  • [01] A Group of Moldovan Experts Has Consultations in Bucharest

    The Foreign Affairs Commission of the Moldovan Parliament approved on Wednesday the draft regarding the double citizenship forwarded by president Petru Lucinschi. The draft harmonizes Moldovan laws with the European Convention on citizenship, which provides for double citizenship in case of mixed marriages and of children born or adopted by couples with double citizenship. RADIO ROMANIA ACTUALITATI mentions though that the draft does not solve the issue of Moldovan citizens applying for Romanian citizenship on the ground that their parents or grandparents were born at a time when the Republic of Moldova was part of Romania. A group of Moldovan experts arrived on Wednesday in Bucharest to have consultations with the Romanian officials regarding the intention of the Moldovan authorities to sign an agreement recognizing the Romanian citizenship for the almost 300,000 Moldovans who were granted it.     [02] The Czech President Will Visit Romania

    President Vaclav Havel's spokesman announced on Wednesday that the head of the Czech Republic had to postpone his visit to Romania, scheduled for next week. President Havel was hospitalized on Wednesday morning, suffering of bronchites. The presidential spokesman told RADIO ROMANIA ACTUALITATI the Czech president would visit Romania, at a soonest possible date. RADOR

    [03] Statement Made by Emil Constantinescu Following the Talks with the Members of the National College for the Study of the Security Archives

    The National Council for the Study of the Security Archives has to become a moral authority and the main obstacle against fake - said president Emil Constantinescu at the end of the talks with the members of this College. The head of state, quoted by RADIO ROMANIA ACTUALITATI, appealed to the Government, Parliament and local authorities to assure the buildings, money and people necessary, according to the provisions of the law. The College chairman, Mihau Onisoru, said the main task of the institution was to assure correct parliamentary and presidential elections. The president and the College members agreed to meet next week the heads of the institutions implicated in national security that had archives which could be used by the College. RADOR

    [04] The State Budget - Analysed by the Specialized Parliamentary Commissions

    The specialized Parliamentary commissions started the debates on the state budget, RADIO ROMANIA ACTUALITATI reports. The head of the Budget Department in the Health Ministry told the Health Commissions the money allocated to this ministry were smaller than those allocated last year, which meant no investments could be made and a great number of people would become unemployed. The industry and commerce minister told the Economic Commissions the budget provided only half of the money requested. The Education Commissions suggested further 150 billion lei to be allocated to the National Education Ministry, 50 billion taken from the special telecommunications service and 100 billion from the Justice Ministry. The interior minister asked the Defense, Public Order and National Security Commissions to increase the Interior Ministry's budget by 4,100 billion lei. In his turn, the defense minister asked for an increse of his ministry's budget by 1,128 billion lei. RADOR

    [05] Calendar of the Actions Provided for in the Mid-Term Development Strategy

    On Wednesday, the co-chairmen and the vice-chairman of the Commission in charge with drawing up the strategy met representatives of the trade unions, employers' association, researchers from the Romanian Academy, ex- prime minister Theodor Stolojan and a group of independent experts. Considering the peculiarities of Romanian economy and the impact of joining the European common market, a calendar of the economic actions was agreed with the political parties in power and in oposition. This calendar should be strictly observed in the next four years, irrespective of the party or parties that would come to power, mentions a communique quoted by RADIO ROMANIA ACTUALITATI. RADOR

    [06] Prime Minister Mugur Isarescu Met the Leaders of the Main Trade Unions Federations

    Prime minister Mugur Isarescu met on Wednesday the leaders of the four main trade unions confederations, namely CNSRL-Fratia, BNS, Cartel Alfa and CSDR. According to RADIO ROMANIA ACTUALITATI, the future of public services was tackled. The trade unions consider the restructuring of the public services supplying electrivity, gas and water, and the railroad transport should bear in mind their efficiency, and not privatization at all costs. BNS leader Dumitru Costin said single tariffs should be applied all over the country for the same consummers and competition would help develop these services. The trade unions are in favour of the state monopoly over these services, and suggested the necessary financial resources could be obtained either by selling shares on the market, or by issuing bonds.     [07] PSAL I Program PSAL Approaches Its End

    Traian Basescu, chief negotiator with the World Bank and FPS president Radu Sarbu signed the contracts for the privatization, restructuration or closing of another 15 companies in which the state is the main share- holder, RADIO ROMANIA ACTUALITATI informs. Traian Basescu said, after the last two companies would be privatized on Friday, the objectives of the Program PSAL I were achieved, and the program PSAL II could officially start on April 3, 2000. RADOR

    [08] FPS Sold "Letea" Bacau

    The State Property Fund and Sama Investment from Cyprus signed a contract by which the former sold and the latter bought 79.8% of the shares in "Letea" Bacau. The total value of the transaction is of 11 million dollars, including the future investments. The buyer would assure the home market with newspaper paper, and with other products for which "Letea" has the monopoly, and promissed not to adopt a restructuring program that would lead to collective dismissals.
