  • [01] Some 15,5 million leks to reconstruct schools in Elbasan

    ELBASAN, August 23 (ATA)- By M.Lulja, Ministry of Science and Education has recently provided the education department of Elbasan district with a fund of 15,5 milion leks to reconstruct 3 schools in this district.

    Of this fund 4,8 milion leks will be used to reconstruct the school of Serice village, 6,2 milion leks the school of Fushe-Bull village and 4,5 milion leks the school of Bena village, the director of the education department of Elbasan, Kozma Hakani, told ATA.

    According to him another additional fund is earmarked by mid September for the reconstruction of the eight-year schools in Floq and Shtepanje villages whose conditions are inappropriate for a normal teaching.

    Meanwhile, the NGO-s which are still active in Elbasan, will begin the reconstruction of several schools in the city next week. /a.ke/so/lm/

    [02] High temperatures cause health disorders in children

    VLORE,Aug 23(ATA)-By Harilla Koci,

    High temperatures have caused health disorders to children in Vlore city. About 110 children, aged 0-10 years old, were taken to hospital in Vlore over the last week, three of them in serious condition.

    Pediatricians say high temperatures have caused disorders in the respiratory and digestion systems.

    One day ago, the city's thermometer was above 38 degrees Celsius, while the average of the highest temperatures of August has been around 36.5 degrees Celsius. /s.s/el/lm/

    [03] Albanians turning back abroad after holidays at home

    DURRES, August 23 (ATA)-After spending their holidays with their relatives at home, the Albanians living and working in Western Europe are now flocking the Durres port to turn back.

    Maritime agency "Taulantia" reports that last week this company sent 14 ferries, holding 800-1 000 seats each and with some hundreds of cars on board, for the Italian ports of Bari and Ancona.

    This week two other ferries will be added to these lines this week to enable other Albanian passengers to travel to Italy.

    The same situation is with ferries "Iliria Lines", "Ventouris Ferries" and "La Vikinga".

    The ferry service in Durres port has almost doubled. /a.ke/lm/

    [04] Donors' financing for 1999 to be used as planned - minister

    TIRANE, August 23 (ATA)-By D.Koca, The government is committed to using foreign financing during 1999, Minister of Economic Cooperation and Trade, Ermelinda Meksi, told ATA.

    "The results of the first six months of the year are promising and the ministries are working to carry out this financing," says Meksi.

    Hence, efforts are underway for the construction of East-West and North-South corridors. Meanwhile, the level of using foreign financing by the Fund of Albanian Development is high.

    Public financing for 1999 amounts to nearly 30 billion leks, in which 20 billion are foreign financing and the rest is covered by the State budget. The largest part of foreign financing is being absorbed by the Ministry of Public Affairs and Transport.

    The Albanian parliament also approved several changes to the budget, with foreign financing for investment increasing with another $100 million, contribution of foreign donors after the situation created by the influx of Kosova refugees.

    "Last year will not be repeated any more, with the level of attracting donor's financing at 48%," said Meksi.

    However, she said that "1998 has mainly been the year of organising international bids on various road segments, which also have the lion's share in foreign financing".

    Meksi said that the Ministry she runs "has organised meetings with international donors to accelerate all procedures linked with foreign investment". /a.gj/lm/

    [06] Success of "Bilbili" in Folk Festival in Struge

    Vlore,23 August(ATSH)-By H. Koci, The "Bilbili" folk group represented the Albanian folklore and Laberia region at the Folk Festival held in the city of Struge, Macedonia, from August 18 to 20.

    Of 13 groups participating in this festival, the Vlore group is reported to have been among the best.

    Appreciating the performance of "Bilbili" group, "Flaka" and "Fakti" newspapers wrote that the performers from Vlore were excellent and the group unfolded the real values of the Albanian art..."

    According to the group's leader, Sejmen Gjokoli, the festival was a big manifestation of folk songs and dances throughout the albanian world, Macedonia, Kosovo and Albania.

    "Bilbili" took part in this festival after successful participation in the "Blltika" festival in Lithuania, where it was awarded the festival's first prize", wrote "Fakti". /led/genc/lm/

    [07] Second Summer Song Festival ends

    Durres, August 23(ATSH)-By S.Gjordeni, The second summer song festival, organized by Teuta private Television, ended on Sunday evening.

    Thirty groups from Durres, Tirane, Fier, Kavaje, Lezhe and two from Kosova participated in the festival.

    The first prize was awarded to the group from Tirane ETB-57 which sang "I miss you". Teuta television was for the second time sponsor of this important activity, which revived the artistic cultural life in Durres. /f.n/genc/lm/

    [08] Majko calls on Albanians to help construct Durres-Prishtine road

    TIRANE, August 23 (ATA)-By E. Nepravishta, Albanian Prime Minister Pandeli Majko has asked that a bank account opens for anyone to offer financial contribution to the construction of the Durres-Kukes- Prishtine road.

    At a news conference on Monday Majko considered this road one of the priorities of the Albanian government.

    Majko has invited all Albanians to provide their contribution, making possible the construction of the road, which, he said, "the Albanians are duty-bound to build and show that we know to help ourselves".

    "In the context of the Stability Pact being oriented in the Balkans, we Albanians should know to present ourselves as an European segment and the construction of this road is part in this process, now irreversible".

    In his visit to Kosova ten days ago, Majko saw the same interest on the part of Prishtine in the construction of the Durres-Kukes-Prishtine road.

    Right after his return from Prishtine, Majko ordered the preparation of a bilateral agreement between the Tirane and Prishtine universities and hailed a project for extending the Albanian Albtelecom to Kosova. /led/lm/

    [09] Greek PM to visit Tirane tomorrow

    TIRANE, August 23 (ATA)-By E. Metaj, The visit of Greek Prime Minister Simitis to Tirane on Tuesday is expected to give a further impulse to the economic ties between the two Southeastern European countries.

    During this visit an agreement for Greece to provide US$1,8 million for the Albanian state budget and two other agreements will be signed.

    Greece is engaged in several investments in Albania whose values is estimated at around US$ 100 million, an amount invested by 200 Greek companies in various fields of economy.

    Also, the European Commission, through the PHARE and Cross Border, has assigned Greece to finance seven million ECU for the improvement of infrastructure in several southern districts of Albania.

    Several Greek banks, such as the Greek National Bank, Tirana Bank and Alfa-Credit Bank, which have increased the possibility of crediting Albanian business, have extended their activity in Albania. /led/lm/

    [10] Albanians of Kosova - mainly responsible for administering transition period

    TIRANE, August 25(ATA)-By I.Luto, Albanian Foreign Minister Paskal Milo said that Kosova Albanians should be conscious of their role, as the process of reconstructing Kosova, rebuilding institutions and administration, a process which is being accompanied with tense developments, but, which, according to Majko "are normal for a country just emerging from a long conflict", depends on them.

    "The good-proceeding of this process depends on the Albanians themselves, on the political forces in Kosova which should be urgently united to cope with the situations dictated by the time," Milo told ATA on Monday.

    This process also depends on the efficiency to be shown by the international community and the U.N. administration as well as on the determination to stop the infiltration of Serb secret service elements and paramilitary forces.

    "It is probable that certain forces cause provocations in Kosova to keep this place always in tension, with the aim of preparing the failure of this international undertaking to establish peace in Kosova, to build a democratic and civil society there," said Milo. /led/lm/

    [11] Statistics of penal acts reduced to 60% in Tepelene

    TEPELENE, August 23 (ATA) By: H.Çani: The statistics of criminal acts are considerably reduced due to the hard work of police against the criminal elements, the chief of police commissariat of Tepelene, vise- colonel Agron Jaçeje, told ATA on Monday.

    According to him crime ciphers, especially those of the last 30 days, are reduced by 60%. As the result of the annihilation of Salaria gang last month and the elimination of two of its leaders, who had committed several crimes, no gunshots are heard and no looting are being registered during the last 45 days in Tepelene-Ballsh, Jaçe said.

    The other members of this highly-dangerous group were arrestedz as a result of the careful investigation work of anti-crime structures of this police. /led/so/A.A/

    [12] General -Motors and Austrian Government - two rivals of Albanian railway investments

    Tirana, August 23 (ata) - By M.Pupa- Among the priority projects on public investments presented by the Albanian Government in the framework of Stability Pact, considerable part covers even the railways.

    "In this frame American company General Motors and Austrian Government showed their interest to invest in the Albanian railways", told ATA vice minister of Transport Ahmet Ceni.

    General-Motors company offered railway means, including even engines. While the Austrian Government offered support by investing in railway infrastructure.

    "The fulfilment of the objectives for reconstruction and modernization of the existent Albanian railways, by not speaking about the construction of the new lines, needs investments of hundred million dollars and the financial possibilities in this sector are opened and welcomed, and of mutual profit in conformity with the rule of market economy and Albanian legislation", stressed vice minister Ahmet Ceni. /led/linda/

    [13] Police arrests a citizen accused of corruption

    Tirana, August 23 (ata) - By Urim Bajrami - The police of Kuksi district arrested on Sunday a citizen, who avoid paying the custom duties in Morine, Kukes (northeast Albania) and corrupted some employees of this custom three days ago, told ATA on Monday sources from the Ministry of Public Order.

    According to the above mentioned sources, the detained Josif Domi passed last Thursday through border point of Morina its vehicle loaded with differed undeclared goods. In order to avoid the custom duties, the citizen from Kuksi, tipped some of the custom employees.

    Sources do not give further detailed information about the corrupted custom officers and their number. /dast/linda/

    [14] Bank of Albania favors NATO for the physical movements of currency

    TIRANE, August 23 (ATA) - By E.Metaj: The Observing Council of Albanian Bank decided to exclude NATO from the fulfilling of some requests and limits set in the regulation "On currency activity", official sources from the Bank of Tirane, told ATA on Monday.

    These exclusions have to do with physical movements of the currency in the custom points from abroad to the Albanian territory and vice-versa, through the bank system.

    The most senior body of the Bank of Albania decided to exclude NATO from the requests of the regulation "On prevention of money clearance".

    Beginning from September 1, 1999, the international security force in Albania, known as AFOR, will resume a new role as a supporting and logistic unit for KFOR, NATO contingent in Kosove. The new force composed of 2 500 people, known as the Western Interconnection Zone, will maintain the supplying line between the western part of Durres port and the border of Kosove. This force will continue to carry on infrastructure works, including here even the reconstruction of Durres-Kukes road to the international airport of Rinas, Tirane. /led/A.A/

    [15] Greek Premier, Simitis, to visit Tirane on Tuesday

    TIRANE, August 23 (ATA) - By E.Nepravishta: Greek Premier, Kostas Simitis, will pay an official one-day visit on Tuesday in Albania, invited by his Albanian counterpart, Pandeli Majko, spokesman of the Prime Minister told ATA on Monday.

    The source reports that Simitis will held a tete-a-tete meeting on Tuesday with his Albanian counterpart, which will be followed by another meeting between the delegations of both countries. Afterwards is expected to take place the signing of protocols for the cooperation agreements between the two countries.

    Greek Premier is expected to held talks with the President of the Republic, Rexhep Meidani, and with representatives of political parties and he will give a press conference in the Palace of Congresses.

    Participating in the Greek delegation chaired by Simitis, will be the Greek Foreign Minister, Jorgos Papandreu, the Press Minister, Dhimitris Repas, and the Minister of National Economy, Rodhula Zisi. dast/A.A/

    [16] Simitis visit to clarify Albania-Greek relationships - Milo

    Tirana, August 23 (ata) - By Ilir Paco - Albanian Minister of Foreign Affairs Paskal Milo considered as "solved" the problem created recently in the relations between Greek and Albania, after the massive expels of Albanian immigrants, while tomorrow the Greek Prime Minister Costantine Simitis is foreseen to visit Tirana.

    Albanian Minister of Foreign Affairs told ATA on Monday that mutual cooperation exists between the two countries, and we can not neglect even the presence of any problem, as well. "The ratio between cooperation and problems favors the first", said Minister Milo by adding that "the visit of the Greek Prime Minister in Tirana tomorrow will be successful and will scatter the mist created in the relations between Albania and Greece these two-three last months".

    Referring to the question of legalization the Albanian immigrants that live in Greece, Minister Milo said that "this is complex problem that includes several issues in itself and we think that the question of their legalization is a problem that has to be discussed based always in the Greek laws and the European one.

    He said that the Albanian Government will do the utmost to solve the so called "hot questions", by not forgetting the great number of issues of mutual interest for both countries. /dast/linda/

    [17] Divergences of Serb opposition from Milosheviç initiate from Kosove issue

    TIRANE, August 23 (ATA) - By I.Luto: Serb opposition could not be distanced from the policy of Milosheviç if it did not start this issue with Kosove, Albanian Foreign Minister, Paskal Milo, told ATA on Monday.

    Regarding the latest anti-Milosheviç protests staged in Serbia, Milo said that he did not believe that actions of this level would oblige Milosheviç leave the political scene.

    "The Serb opposition is actually weak, consided by the viewpoint of ideas, alternatives, and organization", said Milo.

    The tendency of development in Serbia, according to the chief of Albanian diplomacy, favors the Serb opposition, although its steps towards the future are small.

    "The Serb opposition should clearly set its stance on Kosove issue. If it keeps on sharing the same estimations as previously on this cardinal issue not only for ex-Yugoslavia but for the whole region and Europe, I should say that it will never be able to face situations, to resolve them and give perspectives to Serbia in the future", said Milo. /led/A.A/

    [18] Ex-President of "M.Leka" Company in jails

    TIRANE, August 23 (ATA) - By Th.Thanasi: The President of ex "M.Leka" Company, Mustafa Leka, was arrested on Monday by midday in Tirane, spokesman of General Prosecution Office, Ardian Visha, told ATA on Monday.

    According to him, Leka was seized in a dwelling place in Tirane at about 13.30 as a result of the cooperative work between the General Prosecution and the Ministry of Public Order.

    Leka, who was proclaimed wanted previously, is accused of theft through fraud in great proportions.

    Actually one of the pyramidal investment schemes boss, Vehbi Alimuëzj is in jails, while the President of "Gjallica", Shemsie Kadia, was arrested in Turkey and is expected to be extradited to Albania. /lh/A.A/

    [19] Some 40 000 Kosovo Albanians stop Russians entering town

    RAHOVAC, August 23 (ATA) - An advance party of Russian peacekeepers heading for the Kosovo town of Rahovac on Monday was turned back after encountering a huge roadblock of more than 40 000 Albanians, sources from Prishtine report.

    The roads are blocked with a column of stationary tractors, trucks and other vehicles settle since midnight. Tensions are high but no clashes are reported so far. There are no attempts for deportations of Russian part in Rahovec. /A.A/

    [20] DP demands dismissal of Head-Prosecutor Rakipi

    TIRANE, August 23 (ATA) - By I.Luto: The chairman of Albanian Democratic Party (DP), Sali Berisha, told a news conference on Monday that DP demanded the suspense of the General prosecutor, by commenting it as "liberation of this institution from the policy of the governing power".

    DP, the main opposition party, declared that they wanted Rakipi be suspended while they were commemorating the arrest of six ex-senior state officials a year ago.

    "We have today in Tirane six persons accused of crimes against mankind, at the time that the International Hague-led Court has accused only five people in ex-Yugoslavia for crimes against mankind", said Berisha.

    Three outgoing ministers and three senior military officials, members of the Democratic Party, were arrested in August 23 of the previous year, accused of illegal actions during the riots of 1997. /y.pa/A.A/

    [21] Meidani honors Kukes Division with "Gjergj Kastrioti Skanderbeg" award

    TIRANE, August 23 (ATA) - By A.Koraqi: Albanian President, Rexhep Meidani, awarded the Kukes Division with "Gjergj Kastrioti Skanderbeg" prize, the press office close to the presidency told ATA on Monday.

    According to this office, this award was handed over to Kukes division in honor of the work and contribution it gave for protection of Albanian during the crisis in Kosove.

    Participating in the ceremony held on this occasion in Kukes, northeastern Albania, were the Parliament's Speaker, Skender Gjinushi, the Deputy Speaker, Namik Dokle, Defence Minister, Luan Hajdaraga, NATO commander in Albania, General John Reith and local authorities from Kukes, Tropoje and Has. /dast/A.A/
