"The barbarous acts of Milosevic in Kosova, said Milo, have opened great wounds in the Albanian people of Kosova, and this has made impossible the institutional cohabitation with the Serbs." Albanian Foreign Minister stressed that new democratic equilibriums should be established and that the Hague process against the crimes of the war in former Yugoslavia will not only penalize the war criminals but it will also help the democratic processes in Serbia. Ms Arbour said that the Hague Court has been and is resolute to complete the work with the Kosova dossier and that actually it is present in Kosova with 6-7 teams which are making investigation on the ground. "But our presence in Kosova will be continuous and for a long time to uncover to the end the crimes against humanity there and to put the culprits before the justice," said Ms Arbour. /pas/xh/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[09] Export increased by 26,5% against previous monthTirana, July 12 (ATA)- By A.Lila - The value marked in May 1999 by the exports of the goods is 3774.2 million lek, that is to say an increase of 26.5% compared with the value of the previous month and an increase of some 33.4% compared with the same period last year.Commercial import of the goods in May 1999 reached the value of 12252.2 million lek or 23.1% higher than in April and some 12.8% higher than the value marked in May 1998. The currency exchange in May 1999 fall by 9.6% compared with May 1998, and if compared with the April '99 it increases by 2.3%. The value of the humanitarian aid in May 1999 marked the value of 11792.5 million lek or some 21.2% more than the previous month. This increase of the humanitarian aid is due to the situation created in country from the coming of Kosova comers. Mr Hans Peter Furrer said that the CE contribution will continue to be adopted further on to the situation in Albania, which has evolved very fast following the latest developments. He pointed out that in this context, CE will cooperate closely with OSCE, CE and the U.N. special envoys for Kosova. Minister Milo pointed out that after the barbarous acts that the regime of Milosevic has perpetrated in Kosova, institutional cohabitation in Kosova cannot be imagined any more, said Milo. During this month they covered 23,5% of the total value of commercial imports.According to INSTAT some 47,1% of the commercial imports of the group "Food,drinks, tobacco" is covered by the sub group "Ready-to-meal, alcoholic drinks, tobacco". Higher values of the import in this sub group are due to two main reasons, firstly due to the entering of great aid influx of the prepared food for the Kosovars and secondly due to the increase of the import of the excise's goods during this month, including even alcoholic drinks and tobacco. The import of the group "Machineries, equipment and repairing parts " covered some 17,2% of the total value of the commercial import and within this group "Machineries and mechanical and electric materials" covered some 61,8%. Nearly 12,4% of the total commercial import is covered by the import of the group "Construction materials and metals" and some 17,8% of the total value is covered by the group "Textiles and shoes". Beside the goods produced with the material offered by the clients themselves, such as textiles and shoes, which marked respectively by 27,8% and 28,5% of the total value of the exports in Albania. Of importance was even the export of the group "Construction materials and metals" that covers some 11,3% of the total value of the export. Some 9,1% of the total Albanian exports is covered by the export of the group "Food, drinks and tobacco", where 31,2% is covered by the export of the sub group "Vegetarian products"./a.gj/linda/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[13] Charges for war crimes in Kosova will narrow spaces for new dictators to emerge - MajkoTIRANE, July 12 (ata) - By E Nepravishta: The steps made with regard to the charge of the crimes of war in Kosova will narrow the spaces for the new dictators to emerge, said on Monday the PM Pandeli Majko in a meeting with Louise Arbour, Chief Prosecutor for war crimes in former Yugoslavia.The premier's spokesman told ATA that Majko stressed that by accusing a head of state, the Hague Tribunal broke a taboo and created a precedent of extraordinary importance for the future of mankind. Chief prosecutor Arbour informed the PM Majko of the steps to be made in the direction of the initial charge for the crimes of war in Kosova. "We have first made a declaration on the facts we have gathered, being careful in this direction. Now I may say that the indictment for those who are already charged will be expanded and this number will be added the number of people to be held responsible for the crimes of war in Kosova," said Arbour. She thanked the Albanian Government for the facilities of all sorts offered to the mission of the International Tribunal. "We were surprised with the extraordinary large number of the refugees that came to your country and exploited the chance to gather information from them, while, for a long time we had no access to Kosova to verify the events on the ground," said Ms Arbour. She added that the Hague Tribunal mission in Albania will continue to be present also in the future. In this context, Mr Meidani added that the international civil international administration and KFOR must take the situation under control with all the elements of life there and referring in particular to the situation in the city of Mitrovica and in the mine of Trepca. Ms Arbour said that her indictment for the crimes of Milosevic and his closest collaborators was based on facts before KFOR troops entered Kosova. She said her mission had the complete support of the Security Council, NATO and KFOR. An agreement on rehabilitation of some main parts of the infrastructure in Albania is signed between the Ministry of Public Affairs and Transport and NATO. The attempts on putting light to the event and identification of the authors go on. The number of the Kosovars to be accommodated in this camp is some 3 500 ones, who already are home. According to Braha the fall in the number of the private subjects is not the bankrupt, but the attempts of the owners not to pay the fiscal duties to the state. On the other side the influx of the Kosova comers made the situation difficult for the financial police. He added that AFOR plans to cooperate with Albanian authorities to find the causes of these incidents. Williams said that it is not a task of AFOR to fight crime in Albania. "We are a military contingent dealing with humanitarian issues and we are trying to help Kosova refugees go to their homes. Other plans of AFOR are rehabilitation of roads and the infrastructure," said Williams. Referring to NATO's commitment to Albania, Kosova and Bosnia, Williams said: "Now there are 6 000 forces operating in Albania in the context of AFOR, KFOR troops in Kosova count for about 30 000 people while in Bosnia, in the peacekeeping mission of SFOR, there are nearly 10 thousand troops. He told that the French part brought in Korca 145 "Taranteze" cows, 272 sheep of "Il de France" breed and 210 mountainous goats. UNHCR representatives assured the President that this U.N. agency will continue to support Albania also after the return of Kosovars to their homes. They briefed the President of the efforts that UNHCR is making in Kosova to normalize the life through the restoration of public order, humanitarian aid, etc, also in cooperation with the Kosova factor. President Meidani appealed to the international forces and investigators to take under control the mine of Trepce, as a place where many Albanians have been burnt and eliminated by the Serb war machine. President Meidani suggested to the interlocutors the use of Euro, as a money of Kosova.
