  • [01] PEACE, ECONOMIC AND CULTURAL DEVELOPMENT OF FRY

    At the session of the Main Board of the Socialist Party of Serbia, held on Saturday Sept. 28, to the citizens of Serbia and Yugoslavia a message was addressed in view of the forthcoming elections. The Socialist Party of Serbia points out that the elections are to be held in a time and circumstances that will greatly affect the future peaceful and successful development of Yugoslavia. At that time, a complete consolidation of peace should be carried out and remove all the remaining tensions and obstacles to the full momentum of development and progress in the Balkans region.Peace, economic and cultural progress of FR Yugoslavia and the rapid increase of the living standard is the immediate task in Serbia till the year 2000, in order to achieve a successful entry into the new century, which should be the époque of material prosperity, technological expansion, cultural freedom, humanitarianism and peace, - states the communique, among other things.     [02] UNTAES IS BUYING OFF ARMS

    The specialized services of the United Nations, beginning next Wednesday, will buy off the arms from the population of the Eastern Slavonic, Baranya and West ern Srem. This was announced on Saturday, Sept. 28. at the UNTAES Head Quarters in Vukovar. It was stressed that the discretion for the ones, who decide to sell the arms, will be guaranteed.     [03] MISUNDERSTANDINGS BETWEEN MACEDONIA AND ALBANIA

    On Saturday, Sept. 28,1996 , in Skopje the representatives of an official Albanian delegations did not sign in the Memorandum on understanding about the protection of the Lake of Ohrid from pollution although the Lake has been included into UNESCO World Heritage list. The main obstacle in signing of the document, as officially stated, is the non-recognition of the constitutional name of this former Yugoslav republic. In the document, the name is stated as Republic of Macedonia and not Former Yugoslav Republic of Macedonia, and Tirana has recognized this state under its constitutional name.     [04] IMAGE BASED ON THE OPULENCE OF FOLK ARTS

    Within the programs of Serbian Government , tourism was especially stressed. Mainly, this sector, after the lifting of sanctions, is expected to provide a significant hard currency income. Serbia can build its tourist image upon the traditional values of our domestic culture and customs, Deputy Minister of Tourism Mr. Radisav Stankovic declared on Saturday Sept. 28, opening the Folk Arts' Congress at the monastery of Prohor Pchinsky in Southern Serbia.     [05] STANIMIROVIC: A GROWING NUMBER OF PEOPLE IS SETTLING IN SREM-BARANYA REGION

    The Head of the Srem-Baranya region Government, Mr. Vladislav Stanimirovic, in an interview for the DNEVNIK, a daily paper published in Novi Sad stated that the tendency of emigration of Serbs from this region has been stopped and that the number of settlers is growing. The reason being the fact that collective accommodation in Serbia is inadequate for winter quarters. He underlined that in this region the provision of accommodation and food is easier, and better in any case than in collective centers. (Politika, Sept.,. 30, 1996)

    [06] DJUKIC: CROATIA ONLY WISHES TO EASE THE PRESSURE

    The Leader of the Serbian Popular Party Mr. Milan Djukic remarked that the Croatian Parliament, a few weeks ago, adopted the Law confirming the Agreement on the normalization of relations between Croatia and FR Yugoslavia and the general amnesty, only to ease the pressure of the International Community. Djukic has corroborated this fact with the latest decision adopted by the Croatian Defense and National Security Council, stating that the elections in Eastern Slavonia must be held by December 15, this year. Following the elections, the UN Mission should withdraw from that Region. According to his words, in the present situation, this is impossible, since the murders and terrorist actions against Serbs have not been stopped. Mr. Djukic also mentioned the assassination of an older married couple in Gvozd, Krayina, as well as the Serbian families ( all 17 of them) being prevented from entering their own houses after returning to Croatia.     [07] CONTROVERSY ABOUT THE BAY OF PIRAN

    The territorial dispute between Slovenia and Croatia regarding the Bay of Piran in Northern Adriatic is steaming up again following the incident occurred on Saturday, Sept. 28, when a patrol boat of the Croatian Police, threatening to use arms, chased out a Slovenian fishing boat. The Slovenian-Croatian border in the Bay of Piran is still not defined and Lubljana insist that the republican border and the Slovenian sovereignty over the Bay of Piran be respected. The danger of possible confllict because of the border disputes has recently been anticipated indirectly by Slovenia Prime Minister Janez Drnovshek at a press conference. He underlined that "Slovenia will not renounce to full sovereignty over the Bay of Piran" and accused Croatia of not showing readiness for the final definition of mutual borders and added "We shall seek solution within the framework of European institutions".     [08] HONORARY CONSUL NETWORK

    The appointment of the Yugoslav Honorary Consul to Sri Lanka, marks the beginning of realization of the Yugoslav Government Program to establish a network of honorary consuls abroad. This program envisages that in abt 100 cities in 67 countries Yugoslav Honorary Consuls - foreign citizens, friends of FRY, with strong economies ties in their country - be appointed to represent Yugoslavia.     [09] POLICE BREACHING HUMAN RIGHTS

    The report that the institution for the protection of human rights in the Moslem-Croatian Federation (OMBUDSMAN), published on Sunday, Sept. 29, and later broadcast by the Moslem Radio Tuzla, insists that the Police, enjoying the protection of politicians, is flagrantly breaching basic human rights in all the cantons of this federation.

    A number of private prisons have been listed, where those who were part of military formations fighting against the Moslem Army are being held without any charges, although the Dayton Agreement guarantees amnesty for them. (Politika, Sept. 29, 1996)

    [10] PALE HAVE FULFILLED THE CONDITION FOR THE LIFTING OF THE SANCTIONS

    US peace mediator John Cornbloom, confirmed that by the beginning of this week the first meeting of the newly elected Presidency of Bosnia and Herzegovina will be held. According to the same US Official, Republic of Srpska can count on the fact that together with FR Yugoslavia it will be included in a few days in the UN Security Council package, that will lift the economic sanctions , suspended after the successful conclusion of the peace negotiations in Dayton.     [11] IZETBEGOVIC: THE ONLY WAY FOR THE INTEGRATION OF B&H

    In an interview for TV B&H, Alija Izetbegovic stated among other things: " We that refuse the division of Bosnia and Herzegovina, must find ways of cooperation with Serbs and Croats, whoever they might be, i.e., to cooperate with the representatives the have elected. He is, on the other hand, sure that the Serbian side in B&H has no alternative but to accept "the reality of Bosnia and Herzegovina" and that the forthcoming meeting in Paris with Serbian President Milosevic will confirm this reality.     [12] MOSLEM REFUGEES REFUSE TO LEAVE JUSICI

    IFOR Spokesman Simon Hayslock stated on Friday that the return of Moslem to the village of Jusici near Zvornik, might affect negatively the return of other refugees to Bosnia and Herzegovina. " Since the Moslems came to Jusici without going through the legal procedure and having brought arms - which represents a breach of the Dayton Agreement and of the ban on introducing arms into the buffer zone". Hayslock remarked that the villagers of Jusici should leave the village, and added that the Bosnian Government refuses to fulfill its obligations and ask these people to leave, until the data on all refugees from Jusici is completed.     [13] REPORT VERIFIED

    Last night in Sarajevo, OSCE confirmed the results of the elections held in Bosnia and Herzegovina on Sept. 14, 1996. The Head of the OSCE Mission in Bosnia, American envoy Robert Frowick stated to the press that the results of the elections for the collective Presidency, House of Representatives, Moslem-Croat and Serbian Parliament , for the President of Republic of Srpska and ten canton assemblies.     [14] THE EU COUNCIL OF MINISTERS ON THE PEACE PROCESS

    The peace process in the region of the former Yugoslavia, the results of the elections in Bosnia and Herzegovina and the perspective of developing relations of European Union with the countries in the region will be the main issue of the first autumn formal meeting of the EU Council of Ministers, at the level of foreign ministers, due in Luxembourg. Mr. Carl Bilt will present a report on the course of peace process in Bosnia and Herzegovina and its prospective, and Sir Martin Gerod another on the situation in Mostar.     [15] BARRACKS ATTACKED

    On Friday, Sept.27 abt. nine o clock in the evening, ethnic Albanian extremists carried out another series of synchronized terrorist attacks on Serbian police officers and precincts and Yugoslav Army Posts in the various counties of Kosovo and Metohija (Vucitrn, Srbica and Podujevo). In Vucitrn the ethnic Albanian terrorists threw two explosive devices into the YA barracks compound, and at the same time, in the village of Rudnik, (county of Srbica) opened fire from automatic weapons against the police check point at the entrance of Podujevo. (Politika Ekspres, Sept. 29, 1996)

    [16] ATTACKING POSITIVE PROCESSES

    The Executive Council of the Socialist Party of Serbia Chapter of Kosovo Polje, strongly condemned the latest terrorist attacks launched by the Greater Albanian separatist movement. The communiqué issued by the Chapter states: "Now, that the lifting of the sanctions against Yugoslavia is imminent" these forces " want to draw attention of the world community to the province of Kosovo, and keep the situation tense, to use the escalation of conflicts to blackmail the international community". (Borba, Sept. 30, 1996)

    [17] FOREIGN POLICY FAVORING DEVELOPMENT

    Mr. Zivadin Jovanovic, Yugoslav Deputy Foreign Minister stated at a SPS panel that the objective of both Yugoslavia and the federal diplomacy is to develop equitable relations and cooperation with all countries accepting FRY as an equal partner. Mr. Jovanovic pointed out that FR Yugoslavia maintains diplomatic relations with 163. Our country has embassies and consulates in 9o countries, while 65 countries has ambassadors, charge d'affairs and consuls in FRY. (Borba, Sept., 30, 1996)

    [18] NEW ELITE'S CULTURAL RACISM

    Dr. Rastko Mocnik, professor at the Ljubljana Faculty of Philosophy state in an interview published by the Ljubljana magazine " Razgledi", that in Slovenia the growing phenomenon of " cultural racism, nationalism, anti-intellectualism, cult of power, militarism" is surfacing. He also indicated that " the state itself is founded ideologically on cultural racism and practices it occasionally more or less openly. Dr. Mocnik commented "...it is evident that we should return to the troublesome question of intellectuals and Fascism, but without moralizing and not on the level of injustice and shame". (Borba, Sept. 30, 1996)

    [19] 544 LODGINGS FOR REFUGEES

    The Serbian Commissariat for Refugees prepared a pilot project for of a village for permanent accommodation of refugees in 12 counties in our Republic. According to this project, 544 apartments are to be built. (Novosti, Sept. 30, 1996)

    [20] MOSLEM CHEATED

    Mile Puljic, president of the Croatian Democratic Community, rejected the pilot project for the return of Moslem refugees to the western part of the town, by conditioning their coming back with the return of Croats to Bugojno. The project of returning 70 Moslems to their homes in western parts of Mostar and as many Croats to Eastern Mostar, is facing the same faith of similar project that were never carried out - comment Moslem Radio Mostar. (Novosti, Sept. 30, 1996)

    [21] AMBASSADORS TO BE EXCHANGED SOON

    In an interview for Serbian Broadcasting Corporation, Yugoslav Foreign Minister, Milan Milutinovic, commented his talks in New York and said that they were very comprehensive and marked by the opinion that " Yugoslavia contributed the most to the peace process...and was the most cooperative..." Concerning the normalization of relation with the US, Mr. Milutinovic underscored that in Washington " he will have" more concrete talks on all the issues leading towards the complete normalization of relations with the US, complete in the sense that ambassadors are to be exchanged..."
