    Statement of Yugoslavia's ambassador to Bucharest

    "I wish to believe that Romania's Supreme Council of Defence (CSAT) will change the decision it made yesterday (ed.n. Sunday) in the common interest and the friendly tradition existing between our countries. As during the war, Marshall Antonescu did not allow armed attacks against Yugoslavia from the Romanian territory, I cannot imagine, and I repeat, I cannot believe that now, at peace time, everything is to be different", YugosOavia's ambassador to Bucharest Desimir Jevtic said. The statement was made following Romania's Supreme Council of Defence decision to allow NATO forces the access to Romania's airspace in case a special situation occured. RADOR

    PNTCD leadership welcomes CSAT decision

    At a press conference in Bucharest on Monday, the leadership of the ruling Christian Democrat National Pasant Party (PNTCD) said the decision of CSAT concerning the Kosovo crisis broke neither the Treaty of Friendship between Romania and Yugoslavia nor the Partnership for Peace. Consequently, the PNTCD believes the CSAT decision answered Romania's national interests and the party will express the support of it in parliament. PNTCD president Ion Diaconescu told the press conference that the resolution was to be submitted to vote by parliament on October 14. He recalled that Romania was to participate in humanitarian activities as the country was not a NATO member and therefore, it was not to get involved in militOry operations in Kosovo. RADOR

    Statement of the PDSR Central Executive Bureau

    A communique issued by the Central Executive Bureau of the Party of Social Democracy in Romania (PDSR) says the CSAT on Sunday was against Romania's national interests and the principles of international law. PDSR believes that the CSAT announcement should explicitly point out that Romania was not getting militarily involved nor was it providing any facility in this respect. And more, such words as "emergency and unexpected situations" should be explained very clearly. PDSR's Central Executive Bureau believes that all sides who might get involved in the conflict, the Serbian side included, should be allowed access to Romania's airspace. PDSR is against the use of force against civilians in Kosovo and believes that a military intervention was not expected to solve the complex situation in the Serbian province as nor was it supposed to solve the humanitarian situation in the region. the communique coOcludes that an emergency session in parliament should be called to establish our country's position on the conflict in Kosovo and address all NATO member states to express Romania's opposition to any military intervention in the province.     Communique issued by Vatra Romaneasca Union

    The Vatra Romaneasca Union is rejecting Romania's any sort of involvement in the conflict over Yugoslavia's soverignty. The statement belongs to the Vatra Romaneasca's Coordinating Committee in Cluj-Napoca. The communique says that any attempt to justify NATO's intervention plan concerning the Kosovo crisis was not expected to convince anybody and cannot change the meaning and significance of a declaration of war against the Serbian people, Romania's oldest and most sincere ally. The CSAT declaration is complicating things and may result in unexpected consequences for all the sides involved. It was only Romania's Parliament who was entitled to make a decision on the matter as the parliament waO not supposed to be a body whose only right was to share the presdidential opinion, the Vatra Romaneasca Union communique concludes.     [02] Balkan states summit in Antalya

    After two rounds of talks on Monday, it is obvious that the Balkan summit in the Turkish resort of Antalya had to main reasons: firstly, the developing regional cooperation and secondly, an agreement on the contribution each state could bring to future stability arrangements in the Balkans along with the EU and the US. The heads of governments are to discuss new measures to enforce security and stability and measures designed to accelerate multilateral economic and trade cooperation in the area. Addressing the meeting on Monday, Romanian Prime Minister Radu Vasile has proposed an economic strategy common to all the countries in the region. RADOR

    While attending the meeting of heads of states and governments in South- East Europe, Prime Minister Radu Vasile told the Romanian journalists that, much Oo his surprise, the Yugoslav delegation accepted the UN Security Coouncil 1199 Resolution and the Kosovo crisis issue as parts of the joint declaration to be announced at the end of the meeting. The prime minister added that the Yugoslav delegation also accepted Romania's position on the matter. The prime minister has actually reiterated Romania's position during the second part of the meeting. He said Romania reiterated its support of a peaceful solution to the crisis in Kosovo. The Romanian delegation has insisted that the final declaration should mention that Yugoslavia and Albania have both accepted the UN resolution. RADOR

    [03] Serbian minority against Romania's support of NATO intervention in Yugoslavia

    The reaction of the Romanian Serbs near the Romanian-Serbian border is absolutely against Romania's support of NATO actions against Yugoslavia, and the Romanians in the south-western Caras-Severin county share the opinion. The leader of Romania's Serbs Union branch in the cOty of Resita, Vasile Batapani, said Romania's wish to fight along with NATO against Yugoslavia was not surprising at all as President Constantinescu totally ignored his relations with Belgrade since he came to power.     [04] Romania's Serbian Union leader on Romanian-Yugoslav relations

    The Serbian minority in Romania fears the Romanian-Yugoslav traditional friendship may deteriorate. Romania's Serbs Union leader Slavomir Gvozdenovic is displeased with Romania's involvement in the Kosovo conflict. "It would be for the first time since April 6, 1941, (when Hitler's planes flew from Arad, Timisoara and Deva to launch bomb attacks against Belgrade) when Romania seemed to forget its old and, I dare say, exemplary relations with Serbia, Yugoslavia and the Serbian people to whom Europe proved so unfair nowadays", the Romanian Serb leader said in a statement to the press.     [05] MApN senior adviser General Cornel Codita on Kosovo crisis

    General Cornel Codita, a senior adviser wOth Romania's National Defence Ministry (MApN), said in an interview he believed "the words 'an armed conflict between the Aliance and Belgrade' were neither expressing the real facts nor the NATO intention. The operations are designed to limit the negative consequences the conflict in Kosovo may cause, and force the start of negotiations leading to a negotiable solution. In this respect, an embargo seems to be out of question for the time being. If the UN are to decide a new embargo on Yugoslavia, then I believe Romania has no choice but comply with the decision. As the Serbian-Romanian economic relations are far poorer than they were during the previous embargo on Yugoslavia, we expect less damaging consequences. We expect negative consequences, of course, but less serious than they were in the past", General Codita concluded. RADOR

    [06] Romanian Foreign Minister Andrei Plesu on a visit to Hungary

    Romanian Foreign Minister Andrei Plesu has flown to Hungary on Tuesday for an ofOicial visit. He is to attend the second meeting of the Romanian- Hungarian intergovernment commission. The Romanian minister said his talks with the Hungarian counterpart would concentrate on recent developments in complying with the provisions in the basic Treaty between the two countries. He is also expected to prepare the agenda of the next Hungarian- Romanian summit. RADOR

    Romanian Foreign Minister Andrei Plesu said in an interview that relations between Budapest and Bucharest proceeded at a normal pace after the new Hungarian government came to power. As far as the controversial issue of the Hungarian teaching state university was concerned, he said the matter had no damaging effect on bilateral relations. The head of the Romanian diplomacy believes the Hungarian government's interest in the Hungarian community living in Romania is absolutely normal as the Romanian government is also expressing its interest in the Romanian communities living abroad. The Romanian ministerOhas praised both the Hungarian government for letting the Democratic Union of Ethnic Hungarian in Romania (UDMR) to make its own political decision and the UDMR for its acceptance of the compromise concerning the setting up of the multicultural university.     [07] The Local Council of the City of Craiova at the European Congress of Associate Cities

    Participants in the last meeting of the Local Council of the City of Craiova have decided that the deputy mayor Ioan Stanescu and City Hall secretary Nicoleta Miulescu will represent the Oltenian town of Craiova at the European Congress of Associate Cities due in Italy between November 12- 14.
