[01] YUGOSLAVIA AND BULGARIA ARE LEADING DETERMINED POLICY OF PEACE AND EQUITABLE COOPERATION
President of the Republic Slobodan Milosevic received yesterday
Bulgarian Prime Minister Jan Videnov who has arrived, together
with a number of members of the Bulgarian Government and other
associates, on an official visit to the Federal Republic of
Yugoslavia. In a cordial and friendly talk it was stressed that
the two countries are linked with good neighborly relations and
successful bilateral cooperation, confirmed in many fields. As
the Balkan countries striving for intensive economic development
and a comprehensive participation in the actual processes of
international integration, and most of all as the countries
conducting a determined policy of peace and equitable
cooperation among nations and states, Yugoslavia and Bulgaria
are mutually oriented at the development of good neighborly and
friendly relations, which are to serve as an example for
affirmation of the overall equitable relations between Balkan
peoples and states. In the talks it was underlined that the two
countries do not have pending issues in their mutual relations
and that the life of their national minorities and well
developed across-the-border contacts between population are a
positive link. Especially firm and inter-connected relations
exist between economic partners.
After the talks, Prime Minister Videnov stated that Yugoslavia
is the basic factor of peaceful solution of crisis and that
President Milosevic has given a great personal contribution.
Videnov added that President Milosevic categorically supports
promotion of a political dialogue between the Balkan countries
and the Balkan integration processes. During the day yesterday
Bulgarian Prime Minister had a meeting with the Federal Prime
Minister Dr. Radoje Kontic. (Politika, February 13, 1996)
[02] ECONOMIC RECONSTRUCTION TO BE ACCELERATED
President of the Republic Slobodan Milosevic received Carl
Bildt, high representative of the international community for
the civilian questions of the peace plan for Bosnia, who arrived
in Belgrade with his associates. During the talks the main
issues were discussed of the civilian complex of questions from
the aspect of the implementation of the peace agreement. The
importance was stressed of the joint efforts of the
international community, with the aim to accelerate economic
reconstruction of the civil war areas, without which one can not
imagine normalization of the situation and process of
normalization of mutual relations and confidence building
between the conflicting sides. Expectations were expressed that
through the cooperation of the sides with the international
community there will be positive results in the process of
stabilization and an overall normalization of political
circumstances in this area. (Politika, February 13, 1996)
[03] ARRIVAL OF THE FRENCH AMBASSADOR TO BELGRADE ANNOUNCED
French Prime Minister Alain Juppe announced yesterday in Bonn
that "France will send over the next weeks its ambassador to
Belgrade". Juppe has given this information at the press
conference after the talks with the German Chancellor Helmut
Kohl. When asked about the relations of Bonn and Paris with the
Federal Republic of Yugoslavia, Juppe answered that French
stands are different from the German ones and that Paris has
never suspended its relations with Yugoslavia. (Politika,

[04] TALKS BETWEEN BULGARIAN AND YUGOSLAV BUSINESSMEN
Promotion of the economic relations, with the goods exchange
this year of 400 millon US dollars and elimination of current
problems, were the main objectives of the visit of the economic
delegation of Bulgaria to Yugoslavia. This was stated at the
meeting of the businessmen of the two neighborly countries
yesterday in the Chamber of Economy of Yugoslavia. Special
interest of the business people is the regulation through legal
framework of the goods exchange. In Nis there was a meeting
yesterday between representatives of the regional chambers of
economy of Nis, Pozarevac, ........., Zajecar, Leskovac,
Kraljevo and the Chamber of Economy of Kosovo and Metohija, with
the representatives of the largest business companies and
trading industrial chambers of Vidin, Vrace, Montana,
Blagojevgrad, Pazarisima, Perimena and Plodviv from Bulgaria.
Together with the conclusion that the chambers of both countries
even at the time of sanctions were creating conditions for
cooperation, support was given to the formation of the joint
banks and of the regional Balkan bank. At the same time, it was
announced that there will be a new joint organization of
transport which will provide for a more efficient circulation of

[05] JOINT COMPANY FOR OIL DEALS TO BE ESTABLISHED
Serbian Prime Minster Mirko Marjanovic received yesterday
Minister for Fuel and Energy of the Russian Federation Yuri
Konstantinovich Shafranik with his associates. During the talks
interest was expressed to determine basis for a long-term
cooperation in the field of oil, coal and electrical power, on
the same principles on which the field of gas was regulated. On
the basis of good results achieved in the field of gas, thanks
to the mixed Yugoslav-Russian company, it was agreed to
establish a similar mixed company for oil and oil derivatives.
There was also discussion of the trilateral arrangements and
joint ventures on the third markets. Marjanovic underlined that
it is realistic to expect that Russian Federation will continue
to be one of the most important economic partners, while
Shafranik expressed readiness to help Yugoslav businessmen to
join, through their Russian partners, as soon as possible the
international projects. (Politika, February 13, 1996)
[06] KOREA READY TO INVEST IN THE YUGOSLAV ECONOMY
Federal Republic of Yugoslavia is having substantial economic
potentials and if it is to direct them as the South Korea did,
it will create a model of a well developed and successful market
economy. This was stated yesterday at the Chamber of Economy of
Yugoslavia by the chief of the state and economic delegation of
the Republic of Korea and the creator of "the South Korean
economic miracle", Jong Doh Park. While speaking of the future
economic relations of South Korea with our country, he
underlined that it is necessary as soon as possible to revive
economic contacts between the two countries. The purpose of
visit of the Korean delegation, as he said, is to promote
economic and trading relations, exchange of technology and
exploration of opportunities for investments in Yugoslavia.

[07] REPUBLIC OF SRPSKA OFFICERS DJUKIC AND KRSMANOVIC TAKEN TO THE HAGUE
The Hague Tribunal did not confirm the news which arrived
yesterday from Sarajevo that the Republic of Srpska Army
officers General Djordje Djukic and Colonel Aleksa Krsmanovic,
captured by the Muslim authorities, were taken by airplane to
The Hague. Minister of Foreign Affairs of the government in
Sarajevo Muhammad Sacirbey stated for the United Press
International news agency that the officers were taken to The
Hague. The news of their transfer from Sarajevo prison was
confirmed by the French soldiers from the IFOR and one western
television crew. NATO Secretary General Xavier Solana confirmed
last night in Brussels that NATO has yesterday transferred from
Sarajevo to The Hague Djukic and Krsmanovic at the request of
the International Tribunal for War Crimes Committed in Former
Yugoslavia, so that the Tribunal may continue its
investigations. In the communique given by Solana it is also
stated that the transfer of the two Serbian officers was a joint
action of representatives of several different countries of the
IFOR and that this operation has shown that NATO is actively
supporting the work of The Hague Tribunal. (Tanjug, February 13,

[08] THE HAGUE TRIBUNAL STARTS PROSECUTION OF DJUKIC
The International Tribunal for War Crimes in The Hague has
started the prosecution procedure against Republic of Srpska
Army General Djordje Djukic and has informed to that effect the
Belgrade defense attorney Toma Fila, who will defend General
Djukic at his request before the Tribunal. In the offices of the
defense attorney Fila it is yet not known with what crimes
Djukic is charged, and it is also not known where the defense
attorney will be able to talk with the accused. Attorney from
the offices of Fila, Miroslav Vasic says: "Republic of Srpska
Army officers were arrested in the territory controlled by the
IFOR, and when they were negotiators. An incredible precedent
has been made. It was allowed for one of the three sides in
conflict to arrest a man without indictment, to keep him in
prison and only additionally for the Tribunal to decide whether
to start criminal prosecution against him or not. Such a
decision is simply incredible, because it is a violation of all
the international legal norms, not to mention the reputation of
The Hague Tribunal". The defense attorney Fila has obtained
guarantees from the Ministry of Justice of the Muslim-Croat
Federation for the personal safety during his visit to General
Djukic in Sarajevo (if the general is to remain in Sarajevo).
When asked by the press whether he believes in guarantees which
he has obtained, Fila only said: "Well, General Djukic also had
guarantee when he went for negotiations". (Vecernje novosti,

[09] NEW CATHEDRAL - A PROVOCATION
In the Mostar area which the European Administrator Koshnik has
allocated as the joint central city zone, Croats have announced
laying of foundations for the new cathedral, reports Muslim
Radio Sarajevo. This gesture by the Croat side, according to
this Radio, is considered by the Mostar Muslims to be yet
another act of boycott and disdain for Koshnik's decision about
the political set-up and territorial division of Mostar. The
cathedral is to be constructed on the plot in the immediate
vicinity of the seat of the European administration for which
the Islamic community is claiming that it is its property.

[10] TRUTH ABOUT MARKALE - YET ANOTHER TESTIMONY
The former French President, Francois Mitterrand himself left a
testimony about Muslims being the ones who have planned and
caused a great explosion at the Sarajevo Markale market, when
they have killed and wounded almost three hundred persons, in
order to challenge the world community to interfere in the
Bosnian civil war on their side. This is confirmed by the latest
book by Lore Adler "The Year of Forgiveness" which seems to have
cooled the boiling minds of some of the French intellectuals who
have over the past years been making great noise by fighting for
the ideas of Alija Izetbegovic. Journalist and historian, close
associate of President Mitterrand, quotes in her book the words
which the French President spoke two years ago, in early
February 1994, after the terrible explosion in Markale market:
"A few days ago Boutros Ghali told me that he is sure that the
grenade which has fallen on the market place in Sarajevo was a
Muslim provocation". These words are beyond any doubt testifying
to the effect that immediately after the explosion in Markale it
was known in the UN in New York that this crime was committed by
the Muslims and that in telephone consultations of Ghali with
the world statesmen it was nevertheless decided that this crime
be attributed to the Serbs and for them to be punished for the
crime which they did not commit. (Politika ekspres, February 13,

[11] SLOVENIAN RETURN TO THE FASCIST MEMORIES
On the eve of the announced spring arrival of the Roman Catholic
Church leader Pope John Paul Second to Slovenia, from Ljubljana
an official request has arrived for the rehabilitation of the
former Ljubljana Bishop Gregory Rozman. The request was
submitted by the Slovenian public prosecutor Anton Drobnic,
himself a member of the 'domobran' Quisling unit during the
World War Two. Bishop Rozman was at the Ljubljana Military
Tribunal in 1946 sentenced to 18 years in prison because of
organizing Quisling formations and war crimes against civilian
population, but he escaped abroad. The request for
rehabilitation of Rozman was joined by the present Ljubljana
Metropolitan and Archbishop Dr. Aloizije Sustar. To the attempts
at rehabilitation of the Bishop and removal of stigma from the
Slovenian Roman-Catholic Church which had openly collaborated
with Fascist occupiers and participated in 'domobran' crimes,
reacted the Slovenian Veteran Association headed by the General
of the former YPA (Yugoslav People's Army) Ivan Dolnicar. In the
letter to the Pope on the eve of his visit to Slovenia , it is
pointed out at the attempts to justify an open and well known
collaboration of Slovenian Church with the occupiers. It is
expected that Pope will not 'wash away" and bless crimes of the
Slovenian Church committed from 1941 to 1945, states the letter.
