[01] Albanian Foreign Minister critisizes unilateral attitude towards Kosovo

"War in Kosovo is over, but we still can not talk of complete peace and stability in this country", said Milo.

Milo referring to his official visit in Kosovo mentioned the important role of the international community for restoring normal life in Kosovo. He also stressed the readiness of Kosovo citizens to estabish local government and social life in cooperation with authorities.

He went on to emphasize the exising problems in Kosovo, mentioning the 200 000 homeless who run the risk of becoming refugees again winter coming.

The Albanian minister pointed out the efforts of international community and those of the Albanian political forces who face the obstacle preventing the creation of a multiethnic, multireligious and multicultural Kosovo, due to Miloshevic.

The central European Initiative Countries Summit started proceedings on Friday. The meeting of the Foreign ministers of this Initiative was held on the first day. The events occurred in the region and perspectives of the future viewed from the Stability Pact objectives were in the focus of the meeting. The Summit continues proceedings. /led/gs/

[02] Minister of Order denounces authors of articles involving police in murders of Thursday

Poci has sued the authors of the articles "Police kills ex commissar of Tropoja" and "Police kills a young man in Gjirokastra", published by "Democratic Renaissance" newspaper, at Tirane Prosecutor's Office and demanded penal prosecution for them. Poci sued the chief editor of "Albania" newspaper for the article "Police kills assassins of Azem Hajdari" as well, sources from the Ministry of Order told ATA on Saturday.

On Thursday evening unidentified individuals murdered the former police chief of Tropoja, Fatmir Haklaj, in Bujan village of this district, in the fourth attempt on his life. The other victim was Sami Kernaja while Jaho Salihi former police officer, accused of the murder of deputy Azem Hajdari by the Democratic Party, was seriously wounded. /led/so/A.A/

[06] The primer of Albanian business development is the primer of Albania's development - Meidani

The president in his speech put the stress mainly on the increase of the domestic product and switching from trade to production. "The primer of Albanian business development is the primer of Albania's development", said the head of the state.

"Two key changes were and are necessary; the first, a forced shift from the sellers' market to that of buyers' through price liberalization, second the strengthening of budgetary measures through privatization and reducing government financial support up to avoiding various mechanisms, often artificial", stated Meidani.

In his conversation with the businessmen, the president voiced that the privatization process should be excelerated, and Albanian private enterprises should be favoured on legal grounds. The Albanian businessmen spoke about the problems they encountered in their activity. Security, crediting , corruption and contraband were their most concerning problems.

The head of the Industry Chamber of Commerce Luan Bregasi said that "there is much possibility for better business conditions". /led/gs/

[07] Social benefits for unemployed to increase 20%

Social benefits for the unemployed in Albania during the year 200O will increase by 20%.

The government programme stipulates that in the year 2000 a relatively higher figure than the current one will benefit some 30 000 individuals, as result of the administrative reform and promotion of the privatisation process. /led/lm/

[08] President and Prime Minister discuss cooperation

One day after the government and its programme received the vote of confidence in Parliament Meidani wished Meta and his cabinet successes and praised the programme presented at Parliament.

Meidani expressed the belief that the government will try hard to accomplish its commitments.

"The programme gave a positive response to Albania's international commitments," said Meidani.

"I am sure that the government run by you, as a government of continuation, in the future will powerfully manifest institutional, collegial, all-round democratisation spirit of the country's life," said Meidani.

[09] Premier Meta meets with SP leaders

"I decided to hold my second meeting with the Socialist Party to express my gratitude for the trust its structures bestowed on me, promoting me as Premier and firmly and unshakeably supporting this government", said Meta.

SP chairman Fatos Nano (ex-Premier) stressed that this meeting should be followed by round tables, to signal cooperation with the parties of coalition for their participation in the governing. /led/so/lm/

[10] Socialist Party open to dialogue with opposition

"I remain open to dialogue not only because of my convictions but also because of my constitutional obligations", said Meta at a meeting with Fatos Nano, chairman of the Socialist Party .

On behalf of his party, Nano stated that they would offer to the opposition not only cooperation but also confrontation programmes of opposition alternatives, for Albania's progress towards a democratic stability. /led/so/lm/

[11] Internal control of banks independent from administration structures

Sources from the Central Bank reported ATA on Saturday that the internal control is thought as a system to control the implementation of the bank's policies in conformity with the law, the rules and usage of the procedures and competencies in bank aiming at increasing the efficiency of banking activities, avoiding the losses and making possible a high level of accuracy in financial and all range information.

The internal control unit, which is placed in the internal control system, will depend on the Board Council and will report to it, as the decision makers and supervising body of the bank.

The instruction is issued for the first time and it includes the recommended principles of Bazeli Committee on internal control of banks. /led/linda/

[12] State pyramid to have institutional direction - PM Meta

In the meeting that PM Meta had in the Socialist Party headquarters, he accepted he would be open to the monitoring of the program and the results of his cabinet in all the fields.

"I will be open to render account before the parliament, SP and the public opinion and I will not allow abuses at all in the structure and levels of the state administration," said Meta.

According to him, "the best way for the development and strengthening of the institutions is that of institutional direction of all the state pyramid, which means stability, transparency, elimination of arbitrariness in decision-making."

He also promised close cooperation in the process for the drafting of laws with the parliamentary group, as a way for the creation of firm institutional bases.

At the end, Mr Meta pledged he would merit to the end the faith SP had in him, he would make maximal contribution and work with full constitutional, political and moral sense of responsibility. /dast/xh/

[13] German Government allocates 60 thousand marks on reconstruction of Kepi i Rodonit Church

Sources from the Monuments Institute on Saturday reported ATA that "this fund is accorded upon the request of this institution a year ago in German Embassy in Tirana".

The fund offered by the part of German Government will be used next year, because, according to the specialists of the institute, "it is not possible to work during winter time in the area where the church is located due to technical difficulties".

The Church of Kepi i Rodonit is discovered two years ago by the head of Catholic Church Pater Zef Pellumbi.

The archeological search performed by the specialists showed that the church is an ancient one, and perhaps it belongs to paleo-christian period. It is reconstructed and improved in Byzantium period, but it is rehabilitated again in Scanderbeg period.

The Church of Kepi i Rodonit is distinguished for the mannual paintings on walls, and among them is an eagle, which is thought to belong to Scanderbeg period. /dast/linda/

[14] GTZ delivers 1.5 million DM for professional teaching offices in Albania

This company, present in Albania since 1992, has operated with success in the rehabilitation of many buildings of professional education in the context of mutual government agreements.

The two stages of the application of the program of emergency assistance and cooperation were completed with success, while the third in planned to last 30 months.

Continuation of the project GTZ, stressed to ATA the chief of the sector of professional education in the Ministry of Education and Science, Maksim Konini, is based on the work to provide the necessary material basis in schools creating in them some "teaching offices" in which the pupils can have practical classes according to contemporary concepts. /dast/xh/

[15] Delays of construction operations in Kapshtica-Korca road

The company asked for additional fund worth 70 million leks for the continuation of the construction operations.

The laying of the road in 3 km is implemented till now in the road Kapshtice-Korce by the part of constructing Macedonian company Granit.

The World Bank opened a fund of some 17 million dollars for this road segment, 36 km long and 11.5 km wide. The project foresees the continuation of the operations in the segment Korce-Pogradec-Qafe-Thane after the completion of Kapshtice-Korce-Bilisht one, for which the World Bank has foreseen to allocate a new fund.

The construction of this road will connect the southeastern region of Albania with our neighbor country Greece and Corridor 8 and will facilitate people and goods circulation. /dast/linda/

[16] CEI demands opening of Agency for reconstruction of Kosova soon

According to this office, an important place in the document was given to the concern of the governments of CEI countries on Kosova.

The document stressed the need of accelerated procedures for the establishment of the Agency for the Reconstruction of Kosova. The heads of the governments expressed their opinion on the situation in former Yugoslavia and stated that only if that country will have a total democratization and recognition of all international conditions for it, the process of its integration in the international community will be assisted.

Present in the Summit was also the Albanian Minister of Foreign Affairs, Paskal Milo, who expressed in the meeting the stand of the Albanian government for the new realities created in the regionm following the end of the war in Kosova. /dast/xh/

[17] Albanian Foreign Minister voices will of Albanian government to cooperate with Pact's partners

Speaking of the situation in Southeast Europe, Mr Milo stressed that "the end of the conflict in Kosova opened a new page in the inter-regional relations and generated a process which aims at ensuring peace, stability and economic development in the region."

He confirmed the willingness of the Albanian Government to continue the cooperation with the partners of the region, to secure peace, stability and economic development there.

Speaking of the present situation in Kosova, Albanian Minister stressed the need for a faster and concrete action by the international community with the aim of overcoming the difficulties emerging there.

"We consider the holding of the Donors' Conference for Kosova as an important contribution in the efforts to meet the challenges in this region, " stated Minister Milo. /dast/xh/
