MILS SUPPLEMENTMILS NEWSSkopje, 15 July, 1997[01] FLAGS REMOVED IN FRONT OF DEBAR TOWNSHIPThe Macedonian Radio reported early this morning that the police has removed the Albanian and Turkish flags in front of the Council of Debar municipality. According to the latest information reported on the radio the situation in Debar is calm and there have been noticed no incidents so far and larger group gatherings of the citizens. Otherwise, the Council of Debar municipality , as reported by A-1 Television, the decision to keep the Albanian and Turkish flags hoisted contrary to the decision of the Constitutional Court of Macedonia. As it is cited, in the discussion the opinion prevailed that the decision passed by the township on 23rd April this year to keep the three flags hoisted in front of the township building. At this session did not take part the counselors from the SDSM and the Liberal-Democrat Party.On the town square in Struga yesterday a demonstration took place organized by the Democrat Party of the Albanians under the motto `For the national flag and against violence', on the occasion of the recent action of the police on removing the illegally hoisted flags in front of the township buildings in Gostivar and tetovo. The protest according to the Macedonian Television, commenced by striking up the Albanian anthem and with one minute silence for the people killed in Gostivar. The public was addressed by the heads of the township branch offices of the Democratic Party of the Albanians as well as the youth organizations and organizations of the Albanian women. There the police's action has been assessed as `chauvinistic and anti-Albanian' organized by `the barbarian, Macedonian Slavo-communist government'. In Gostivar and Tetovo life gradually comes back to normal, the work of the police and the investigation court bodies regarding examination of the participants and the organizers of the riot and pressing charges against them are underway. In Tetovo yesterday the Basic Public Prosecutor's Office pressed charges against the mayor of the Tetovo municipality, Alajdin Demiri, and the chairman of the township council, Vebi Bedzeti, for the criminal act - non-fulfillment of a court decision. The charges, according to the Macedonian Television, have been pressed because Demiri and Bedzeti had not realized the decision of the Constitutional Court of Macedonia for a longer period of time and theta decision complied them to remove the Albanian flag which had been illegally hoisted on 23rd March this year in front of the township building in Tetovo. As it is familiar, the charges pressed against the Gostivar mayor, Rufi Osmani, are also due to rebellion summoning and is kept in pretrial confinement in the Skopje Prison. In the Clinical Centre in Skopje yesterday died the third victim of the riots in Gostivar from the 9th July. Miljam Dauti succumbed his wounds, most probably caused by some hard object, because according to authorities from the Clinical Centre he had no open wounds. [02] `ELEPHTEROTYPIA' - SALI BERISHA HELPED ORGANIZING THE LATEST EVENTS IN WESTERN MACEDONIA`The President of Albania, Sali Berisha and his Democratic Party have allowed the Macedonian authorities to repress the Albanian in this state, stated the leader of the Albanian socialists and future Prime Minister of Albania, Fatos Nano, in the interview for the paper of the Albanian Socialist Party `Zeri i Populit'. `Makfaks' reports, Nano has indicated that the politics of Berisha and all events regarding the relations with the neighbours leave negative consequences on the position of the Albanians living outside Albania. `Makfaks' also reports that reacting to there accusations Berisha and his Democratic Party have accused the socialists for negative influencing the position of the Albanians outside Albania.Otherwise, according to the Macedonian Radio, the Albanian papers through their reporters in Macedonia report regarding the difficult and tense situation in, as they call them, the Albanian towns in Macedonia. According to the Albanian papers, besides in Gostivar and in Tetovo at the entrance in Kichevo and Struga as well an unusual presence of the police is noticeable, and in a village near the border in the Debar surrounding, a large number of armored cars and police forces have been noticed. The paper of the Greek temperate left wing `Elephterotypia' in its column, according to the Macedonian Television, affirm the attitudes of Fatos Nano, underlining that the Albanian President, Sali Berisha, had helped the leader of the ADP, Arben Dzaferi, in organizing the latest events in Western Macedonia. Under the title of `Berisha plants the market in Skopje' the paper concludes that the Skopje Albanians have been helped by some Albanians coming from Albania, probably fanatic adorers of Sali Berisha. `Elephterotypia' also explains that although Dzaferi has tried to remove these suspicions 2 weeks ago at the founding congress of the new Radical Democratic Party in Tetovo appeared strange black shirts parading through the streets of the city. The paper adds that it has been affirmed that one of the killed and several wounded in the clashes in Gostivar were Albanians coming from Albania. Among the observers in Skopje and Tirana, according to `Elephterotypia', there are doubts that maybe Berisha will try to influence the Tetovo radicals into generating escalation of the situations and an international clash which would complicate the position of the new Government which is to be formed in Tirana by the Socialist leader, Fatos Nano. According to the Macedonian Television the President of the Party for Democratic Prosperity, Abdurahman Aliti, and the leader of the Albanian Democratic Party, Arben Dzaferi, yesterday stayed in Tirana as guests in a TV programme of the Albanian satellite programme called `Crisis of the Albanians in Macedonia'. [03] DP DEMANDS BAN ON DPAThe enabling of political party formation on ethnic grounds has roughly deformed the initial principles of the civilian democracy, and the experiment called `multiethnic democracy' has taken its toll', pointed out at yesterday's press conference the President of the Democratic Party, Denko Skalovski. Due to this party demanded a ban on the activity and performance of the Democrat Party of the Albanians which has been assessed to act non-concordantly to the laws and the Constitution, and also demanded the current government to stop making pacts with the `one-ethic parties' so as to gain larger number of votes. The police intervention in Gostivar, has been assessed by the DP as institutionalized violence.According to this party the current government has the ability to detour the public's attention away from the social and economic problems over to political events, and thus looking towards Gostivar the people have become poorer and hunger has entered their homes. With the denar devaluation the government is trying to fill the state's budget by taking from the people and thus finance the oncoming parliamentary elections, pointed out the leader of the party, Denko Skalovaki, repeating his demand on pre-terminal parliamentary elections. [04] MACEDONIAN DEFENSE SECRETARY IN MOSCOW TODAYThe Republic of Macedonia Defense Secretary, Lazar Kitanovski, is to leave for Russia today in a few day's official visit, reports the Macedonian Radio. During his stay in Moscow the Macedonian Minister is expected to sign a Treaty on military collaboration between Macedonia and the Russian Federation. This, otherwise, is the first visit of a Macedonian Defense Secretary to Russia which is realized after few years of negotiations and several delays.[05] MEETING OF MACEDONIAN AND BULGARIAN MPS UNCERTAINStefan Tafrov, Deputy - Secretary for Foreign Affairs of Bulgaria has stated these days that it is not certain whether a meeting between the Prime minister of Macedonia and Bulgaria will be realized although it had been recently announced by the media of both states. According to Tafrov the issue of relations between Sofia and Skopje is not lacking meetings but it needs a breakthrough regarding the disputed issues. The Bulgarian diplomat, `Makfaks' reports, at the meeting with the press added that `Bulgaria has passed a great deal of its way towards a compromise'.[06] PLAN OF FOUNDING CONFERENCE OF THE BALKANS CIVILIZATIONSOrganized by the Macedonian Ministry of Science starting from yesterday staying in a visit to Macedonia is the academician Triandaphilos Karaianos from Greece, an honorary minister and president of the International Science Forum - Institute for European Studies from Athens. At the meeting with the Macedonian Science Minister, Aslan Selmani, set forth the question on necessity of foundation of a Conference for the Balkans civilizations which would gain a traditional character.According to the Macedonian Television Minister Selmani has basically accepted this initiative. Delegates from the `Ss. Cyril and Methodius' University from Skopje headed by rector Radmila Kiprijanova have been visiting the University in Janina Greece, and have signed a treaty on educational-science collaboration. The collaboration between the two universities within the frameworks of social studies, medicine, natural sciences and arts will comprise elaboration of mutual scientific, research objects, exchange of professors and students, organizing mutual science conferences and similar activities. [07] INFORMATION ON JUSTICE MINISTRY PRIORITIESJustice Minister Gjorgji Spasov yesterday received in a separate protocol visit the ambassador of the Republic of Slovenia in Skopje, Jozzica Puhar and Henryk Skolaski, Chief of the Mission of UNPREDEP in the republic of Macedonia. According to the official report, at these official work visits to the Justice Ministry the guests have been informed regarding priorities of this Ministry, placing particular accent on the property bills, the bill on executive procedures as well as the bill on state administration. The Justice Minister also aquatinted the guests with the adopted bill on the flags and the current situation in Gostivar and Tetovo.[08] FRAMEWORKS ON RECEIVING GERMAN CAPITAL IN MACEDONIAThe privatization Agency is going through the final phase of preparation of the programme on attracting German investments into Macedonia which is conducted in collaboration with the German finance institution `Deka' specialized in promoting German capital in states of Central and Eastern Europe. A-1 TV reports, privatization Agency officials have stated that this programme will present the frameworks for the announced German investment activity which has been arranged at the April meeting between German chancellor Helmut Kohl and Macedonian PM Branko Crvenkovski.According to A-1 Television the main activities of this prgramme would be negotiations between the German concern `Krup' and `Fenimak' - industrial plant producing ferro-nickel in Kavadarci. Within the frameworks of this programme it is included realization of introduction of the German Bank `Dresdener Bank' into the Macedonian banking system. This bank, according to unofficial information has appeared as the main financier for the building of the Macedonian Embassy in Berlin. Regarding the AUDI A3 project, i.e. them production of the A3 automobile in Macedonia, negotiations between the Macedonian Government and the German concern are in process and the final decision continues to be uncertain. [09] SLOW REALIZATION OF AGRICULTURE CREDITSThe wheat purchase from this year's harvest in Macedonia is in process with no larger problems, except for the problems appearing in the Bitola region due to finance incompetence of the `Zzito Bitola' industry plant which will be overcome with intervention from other regions and from the Head Office of stock reserves. The Macedonian Television reports, this was states yesterday by the Macedonian Agriculture Minister, Kiro Topuzovski, in front of members of the home office assembly commission. The ministers have been informed about the realization of the credits on agriculture.The so-called IRE-credit is being realized accordingly to the plans, while the credit line from EBRD, according to Topuzovski, gives interest, yet decisions are being passed too slowly. The reason for this, pointed out Topuzovski, is the fact that banks grant with difficulty credits to farmers under the excuse that they are no legal subjects, that they have no giro- accounts, that they are dealing on basis of freelance trading and similar. The bankers make excuses that according to the norms of the World bank the farmers should possess a giro-account through which their perspective, profitability and efficiency will be measured. The Agriculture Minister yesterday announced that the Government considered a current financing of the agriculture production through reproduction materials and he also pointed out that in the near future the announced Agro stock market will start functioning. [10] FROM TODAY TIR-CARNETS WITH 50.000 DOLLARS GUARANTEEAll freight forwarders from Macedonia who drive in the international road traffic using the TIR-carnets which procure uninterrupted passing through the borders ( with no opening of the cargo which is sealed) starting from today will not be able go gain carnets unless they have bank or insurance guarantee of 50.000 dollars. This decision has been passed informs the `Macedonian traffic' which is member of the International Association of freight forwarders (IRU) and issues the carnets in Macedonia, that is generated from the norms of the TIR- Convention.In Macedonia, as it is informed, the prices of the guarantees have fallen due to the difficult situation of the freight forwarders and in other states the above mentioned amount is paid for each separate carnet. Border security is obliged, because in cases of offenses the obligation of paying damages falls on the association that issued the TIR-carnets. `Vecher' reports, the `Macedonian Traffic' has already received from the IRU a list of 18 freight forwarders from Macedonia who have made offenses abroad causing damage of 600.000 Swiss franks. Bans have already been issued on these firms and no carnets will be issued for them until they cover the damages done. [11] INCREASE OF PETROLEUM PRICES OR TAX DECREASEThe denar devaluation for 1,6 % these days in Macedonia causes a series of increase in prices. Among other the prices of medicaments (between 16 and 20%), the sugar, the cooking oil, the technical appliances, the furniture etc. have risen. The media report that almost all products supplied by import have become more expensive including domestic products produced form imported reproduction materials.According to A-1 Television, the Economy Ministry was supposed to submit at yesterday's session to the Government an information regarding the possible change in the oil and oil derivatives prices. This information was supposed to be revealed after last Friday's meeting at which present were representatives from the Economy Ministry and the `OKTA' Refinery. According to this television there have been several potential possibilities - increase of the retail prices or intervention in the price structure. The latter variant would lead to decrease of the taxes, and the remaining amount would be accounted in the refinery price by which the demands of the Refinery would be satisfied. A decision on this problem will most probably be passed at the session of the Government and an official report is expected do be due today. MILS SUPPLEMENT[12] `Greece Continues Violating the Macedonain Rights'(`Nova Makedonija', 10 July, 1997)Directing an appeal to all organised activity forms of the Macedonians throughout the world on sending demands to the high institutions of the international community (OSCE, the Helsinki Committee, the State Department, the Embassies of the major forces) regarding protection of the human rights of the Macedonian people living in their ethnic regions within the borders of Greece, Albania, Bulgaria and Serbia, representatives of the Association of the Macedonians from the Aegean part of Macedonia with its seat in Bitola, at a recent press conference in Skopje pointed out that the human rights protection, above all, depends on each individual and while the associations, institutions, states and the international community are of a secondary importance. In relation to this the president of the this Association, Aleksandar Popovski, together with his collaborators and managers of about 10 Republic boards have stated regarding these and other issues connected to the human rights protection of the Macedonians in Greece and other states that this will be discussed at the coming traditional border meeting of nationals from the Macedonian Republic and the Republic of Greece scheduled for 27th July this year in the Bitola village Trnovo and as every year at least 10.000 to 15.000 visitors are expected to appear. Responding to the reports' questions, representatives from the Association have stated that Greece continues to violate the human rights of the Macedonian minority descending from the Aegean part of Macedonia, who due to various reasons are living in other states and want to come and visit their birth places, their parents' homes etc. For these reasons the Association appeals to all Macedonians throughout the world insisting on demands directed to the authorised state and other institutions to demand recognition of: the political refugee right for Macedonians from Greece, the right to freely enter the Greek Republic as well as the protection of subject and identity rights of the Macedonians including recognition of all identification data in the passports issued by the states inhabited by Macedonians. Also, the Association considers that they should demand protection and realisation of the right to name our people as free citizens - ethic Macedonians, with the right to own and govern their fathers' estates in Greece whose legal heirs they are. Representatives from the Associations pointed out that there is no reason why the Greek authorities should reject our citizens from the border crossings if they are Macedonians with origin form the Aegean part of Macedonia and do not accept to be peripherally turned into Greeks by being pressured to wipe off the Macedonian ethnic toponyms (the names of their birth places) and in replacement to put in the Greek toponims or only the name of Republic of Greece by which they are being deprived of their Macedonian roots of origin and national identity. We are not going to accept that, pointed out Popovski, and we demand protection of our right to return to our birth places as ethic Macedonians with all spiritual- religious, national, cultural and other rights.
