal Republic of Yugoslavia is recognized as the crucial and
indispensable factor of the peace process and an equitable partner in the
development of dialogue on economic, technical, cultural and other forms of
cooperation with its neighbors, with Europe and with the broadest
international community.

[02] THE UNITED STATES CONDEMN DECORATION OF CRIMINALS BY TUDJMAN
The United States have condemned Croatia for having awarded a medal to the
former Croat military commander in Bosnia, General Tihomir Blaskic,
indicted for war crimes. The United States are considering it completely
unacceptable for the military decoration to be awarded to the person
indicted by the UN International Tribunal for War Crimes, and this is
bringing under the question mark the respect of the Dayton Peace Accords.
This was stated by the spokesman of the State Department Glin Davis. He
qualified the decoration of Blaskic as "sending the sign of support that
his war services are appreciated".

[03] RETURN OF ONE HUNDRED SERBIAN FAMILIES TO CROATIA
One hundred Serbian families, which have escaped from Western Slavonia, are
to return to Croatia before the Catholic and the Orthodox Christmas. This
was agreed in Okucani at the meeting of the representatives of the
Community of Exiled from Croatia and the Association of Exiled Serbs from
this area. According to the reports in the Zagreb press, during the talks
in Zagreb, attended also by the representatives of the Croat Government, it
was agreed that the Serbian families will return to the areas of Okucani,
Gornji Bogicevci, Stara Gradiska, Lipik and Pakrac. President of the
Association of the Exiled Serbs from Western Slavonia, Milenko Vucetic,
stated that Serbs are interested in return to their homes on condition that
they shall be guaranteed full safety and equality.

[04] VERY MODEST PROGRESS IN BOSNIA-HERZEGOVINA
The spokes-person of the UN High Commissariat for Refugees (UNHCR) Pam
O'Tool warned in Geneva that the situation in Mostar from which the Croats
are expelling Muslims and Serbs in masses, now is the worst ever since the
signing of the Dayton Accords. This fact was pointed out also by the UN
High Commissioner for Human Rights Jose Ajala Laso. In his report about the
state of human rights in former Yugoslavia, it is stated that in the field
of protection and promotion of human rights in Bosnia-Herzegovina the
situation is giving grounds for great concern. One part of the report on
human rights in Croatia is not different from the report which has been
submitted these days to the Security Council by the UN Secretary General
Boutros Boutros Ghali. It is stated that the most serious forms of
violation of human rights in Croatia are connected both with those Serbs
who have remained in Krajina and with those who are now in exile, but wish
to return to their homes. The Croat Government is not showing the will to
protect Serbs in Krajina, among them mostly aged persons, conclude the
reports.

[05] INTERNATIONAL FAIR 'PREHRANA 96' ('FOOD 96') OPENED IN
BELGRADE
The 23rd International Fair of Food and Equipment "Prehrana 96" ("Food 96")
was opened in Belgrade yesterday. Some one hundred local and 30 foreign
firms have exhibited their agricultural products at this fair. "This year's
exports of our agrarian products will be in the value of some 550 million
US dollars, which is indicating that the economic policy of the Government
of the Republic of Serbia was correct. During the next year, the targets
will continue to be the stability of prices and of the dinar exchange rate,
growth of exports and production, structural changes and growth of the
standard of living of the population. The potentials which are available in
the agricultural and the food-stuffs industry of Serbia are extremely high.
During the next year we could achieve the export of agrarian products of
some one billion and a half US dollars", said Nedeljko Sipovac, Deputy
Prime Minister of the Republican Government and Minister of Agriculture,
Forestry and Water Management, while opening this international fair
exhibition.

[06] GREAT POSSIBILITIES FOR THE ENGAGEMENT OF GERMAN CAPITAL
Minister Coordinator in the Government of the Republic of Serbia Dragan
Tomic, had talks yesterday with the deputy of the Christian-Democratic
Union of the German Bundestag, Dr. Christian Schwartz Shielling about the
topics interesting for further development and promotion of the cooperation
between the two countries. Tomic informed the guests of the course and
results of recovery of our economy, of the prospects for the next year and
the positive trends in the trade exchange between the Federal Republic of
Germany and the Federal Republic of Yugoslavia. Germany is traditionally
one of the most important foreign trade partners of Serbia and Yugoslavia
and it participated with 21 percent in the overall foreign trade exchange
of Yugoslavia. Tomic underlined that Yugoslavia is expecting the support of
Germany regarding the reintegration of our country in the international
financial institutions, as well as the in-flow of German capital into our
country. During the talks it was stated that there are great possibilities
for the engagement of German capital in the realization of the already
prepared and offered projects in the field of small and medium-size
enterprises.

[07] BUDGET FOR THE NEXT YEAR PROPOSED
Government of the Republic of Serbia has determined yesterday the draft Law
on the Republican Budget for the Year 1997 in the amount of 14 billion
dinars. The volume of budget was planned in accordance with the
consolidated balance of the public expenditures of the Federal Republic of
Yugoslavia for the next year and is making possible the achievement of the
economic policy targets for the year 1997. The budget is maintaining the
continuity of the policy which the republican Government is conducting
along the lines of stabilization of prices, of the foreign exchange rate
and firm budgetary restrictions. At the session of the Government it was
stated that the determined policy of public expenditures for the next year
is both stabilisational and motivational. The total public expenditures are
adjusted to the possibilities of financing from the real sources, which is
the basic target of the economic policy for the year 1997.

[08] MONETARY POLICY EXAMINED
Federal Prime Minister Dr. Radoje Kontic had a meeting with the republican
Prime Ministers of Serbia and Montenegro, Mirko Marjanovic and Milo
Djukanovic, Deputy Governor of the National Bank of Yugoslavia Bozidar
Gazivoda, President of the Chamber of Economy of Yugoslavia Mihailo
Milojevic, Vice-Governor of the Central Bank Ratko Banovic, chief of the
negotiating team of the Federal Government with the International Monetary
Fund Oskar Kovac and the competent federal and republican ministers. At the
meeting, draft documents on monetary policy were discussed, which are to be
adopted by the Council of the National Bank of Yugoslavia. The basic stand
is that the targets and tasks of the monetary policy for the year 1997 are
to be in the function to maintain stability of the local currency and
prices. This means that the monetary policy will be in the function of the
achievement of stabilization targets of the economic policy during the next
year.
