    [02] Six Austrian railway coaches inaugurated on Durres-Tirane line

    DURRES, August 16 (ATA)-By G. Kabashi,The first six Austrian railway coaches, which arrived about two weeks ago, have been inaugurated on the Durres-Tirane line, Railway General director Leonard Burnaci, told ATA.

    He said that the six carriages, holding 88 passengers each, carry out six journeys per day.

    Another 39 carriages are expected to arrive from Austria this year. Following the respective bids they are being exchanged for 15 000 tons of railway scrap, he says. /lh/lm/

    [03] Large amount of weapons seized

    DURRES, August 17 (ATA)-By S. Gjordeni,The Durres police forces have carried out a successful operation against illegal arms possessors, the chief of Durres commissariat told ATA on Monday.

    During a raid on 13 houses the police found a large amount of ammunition such as antitank rockets, automatic rifles, pistols, masks and an amount of stolen jewelry. /a.ke/lm/

    [04] Tirana Sports Club getting out of financial crisis

    TIRANE, August 16 (ATA)-By B. Meta,The Tirana Sports Club, winner of the Championship and Albanian Cup in football seems to be getting out of financial crisis, which was result of the resignation of its president.

    Sources from this club report that many businessmen in the capital have offered considerable amounts to help get the team out of the crisis.

    Meanwhile, reports say that besides local businessmen, also pretender to the vacant position of the president of Tirana is Egyptian El Sayed.

    The businessman from Kajro has offered $120 000 for Tirana on condition that he becomes its president. Leaders of the club will continue to examine the offers. /s.sh/lm/

    [05] Democratic future of Kosova cannot be held hostage - KLA

    PRISHTINE, August 16 (ATA)-Serb paramilitary groups and other forces, which are hampering the peace process, cannot hold hostage the stability and democratic future of Kosova, said Agim Ceku, chief of KLA General Staff, during a visit to Kamenice city, Kosova press reports.

    The agency says that a tense situation prevails in Kamenice due to the Serb paramilitary actions and incorrect stand of the Russian troops, which in most cases act contrary to the agreement. /p.ta/lm/

    PRISHTINE, August 16 (ATA)- The first issue of Gazeta e Dukagjinit, a four-page daily, has appeared in Peje, Kosova press agency reported on Monday.

    The paper aims at informing the readers of Rrafshi i Dukagjinit (Peje, Istog, Decan) about the current events in these territories. Its editor-in- chief is Ilir Kulla. /p.ta/lm/

    [08] D.J. Bobo gives concert in Tirane

    TIRANE, August 17 (ATA)-By A. Pulaj, Swiss singer D.J.Bobo, in the Albanian language, addressed the public at a concert held at Scanderbeg square in Tirane on Sunday evening thanking Albania for its hospitality to the Kosova refugees.

    D.J. Bobo, one among the famous singers in the world, sang at this concert for around 90 minutes and was welcomed by the public, which amounted to 100 000 people.

    "I am much touched before this public", said the Swiss singer.

    His best hits such "Freedom", "Love is all around", "There is a party" and many others were interpreted on Sunday evening at this spectacle, in which also took part Kosovar singer Adelina Ismaili and group "Pres United refugees".

    The activity, organised by association "Open hearts", and under the auspices of the Minister of Culture, Tirane municipality and Albanian Radio- TV, was a donation of the Swiss state for Albania, in token of gratitude for the Albanians' hospitality to Kosovar brothers. /lm/

    [09] Tirane awarded title "Open Hearts"

    TERANE, AUG 16(ATA)- By Ardi Pulaj, Tirane was declared the first city of "open hearts" in the world on Sunday evening, Didier Kher, head "Open Hearts" association, told ATA on Monday.

    This was the title, that this association, which began its humanitarian activity during the Kosova crisis, awarded to Tirane Mayor Albert Brojka, at Sunday's concert on "Scanderbeg" square.

    "We awarded this title first to Tirane because Albanians were those who opened their hearts and helped the Kosovar refugees". /lh/so/lm/

    [10] Red Cross activists meet people's needs

    DURRES, August 16 (ATA)-By S. Gjordeni, Red Cross activists in Durres continue to meet the demands of various strata of urban and rural citizens, the secretary of this branch, Elsa Lila, told ATA.

    She said that "the centre for street children" has already begun functioning. In this context 20 beggar children are being treated and efforts are underway to integrate them into the family life. This project is also supported by the Belgian Red Cross.

    Lila adds that a summer camp for 60 000 Kosovar children has been set up. While at Durres beach six people, trained by the German Red Cross, are on duty to guard people against drowning.

    Some 120 volunteers of this branch are also engaged in providing aid for the poor families in the Durres city and district.

    Lila stressed that 1 753 families in Durres, 500 in Shijak and 2 100 in communes have been supplied with food.

    During the exodus of Kosova refugees, this branch provided food for 50 000 people in June, 30 000 in July and 800 refugees, who have not yet returned home, in the first two weeks of August. /lh/lm/

    [11] 1.5 million ECU on water pipeline of Gjirokastra town

    Gjirokaster, August 16 (ata) - By Hysni Cani - European Union will finance through PHARE Program some 1.5 million ECU on the construction of new water pipeline of Gjirokastra town.

    This is announced in the meeting held on Monday between the representatives of this program and those of Gjirokastra municipality.

    Deputy Mayor of Gjirokastra municipality Dhimitraq Qurku told ATA that the new water pipeline will fulfill the current needs and the demographic development of the town.

    The tender on the construction of this water pipeline will be held in October.

    In this meeting is confirmed that some 1.5 million ECU will put in disposal of Gjirokastra municipality through PHARE Program on systemizing of sewages' canals. /dast/linda/

    [12] SP Conference in districts to be held at the beginning of September; Legisi

    TIRANE, August 16 (ATA) - By A.Gjakova: Albanian Socialist Party will start at the beginning of the coming month the local conferences, which will prepare the Third Congress of this Party, scheduled to be held in September, SP Organization Secretary, Ndre Legisi, told ATA on Monday.

    SP will make a detailed analyses in this conferences on the latest developments within the party, the voting for its program and the support for the government, said Legisi.

    SP (the political party which leads the government), has remained without a chairman after the resignation made by Fatos Nano. The leading to SP is actually carried out by its Secretary General, who is actually the Albanian Premier, Pandeli Majko. The coming Congress of the Socialists is expected to elect the new leadership and to unfold the strategy of Albanian government. /lh/A.A/

    [13] German government to support development of Prespa area

    Korca, August 16 (ata) - By B.Fejzullai - German Government will support with soft loan of some 35 million DM several projects on the development of Prespa are in Korca district, told ATA the director of forest service of this district Fori Palloshi.

    According to him the great project on development of the Prespa area is divided in several other small projects, including the project on forest development of National Park of Prespa, the projects on developing wild fauna of this park and the project on protecting form the pollution of Prespa lake and its fauna, as well.

    The systemizing of Ohrid, Prespa lakes and their surroundings is announced few days ago as protected areas having as priority the tourism development. /lh/linda/

    [14] "Shkodra" association invests on setting up of tourists village in Golem

    Tirana, August 16 (ata) - By A.Lila - The private asociation "Shkodra" Ltd started the investment of some 800 000 thousand dollars in Golem, Kavaja. The investment consists in construction of a tourist village in this area.

    According to this project presented by "Shkodra" association Ltd several villas with some 233 beds, several stored hotels with some 130 beds and bars and restaurants.

    The construction of this project will cover some 3.65 ha.It will be completed within two years period. /a.gj/linda/

    [15] Investments needed on automobilistic road Bajram Curri - Gjakove

    TROPOJE, August 16 (ATA) - By R.Hoxha: The vicinity, the relative relations between the inhabitants of Tropoje district with the inhabitants of the other side of the border, as well as the ability of free movement of Albanians after July 13, have resulted in continous travels of Tropoje inhabitants towards Gjakove during the last two months.

    At least 400 persons move every day with mini-buses in this road axes, but the bad condition of the Bajram-Curri-Gjakove road has rendered higher the price of the travel, 500 leks for each individual, although these two areas are only 37 kilometers away from each other, the district town-hall council, Xhevdet Hoxha, told ATA on Monday.

    He added that request are made recently on accordation of the status of national road to the Bajram-Curri-Qafe e Morines, 19 kilometers long, because such a thing would render easier the movement of the inhabitants in both parts of the border. /A.A/

    [16] 62 projects in Shkodra Prefecture to be financed by UNOPS

    Shkoder, August 16 (ATA) - By M.Malja - Soon will start the implementation of some 62 projects financed by Projects Service Office close to UNO (UNOPS), told ATA the investments' specialists close to prefecture Bardhi Shllaku.

    He said that these projects will be implemented in infrastructure, education, health and culture in districts of Shkodra, Puke and Malesi e Madhe.The total value of the finances is some 2 million dollars.

    According to him three first projects from 40 planned for Shkodra district, such as the construction of "Republika" cinema, cultural center at "Luigj Gurakuqi" University and of two high schools in village. While in Puka and Malesi e Madhe districts will be implemented respectively by 10 and 12 projects.

    After gradual approval of the projects their implementations will start at once. They will be completed within a year. /dast/linda/

    [17] Starting of Durres-Rrogozhine highway asphalt

    Tirana, August 16 (ata) - By E.Metaj - The first meters of the highway Durres-Rrogozhine, part of Corridor 8, East-West in Albania are started to be asphalted.

    The construction company Sarandopulos-Falcione (SAFA) asphalted the part near poplars. The laying of the 22 first kilometres is foreseen to be completed in October Based upon the investments program for the first half of the year 1999 some 578 million lek investments are realized from 532 million leks planned to be invested by foreign donors in Durres- Rrogozhine road.

    While the support with budgetary funds on dispossession on this segment is realized by 113 million leks from 402 million leks foreseen to be used in this segment.

    The total value of the project on this segment 38 km long is nearly 20 million Euro. /a.gj/linda/

    [18] English specialists organize training courses for several sports

    KUKES, August 16 (ATA) - By R.Hoxha: The English specialists, Kim Black and Davis Haskin, under the attention of Mrs. Blair and Mrs. Meidani, organized in the city of Kukes a training course with ten teachers of different sports.

    Under the motto "Sport for all" the two-day long course was held in theory and practice where the English specialists transmitted their experience for the work that should be carried out on achieving of sportive quality in young ages.

    During the second day of this training, that is on Monday, the sports team of young ages demonstrated their abilities in basketball, volleyball and the like.

    This activity is carried out with the sponsorship of Great Britain and is first held in Tirane and Pogradec. /lh/A.A/

    [19] Commercial facilities and business forum between Albania and Macedonia

    Tirana, August 16 (ATA) - By Elton Metaj -Albanian Minister of Economic Cooperation adn Trade Ermelinda Meksi had on Friday and Saturday a work visit in Macedonia invited by her Macedonian counterpart Nikola Gruevski, told ATA the spokesman of the Albanin Trade Ministry.

    The possibilities and defining of the ways to lift the commercial exchanges and to create commercial facilities between Albania and Macedonia were the topics of the bilateral discussions.

    According to the spokesman of the Albanian Ministry the two ministers talked on presenting joint projects in international meetings to be held soon.

    Minister Meksi and Gruevski discussed also about the possibility of a meeting between the minister of trade of Albania, Macedonia and Bulgaria before the end of the year.

    According to the same source the discussions held between Minister Meksi and Gruevski were of a common interest for the two countries to increase the cooperation in the economic and commercial field in the frame of regional and international integration in support even to the Stability Pact. /dast/linda/

    [20] Zucchero in Albania in the end of August

    Tirana, August 16 (ATA) - By Ardi Pulaj - The Italian well-known singer Zucchero is expected to come soon in Albania.

    The news is confirmed for ATA by the Head of the Cabinet of Culture Ministry Blendi Gonxhe.

    According to him the ministry is discussing with the "Zemrat e hapura" (Open Hearts) association, which was the organizer of the concert of the Swiss singer D.J.Bobo, to bring in Albania,in August 30, the Italian singer Zucchero.

    "It thought that Zucchero to come and give a concert in Albania in one of the days of his tour in several Balkans countries in the end of this month", stated Gonxhe for ATA.

    Zucchero is one of the best singers of Italian music and he was present in Albania in September 1996 in "Miss Europa'96" edition organized in Tirana.

    He had expressed his wish to come again in Albania, and his wish may come true by the Albanian Ministry of Culture and the "Open hearts" association. /dast/linda/

    [21] Croatian Deputy Premier due to Albanian on Wednesday

    TIRANE, August 16 (ATA) - By I.Luto: Croatian Deputy Minister, Mate Graniç, will visit Tirane on Wednesday, the press directory close to Albanian Foreign Ministry, told ATA on Monday.

    Mr. Graniç, who actually carries even the function of the Foreign Minister of Croatia, is invited by the Albanian minister of Foreign Affairs, Paskal Milo.

    During his several-hour visit in Tirane, the Croatian senior official will meet the Albanian President, Rexhep Meidani, Premier, Pandeli Majko, the Foreign Minister, Milo as well as the Parliament's Speaker, Skender Gjinushi.

    Member of the Croatian delegation is even the Croatian Agricultural Minister, Ivan Durkiç, who will hold talks with his Albanian counterpart, Lufter Xhuveli. /dast/A.A/

    [22] CEFA opens the second training center of children with social problems

    ELBASAN, August 16 (ATA) - By M.Lulja: The non-governmental organization CEFA, opened these days in the city of Elbasan the second center where are treated of children with social problems or abandoned by the family, the chief of town-hall cabinet, Mimoza Hasekiu, told ATA.

    The capacity of this center will reach up to 100 children of 7-14 group ages and some 7 Italian social employees and 11 Albanian ones are working with them, aiming at integrating these children in the social life.

    These centers will function until 2001 and they are expected to involve more children in their daily activities. /dast/A.A/

    [23] A client killed for a coffee

    BERAT, August 16 (ATA) - By Ilir Manka: The owner of a cafe in the "Partizani" headquarter, Berat, was detained on late Sunday because he killed his client for a coffee, the director of Berat prefecture, told ATA on Monday.

    The owner of the bar, Milto Pema, quarreled with Abazi brothers, who were drinking coffee in his local because a coffee was not payed. After the insults that followed the quarrel, Pema, 45, took a knight, with which he hit Ismail Abazi, one of the brothers. They responded to this act by breaking a bottle of bear in the head of the owner. Afterwards, Ismail Abazi was send to the hospital, where he underwent a surgical intervention, the spokesman explains.

    But the owner of the local together with his son went to the hospital where Ismaili was being treated. He put the automatic riffle out of a sack and shot 30 times against the people present and killed Jashar Abazi, aged 25. The wounded brother managed to escape. /s.sh/A.A/

    [24] Started implementation of 10 projects improving Vlora infrastructure

    Vlore, August 16 (ata) By Harilla Koci - Started the implementation of 10 projects aiming at improving the infrastructure of Vlora town with a supplement fund offered by the Government of some 1 million dollars.

    The spokesman of Municipality told ATA that according to the contracts signed with the companies, the projects should have to be implemented within two months and after this deadline the procedures on taking under responsibility will start. It includes the control of all parameters foreseen for respective projects.

    10 of 20 projects are approved finally by the central and local government aiming at improving of Vlora town infrastructure. The accorded fund is some 1 million dollars. /dast/linda/

    [25] Economy credit marks low levels

    Tirana, August 16 (ATA) - By D.Koca- The credit of Albanian economy is not the asked level, told ATA sources from the Albanian Bank, which defined even the reasons for this low level.

    "Nevertheless the fact that the banks and other institutions will have supplemental funds on credits by the part of foreign international organization, such as World Bank, European Bank of Investments, KfW, Greek Government, etc, again the credits given by the banks of the second level during the first half of the year mark are small in number", report the above mentioned sources.

    But according to these sources " due to the weak bank infrastructure, but even of the default of organization, lack of serious plan-businesses, the investments, and in particular defined branches such as agriculture, are not included in credit activities".

    Also, the political-social situation all over the Balkan made the banks to hesitate on offering credits.

    "The document to accompany the request for credit by the part of the Albanian businessmen is far way of the banks' requests", stressed the sources.

    Some of the reasons to hinder in a way the credit of the economy is also the very weak salary system, which keeps the clients away from the banks by giving possibility to cash usage.

    The credit limit defined by the Albanian Bank for the banks of the second level for this year is some 8 billion leks, from 6 billion leks in 1998.

    Meanwhile, the Albanian Bank did not allow the offering of the credits for 1999 by the part of Saving Bank, National Commercial Bank and Dardania Bank, because they cover more than 20% of the problematic credits. /a.gj/linda/

    [26] Some 860,5 million leks from small business

    Tirana, August 16 (ata) - By E.Metaj - The tax incomes from the small business in Albania during the first seven months of the year was some 860, 5 million leks, by marking a supplemental cash of some 69,5 million leks (108,8 %) more than the foreseen plan, told ATA sources from the Ministry of Finances.

    Tirana tax branch, the greatest in the country, cashed in the budget during this period some 316,6 million leks (137,6%), the one in Durresi some 7,6 million leks (98,9%) and the one in Elbasani 46,1 million leks (123,4%). Less incomes are collected by the tax branches in Tropoja, Has and Malesi e Madhe.

    The tax revenues from the small business during the first seven months of the year marked a considerable increase if compared with the value marked at the same period previous year. So the total values cashed during this period in 1999 is some 860,5 million leks, while in 1998 it was some 587,2 million leks.

    Based upon the law "On taxes of small business", the subjects that realize an annual circulation to some 2 million leks, are taxed only through a fixed value, while the subjects to realize an annual circulation from 2-5 million leks have to pay the profit tax. /dast/linda/
