    "KOHA JONE", daily independent. - "Customs officers surveyed by secret agents, who report only to Majko". Disbelief in legal National Information Service (SHIK) structures and in the Public Order Ministry creates special spy network for this purpose. - "Eurosocialists, revolt against socialists". Eurosocialists have declared that their party is reminded of them only in cases of protests and revolts. -" Crime, offspring of politics". This is the newspaper editorial.

    "GAZETA SHQIPTARE", daily independent.

    - "Nano: SP chairmanship must be dissolved". Socialist former chairman has stated he will not obey the decision of the SPA presidency which considered in its Monday meeting every organization outside the party structures to run against the statute. - "DP, ready to change program" . DP will report the main changes in its program in its September Congress. - "Majko presents projects in Vienna". The Albanian Premier, Pandeli Majko will go to Vienna meeting today to present the Albanian Government projects, the latest of which is the construction of the motorway Durres-Pristine.

    [02] "Hurricane" ship unloading contraband cigarettes to dinghies blocked near Sazan

    DURRES, July 21 (ata) By: Gezim Kabashi: Early on Wednesday morning, near the island of Sazan, the Italian- Albanian forces of Guardia di Finanza have blocked a ship while it was unloading smuggled cigarettes. The action which started at about 20.00 p.m. on Tuesday is still continuing on Wednesday.

    Sources from Guardia di Finanza reported to ATA that the action began after a report from Albanian sea border police. Four motor-boats deployed at the ports of Durres and Sazan.

    Meanwhile, the ship is still blocked for further investigation at the port of Vlora, with 10 members of the ship aboard. The Albanian coastline is under strict control by Albanian border police and the staff of Guardia di Finanza. /led/so/xh/

    [04] Albanian folk art multi-cultural festival in Milan

    TIRANE, 21 July (ATA) - K.Shehu: The Albanian traditional art and music were represent in the multi-cultural International Festival taking place in Milan, Italy, Astrit Çela, representative of Italy-Albania Cultural Association told ATA on Wednesday.

    On the Day of Albania, on July 18, several cultural activities were organized and also attended by many Albanian immigrants and by the renowned master of visual art, Ibrahim Kodra. The Day of Albania was coupled with the concert of Permet folk songs interpreted by Lela brothers. /led/na/xh/

    [05] Contemporary machinery for aqueducts and sewage - COP'97

    TIRANE, July 21 (ata) - By M Pupa: In the context of the project of the PHARE Program for the Water Infrastructure COP'97 (National Operation Program) the procurement and contracting of the project for the supply with equipment and machineries for the enterprises of Sewage and Aqueducts of some town-halls was made.

    The aim of the project estimated at 1 million Euros is to increase the capabilities and capacities of the Municipal enterprises to maintain the systems of aqueducts and sewage.

    According to specialists, "the efficient use of these contemporary machineries by the respective enterprises, especially the sewage, will lead to a final abolishment of the primitive methods for sewage cleaning and to the gradual improvement of the environment and sanitation in our cities." Eight municipalities such as Tirana, Durres, Vlora, Lezha, Saranda, Gjirokastra and other cities will benefit from the project. /led/xh/

    [06] Over 90 per cent of wines and brandies traded in Albania are false

    TIRANE, July 21 (ata) - By E Xhajanka: "The adoption of the law on vineyards, wine and other products made of grapes, accompanied with the consolidation of control in the production and trade units will influence to a higher quality of wine and brandy produced in Albania," is the conclusion reached by specialists of agriculture in the national seminar "On qualities of wines and brandies," held in Tirane.

    The results of the analyses made by the Food Control Inspectorate in 91 samples of wine and 70 of brandies, which represented 80-90 per cent of the local production, were displayed in the seminar in the presence of specialists and producers in this field.

    The analyses proved also that over 90 per cent of the wines and brandies being traded in Albania are false. The greatest falsifications are made by producers without licence for whom the inspectorates must show more attention. /led/xh/

    [07] Certificates of thanks for French officers in Elbasan

    ELBASAN, 21 July (ATA)- M.Lulja: Elbasan town-hall held a ceremony to honour the French forces deployed in one of the city areas, on Wednesday, in one of its halls, and with the participation of intelectuals of different fields.

    Certificates of thanks were also delivered during the ceremony to the officers of the French command.

    The town-hall chairman, Engjell Dakli, said they appreciated the great French contribution not only during the Kosova emergency, but also their assistance for the people in the Prefecture". They, he said, found a warm climate here to continue the friendly relations further. In addition, the French language chair has been established in the University "Aleksander Xhuvani" for several years now, and this has helped bring these forces closer to the Albanians.

    At the end of the ceremony, the French colonel, Olivier Menier, expressed his gratidute towards the Albanian people, streessing that the relations of assistance and cooperation between Albania and France will be further strengthened. /led/na/xh/

    [08] Second stage of organized return of Kosovars starts

    - news conference of GME, UNHCR and AFOR -

    TIRANE, July 21 (ata) - By Enkelejda Koraqi: Cooperation and coordination of the work between the Albanian Government, UNHCR and AFOR helped overcome the situation created in Albania by the influx of the deportees from Kosova, said on Wednesday the special coordinator of the Group of Emergency Management (GME) Kastriot Islami in the joint news conference with the UNHCR representative and the AFOR Commander.

    Now we have to pass onto the second stage of the organized repatriation of the Kosovars, said Islami. The crisis has not ended yet, because it is conceived in four stages, the reception, accommodation, repatriation of the Kosovars and the rehabilitation of the crisis-affected zones, he stressed.

    General John Reith, AFOR Commander, said that NATO has been another donor, by helping the Albanian government and UNHCR in overcoming the crisis. Today marks the second stage of the repatriation plan. The Kosovars will be transported from Tirana and Durres to Kukes and later towards Kosova. AFOR will ensure the transport and safety in all the roads for the refugees, stressed general Reith. /led/xh/

    [09] 500 packages of cigarettes contraband

    Tirana, July 21 (ata) - By E.Metaj - The forces of marine mission of the European Customs CAM-SEA, where the joint Italian-Albanian joint staff is located, blocked on Wednesday in Vlora gulf, 4 miles way from the coast, the ship "Hurriance", possessed by a Vlora citizen, told ATA sources from the Anti-smuggling Directorate.

    According to the previous announcement from this directorate, the ship came from Greek port of Airona on July 18 with some 1.029 ton cement declared.

    From the control performed in ship resulted that nearly 1.300 ton cement was in ship, and some 400-500 packages of cigarettes of "Bond", "LM", "Winston", "Pine", while the other part was blocked when transported on the other side of the seashore. /dast/linda/

    [10] Majko: European left wing will give specific assistance for Albania

    Tirana, July 21 (ata) - By E.Nepravishta - The left wing, which is governing in Europe, will give a specific assistance for Albania. This is what the Prime Minister and the General Secretary of the Socialist Party Pandeli Majko is expecting from the Conference of the European left wing parties, which is going to start its sessions on Thursday in Vien (Austria).

    Prime Minister told the journalists on Wednesday at Rinas airport, few minutes before his departure, which the European left wing is greatly involved in the assistance in the framework of the Stability Pact.

    In this visit the Prime Minister is accompanied by the Parliament Speaker and the Head of Albanian Social-Democratic Party Skender Gjinushi.

    The aim of this conference is the discussion and reaching common conclusions of the European left wing, to be presented in the Summit of the Stability Pact for the Southeastern Europe, to be held next week in Sarajevo. /dast/linda/

    [11] Milo to take part in meeting of "Friend of Albania" Group

    Tirana,July 21 (ata) - Albanian Minister of Foreign Affairs Paskal Milo moved to Brussels on Wednesday to participate in the meeting of the group of "Friends of Albania", to be held in July 22, in Brussels.

    The Albanian delegation consists of the Foreign Minister, Deputy Minister of Public Order Bajram Yzeiri and the Deputy Minister of Justice Sokol Como, told ATA the Press and Information Directorate close to the Ministry of Foreign Affairs.

    Some important problems concerning Albania and region will be discussed in this meeting. /dast/linda/

    [12] Gjinushi: Albania should be in the center of the plans for region development

    Tirana, July 21 (ata) - By E.Nepravishta - Albania should be in the center of the plans and projects of the Stability Pact, said on Wednesday the Parliament Speaker and the Head of Social-Democratic Party Skender Gjinushi.

    He said that Albania was the stable ally of the International Community during the crisis in the region and without such attitude of the Albanian Government and Parliament, an unstable situation might have exist still.

    "Albania and Kosova merit to be in the center of this project and the assistance should be given firstly to the Albanians because they kept the heaviest burden during the crisis of Kosova conflict", added Mr. Gjinushi.

    The assistance provision for Albania in the framework of the Stability Pact for the Southeastern Europe is the aim of the participation of Prime Minister Majko and Parliament Speaker Gjinushi at the conference, which is going to start on Thursday. /dast/linda/

    [13] Watering of Korca field performed according to predicted project

    Korca, July 21 (ATA) - By B.Fejzullai - The drafting of a project on watering of Korca field already is completed.It is going to be finances by the Islamic Bank marking the value of 5.5 million dollars.

    Fehmi Xhemo, Agriculture Director of the district told ATA that the project predicts the watering of some 12 thousand ha land of Korca field and some 4 thousand of Bilishti field.

    Beside the finances of the Islamic Bank, the Albanian Government will contribute as well in implementation of this project by 1.2 million dollars. /dast/linda/

    [14] Bushati says Albanian politics continues to be in crisis

    TIRANE, July 21 (ATA) - By A.Haxhiu: Albanian Christian Democratic Party pointed out on Wednesday that the Albanian politics is in crisis and a solution should be found as a way out of the crisis. The chairman of Christian Democratic Party, Zef Bushati, told a news conference that a well- understanding climate, contribution, close cooperation and political morale are needed at this time.

    Members of the Christian Democratic Party hailed the initiative of the chairman of Human Rights Union Party, Vasil Melo, who demanded the organization of a round table between the small parliamentary parties, on focus of which will be the situation at home and the contribution needed to be offered by these parties to cope with the problems Albania is passing. /dast/A.A/

    [15] Word Bank to invest 66 mln dollars on priority projects in Albania

    Tirana, July 21 (ATA) - By E.Xhajanka - "The priority projects, upon which the development of Albanian agriculture depends will be financially supported by the World Bank by the value of some 66 million dollars", told ATA sources from the Ministry of Agriculture.

    Main components, for which the financial needs are defined and which will be supported by the World Bank and Albanian Government, have to do with projects on seed production, fishing field, rehabilitation of the particular areas with erosion, animal breeding, forests, ect. /dast/linda/

    [16] 12 streets to be asphalted in Korca

    Korca, July 21 (ATA) - By B.Fejzullai - Soon will start the work on asphalting 12 roads of Korca town, told ATA on Wednesday the Mayor Dhionis Kotmilo.

    Kotmilo said that asphalt of these roads will be implemented by 500 thousand dollars, which the Government accorded to this Municipality. These projects include even the pavements' construction, and on illumination system, etc.

    At the moment the construction process goes on with the asphalting two other streets of the town, 1 km long. Through the Albanian Fund of Development, the World Bank financed some 100 thousand dollars on these two roads. /dast/linda/

    [17] Draft-law on regulation of relations between banks and domestic business endorsed

    TIRANE, July 21 (ATA) - By E.Nepravishta: The Council of Ministers held its regular meeting under the leadership of Albanian Premier, Pandeli Majko, where it approved a draft-law which regulates the relations between banks and domestic business and facilitates the money circulation from banks to business.

    Albanian Ministry of Information, told ATA on Wednesday that the main scope of this draft-law is the increase of assitance for small and middle business through the improvement of credit procedures. /dast/A.A/

    [18] Albanian Rotary Club finances 45 000 primers for Kosove children

    TIRANE, July 21 (ATA) - By Ornela Kadaifçiu: The preparation of primers for 45 000 Kosove children expected to attend the school year 1999- 2000 will be financed by the Albanian Rotary Club.

    Sokol Gjata, rotating president of Albanian Rotary Club told ATA on Wednesday that "this aid is delivered in the framework of post war period in Kosove".

    The contingent of 45 000 books, which cost approximately $ 60.000- 70.000 is to be published by the Publishing House "Toena".

    Albanian Rotary Club is established in 1993, with its headquarter in Tirane and the people adhering in it are numbered to be 40.

    It has exercised its activity in different fields of Albanian society such as in humanitarian aid, education field and other fields. /dast/A.A/

    [19] Some 150 persons to be employed in two shoes factories, Shkoder

    SHKODER, July 21 (ATA) - By M.Malja: 150 persons will be employed in two shoes factories which will begun their activity soon, Pavllo Jaku, Director of work office close to Shkoder prefecture, told ATA on Wednesday. He added that two projects will be implemented for this aim on the bases of which the employees of these two factories will secure the necessary machineries with credits given by the savings bank.

    According to him the two shoes factories will start work within a time limit of two weeks in the objects set up in grounds of ex-industrial area of the city.

    The confection industry in Shkoder is one of the most developed industries in Albania. Some 18 foreign companies have exercised their activity in this Albanian northern city, where are approximately 3200 women and girls. /dast/A.A/

    [20] Albanian Democratic Party back to parliament

    TIRANE, July 21 (ATA) - By I.Luto: Parliamentary Group of Democratic Party (DP) took part on Wednesday in parliamnet's afternoon plenary session, after a year-long boycott.

    DP parliamentary group chairman, Genc Pollo, explained in his speech the reasons why DP quit parliament a year ago. According to him DP members were obliged to boycott parliament due to the continuous attacks against the opposition, attacks more clearly demonstrated with an attack on the life of senior deputy, Azem Hajdari.

    The creation of a new reality in Albanian political life and in the international arena, as well as the solution of Kosove conflict were the main reasons, that according to Pollo, brought DP back to parliamentary life. The opposition has reflected on the role it should play in this new reality, said Pollo.

    Albania's opposition Democratic Party voted on Saturday in its Extraordinary Assembly to end a year-long boycott of parliament. /dast/A.A/
