MILS SUPPLEMENTMILS NEWSSkopje, 19 August, 1996[01] GLIGOROV: 'MACEDONIAN ARMY - A RESPECTABLE FACTOR FOR COOPERATION''Army of the Republic of Macedonia has become a respectable factor for cooperation and an institution in which our citizens trust. Protecting the peace and stability is the main condition for the development of a democratic country and for joining the European team,' Macedonian President Kiro Gligorov said at a reception on the occasion of 18 August, the Day of Macedonian Army, as Macedonian media reported.Gligorov stressed the most important determinations of Macedonia: to preserve the peace, to maintain good relations with the neighbours, to have tolerance among ethnic groups, to fully transform the political and economic system, to join the European integration processes and collective security systems, etc. He said Macedonia had a civil concept of defense, but that the Army was established as a factor for preventing an aggression, and for amortization of the first attack, that would enable an engagement of the collective security and defense systems. 'Security and defense in the Euro-Atlantic area, that we live in, have an integral character and they can be guaranteed only by collective systems,' underlined Gligorov. Membership in 'Partnership for Peace' Programme is, according to Macedonian President, a possibility for a systematic cooperation with the structures of the Alliance and for faster fulfilling of its conditions. Gligorov estimated the results achieved as elements that prove Macedonian determinations and fulfill the conditions to join NATO. Speaking about the extraordinary good cooperation of Macedonian Army with UNPREDEP forces in the country, the President said the UN preventive Mission had played a positive role in the stabilization of the situation at borders of Macedonia. He expressed his belief that the border line between the Republic of Macedonia and FR Yugoslavia would soon be marked. Stressing that it would close the last open issue with the northern neighbour, Macedonian Head of State expressed his expectations for UNPREDEP mandate in Macedonia to be extended for additional six months, i.e. until certain issues in the region are closed. The Day of the Macedonian Army was marked by paying respect to the late partisans at the Partisan cemetery in Skopje, as well as to the late General Mihailo Apostolski, by Army officials. Other events by which the holiday was marked took place, and were attended by Macedonian Prime Minister Branko Crvenkovski, Defense Minister Blagoj Handziski, diplomats and military attaches. [02] ATHENS WANTS GREEK-MACEDONIAN TALKS TO CONTINUE'Athens wants Macedonian-Greek talks in New York to continue on August 25, in order to show that an exit from the dead end must be found.' read Greek papers these days, according to 'Nova Makedonija'. As alleged, some Greek media, despite their preoccupation with the situation in Cyprus, were still citing their Foreign Minister Theodoros Pangalos who said that Macedonia was violating the Interim Accord. Statements of Macedonian Foreign Minister Ljubomir Frchkovski that Greece would be allowed to name Macedonia however it wished were evaluated by Greek papers as 'a cunning and ironic thinking', and are, according to them, in disharmony with the Accord.[03] MACEDONIAN OKRAS EXPORTED TO GREECEFarming cooperative 'Mirko Telev' from Negorci signed a contract with a company 'Cholakis' from Thessaloniki for exporting about 500 kilos of okras to Greece daily, Macedonian media are reporting. Buying off of okras is guaranteed and they will be marketed on Greek and EU markets. According to the information, the Greek company is interested in buying off other vegetables from Macedonia.[04] BORDER CROSSING BOJAKOVO WITHOUT SANITARY CONTROLMacedonian Agriculture Ministry was informed by the competent Croatian Ministry last Friday that border crossing Bojakovo, from where many Macedonian trucks transporting vegetables were returned recently, was officially not opened for shipments that should be submitted to veterinary and sanitary controls. The information said that a veterinary inspection could work on this border crossing only in extraordinary situations from 7 a.m. to 5 p.m.Therefore, all shipments that should be submitted to the above mentioned controls should go to the border crossings Donji Miholjac and Gorichan, that are registered for such controls and are working 24 hours a day, announced Macedonian Secretariat for Information. [05] SKOPJE AREA STILL INFECTED WITH FOOT-AND-MOUTH DISEASE'Skopje is still an infected area under veterinary and other necessary controls, and declaring this region as not infected with foot-and-mouth disease will be done partially, after all the conditions are fulfilled,' reads today's issue of 'Dnevnik' daily. Veterinary Administration of Macedonia announced that over 80% of cattle in infected and bordering areas had been re-vaccinated. It is still uncertain whether reaction substances, needed to prove the presence of antibodies in the blood of the cattle, will arrive. The problem is the payment of 10,700 pounds, needed for about 15,000 controls to be made.[06] UNPREDEP INVOLVED IN ROADS RECONSTRUCTION'UNPREDEP in Macedonia are financing the reconstruction of some roads they have been using,' read yesterday's issue of 'Nova Makedonija'. Some of those roads are: the 15 km of unpaved section of Rankovci-German road of a total length 22 km, and 3 km of unpaved section of Metezevski Preslap - Chupino Brdo road.[07] RUGOVA CALLS ON RELEASING 'TETOVO UNIVERSITY' ACTIVISTS'Dnevnik' daily reported that leader of Kosovo Albanians Ibrahim Rugova called on Macedonian President Kiro Gligorov last Friday to have 'Tetovo university' activists released and all legal procedures against Albanians in Macedonia stopped. According to Rugova, Albanians in Macedonia had been protesting in the spirit of the democracy and they should not be judged for that.Regarding the request of US Secretary of State Warren Christopher for the situation in Kosovo to be urgently stabilized, Rugova said it was a stronger stand of Washington to have the situation in the region stabilized and a proof that USA were taking actions to implement the Albanian-Serbian dialogue. He also said, for the first time, that there had been direct contacts regarding the Serbian-Albanian dialogue and that Albanians were involved in the preparations. To the question whether Albanians from Kosovo would participate in the forthcoming federal elections in FR Yugoslavia, Rugova said they had already chosen the members of Kosovo Parliament and that any elections on level of Yugoslavia were out of question. [08] DZAFERI: 'MACEDONIA IS IN A POLITICAL ADOLESCENCE''Nova Makedonija' reads that independent Albanian daily 'Koha Jone' had issued an interview with PDPA leader Arben Dzaferi last Friday, in which he spoke about the current situation in Macedonia, saying that: 'Macedonia or the hybrid called FYROM, as it is recognized by international organizations, is going through a deep crisis of identity and a political adolescence.'Macedonian Government is drawing its power, according to Dzaferi, from the Slovene origin which is identified with the ancient name of 'Macedonia', while currently a fake democracy is being carried out by remaining communistic powers, led by Gligorov, who are re-animating Titoistic schemes. PDPA leader also said that Albanians in Macedonia were not satisfied with the positions of ministers they have obtained and disagreed with the policy of equi-distance to be led with Kosovo and Albania, as the case is with Greece, Bulgaria and Serbia. Dzaferi stressed that PDPA was supported by Albanian governing Democratic Party. Regarding personal contacts with Albanian politicians, he said his party had close relations with Albanian Democratic Party Vice President Ali Spaia, and with Dilber Vrioni, the new Minister of Privatization. [09] MAAK-CP: 'UNITING OF OPPOSITION IN A 'FATHERLAND UNION'Macedonian media reported that President of MAAK - Conservative Party Strashko Angelovski said at a press conference last Saturday that there were chances for a Fatherland Union to be formed. It would be an association of MAAK-CP, VMRO-DPMNE and of the Democratic Party (DP), and something more than a usual coalition for the local elections this autumn. He said that a three-parties meeting had been already held in DP Headquarters, when a cooperation and joint appearance on the elections had been agreed on, as well as what should be minimum standards for the opposition to participate in the elections.'There was a suggestion for the agreement to be signed in Toronto, Canada, on September 8, the Day of Independence of Macedonia, as the idea is greatly supported by Macedonian emigrants,' said Angelovski. According to 'Nova Makedonija', Angelovski said that signing of the agreement on uniting is most probable with VMRO-DPMNE, which should take place in a few days. The daily 'Dnevnik' reads that Angelovski said he had visited Canada, following the invitation of the organisation 'United Macedonians', when MAAK-CP and this organisations had agreed to prepare a joint platform for the forthcoming elections in Macedonia. 'Macedonians in Canada consider the current Macedonian Government an illegitimate one, as it has given up the Aegean part of Macedonia, changed the national flag, and is negotiating about the name of the country. Macedonians in America and Canada are united by the World Macedonian Congress of Todor Petrov,' said Angelovski. On the other hand, VMRO-DPMNE Vice President Dosta Dimovska stated for 'Dnevnik' that it was too early to speak of any kind of agreement for a coalition between bigger opposition parties. However, she confirmed that there was a draft- agreement for a coalition between MAAK-CP and VMRO-DPMNE, while talks with the Democratic Party, Liberal Party and other smaller parties that dissociated from VMRO-DPMNE were still going on. Democratic Party spokesman Jovan Manasievski stated, according to 'Dnevnik', that his party had no information about the initiative of MAAK-CP. [10] WINNERS OF OHRID SWIMMING MARATHONWinners of the 10th Ohrid Swimming Marathon, held last Saturday, were Devid Molina from Spain among men and Rita Kovach from Hungary among women.Tomi Stefanovski, who won the 11th place, and Teodora Reptis, who was the 4th, were the most successful Macedonians at the competition. MILS SUPPLEMENT[11] 'PDP Is Not Afraid of The Opposition'('Nova Makedonija', 17 August, 1996)This month is marked by political clashes between the parties of Albanians in Macedonia. In context of 'Tetovo university' issue, opposition parties PDPA and NDP have severely attacked PDP, which is the most numerous party and a member of the governmental coalition. It was an attempt to disqualify PDP as a party in the eyes of the Albanians and to present it as one which is not treating the national interests, but is taking care only about its position in the government - i.e. to present its members as traitors. The intention is, ultimately, to force PDP to leave the institutions of the system, which would provoke a 'political crisis', a matter mentioned by PDPA leader Arben Dzaferi so many times. Analyzing this, 'Nova Makedonija' concluded more than once that it was an attempt of the Albanian opposition in Macedonia to take over the power before the forthcoming local elections. PDP leader Abdurahman Aliti solved these doubts in a very similar way. In an interview made for BBC in Skopje, about the accusations addressed to PDP, Aliti said: 'It is about a pre-electoral situation, i.e. we are at the doorstep of the local elections that should take place before the New Year.' Aliti finds this the only motive for the attack of the opposition against PDP, adding that his party is prepared to publicly face any other political subject of the Albanians, in order people to realize how much has each party achieved. Abdurahman Aliti said a political crisis could be provoked only by big parties, and not by small ones. Aliti's statement made for Radio Tirana two weeks ago, that in case Macedonian government does not legalize the 'Tetovo university' PDP might leave the institutions, one can suppose that his party will radicalize its actions. It will be influenced by the attitude of the opposition, by the forthcoming local elections and by the discontent from governmental structures. In the interview for BBC, Aliti said Albanians in Macedonia were dissatisfied by their Constitutional and legal position, despite all the efforts of Albanian political subjects and many representatives of international organisations, including the Republic of Albania. He added that Albanian Parliament Resolution to be engaged in the recognition of the 'university' was a legitimate right of our western neighbour to be 'interested in the part of its people who leave outside the country'. Regarding the main problem - 'Tetovo university, Aliti said: 'All political subjects of Albanians consider the existence of the university in Albanian language a legitimate right of Albanians.' He stated there were two alternatives regarding that matter: either to legalize the 'university' or to destroy it, which would provoke, according to him, a state of emergency. It becomes obvious that a hot political autumn is expecting Macedonia. The treatment of the 'university' will be the main argument of the parties in western part of the country during the local elections. Macedonian government is still having a hot issue to deal with. And issues that bring to strong antagonisms and emotional strains during elections are, usually, not solved satisfactorily.
