  • [01] IMPORTANT STEP FOR THE IMPLEMENTATION OF THE PEACE ACCORDS

    International community and the Union of Bosnia-Herzegovina, through the principles in 13 points signed at the Paris Conference, have concluded a mutual agreement on a two-year peace consolidation.

    "The Paris Conference represents an important step in further implementation of the peace accords, especially in their civil part", stated the Minister of Foreign Affairs of Yugoslavia. "The basic problems and the complexity of the situation in Bosnia-Herzegovina have been assessed, with the general conclusion that it is necessary to have full affirmation of all the state authorities of Bosnia-Herzegovina, elected at the recent elections and their responsibility for the functioning of the Union, in accordance with the mandates prescribed in the peace accords", said Minister Milutinovic.     [02] COUNCIL OF MINISTERS WILL BE FORMED UNTIL DECEMBER 4, 1996

    Presidency of Bosnia-Herzegovina must form the council of ministers until the London Conference scheduled for December 4 and 5, 1996, underline the Sarajevo media on the occasion of the International Conference on Bosnia held in Paris.

    Sarajevo reporters from Paris claim that Warren Christopher ultimatively offered to Izetbegovic two variants of the organization of the future government, i.e. the council of ministers. According to the first one, the council would be composed of five ministers and a prime minister who would be a Serb, and according to the other one, there would be three ministers from amongst all of the three peoples. According to the Sarajevo reporters, Izetbegovic did not accept either of the proposed variants. (Politika, November 15, 1996)

    [03] FOOD AND CLOTHING FOR THE NEEDY

    Government of Serbia allocated funds for providing intervention aid in food and clothing for over 70,000 refugees accommodated in collective centers, as well as for the most destitute refugees and exiled persons accommodated with families and in private homes, reports the Republican Commissariat for Refugees.

    Several months of insufficient aid by the international humanitarian organizations, as well as the impossibility to realize a more massive repatriation of refugees to Bosnia-Herzegovina and Croatia, are the cause of this difficult situation in which now are large numbers of refugees in Serbia.     [04] EGYPT WISHES FASTER REVIVAL OF COOPERATION WITH YUGOSLAVIA

    Egypt wishes a faster revival of cooperation with the Federal Republic of Yugoslavia. This was stated by the high officials of this country during the talks with Deputy Federal Minister for Foreign Affairs Radoslav Bulajic, who is heading the Yugoslav delegatio at the Conference on Economic Development of the Near East and Northern Africa, which is now being held in Cairo.

    Deputy Minister of Foreign Affairs of Egypt, Shasli, expressed not only the interest of Egypt for the revival of cooperation, but also readiness to offer the support to the reintegration of the Federal Republic of Yugoslavia in the international institutions as well as help in better understanding of our stands in the other Arab countries, especially within the Organization of the Islamic Conference.     [05] DEFINING STATE PROPERTY

    In Brussels yesterday, in the offices of Sir Arthur Watts, head of the group for succession of the Offices of the High Representative of the International Community for the Implementation of the Dayton Accords, negotiations were continued on succession of the former Yugoslavia, at a bilateral meeting of Sir Watts with the delegation of the Federal Republic of Yugoslavia.

    The purpose of the talks, which are to continue in the middle of the next week by the meetings of Watts with the delegations of Croatia, Slovenia, Bosnia-Herzegovina and Macedonia, was to discuss once again the so far covered negotiation path during the previous five rounds of bilateral and two rounds of joint negotiations.

    Experts from the Federal Republic of Yugoslavia are trying first of all to reach an agreement on the definition of the state property and principles of its division, so that there can be discussion about the distribution of this property of the former state of the Socialist Federal Republic of Yugoslavia.     [06] RECOGNITION FOR QUALITY

    Our economy is ready to accept world challenges of quality, because it has the necessary scientific potential in that respect, stated the Republican Minister for Science and Technology, the academician Dusan Kanazir, at the yesterday's celebration in the Chamber of Economy of Serbia, of the World Day of Quality - November 14th.

    Kanazir also underlined that on the basis of the Program of the Government of Serbia for the promotion of quality, instigation funds were allocated to 368 companies, of which 47 have won the quality certificates. (Vecernje novosti, November 15, 1996)

    [07] GOLD FOR OUR MINDS

    From the greatest world fair of innovations - EUREKA 96 in Brussels, our inventors have returned with nine gold, four silver and two bronze medals. In the so far strongest competition among 5,000 inventions presented by 13,000 authors from 41 countries, all the patents with which our inventors participated, were awarded. The highest award - the title of the Inventor of the United Nations - was received by Professor Dr. Dusanka Mandic, for the magnetic catch for moving and extraction of metal parts from the organism.     [08] DAYTON ACCORDS BREACHED

    The IFOR spokesman Brett Boudreau announced yesterday in Lukavica, the Serbian part of Sarajevo, more details about the yesterday's IFOR action against the Muslim brigade whose entrance into the territory of the Republic of Srpska and shooting in the village of Gajevi in the separation zone with the Muslim-Croat Federation, he called "a serious incident".

    IFOR yesterday carried out a sudden inspection in the Main Headquarters of this brigade and expropriated a large quantity of armament which will be destroyed, and the building of the 254th Brigade of the Muslim Army, vacated, said Boudreau.

    Boudreau accused the Muslims for having breached by this incident the Dayton Accords, and said that IFOR will not tolerate an eventual next similar attempt of illegal entry into the Serbian territory. (Politika ekspres, November 15, 1996)

    [09] UNTAES MANDATE WILL BE EXTENDED UNTIL JULY 15, 1997

    Chief of the transitional UN administration for Eastern Slavonia, Jacques Klein, stated for the Rijeka newspaper "Novi list" that the UNTAES mandate will be extended untill July 15, 1997, "after which date the UN Secretary General can consider further extension for a period which will depend on the cooperation of the Serbian and the Croat sides".

    He underlined that the greatest problem is the return of refugees and that for this material funds are necessary, and not "politicizing" and added that the international community would give the money for a multi-ethnic return. (Politika, November 15, 1996)

    [10] PREMEDITATED HOAX

    Newspaper writings in Croatia are commenting that the refuged Serbs, allegedly, have the right to sell their own property and thus avoid the return to their homes. This is an obviously well premeditated propaganda in order to stop in this way the return of the exiled Serbs to their homes. Because, according to the Law on Sequester, over one year old, which according to many is having the marks of racism and state looting, is decisively prohibiting Serbs from disposing with their own real-estate property, if it is abandoned. Only in one of its articles, which is now intentionally placed in the fore ground, the sale of Serbian property is being allowed, but on many conditions.

    In order to sell his property, a Serb must submit a request to that effect to the Ministry of Justice, and only when the Croat Government pronounces a positive view on such request he is allowed to sell the property. But he must have all the proper documents, which the majority of the exiled persons can acquire only through great difficulties - proving that what he/she is selling is truly his own, and that in the house or apartment which is being sold there are no refugees or some other tenants.     [11] 4,000 SERBS KILLED

    In his interview for the Zagreb weekly "Globus", Vice President of the Serbian National Party Milan Djukic, stated a terrible fact that in Krajina after the Croat military action, between three and a half and four thousand Serbs have been killed.

    At the journalist's question from where this figure originates, Djukic answered that this is the figure of the international organizations, "but that, of course, there are also other sources", says Djukic, and states the example that several days ago he was present when in broad daylight in one Lika village a Serbian house was set on fire.

    Djukic claims that only between 500 and 800 Serbs have returned to Krajina. He called the statements by the Croat regime that 12,000 Serbs returned, a falsehood information.

    Djukic accused for the war directly the ruling HDZ (Croat Democratic Community) party, rejecting any guilt of the Serbian people. He stated the example of the assassination of Serbian intellectuals and their families in Gospic, and even setting on fire of his own house at the time when he was living in Zagreb.
