[01] Cabinet session on Thursday
The session of the Cabinet yesterday opened with a report on the
participation of Romania in the intergovernment Conference in Brussels
which marked the opening of accession negociations of Romania to the
European Union. Foreign Minister Petre Roman told the Cabinet members that
at the Conference in Brussels he voiced his confidence that Romania will
fulfill all conditions of accession by 1 January 2007 while the officials
of the European Union underlined the fact that Romania will receive
multilateral support from the Union including managerial and financial
assistance. According to RADIO ROMANIA ACTUALITATI the Cabinet started
discussing the PSAL agreement with the World Bank. Also approved was the
plan of action regarding the improvement of the business environment. After
approving money aid to families living in the Jiu Valley Prime Minister
Mugur Isarescu said the real solution to the problems in the Valley of
former coal mines of Romania is the creation of suitable job opportunities.

The Cabinet decided that the Ministry of Education and the Ministry of
Labor and Social Protection cooperate with a view to working out a
normative act in order to alter, in the sense of dramatic increase,
salaries of teachers and personnel working in the education sector. RADIO
ROMANIA ACTUALITATI also mentioned that the two ministries have to find out
ways and means to pay the 13-th salary still owed teachers. Eventually 4.2 -
4.3 per cent of the Domestic Industrial Product will be alloted to
Education raising funds to close to 3 750 000 billion lei for this sector.

[03] Analysis of the activity of the Justice Ministry
In his opening speech the Minister of Justice of Romania Valeriu Stoica
said that gradually all justice institutions of this country find balance
and necessary strength to operate, mentions RADIO ROMANIA ACTUALITATI.
Present at the balansheet session President Emil Constantinescu thanked
the magistrates for their efforts in the process of reform of the Justice
system of Romania and underlined its importance for accession to the
European Union. RADOR
[04] Commission for the organization of local elections
By order of the minister of the public office Vlad Rosca Thursday witnessed
the creation of the commission for the preparation and organization of
local elections; the Commission will work at the Seat of the Cabinet, the
Victoria Palace. The Commission has a membership of 15 and its coordinator
is Government Expert Vasilica Petre, informs RADIO ROMANIA ACTUALITATI. The
Commission will continue activity with a view to prepare Parliamentary and
Presidential elections. RADOR
[05] Emergency Ordinance adopted by the Cabinet of Romania
The Cabinet adopted an emergency ordinance for the alteration and
completion of another ordinance which refers to the restructure of BANCOREX
by its merging with the Romanian Commercial Bank, RADIO ROMANIA ACUALITATI

[06] European Commmissioner for Environment together with the Romanian and
Hungarian environment Cabinet ministers visited the areas affected by
pollution with cianide in Romania
Mrs. Margot Wallstrom inspected the dam of the AURUL S A Company of the
town of Baia Mare which secures the small decantation lake of that
productive unit; it was from there, that by overflowing, pollution of
rivers Somes and Tisa followed, RADIO ROMANIA ACTUALITATI reports. Together
with the Romanian minister of the environment, Romica Tomescu, the European
Commissioner listened to the explanations of the local specialists after
which she met with inhabitants of village Bozanta which is in the
neighbourhood of the lake. Mrs. Wallstrom also had talks with Mr. Phil
Evers, the manager of the Romanian - Australian AURUL Company. The visiting
commissioner added that the European Union does not have the role to
pinpoint the guilty party of the ecology accident. Specialists of the
European Union will visit the affected areas next week and will analyze the
water, the causes of the death of fauna and flora and effects of the
overflowed poisons on the fauna and flora of the rivers Somes, Tisa and
Danube. Mrs. Wallstrom added that the European Union will be implied in the
combatting of the pollution aftermath as a token of solidarity with the two
affected countries. RADOR

Commissioner Wallstrom on the Baia Mare airport yesterday, RADIO ROMANIA

[08] Political message of Mrs. Wallstrom to Hungary and Romania
The visit of the European Union commissioner to Romania after the visit she
paid to Hungary is aimed at transmitting a political message of solidarity
to both Romania and Hungary and also at the analysis of the possibilities
of assistance from the European Union. The Prime Minister of Hungary said
his country would sue the Romanian and Australian owners of the gold mine
at Baia Mare. RADOR
[09] Statement of the Romanian Foreign Minister
Romanian foreign minister Petre Roman said Romania did not contest
responsibility for the cianide pollution accident but however there was a
difference between guilt and responsibility. He added that its turning into
a political problem would not benefit anybody. The statement of Foreign
Minister Roman came after the news that the Hungarian foreign minister
Viktor Orban told media Hungary would sue Romanian and Australian owners of
the AURUL Company and also included the surprise voiced by the Romanian
official that the trial would be started before the inquiry comes to an end
and results are released. RADOR
[10] AURUL Romanian - Australian Company contests results of the
measurements
Spokesman of the Australian owner of AURUL Baia Mare estimates that nothing
said or proven so far indicates that cianides would have penetrated the
rivers having the decantation lake of AURUL as source. He intimated that
cianides could have just as well come from any factory along the river
Tisa. Chris Cadringsen said the results so far are questionable and added
that cianide dissolves in water instantly. RADOR
[11] European Parliament asks the AURUL Company to assume responsibility
By a motion passed on Thursday the European Parliament asks the owners of
the AURUL Baia Mare company to assume full responsibility for the aftermath
of the catastrophe on the rivers Somes, Tisa and Danube and pay for all
dmage caused reports FRANCE PRESS taken over by RADIO ROMANIA ACTUALITATI.
There are strict rules that must be obeyed by one and all the European
parliamentarians added. RADOR
[12] Incidents at the Romanian diplomatic missions of Romania in Hungary
Unknown person or persons broke the windows of the Romanian Embassy of
Budapest by throwing fish jars into the Embassy, RADIO ROMANIA ACTUALITATI
reports. The Embassy is of the opinion that the incidents are related to
the recent poisoning of the river Tisa and follows ananymous telephone
calls and threats and finishes off with a flourish the throwing of dead
fish at the walls of the Embassy in Budapest and the Consulate at Szeged.
Romanian ambassador to Budapest Petru Cordos asked the Hungarian Foreign
Minister as well as the Home Minister of that country to adopt necessary
measures to ensure security of the personnel and unfolding of normal
activity of both the Embassy and the Consulate. The Hungarian Foreign
Ministry expresses regret at the incidents and damage caused bu person or
persons unknown at the Romanian Embassy in Budapest condemning this kind of
activities. According to RADIO ROMANIA ACTUALITATI the communique of the
Hungarian Foreign Ministry specifies all measures were adopted to ensure
security of the diplomatic missions of Romania in Hungary. RADOR
