[01] IN THE 'PARTNERSHIP FOR PEACE' WITH A GOOD PROGRAMME

Macedonian Defense Activities Programme for next three years, was accepted by the NATO Committee on Political and Military Affairs last week in Brussels, as part of the 'Partnership for Peace' Programme, announced yesterday the Macedonian Defense Ministry.

The opinion of the Committee was that the Programme will improve the cooperation of Macedonia with its neighbours and other members of NATO. Macedonian Programme was estimated as realistic and pragmatic one, and with a wide activities spectrum. It will contribute to the stability and security of the region and is a confirmation of the important role of Macedonia in the Balkans. The Programme is also an important step for Macedonia and the Alliance in realising the goals and the spirit of the 'Partnership for Peace' initiative, reads the Committee report.

Macedonian Programme will be approved by the NATO Council during this week, according to the information from Brussels.

[02] MINISTER HANJISKI SOON IN CZECHIA

Defense Minister of the Republic of Macedonia Blagoj Hanjiski has accepted the invitation of the Czech Defense Ministry, to pay a visit to the Czech Republic from April 9 - 12. Macedonian Radio reported that he will have talks on cooperation issues between the two Ministries, including the cooperation in the frames of the 'Partnership for Peace' Programme.

[03] PANGALOS - FRCHKOVSKI MEETING POSTPONED

A-1 Television informed that the meeting Pangalos - Frchkovski, previously planned for the beginning of April, would most probably be postponed. As alleged according to diplomatic sources from Athens, Pangalos, as a host, had still not fixed the date. The information reads that Athens would wait for the results from the Greek Premier's visit to Washington before the Pangalos - Frchkovski meeting takes place.

    [04] RECOGNITION OF MACEDONIA RECOMMENDED

As 'Makfax' agency reported, in the interview for Belgrade daily 'Nasa Borba' the Consul of Germany to FRY, Folker Palle, had recommended to official Belgrade to recognise Macedonia as soon as possible. He stated that if that was done earlier, it would have been easier for FRY to join the international finance institutions.

'Nasa Borba' informed on another statement of the FR Yugoslav Foreign Minister Milan Milutinovic that Belgrade would very soon recognize Skopje. The information was reported by the Athens News Agency yesterday, adding that it is still unknown whether Belgrade will or not recognise Macedonia under its Constitutional name.

[05] KING ALEXANDER'S HEIRS WANT BACK THE ROYAL PROPERTY

The Administration of 'Demir Kapija' enterprise received a letter from the former Serbian King Alexander Karadjordjevic heirs, who required their family summer house and the land, previously a property of their father and grandfather, to be returned to them. Today's 'Vecer' informs that they have warned this enterprise to stop the sale of that property.

There is also a threat that in case the request is not respected, the heirs will bring charges in the international legal structures in Europe.

[06] CREDITS FOR THE AGRICULTURE AND INDUSTRY

Macedonia was given a $ 32 million credit support for the agriculture and industry by the World Bank, 'Sitel' Television informed. One credit line of $ 8 million came from the International Development Union and should be paid back in 35 years, while the other $ 24 million, given by the World Reconstruction and Development Bank, should be returned in 25 years and are intended for the economy and agriculture.

Meanwhile, Macedonian Radio informed that Belgian government had also approved a DM 5 million credit for industry and agriculture equipment. The credit will be given through Stopanska Bank in Macedonia, and the condition for obtaining it will be buying equipment produced in Belgium. The credit should be returned in 3 to 5 years, and the annual interest rate will be 6.25%. The Agreement signed by Stopanska Bank and General Bank anticipates opening credentials of the Macedonian bank, which should make the economy cooperation between Macedonia and Belgium more effective.

    [07] LIBERALS' PROPOSALS REJECTED

Macedonian Parliament yesterday rejected the Proposal of the Liberals' deputies to release the Parliament and schedule early elections, with 58 votes for and 26 against. The situation was identical regarding the conclusion which read that this decision was to come in effect on September 15 this year, and all the necessary regulations to be passed in the meantime.

Liberal Party member Zoran Krstevski said the Parliament should be released because of the breaking up of the 'Alliance for Macedonia' Coalition. The 88 deputies elected in 1994, should, therefore, check how much the voters trust them. Krstevski also announced his resignation to the position Director of the Public Enterprise 'Macedonia Airports'.

The discussion of the other Liberals was similar, while the SDSM members said these moves were a 'marketing bluff'. They emphasized that President Gligorov gave the mandate to Premier Crvenkovski as a member of SDSM and not as a candidate of the 'Alliance for Macedonia'. The Liberals' initiative was also rejected by PDP members, while the members of the PDPA - NDP coalition supported it, adding that, except the early elections, the initiative had nothing in common with their interests.

After a short debate, the Liberal Party withdrew the suggestion to form a Commission for the investigation of the assassination attempt on President Gligorov. SDSM members said they would vote for it in order to make a positive pressure on the organs in charge, but that they were also afraid from the possibility the Commission to become a field of political clashes. They refused the proposal Stojan Andov to be a President of the Commission, after which the Liberals made some consultations and decided to withdraw the suggestion.

[08] LOWEST SALARY PROPOSED BY THE TRADE UNIONS

The Macedonian Trade Unions suggested the lowest salary in Macedonia to be 4 900 denars (about DM 180). The collective bargaining, however, suggested a 20% lower one, i.e. 3 920 denars (DM 145). 'Makpress' agency informed on another proposal of the Unions - the lowest salary to be 65% of the average one in each branch separately, i.e. from DM 134 to 367. The government and the Unions should make the decision till June '96, and it should be then included in the collective bargaining.

[09] TOBACCO ENTERPRISE IN SKOPJE PRIVATIZED

The tobacco enterprise 'Blagoja Despotovski Shovelj' in Skopje yesterday became a property of its employees, i.e. it had been privatized by selling it to individuals who would take over the managing. The Contract was signed by the representative of the 545 share-holders, the General Manager Blagoja Madzarovski and by the Director of the Macedonian Privatisation Agency Verica Hajivasileva - Markovska. The enterprise was estimated to be valid almost DM 17 million, with a 61% privatisation percentage, according to the so- called 'Ante Markovic's Act'. The shareholders will have to buy off about DM 5.5 million in the following 5 years.

This variant was chosen after the unsuccessful international tender for privatisation of the Macedonian tobacco industry.

[10] VMRO - DPMNE PREMISES BURNT IN A FIRE

The house of the VMRO - DPMNE Committee in the Electoral Unit 95 burnt yesterday in a fire. The house was a property of the local community, and was previously leased by the private enterprise 'Novotex', that had moved out recently.

The police suspects that the reason for the fire was the contact of water with the refrigerators, left there by 'Novotex'.

The daily 'Dnevnik' reported the reactions of VMRO - DPMNE that both this and the previous case in Kumanovo were evil actions against the Party and a provocation to the opposition by the government. The stand of the Party was that this could disturb the internal stability of Macedonia and lead to a chaos. That is why they required the case to be cleared out and the doers to be sanctioned.

[11] INITIATIVE SHOULD BE A CIVIL ONE

The Macedonian Action Movement - MAAK is the only legal and registered Party, as the registration of MAAK - Conservative Party was abolished by the Supreme Court, said Jagnula Kunovska, President of the Macedonian Action Movement yesterday.

She said the signatures collecting action was supported as a civil initiative, but that there was a danger for it to be misused for a political marketing of two Parties. Kunovska said there was a need for other non-parliamentary parties to be included, as the initiative should be a civil one.

[12] GOLDEN WREATH FOR A JAPANESE POET

The Japanese poet Maccotto Ooka is the winner of the Golden Wreath of 'Struga Poetry Evenings' for 1996, announced the Council of the manifestation yesterday, stressing that the decision was made unanimously. Ooka had had 19 poetry books published till now, as well as some theatre plays and screenplays. He was given the highest Japanese award in the field of culture, 'Officer of Arts and Literature', and was a Nobel Prize nominee last year.
