    [03] $800 thousand to implement 105 UNHCR projects

    DURRES, Aug 30 (ATA)-G. Kabashi,

    The United Nations High Commissioner for Refugees (UNHCR) has allocated $800 thousand to the city of Durres.

    This fund which was not used during the Kosova crisis will be exploited for various interventions in several infrastructure points of this coastal city. QIP has prepared 105 projects of this kind.

    According to coordinator Oscar Butragenjo, the donors' association (EMG) has already started works to rehabilitate the promenade and reconstruct the road on Rrashbull hill.

    UNHCR donors' association is preparing the projects and the respective funds for cleaning the beach and reconstructing several schools. /led/gs/lm/

    [04] AFOR 2 to carry on AFOR 1 mission in Albania

    TIRANE, August 31 (ATA)-By E. Koraqi, The new NATO mission in Albania will be a continuation of the AFOR 2 performance in the context of NATO and a good sign of cooperation between Albania and Italy, Italian General Pietro Frisone, who will take over the command of NATO troops on Wednesday, told ATA.

    "The new NATO force code-named Communication Zone West (COMMZW) will number 2000 soldiers, of whom 1500 will be Italians. The process of troops' definition has not yet ended but we know that countries like Turkey, Greece have expressed their desire and other countries are expected to join this mission," said Frisone.

    The key mission of COMMZW will be to safeguard roads to Kosova, supporting the KFOR force in Kosova with logistic means and continue works to rehabilitate infrastructure in Albania.

    Frisone is member of the Alpine troops and for the first time is on a mission to Albania. He had served for two years in the British Army and had worked as a military attache in Russia for there years before assuming duty in Albania. /led/lm/

    [05] Reith considers Albania proper for NATO military training

    TIRANE, Aug 31 (ATA)-By E. Koraqi, Albania is a proper place for the NATO troops, British General John Reith, who will hand over the AFOR command to Italian General Pietro Frisone, declared on Wednesday.

    "We have found various zones suitable for NATO forces joint exercises in Albania," he said.

    The Biza base, according to General Reith, can be considered one of the best shooting areas in Europe.

    "Albania has very favourable zones for shooting grounds and military exercises, without disturbing the population", added Reith.

    He stressed that conducting these exercises with the participation of the Albanian army will provide the latter with chances to elevate the training standards at the required parameters to integrate into NATO.

    Reith stressed that he would recommend to the NATO Command that the troops under his command be trained at the Albanian military bases. The use of the Albanian military bases for the NATO troops and the creation of joint shooting grounds was also confirmed by Defence Minister Luan Hajdaraga at a meeting with General Reith on Monday. /dast/lm/

    [06] Albanian affiliation of European journalists created

    TIRANE, August 31 (ATA) - By Ardi Pulaj: The Albanian affiliation of European journalists was founded in Tirane on Tuesday, the President of which was elected the General Director of Albanian Telegraphic Agency (ATA), Frrok Çupi.

    During a meeting in the Press Center of ATA, the representative of the European association of journalists, Niko Van Dijk, informed the participants about the coming congress of this association, scheduled to be held in Berlin in mid-September, where participating will be even the Albanian President, Rexhep Meidani.

    Participating in the Congress will be even the newly-elected president, Frrok Çupi, and one of the members of this affiliation, the editor-in-chief of "Shekulli" daily paper, Zamir Alushi.

    Van Dijk revealed that "Albania will be for nearly a year as a candidate for adhering afterwards in the European Association of journalists. This organization secures support for all the representatives of media in their work throughout the European continent". /dast/A.A/

    [07] Holbrooke cancels visit to Tirana

    TIRANE, Aug 31(ATA)-By E. Nepravishta, The U.S. ambassador to the United Nations cancelled his visit to Tirana on Tuesday, Albanian Premier's spokesman told ATA.

    Prime Minister Pandeli Majko had a telephone conversation with Holbrooke on Tuesday by midday, in which the U.S. ambassador expressed his regret at failing to visit Tirane for several technical reasons.

    The spokesman said that Holbrooke highly evaluated U.S.- Albanian relations and appreciated the Albanian government's contribution in coping with the crisis caused by the conflict.

    According to an information confirmed to ATA on Monday by the U.S. embassy in Tirane, U.S. ambassador Holbrooke would visit Albania on Tuesday to meet with Albanian President Rexhep Meidani and Prime Minister Pandeli Majko.

    The visit was part of Holbrook's tour of the Balkans. After visiting Kosova and Skopje, Holbrooke would visit Tirane for several hours and then travel to Bosnia. /dast/gs/lm/

    [08] Albanian naval fleet trained by American Coastal Guard

    TIRANE, August 31 (ATA) - By E.Koraqi: The experts of International Division of coastal guard of America are organizing these days a two-week training course with a group of officers of the Albanian naval fleet, sources from the Defence Ministry told ATA on Tuesday.

    Based on the program of assistance of coast guards of United States for the Albanian fleet, the two-week training aims at increasing the abilities for Albanian fleet and to apply the missions of the coastal guard in accordance with the laws in power.

    Basic concepts on the implementation of naval laws, communication, international law and others are on the focus of these training courses.

    United States donated to Albania 5 patrolling vessels at the beginning of the current year, and it is closely cooperating with Albanian fleet for increasing its professional abilities. /dast/A.A/

    [09] Restructuring of tax police

    Tirana, August 31 (ata) - By D.Koca - Albanian Minister of Finances asked for acceleration of steps on restructure of tax police by the part of General Tax Directorate.

    This police will be gathered in regional bases to make possible a more successful control on different subjects.

    So, nearly 14 regions are established, which in most of the cases respond to prefectures' systems, but in several cases, such as Tirana, Vlora and Pogradeci, it is decided to be as branches on their own.

    A project law and a project instruction, to be passed soon, is drafted aiming at proper functioning of these structures. They will clearly define the duties and the rights of the tax police and will support by law the cooperation with the other institutions.

    The establishing of operative room by creating a modern interconnection system is made possible through the cooperation with Guardia di Finanza mission. /dast/linda/

    [10] Albanian Premier demands investigation into administration of funds in KESH

    TIRANE, August 31 (ata) - By E Nepravishta: Albanian Prime Minister Pandeli Majko asked on Tuesday the Attorney General to begin penal case with regard to the administration of the funds in the Albanian Energy Corporation (KESH), the PM's press office told ATA.

    According to this office, cause for this demand were some data forwarded in an article of the Democratic Party newspaper on August 31, 1999.

    The article accuses senior state officials of illegal acts with regard to the administration of the funds for the modernization of the energy distribution system. /dast/xh/

    [11] Clearances of excise goods mark high value during 8 months period

    Tirana, August 31 (ata) - By D.Koci - The clearances of excise goods increase considerably during the first eight months of the year 1999, told ATA on Tuesday sources from the General Custom Directorate.

    The cigarettes' clearances marked a great increase, reported sources from this directorate. Referring to the operative data the total quantity of the cigarettes cleared during this period is some 1,168 thousand tons cigarette.

    A lift of coffee clearance is evident as well and the total quantity cleared during the first eight months of 1999 is some 904 ton coffee.

    As far as the fuel is concerned, the total quantity passed in the Albanian customs by paying the respective duties during 8 months period is some 79,846 thousand tons. /dast/linda/

    [12] Minister Angjeli orders the opening of Qafe Bote custom point within September 15

    Tirana, August 31 (ata) - By E.Metaj - Albanian Minister of Finances Anastas Angjeli ordered the opening of Qafe Bote custom point, Konispol (Southern Albania) within September 15, 1999, told ATA on Tuesday the press office close to the Ministry of Finances.

    All the necessary measures on opening of this custom point are taking in conformity with the joint agreement signed between the two countries.

    Based upon the order of the Minister of Finances, beside the completion of the procedures on opening of a custom point within September 15, it will have its own staff.

    Referring to Albanian-Greek agreement, only the taxes will pass through Qafe Bote custom point. Meanwhile, the opening of this new custom point is foreseen to facilitate considerably the communication of the border areas in both sides.

    Sources from the Ministry of Finances explained that some 14 border custom points are operating in Albania at the moment. /dast/linda/

    [13] Some 400 tons wheat sold in auction

    Tirana, August 31 (ata) - By E.Xhajanka - The total quantity sold in the second auction held on Tuesday at the enterprise of wheat trade in Durres marks 400 tons from 800 tons offered in it.

    The wheat of French origins is divided into 18 groups marking a price of 180 USD/ton.

    According to the specialists of food control, the wheat stored since four months in this enterprise fulfills the consumption parameters.

    The coming auction will be organized next week on the quantity of some 400 tons wheat.

    Some 60 tons wheat from 540 offered in the auction is sold. /linda/

    [14] $7 million on lab network of food control

    Tirana, August 31 (ata) - By E.Xhajanka - Albanian Minister of Agriculture and Food has reckoned the value of 7 million dollars on the project on establishing of lab network on controlling of the standards and quality of the food products all over the country, told on Tuesday sources from the Ministry of Agriculture.

    This project will be financed by the funds of the Italian Government through "Integrated Veterinary" project (2 million USD), World Bank (4 million USD) and the Albanian Government. The project includes modern lab equipment and apparatus and the training of the technical staff in six main districts of the country, Durres, Vlore, Shkoder, Fier, Elbasan and Gjirokaster.

    Meanwhile, the extending and the establishing of the labs on food control in main cities of Albania is foreseen to improve the work on controlling the food, which is imported and is on sale in Albania. /led/linda/

    [15] Problems in Bovilla acqueduck

    Tirana, August 31 (ata) - By M.Pupa - Nevertheless the completion of the first phase of the operations in Bovilla acqueduck, which accompanied even with the dispossession process, there are continuous complaints by the part of the inhabitants of this area, told on Tuesday sources from the Ministry of Transport.

    The Local Government presented a new list of the nine persons that asked again for compensation, nevertheless that the compensation value on this object is completed by the Government. The value of the investments performed in Bovilla acqueduck is almost the same with the value used on dispossession process, stressed sources from the Ministry of Transport. /led/linda/

    [16] Albanian Public Prosecutor's office to help Investigation commission of Kosove with documents

    TIRANE, Aug 31 (ATA)- By Th.Thanasi, Albanian Public Prosecutor's office will offer the materials gathered by it to the Investigation Commission of Kosove, set up for the genocide exercised by Serbs in Kosove, spokesman of the Public Prosecutor's office told ATA on Wednesday.

    Public Prosecutor's office representatives and lawyer Bajram Kresniqi, chief of the Investigation Commission of Kosove agreed during talks held over the last week end, to offer all the documentation gathered by Albanian investigators from Kosovars pouring into Albania during the crisis to this Commission, spokesman of the Prosecutor's office said.

    According to him, these materials include minutes, video cassettes, and photos showing testimonies of Kosovars about the atrocities exercised upon them.

    The foundation of Kosove Investigation Commission was decreed by the Prime Minister of the Kosove Interim Government, Hashim Thaçi. This commission will consist of Albanian cameramen and legal medicine doctors in the meanwhile Albanian investigation specialists may give their contribution in the future. /so/A.A/

    [17] Albanian-Italian exercise, Teuta Sar '99, held in Durres

    TIRANE, August 31 (ata) - By Enkelejda Koraqi: Albanian Defence Minister Luan Hajdaraga highlighted the joint Albanian-Italian exercise, codenamed Teuta Sar '99" held in Durres on Tuesday, as "an exercise of a high level and a brilliant cooperation."

    According to sources from the Defence Ministry, the exercise was programmed by the Staff of the Albanian Naval Forces in cooperation with representatives of Italian Navy, in the context of the agreement reached between the two defence ministries for the joint control of the territorial waters of the Republic of Albania.

    The exercise at sea had as its objective the application of joint procedures in patrolling and searching-salvation operations and the perfection of the coordination of operations of Albanian armed forces with the navigation vessels of the 28th Sea group.

    Taking part in the exercise were 6 ships and 2 helicopters which carried out imitating operations. /lh/xh/

    [18] Technical problems and bad weather cancel visit to Tirana of Ambassador Holbrooke - U.S. Embassy

    TIRANE, August 31 (ata) - By Ilir Paco: Technical problems in his plane in Macedonia and the stormy weather in the region of Skopje made impossible the arrival in Tirana, as planned, of the U.S Ambassador in the U.N., Richard Holbrooke, a press release of the U.S. Embassy in Tirana reported.

    The press release, issued on Tuesday evening, said that "due to his later commitments in Sarajevo from September 1-3, Ambassador Holbrooke said it was impossible for him to change the plan of his visit during his trip in the Balkans."

    "The charge d'affaires of the U.S. Embassy, Raimond Snider, informed the Albanian President and Prime Minister, with whom Mr Holbrooke was expected to have meetings, of his canceled visit and expressed to them his regret for this decision," writes the press release of the U.S. Embassy in Tirane.

    The Embassy also reports that Mr Holbrooke had a telephone talk today with Albanian Premier Pandeli Majko and he will also have a telephone talk with the President of Albania, Rexhep Meidani later today. /lh/xh/
