[01] NEGOTIATIONS ARE STILL LASTING IN MOSTAR

Negotiations between Bosniak and Croatian representatives, mediated by EU,
have been stooped in Mostar early this morning. New meeting was announced
for 11 a.m. today. Regarding the last evening talks, President of HDZ
Mostar Civic board, Mile Puljic, stated to journalists Croatian side was
prepared to sign EU proposal but Bosniak side did not want to. Safet
Orucevic, leader of Bosniak negotiation team, stated EU proposed a new,
more compromise proposal in relation to the former one, which was refused
by Croatian side. According to him, just one question has remained
disputable: functioning of the Civic council. As to Orucevic, a dead-line
should be designed until which Federal Constitution Court should made
decision and Civic council should gather at least once in every 60 days.
Somehow earlier than 11 a.m., Croatian team presented to Sir Martin Garrod,
EU Special Envoy to Mostar, their new proposal. At their arrival, they
stated they signed a proposal identical to the European one. OSCE Chief of
mission, Robert Frowick, stated yesterday OSCE have been firmly supporting,
from the very beginning, a leading position of the European Union,
regarding the elections held on June 30 in Mostar. Frowick repeatedly
confirmed the election results because, according to OSCE, the political
process was carried out in an appropriate way. Election commission
confirmed on two occasions (July 8 and 9) that elections results are
correct and are considered as an integral part of the forthcoming September
elections. Elections were organized under the EU patronage that has,
practically, a mandate in the town and its activity is harmonized with BH
Constitution, Forwick said, adding the situation in Mostar must be urgently
resolved for its result could have a decisive influence on the forthcoming
elections in BH. In connection to the latest events in Mostar, Colum
Murphy, Carl BildtFs spokesman, stated international community is not ready
to accept any political blackmail and election results must be respected.

[02] CROATIAN TERROR UPON BOSNIAKS

Two information on the latest examples of the violation of the basic human
rights of Bosnikas in Livno area and in Western Mostar have reached the
Cabinet of the BH Federation Vice-President, Ejup Ganic, by the
intermediary of Officer for human rights in the cantons 7 and 10. Several
Bosniak houses have been set on fire in this area during the last three
days while prosecution and maltreatment of Bosniaks is still lasting in
Western Mostar. A woman was attacked yesterday and beaten by 6 masked
civilians. UNHCR officer stated almost each day a similar incident happens.
The aim of these terroristic acts is to expel all Bosniaks from the Western
Mostar. Local Croat authorities in Livno and Western Mostar are calling
Croatian refugees from Kakanj and Vares claiming tthey can stay forever in
Stolac and Capljina for the exchange of these towns have already taken
placev. In connection to this situation, GanicFs Cabinet informs all
refugees and displaced persons no exchange of the territory has ever taken
place, so Croats from Kakanj and Vares should start preparing for the
return to their homes and leaving the houses they had occupied and which
actually belong to Bosniaks. (end) D.O.
[03] BOMB IN OESS SEAT IN SARAJEVO ?

Two buildings in the center of Sarajevo, where is situated OESS Mission in
BH, were evacuated yesterday due to the information on the existence of the
hidden explosive devices. Radio tSlobodni izboriv (tFree electionsv)
reported a bomb was found and deactivated and investigation is still
