[01] Majko asks for same attitude towards Stability PactTIRANE, Sept 10 (ATA)- By E.Nepravishta, Albanian Premier Pandeli Majko, on Thursday over the Albanian Assembly interpellation session, asked for drafting a joint declaration where all Albanian parliamentary political forces express their attitudes towards Stability Pact."It would be very constructive if all Albanian political parties support the same platform in their attitudes towards Stability Pact and Albania's priorities", PM said. According to Majko, it's time that all Albanian political forces join together in front of the vital challenges for Albania and Albanians' future. Today's parliamentary session was in form of an interpellation in reation with the Stability Pact where Premier Pandeli Majko was invited to present the activity of the government in the framework of this Pact. Nepravishta: - Albanian Premier Pandeli Majko said on Thursday in an interpellation in the Albanian Parliament that the Stability Pact requires a long- term investment to yield the expected outcome."The Albanian Government considers that the Stability Pact is a process and should be conceived as such. In the case of Albania, it requires a long-term and multilateral investment to be realized and to yield the expected result. But every investment needs a start. I am convinced that Albania already has left behind the start line", Majko said in his address. According to Majko, to implement the Pact the Albanian government has examined carefully its stabce regarding the three basic elements of the Pact: democracy and the civil society, security and economic development issues. With regard to the first issue, Majko said the government has offered proposals concerning the observation of the human rights, inter-ethnic relations improvement in the regional context, conditions for free movement and human communication, freedo of speech and press, which lead to the civil society consolidation. As regards to the stability in the Balkans, Majko has revealed some proposals of the Albanian government such as establishment of the demilitarized areas in the cross-border regions, reducrion of armed forces in the region, arsenal control, the creation of a Southeast Europe Peacekeeping Brigade. To Majko, NATO' s presence in the region is a guaranty to its stability. "This presence would also accelerate the natural process of integration of Albania and the region's countries into NATO," added Majko. Concerning the economic development of the Balkans, Majko said that this development demands the inclusion of its countries in common projects and for this purpose, the Albanian government is using all the offered options. He stated the government priorities about projects on the infrastructure, telecommunication, energy sector, private sector promotion etc. He said that the Albanian government aims at the establishing relations on the basis of common values, bilateral and multilateral interests. He mentioned the traditionally good relations with Italy, Greece, as well as with Macedonia and Montenegro. The head of the Albanian state noted that the irreplaceable role of Soros Foundation in Albania has had a great impact on schools, education, qualification, literary work, libraries, medias and civil society. Koca: During July 1999, about 87.1 per cent of the Albanian trade imports and nearly 91.1 per cent of the total of its export has been conducted with the ten main trade partners of Albania.According to the information from INSTAT, Italy and Greece taken together, realised during July about 65 per cent of the total trade import and about 76.1 per cent of the whole export. Comparing the data of July 1999 with those of June, the growth of exports to Bulgaria, Germany, U.S. and Turkey and the increase of the trade imports from Belgium, Bulgaria, Greece and Italy is noticed. The greatest specific weight in the trade exchanges of Albania is held by the European Union countries. Hence, during July, the trade exports and imports from the European Union countries occupied respectively 90.8 per cent and 84.7 per cent of the total trade exports and imports. /xh/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[05] Albanian Government adopts two laws of economic characterTIRANE, Sept.10 (ata) - By E Nepravishta: Two laws of economic character were adopted last Thursday in the regular meeting of the Council of Ministers of Albania under the chairmanship of Premier Pandeli Majko.At the beginning, the participants in the meeting adopted the draft of the law "On agreement of credit of development between Republic of Albania and International Development Association (IDA) for the second project of irrigation and drainage systems rehabilitation." This project, expected to end in September 2004, has a total value of 50 million dollars. The other draft law passed by the Government is that "On games of chance, casinos and hippodromes" and aims to make a full legal adjustment on the games of chance, especially regarding the definition which are games of chance, and a full legal adjustment for the persons who will be allowed to conduct this activity. The casinos will be opened in those places which will be determined by decision of the Council of Ministers. To him, these were the fundamental issues which do not allow complete integration of Albania into the Stability Pact. Other DP deputies sided with Berisha regarding these issues. Hajno: - Albanian and Greek cross- border police relations lately entered the road of institutionalization, sources of the Sarande police reported on Thursday.According to the district commisariat chief, colonel Ilia Nasi, now the formal meetings of the Albanian and Greek police for the cross-border region will be held each week, respectively on the Albanian and Greek territory. The coming meetings will discuss the joint work on the fight against crime and illegal traffics going on in this region. The next meeting, after that of Ioannina, will be held on September 16, Colonel Nasi said. The main focus of the meeting will be the organization of work for the exchange of information and cultural values in all the regional countries. Nepravishta, Musa Ulqini, Minister for Information, asked from Martin Frick, Cultural Attache at the German embassy in Tirane, that a protocol of cooperation with the Federal Office of Information be signed this year.At a meeting with Frick on Friday, Ulqini said that the objectives of the Ministry for Information also include "the signing this year of a Protocol of Cooperation with the Federal Office of Information in order to institutionalise relations and draft an accurate cooperation for the next year". Frick said that he would inform the Federal Office of Information of this initiative and also offered his concrete aid that cooperation between the two government information institutions become a reality. Frick also referred to the aid that the Federal Office of Information can provide for the Albanian Ministry of Information such as in logistics and in the qualification of Albanian specialists. "Italy will continue to support Albania in the framework of the Pact of Stability to continue the right way for reconstructing the country", said He. The Chairman Migone asked for more engagement from the Albanian authorities against the illegal immigration and promised a greater support in this direction by the Italian government. The Senator Migone refuted some articles of Albanian mediae where is written that he declared that the Albanian foreign policy and the foreign policy of Italy are moving in opposite directions. "We are two friend countries, but we are independent, so that we can have differences in our stances, but these (differences) are not so essential to make us have opposite stances", said Migone. Senator Migone who is a member of left-wing Democratic Party (party in which participates even the Italian Premier, D'Alema) came to Albania in an official two-day visit together with a group of senators from all the Italian political specter. In this tour, the delegation of Italian senate hold talks with senior personalities of Albanian state and with leaders of political parties. /lh/A.A/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[22] Soros foundation initiates finances of projects in KosoveTIRANE, September 10 (ATA0 - By Ilir Paço: The American multi- billionaire with Hungarian origin, George Soros, revealed in a press conference on Friday that his foundation "Open Albania" (OSF SOROS) has started finances of some projects even in Kosove, mainly in the education field.Soros, a successful businessmen, 69, who is in Tirane on a two-day visit, reported that he did not know details on the sum financed on the program and for its proceedings, and declared that he will soon visit Kosove and will get acquainted in details with the project. Soros foundation initiated its activity in Albania in 1992. During the meetings George Soros had in Tirane with Albanian senior personalities, he agreed with them on the implementation of a project for the Albanian education system called "Education 2000", worth 4 million Dollars. Xhajanka, The Albanian Government on Thursday approved the decision "On approving the protocol of talks on financial and technical cooperation between the Government of the Republic of Albania and the Government of the Federal Republic of Germany for 1999".Financial cooperation will include the sector for water supply and sewage, the sector for power supply, the fund for studies and experts, so that the value of funds put at the disposal for 1999 be 30 million DM. In the context of bilateral cooperation the German government is also contributing to the restoration of the Tirane Agricultural University (UBSH) dormitories, through the government organisation THW. THW has been present in Albania since 1994 and during this time has worked for the removal of toxic wastes from Albania, the setting up of camps for Kosova refugees and lately for the restoration of UBT dormitories. /a.gj/lm/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[24] Investigations on contraband of alcoholic drinks under wayKORÇE, September 10 (ATA) - By B.Fejzullai: The Prosecution office of Korçe city started recently investigations on contraband of alcoholic drinks.The Prosecutor of the district, Vangjel Tanellari, said on Friday that after the denunciation of General Custom Directory on the contraband entrance of two vehicles loaded with 7.224 liters of whiskey in Gorice custom point, this prosecution office has started the investigation. According to him, the amount of whiskey has illegally passed the custom point in mid-October of previous year with two lorries carrying Macedonian number plates. The amount of whiskey is worth 47 900 German Marks and the custom fee needed to be paid in the custom point is 35 000 Marks. After the investigation of this issue, Albanian part is cooperating with the Macedonian custom, while other cases of contraband of alcoholic drinks are doubted. Tanellari said that all cases of alcoholic drinks passing in Gorice custom will be investigated. /lh/A.A/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[25] Draft of ANLW pavilion platform delayedTIRANE, Sept 10 (ATA)-By K.Shehu, The platform to set up the Antifascist National-Liberation War (ANLW) Pavilion in the spaces of the National History Museum has not yet been drafted, while work to install the objects of this period should have begun.Moikom Zeqo, director of the History Museum, expressed concern about procrastination, explaining that "the formulation of the platform has been assigned to a group of historians from the Academy of Sciences and the History Institute, who so far have not given a final response". The pavilion closed eight years ago, this time is thought to be created free of politicisations and ideologisations so that recycling of parties in power does not harm its existence. The historical concept of this pavilion will be given through the objects and the real and original facts possessed by the History Museum, while the antifascist resistance of the Albanian people from '39-'44 will be objectively presented. Nepravishta, President of the Republic Rexhep Meidani met with the delegation of the Italian Senate Foreign Commission on Friday and thanked it for the Italian contribution during the humanitarian crisis and its priority contribution to the economic relations between the two countries. He also asked aid for the justice system and public order forces.According to the President's press and information office, Meidani illustrated the ongoing performance in these two sectors and stressed that the Italian aid should consist in enhancing the authority of the judiciary, its operation as an independent institution, in establishing more frequent contacts, especially between the Supreme and Constitutional Courts of both countries. Meidani, exploiting the presence of the Forza-Italia party senators, renewed the invitation to the chairman of this party, Silvio Berlusconi, to visit Albania. The future developments in Albania and the region as well as European integration were the problems treated by Meidani. He said that when the material and institutional infrastructure is built in Albania, when the still present conflictual politics become invalid, it will join the normal development currents, also positively affecting the Albanian subjects in Kosova and Macedonia and remaining a significant factor of stability in the region. While Kosova, with the operation of the international administration there and the development of local elections, preserving the multiethnic character, will be integrated into the EU along with Montenegro. Further on, Meidani explained his concept on the process of the region's integration into the EU. He said this integration should be realised through a programme with clearly defined deadlines, imposed to the countries of the region by the EU itself. The installation of a space of free movement of people. goods, capitals, of a mini-Balkan Schengen, which would favour cooperation between these countries, would be the essence of this programme, he said. The Italian senators, headed by Gian Giacomo Migone, guaranteed their support to increase cooperation between the two countries.
