    KUKES, July 16 (ata) - By Riza Hoxha: A delegation of the World Bank led by Mr James Wolfenson will visit Kukes on July 19, Mr Carl Elbirt, WB Resident Representative in Albania told leaders of local government in the prefecture of Kukes.

    Elbirt said that WB President will come to Kukes since that area has been the residential place for most of the refugees from Kosova and will see the spots where they have be accommodated and the aftermath of that great influx of displaced people. Elbirt wanted to know in details of the problems that the staff of emergency and the local government has faced to accommodate the refugees and the aid given to the latter to return to their homes.

    The special envoy of the government for the emergency, Vladimir Shehu focused in particular on the consequences of the bombing of Serb artillery in those territories. He told to Mr Elbirt that people from the border villages of Albania have moved deep into the country and that the shelling have caused victims, injured people, destroyed homes, damages in livestock etc.

    Shehu stressed that the time of emergency has passed and that the period of rehabilitation demands more assistance for the people of Kukes, investments on the infrastructure and on the border villages which have been damaged by the Serb shelling. /lh/xh/

    [02] Macedonian Government allows opening of Albanian University

    TIRANE, July 16 (ata) - By E Nepravishta: The Albanian Government highlighted on Thursday the decision of the Macedonian Government to allow the opening of the Albanian University in Macedonia.

    "The official permission for the university in the Albanian language proves of the good will of the Macedonian Government to solve the problems inherited from the past regarding the relations between the two countries and will serve as a positive impetus for the future of these relations," reports the press office of the Prime Minister, Pandeli Majko.

    Prime Minister Majko demanded officially the opening of this university over the visit of his Macedonian counterpart, Lubco Gergievski to Tirane.

    "The official definition of the Albanian Government that there are interests for cooperation wherever Albanians live, finds a concrete proof in this decision of the Macedonian Government that Macedonia has the will to identify the common interests and to consolidate the bilateral relations also in the framework of the Pact of Stability for Southeastern Europe," writes in conclusion the report of the press office of the Albanian Premier. /lh/xh/

    [03] Question Hajdari, main issue in meeting of officials of U.S.Embassy in Tirane with DP chairman

    TIRANE, July 16 (ata) - Officials of the U.S. Embassy in Tirane met on Thursday in the DP seat with Dr.Sali Berisha, chairman of the Democratic Party of Albania.

    Through a press release, the U.S. Embassy told ATA that present in the meeting was also the U.S. Ambassador Robert Frowick.

    According to this report, Dr.Berisha handed over to the U.S. Embassy a declaration on the events related with the murder of DP deputy Azem Hajdari and his bodyguard Besim Cerjaon September 12, 1998.

    This declaration will be given to respective authorities for efficient actions.

    The embassy urges the Albanian authorities to cooperate in the investigation into this matter until a fair decision is made, says a press release of the U.S. Embassy in Tirane. /lh/xh/

    [04] Albanian Government to draft a social package soon

    TIRANE July 16 (ata) - By E Nepravishta: A social package aiming at further increase of pensions, salaries and social assistance will be drafted soon by the Albanian Government.

    The Information Ministry told ATA that following the adoption of some important draft laws and decisions in the regular meeting of the Council of Ministers, Premier Pandeli Majko asked on Thursday from the respective ministers to work intensively for the preparation of this social package.

    The Minister of Agriculture and Food, Lufter Xhuveli informed those present in the meeting that the land distribution in the countryside is completed. According to him, 93 per cent of the title deeds for a total of 700 thousand hectares of arable land plan have been given to villagers. The Council of Ministers decided that the State Committee for the restitution and compensation of the ownerships will forward to the Interministerial Committee of Economic Policies a report on the situation and the problems existing for the restitution and compensation of ownerships and the improvement of the existing legislation.

    The Council of Ministers pointed out that the process of the distribution of arable land in villages is an irreversible process, abd it will be over at the set deadlines. /lh/xh/

    [05] 10 university teachers to apply for title "Doctor of Sciences"

    TIRANE, July 16 (ata) - By P Shuteriqi: Ten candidates of 25 applicants have won the right by the Commission of Scientific Qualification to apply for the title "Doctor of Science," said to ATA the secretary of this commission, Elidiana Canaj.

    In its latest meeting, this committee, led by the Minister of Education and Science, Ethem Ruka examined ten candidacies for the title "Professor" and two candidacies for the title "Master of Searches" and "Associate professor" of which 4 candidacies were adopted for the title "Professor" in the field of medicine, along two others adopted for the title "Master of Searches" and "Associate professor." /lh/xh/

    [06] Constitution does not attack law on land - Minister

    TIRANE, July 16 (ata) - By Alba Gjakova: In the name of the United Right Wing grouping deputy Sabri Godo asked a question-answer session on Thursday afternoon with the Minister of Agriculture and Food, Lufter Xhuveli, regarding to law for the restitution of the ownerships and arable land.

    The law, according to Godo, has violations of the constitution and is based on the expropriation and confiscation of the land. The Minister of Agriculture should had suspended immediately the law and set up a commission to deal with the matter.

    Minister Xhuveli said that the law "On Land" in July 1991, was unanimously adopted by the three political subjects of that time (SP, DP and Omonia.)

    "The subject of the law is neither the restitution, nor the compensation of ownerships and sites. The Ministry of Agriculture and Food is not responsible for the restitution and compensation of ownerships related with the land," said Xhuveli.

    Accordign to him, after the discussions and consultations with the Parliamentary Commission of Agriculture, it resulted that the law No 7501 "On Land" is constitutional, because the Constitution does not attack directly this law.

    "The process for the distribution of the land has been completed for 93 per cent of the villagers who are given title deeds. None of the ministries have the right to suspend or annul laws," said Xhuveli.

    In his debate on this problem, deputy Godo said that these are communist mentalities and that all the problems will be solved when the real owners will have their ownerships restituted.

    "The Government and President must not allow violations. This law caused anarchy in the land ownership," said Godo, adding that "This question is related with the establishment of the rule of law and the economic development of the country." /pas/xh/

    [07] Three centres in Kosova to gather testimonies on Serb terror

    TIRANE, July 16 (ata) - By Eva Londo: Three centres which will gather facts from Kosova refugees, similar to those operating in Albania, will soon be established in Kosova.

    The "All-European Movement" is the initiator for the creation of these centres in the city of Gjakove, Peje and Prishtine.

    Olsi Dekovi, chief of the All-European Movement told ATA on Thursday that Kosova jurists and students, trained in the seminars held by the Movement during the period Kosovars were in Albania, will work in these centres.

    The fact-gathering process by the All-European Movement members started a month ago. The information gathered will be processed and sent to the Hague Tribunal with which the All-European Movement has already established relations.

    The project is funded by CE and UNDP and will continue until September. /lh/xh/

    [09] Albania showed its real values during crisis in Kosova - Cohen

    TIRANE, July 16 (ata) - In a message directed to the President of Albania Rexhep Meidani, the U.S. Secretary of Defence William Cohen voiced his regret for his impossibile visit to Tirane on July 13,1999. Mr Cohen conveys to the Albanian people, Government and militarymen the most sincere gratitude for their support of the NATO operations against Slobodan Milosevic.

    "Each country which helped in this direction and in particular Albania must be proud of its contribution to the complete success of this mission," writes Cohen in the message given to Albanian President Meidani by the charge d'affaires of the U.S. Embassy in Tirane, Ambassador Robert Frowick, in a meeting held in the President's headquarters, the President's press office reports.

    "Albania showed its real values during the crisis in Kosova and reflected western values and standards as never before," writes Cohen, stressing that U.S. and NATO remain committed to assisting Albania and encouraging the efforts of the Albanians in the development and implementation of the internal reforms, the participation in the regional initiatives and to the essential development of the army.

    [10] U.S remains promising to assist Albania - Cohen

    TIRANE, July 16 (ata) - Albanian Prime Minister Pandeli Majko has received a message from the U.S. Defence Secretary William Cohen, in which he stresses "his sincere regret for the impossibility to visit Albania on July 13." Cohen writes he hopes to realise his visit to Albania in a near future.

    The Prime Minister's spokesman reports that Cohen expressed to PM Majko through his message his personal support "for your Personal efforts, those of the Government you are leading and Your people, in our efforts against Slobodan Milosevic."

    Cohen pointed out that the total participation of Albania in this question and the putting at the disposal of NATO and U.S. troops of its infrastructure and sources alog with the hosting of 500 thousand Kosova refugees was an extraordinary act which showed that Albanians are up to the Western standards and values.

    "The U.S. remains promising to assist Albania and to work with NATO, to continue its very important role in Your country. The Clearing House and the coordination of the PfP unit are two examples showing how the Alliance may use its means to meet the individual needs of the partners," writes the message. /pas/xh/

    PRIZREN, July 16 (ata) - ATA correspondent Behlul Jashari reports: Artists from Kosova and Albania gathered in Prizren over 30 000 Albanians in a concert for the celebration of freedom. The concert was held in the stadium of the city in a festive atmosphere while the money from the concert will be used for the reconstruction of the museum house of the Albanian League of Prizren, ruined by Serbs. /p.ta/xh/

    [12] Number of refugees demanding to be back to Kosove reduced

    TIRANE, July 16 (ATA) - By G.Dilaveri: The number of Kosove refugees accommodated in several cities of Albania and asking to be resettled in Kosove is reducing each coming day, the Emergency managing Group, told ATA on Friday.

    According to this group, the free and organized transport will continue, although the timetables and the vehicle means will be reviewed if the reduction of number ofrefugees wanting to leave Albania countinues.

    Kukes airport is closed down because the aerodrome is damaged.

    According to UNHCR, the number of refugees returned in Kosove is estimated to be 654 600 people, out of whom 407 420 are repatriated from Albania. /lh/A.A/

    [13] National Library to be modernized soon

    TIRANE, July 16(ATA) - By Ornel Kadifëiu: Albanian National Library will be modernized through a project financed by Soros Foundation, PNUD and the Albanian government. They have respectively financed $ 100 000, $ 100 000, and 4 million leks.

    Some 25 computers are connected with the library network, while some 39 computers are to be installed in a near future.

    The people employed in the National Library are numbered to be 80, it has got 4500 readers and it is frequented by 500 readers a day. /pas/A.A/

    [14] Ruçi says the abandoning of parliament by United Right Wing grouping is not a political "show"

    TIRANE, July 16 (ATA) - By Alba Gjakova: The Chairman of Parliamentary Group of Albanian Socialist Party (SP), Gramoz Ruçi, told ATA on Friday that the abandoning of parliament by the United Rights Wing parties after the debate with the Agricultural Minister, Lefter Xhuveli, regarding the law "On land", which according to this political grouping is against the Constitution, does not make a political "show".

    Ruçi thinks that here it is not a question of boycotting the parliament by Godo or by other members of the above mentioned political grouping because the removal from the interpellation session is a right of each politician, or political grouping.

    According to Ruçi, the problem should be considered in the political, institutional and legal plane. "We should not ask the Minister of Agriculture make amendments to the law. According to the Constitution, a deputy or a political grouping can make an amendment and represent it to the parliament for discussion" added Ruçi. /led/A.A/

    [15] "Ekspo 2000" - Albanian ward

    TIRANE, July 16 (ATA) - By K.Shehu: The organizers of the Fair "Ekspo 2000", to be held in Hanover on July-December 2000, accepted the project of Albania.

    Albanian is the only country in the Eastern Europe which won the right to participate in this fair, as the projects presented by other eastern countries were not accepted.

    Different sources inform that the Albanian ward will begin with a huge bunker, which symbolizes the demolishing of isolation of the dictatorship. The works to be presented by Albania have to do with the history of our country, its natural wealth, the modest tries to protect the nature and the like.

    Hanover Fair is estimated to be an important event for the people of this century. Seen in this point of view, it will not only be a gigantic display for unfolding the ideas and objects, but primarily it will be a place where the objects, ideas, dreams, questions, and answers are displayed.     [16] Customs: Presentation of false bills goes on

    Tirana, July 16 (ata) - By D.Koca- A deep problem for the customs administration is still the false bills of the imported goods. As it is declared in the analysis of the first half of the year by the Minister of Finances Anastas Angjeli "only 400 guarantees are deposited for 15 thousand clearances performed, which is very low value".

    Custom administration goes on to cash averaged revenues in the state budget. So during the first half of the year 1999 some 16,6 billion lek are collected, which means 86,3% of the plan.

    Although there is an increase in the clearances of the ecxise goods such as coffee, fuels, alcoholic drinks, again the custom deficit remains high, marking some 2,6 billion lek.

    The value of the indebted sums during this period reaches the value of 1,340 billion lek. /led/linda/

    [17] Overcoming of emergency situation in Berat leaves place to other vital problems

    TIRANE, July 16 (ATA) - Only 60 Kosovars accommodated in the city of Berat during the crisis in Kosove have remained in this city out of a total of 10 446 previously settled there. The majority part of the NGO-s, which helped accommodate the Kosovars during the war, left this city as the Kosovars started their way home.

    Only a small number of the NGO-s previously settled in Berat are delivering their aid for the inhabitants of this city, while NATO forces dislocated in Berat during the crisis are working for improvement of this region's infrastructure. Their work is mainly based on the projects presented by Berat town-hall council, and Ura Vajgurore, with the intermediation of the prefecture. /led/A.A/

    [18] Taxes' plan realized by 99% during first six months 1999

    Tirana,July 16 (ATA) - By D.Koca - "The taxes' revenues during the first half of the year 1999 marked the value of 12,774 billion dollars from 12,944 billion lek planned, that is to say 99% of the plan", stressed on Friday, in the analysis of this period on the taxes' incomes, the General Director of this administration, Kujtim Brovina.

    According to him "problem remains the revenues collection from the Value Added Tax (VAT), which marks a deficit of some 1 billion lek during this period".

    On the other side the Minister of Finances Anastas Angjeli, invited in this meeting, stressed that priority remains the fulfillment of the tasks of the second half of the year, and there are great possibilities to fulfil them due to the great reserves you are discovering by not allowing the transformation of the country into "a fiscal paradise". /led/linda/

    [19] World Bank: Three priorities of assistance for Albania

    Tirana, July 16 (ata) - By D.Koca - World Bank and International Association for Development assist Albania since October '91, when it became member of these institutions. The loans of International Association for Development marked the value of 481,75 million dollars since 1992.

    The assistance strategy from this association about Albania, drafted in 1998, is concentrated in three strategic priorities, in governing and setting up of the institutions, stimulation of the private sector and stimulation of the humanity development and smoothing of the poverty.

    The International Association for Development gave immediate support during Kosova crisis. It provided a credit on Support of the Public Expenditures marking the value of 30 million dollars approved in May 6, 1999 and a credit on Structural Adjustments marking the value of 45 million dollars.

    A supplemental credit of 5 million dollars on the project on Community Works is approved by the Directors Board of the Bank in June 22. Two other supplemental credits are preparing at the moment on water line and education.

    International Association for Development approved even three supplemental operations in Agriculture and Rural Development marking the value of 45 million dollars.

    According to World Bank the strategic priorities of the International Association for Development will continue to be concentrated on the governing and corruption combating. /led/linda/

    [20] Only 80% of infrastructure investments are fulfilled

    Tirana, July 16 (ata) - By M.Pupa - "During the first half of the year the investments of the foreign donors and from the state budget are realized by 1,278 billion lek from 1 603 871 billion planned, that is to say 79.7% of the plan", sources from the Ministry of Public Affairs and Transport told ATA.

    The budgetary investments are realized by 581.828 million lek or 65.2% of the plan.

    While the Program of the foreign donors marked the value of 696 442 million lek or 97.8% of the plan. Budgetary investments in water pipeline are fulfilled by 89.6% of the plan. /led/linda/

    [21] There is no violation of parliamentary procedures; Deputy Speaker

    TIRANE, July 16 (ATA) - By Alba Gjakova: "There is no violation of parliamentary procedures", said the Deputy Speaker of Albanian Parliament, Namik Dokle, to the journalists, regarding the removal of the deputies of United Right Wing grouping from the plenary session on Thursday evening.

    Dokle told the journalists that the deputy of the Republican Party, Sabri Godo, is given the right to speak according to the parliament regulation, 10 minutes before the interpellation and 15 minutes during the answering period.

    "The parliament is open for all those given the mandate from the people", said the chairman of the plenary session, Dokle.

    The deputies of the United Right Wing grouping left the parliament after the interpellation of the Albanian Minister of Agriculture, Lufter Xhuveli, regarding the law "On Land". /led/A.A/

    [22] Kosovars' removal towards their soils towards its end -AFOR Press Conference-

    TIRANE, July 16 (ATA0 - By Enkelejda Koraqi: "The removal of Kosovars towards their soils is coming to its end", said the Danish Major Ole Van Holc, AFOR press authorized representative, during a press conference. According to the data issued by the AFOR staff, some 391 000 Kosovars are repatriated since July 20, while 87 000 are still in Albania.

    Asked about the stay of NATO troops in Albania, Van Holc, explained that AFOR is a body created by NATO to fulfill the humanitarian mission in Albania. "The Alliance Council will think for another new NATO force bearing another name, which will be settled in Albania after the finishing of NATO mandate."

    Italy, as a neighboring country of Albania, thought that it can lead this force, which will exercise its action in several fields. It is possible that a part of AFOR troops be settled in the new force", said Major Van Holc at the end of his speech. /led/A.A/

    [23] "Union for Democracy" denounces Greek policy against Albanian emigrants

    TIRANE, July 16 (ATA) - By A.Hazhiu: The political grouping "Union for Democracy" denounced on Friday the Greek stance against Albanian emigrants. Artan Starova, Deputy Leader of the Liberal Democratic Union Party, told a news conference that the Greek policy is part of a general policy of pressure, which is not characteristic for all the Greek political class, but it is a characteristic of set circuits.

    According to Starova, Albanian policy should be more involved in protection of its citizens, and expressed reserves for Albanian foreign policy. The Secretary for Public Relations in the Democratic Party, Vili Minarolli, estimated the latest actions of Greek police forces as a new anti-Albanian policy. The pronouncements of the leaders of this grouping are due after the repatriation of hundreds of refugees from Greece. Several cases of violation and maltreatment are encountered in the repatriated emigrants. /led/A.A/

    [24] "Mother Teresa" park in Vlore

    VLORE, July 16 (ATA) - By Harilla Koçi: A park in commemoration of Mother Teresa is foreseen to be built in the coastal city of Vlore. This decision was adopted in the latest meeting of the Council of Territory Regulation (CTR) close to the Vlore town-hall council.

    The park is foreseen to be built in a zone in vicinity of Uji i Ftohte tunnel, and it would have contemporary parameters. The authors of this project aim at creating an environment to be claimed by many visitors from all over the world to honor the work of Mother Teresa.

    [25] Space for Albanian literature in Israel

    TIRANE, July 16 (ATA) - By Klodi Shehu: Albanian literature is being spread not only in the important world languages, but it is being transmitted even in other countries.

    The renowned translator from Israeli, Rami Saari, who visited Albania some years ago, has published recently in his country's newspapers and magazines proses and poetry of distinguished Albanian writers such as Ismail Kadare, Xhevahir Spahiu, Besnik Mustafaj, Ali Podrimja, Visar Xhiti, Mira Meksi and Lindita Arapi.

    Some materials published in the magazine Ha-Arec are accompanied by an analytical article prepared by the translator entitled "Albania, its culture and literature". A photo of "Skanderbeg" (Albanian National Hero), and the People's Artist Odhise Paskali are published in the pages of this magazine. /led/A.A/
