[01] President Emil Constantinescu Congratulates the MI, Gendarmerie and
Police Chiefs and Personnel
In a message to Romania's Interior Ministry (MI), Gendarmerie and Police,
President Emil Constantinescu congratulates the three institutions for the
manner they fulfilled their duties during recent violent actions led by the
miners in the Jiu Valley. Such illegal actions are seen as the peak of a
crisisFcaused by those wishing the hazard and brutality to replace the law.
The incidents proved the state insitutions' commitment and ability to
defend and promote the constitutional principles. Their high resposibility
and professionalism have assured both Romanian and international public
opinion that Romania was indeed a consolidated democracy promoting the rule
of law. According to the presidential message, the three institutions have
mostly succeded in resoring the confidence of the people in ssuch bodies
designed to ensure the peace, the safety and the right to a free and
respectable life. RADOR
[02] Setting Up of the Gendarmerie's Special Riot Brigade
According to a MI communique, it is the Romanian Gendarmerie who, starting
from February 15, is entitled to ensure order during public rallies and
meetings or restore it in case of riot. The Police is also entitled to
assure public order on their territories and support the gendarmerie in its
specific activity. The commander of theFRomanian Gendarmerie is to
coordinate such missions in the areas under surveillance. In the attempt to
increase the geandarmerie's intervention abilities, according to a
government order, the former IGP (Inspectorate General of Police, ed.n)
brigade designed to maintain the public order becomes part of the
Gendarmerie's National Staff. Its new name is the Gendarmerie's Special
Riot Brigade. RADOR
[03] Leaders of education trade union federations expecting to meet the
prime minister
At their meeting on Monday, the delegates of the education trade union
federations, who signed a protocol on October 1998, now indicated that the
main provisions in the protocol were not observed, the budget put some 150,
000 jobs under question, the 13-th salary was not granted and most of the
provisions in the training personnel's statute were broke. Consequently,
the trade union leaders are calling for a meeting with Prime Minister Radu
Vasile this week. In case the demand is not met, the trade uniFnists
believe they are entitled to resume the general strike at any moment.

[04] Co-operation agreement between Ottawa and Bucharest
An agreement of good relationship and co-operation was signed at the
Bucharest City Hall on Monday. Participants in the signing ceremony
included the Canadian Ambassador Romania, David Collins, Mayor General
Viorel Lis of Bucharest, and Ron Colbus, special envoy of the mayor general
of Ottawa. Under the agreement, the two capitals are to carry out joint
programmes promoting the information exchange concerning their public
administration experiences in international affairs, habitat planning,
environment protection, water suplly and sewage works improvements as well
as the administration management promoting new technologies such as the
geographic information system. RADOR
[05] Bucharest: Romanian-Ukrainian documents signed
While in Bucharest on Monday, Ukrainian Foreign Minister Boris Tarasiuk has
signed an agreement mutually recognising Fraduating diplomas in the two
countries. Other documents included a protocol of co-operation between the
foreign ministries in the two countries and a Romanian-Ukrainian agreement
stipulating the two countries co-operation in building and using the
gaspipe linking the towns of Hust and Satu Mare. Coming into force in April,
the agreement allows the natural gas from Russia to transit Ukraine on its
way to Romania. In 1999, Romania is expected to get 3 billion cubic meters
of Russian gas. RADOR
[06] Dutch Defence Royal College delegation on a visit to Romania
Following an invitation by Romania's Defence National College, a Dutch
delegation of the Defence Royal College, including representatives of
defence high studies, has arrived in Romania on Monday for a ducumentation
visit. The agenda includes a series of meetings and talks with the
commissions for defence, public order and national security affairs in
Romanian Parliament as well as meetings with government officials, seniFr
officers with Romanian Army's Joint Staff and representatives of the
Department for defence policies and Romania's Foreign Ministry (MAE). A
communique issued by the Romanian National Defence Ministry (MApN) says the
Dutch delegation is also expected to visit the Academy of High Military
Studies, the Romanian-British Training Regional Centre and the Aviation and
Air Defence Academy in the Transylvanian city of Brasov, Central Romania.

[07] The Romanian office of CCIR and ROMEXPO opened in Istanbul
The offices of Romania's Chamber of Commerce and Industry (CCIR) and
ROMEXPO opened in downtown Istanbul on Monday. The move is the natural
consequence of recent growing bilateral relations between Romania and
Turkey in the political field but mainly in economy, government and non-
government affairs. An agreement coming into force on February 1998 has
established a free trade area between Romania and Turkey which may provide
some 1 billion dollar benefits. The centre is ready tF provide both
Romanian and Turkish businesses with a wide range of services and
information about business opportunities and offers. According to CCIR
director Pantelimon Manta, the centre is expected to host Romanian
companies for a three-month period allowing them to introduce themselves.

[08] Romanian and Bulgarian presidents' letter to their Yugoslav
counterpart
"Bulgaria and Romania are fully supporting the Contact Group's efforts to
seek a final solution to the conflict in Kosovo". The statement is part of
joint letter sent by Romanian President Emil Constantinescu and Bulgarian
President Peter Soianov to their Yugoslav counterpart Slobodan Milosevic.
The message is pointing out that a NATO-led international peace-keeping
force is the only means to guarantee Yugoslavia's territorial integrity.
"That is why our countries are ready to grant their full support to such
joint efforts", the presidential letter concludes. RADOR
