MILS SUPPLEMENTMILS NEWSSkopje, 16 July 1996[01] 'EPENDITIS': DIVIDED MACEDONIAN LEADERSHIP ON NAME ISSUEA-1 Television reported about estimations of Greek media that Macedonian party did yield in the name dispute during the sixth New York meeting of Ambassadors Toshevski and Zaharakis. Greek Prime Minister Simitis was proclaimed incapable of dealing with crucial national issues.'Fruitless New York talks and their postponing (again) for the end of August prove that Simitis's Government can not solve crucial national issues,' evaluated the opposition party New Democracy, which was reported by many Greek papers during the weekend. New Democracy accused the Government of avoiding their responsibility and of choosing the dangerous tactics of postponing the problem. Economic weekly 'Ependitis', reported 'Makfax', directly accused Macedonian Foreign Minister Ljubomir Frchkovski of keeping the firm position about the name. According to the paper, that was the reason for a conflict between Frchkovski and Kiro Gligorov, as Macedonian President was interested in closer relations with Greece. 'Ependitis' supported the claim with similar estimations of Head of Hellenic Republic Liaison Office in Skopje, Alexandros Mallias. Referring to the double name option, the weekly does not exclude the possibility that to be an epilogue of the talks about differences for the name. 'Under the pressure of Washington, and taking into account the mood of the Greek Government, one should not exclude the possibility for the name 'Macedonia' to be included at international relations,' read the comment. As alleged, one of the options for the northern neighbour's name is 'New Macedonia', and Athens would set strict conditions before accepting it. This should be soon discussed by Greek Foreign Minister Theodoros Pangalos and Greek UN Ambassador Hristos Zaharakis. [02] 'PEACE EAGLE '96' MANEUVERS BEGANThe multi-national military exercise 'Peace Eagle '96' of eight member countries of 'Partnership for Peace Programme' and NATO, including Macedonia for the first time, began yesterday in Albania. The exercise goal is a coordination and joint actions of units and commands at peace operations and delivering humanitarian aid. The international brigade that will perform the maneuvers is made of soldiers from USA, Albania, Italy, Turkey, Greece, Bulgaria, Romania and Macedonia. The polygon in Bize is attended by the Albanian, Bulgarian and Greek Defense Ministers, while other countries are presented by Armies Generals and Chiefs of Staff.Macedonian Radio reported that over 30 international and regional media were following the maneuvers, as well as high officers from neighbouring countries, parliamentarians and Internal Affairs Ministers. The exercise was officially opened by President of Albania Sali Berisha, after which he had a short meeting with Macedonian Army Chief of Staff General Trajche Krstevski. Berisha, according to Macedonian media, expressed his pleasure with the first participation of Macedonia at maneuvers within the framework of 'Partnership for Peace', and said he hoped that Macedonian-Albanian military cooperation would further develop. The Republic of Macedonia was referred to at protocol documents as FYROM, although it was initially addressed under the Constitutional name. According to information of Macedonian Radio and Television, the Constitutional name had been erased, after which FYROM was added in handwriting. [03] DEMONSTRATIONS ORGANIZED BY ALBANIAN PARTIES ARE CONTINUINGMacedonian media yesterday reported that meetings of Albanian political parties and associations inside and outside the country were continuing, all of them under the motto 'We Want Protection', and their goal being institutionalization of 'Tetovo university' and fundamental solving of the Albanian issue. Macedonian Television reported about such a meeting in Gostivar yesterday, with the same 'iconography' as the previous one in Tetovo, but with much less people. Already known requests and qualifications could be heard from 'Tetovo university' 'rector' Fadil Suleimani, the teacher Miljaim Fejzi, PDPA leader Arben Dzaferi and Ilijaz Halili from NDP. The reporter pointed out, as an unusual thing, that only NDP and Suleimani were chanted at by those gathered. Protest was expressed against the 'traitors', although they were not precise stated. Representatives of 'Tetovo university' Students Union and of Albanian Women Organization also spoke at the meeting, and the national anthem of the Republic of Albania was played.PDPA leader Arben Dzaferi said for Macedonian Radio yesterday that the recent demonstrations of Albanians in Geneva, also under the motto 'We Want Protection', had been short, but effective, and were paid a great attention by Swiss media. UN Secretary-General Boutros Boutros Ghali was sent a letter from Geneva, which asked for a democratization of the Macedonian society. In the letter, the situation in Macedonia was presented, its worsening, as well as suggestions for what should be done. Dzaferi also said the procedure for PDPA and NDP members to be retreated from Macedonian Parliament would be started at the next Parliament session. According to him, Macedonia will then have to answer to the international public what was the reason for that, which would be a 'solid basis for the next moves of Albanians in Macedonia'. [04] PROTEST OF ALBANIANS IN SKOPJE TODAY'Makpress' agency reported that Albanians will hold a meeting today at 5 p.m. on the central city square of Skopje, as a sign of protest against the confirmed verdicts for imprisonment of five people from 'Tetovo university':Fadil Suleimani, Miljaim Fejziu, Nevzat Halili, Musli Halimi and Arben Rusi. According to the paper in Albanian language 'Flaka e Velazerimit', the meeting is going to be attended by several associations of Albanians in Macedonia, 'Tetovo university' presidency, Republican Party, Party for Democratic Action, PDPA, NDP, and Associations of Albanian Women, Albanian Writers and Political Prisoners. 'Dnevnik' daily cites the announcement of meeting organizers as follows: 'These extremely hostile court verdicts are not punishments only for those that they are intended to, but for the whole Albanian nation and its pride and values. Come to defend our human and national pride! Let's uncover the enemies of the Albanian education, let's reveal the hell of the oasis of peace! Come to show that Macedonia is ours, also! We are gathering to defend our freedom,' ends the call of meeting organizers. [05] 'DNEVNIK' ABOUT TENSIONS REGARDING 'TETOVO UNIVERSITY'Today's issue of 'Dnevnik' presents a statement of PDPA Vice President Menduh Tachi that 'a false atmosphere is being created in public about a tension within 'Tetovo university' and about alleged mistrust and intolerance'. According to him, the situation is quite different, as 'pro-rector' Sefejdin Hairuni was released from duty unanimously, while other 'pro-rector's' (Murtezi Ismaili) resignation would, most probably, not be accepted.Tachi numbered several reasons for Hairuni's releasing from duty: he did not teach at the university, he had no scientific qualities, and he was at the function of 'pro- rector' only formally - due to political reasons, as an MP. Tachi refused to state the other reasons for Hairuni's releasing, pointing out that he was compromised too much. Ismet Ramadani from PDP stated for 'Dnevnik', on the other hand, that 'Tetovo university' was going through the worst possible thing that could have happened to it - a great politicization. 'That politicization burdens our engagements to deny the governmental theses that the initiative for a university is a radicalization of the Albanian issue in Macedonia and it will become a great obstacle for it,' said Ramadani. According to him, 'the opposition leaders, playing the roles of 'university senate' members, have found a good place for a political battle'. Ramadani concluded that it became evident that opposition members were naive and dilettante. He said that 'PDP would continue its efforts for establishing ways and modalities to institutionalize the 'Tetovo university', adding that 'it is was a programme determination of his party'. Meanwhile, 'Flaka e Velazerimit' daily, according to 'Dnevnik' called on Albanian intellectuals in Macedonia to confirm that they were the 'brains of the nation'. They were asked not be indifferent in a situation when 'everybody were playing heroes and presenting themselves as the only ones who were doing the best for the nation, simultaneously accusing each other of abusing, of acting against global interests and of treason'. [06] CHRISTIAN FABER-ROD: 'EVENTS IN TETOVO AND GOSTIVAR ARE NOT IN FUNCTION OF STABILITY''What has been going on in Tetovo and Gostivar is not in the function of security and stability of this region,' said the new Head of OSCE Mission to the Republic of Macedonia Christian Faber-Rod for Macedonian Radio. In the interview, he said that Albanian issue was most important in the context of internal tensions in Macedonia. 'The tension between Macedonians and Albanians here, about which I was informed during my short stay in the country, are of greatest importance for the continuity of the peaceful development of Macedonia. In case these tensions lead toward a violent expressing of political desires, they will be an obstacle not only for the economic development of the country, but also for the stability of the whole region.Excluding the political desires, I do not understand, and I am trying to find that out, why are Albanians in Macedonia using the Albanian flag and playing the Albanian anthem, such was the case in Tetovo and Gostivar,' said Mr. Faber- Rod for Macedonian Radio. MILS SUPPLEMENT[07] 'Marketing Move of PDPA Before Autumn Elections'('Nova Makedonija', 16 July 1996)The real political, and not educational bases, as they have been trying to present them, of 'the university in Albanian language in Macedonia' came up to the surface recently, once again, at the para-educational institution in Mala Rechica. Namely, as the media in Albanian language reported, at the 'university senate' session on 11 July, the self-proclaimed 'rector' Fadil Suleimani released from duty the 'pro-rector' Sefedin Haruni, who is a member of Party for Democratic Prosperity (PDP) leadership and of Macedonian Parliament. Suleimani explained his demand with the fact that Haruni was 'closely connected to the policy of his party', which opposed to the 'development and personnel policy of Tetovo university'. According to the information, the other 'pro- rector' Murtezani Ismaili objected to 'rector's' stand and submitted his resignation, explaining that the situation reminded him of the 'time of political differentiation'. Daily 'Flaka e Velazerimit' in Albanian language read that 'pro-rectors' were supported by Sami Ibraimi and Kemal Dzafa. Rector was, one the other hand, supported by PDPA members Rufi Osmani, Menduh Tachi, Agni Dika and Nedzibe Paloshi. This revealed the true dimensions of the conflict - a confrontation on the relation PDP vs. PDPA, and the attempt of the latter to fully dominate the manipulative, so-called educational, institution. And they are using the 'rector' as an instrument in the political battle. PDPA is not hiding the extraordinary hostility towards PDP and is trying to discredit it as much as possible in the eyes of the Albanian electorate in Macedonia, without choosing means and ways. That is, in fact, the basis of the provoked clash - to achieve the best possible position before the local elections. Yesterday, we contacted the released from duty 'pro-rector' Sefedin Haruni, who confirmed that 'the connection between Suleimani and some political parties is a mutual interest in winning votes for local elections'. Expressing his regret for Suleimani's lack of awareness that he was being manipulated with promises and phrases, while during the night actions against him were taken, Haruni stressed that 'rector's' actions and the fact that some parties were involved in them 'seriously jeopardized the autonomy of the university'. He added that the way of communication with people and the content of messages are not in the interest of the 'university' in Tetovo or of Albanians, but that 'they were separating the university from those who truly supported it and were influencing the compactness of Albanians in Macedonia'. Haruni said: 'Everyone should know that there is not a single Albanian, political party or association which is against education in mother tongue at all levels, including the 'university in Tetovo'. The difference is that some support the university by a concrete and institutional interceding for it, while the others support it demagogically at meetings with empty phrases.' According to him, 'Tetovo university' will not 'fade out' with his releasing from duty, but it will if Fadil Suleimani remains its leader. We also asked for an explanation of Murtezani Ismaili about his resignation to the other 'pro-rector' position, but he said he was still not prepared to give statements for the press. He underlined that his decision was going to be only formally discussed at the next session of the 'university senate'. After the decisions to imprison Suleimani and his other four 'university' cooperators, the situation is obviously becoming more and more intensive and is escalating with a tempo which was previously notified by PDPA, NDP, the Republican Party for National Unity and their leaders Menduh Tachi, Ilijaz Halimi, Nevzat Halili, as well as by those similar to them. Besides the 'alarming' of domestic and international public by meetings in Tetovo, Gostivar (one will be held in Skopje as well), and outside the country, leaving the institutions of the system is becoming more and more loudly announced. In context of that, we have unofficially heard (the statements were officially reported by the media in the Republic of Albania), that members of PDPA-NDP parliamentary coalition would leave Macedonian Parliament as a support to the 'Tetovo university'.
