He made a presentation of the emergent needs of Albania for investments, especially in the infrastructure, tourism, telecommunication, energy, agriculture, etc. They also discussed the possibilities for investments by United Arab Emirates in the sector of oil and for the exploitation of water reserves of Albania. The Albanian delegation was also received in the headquarters of the private company "Offesed" by the leading staff and the deputy General Director of it, Mohammed Seif. The delegation presented briefly the projects of the Albanian Government where this company may operate. A similar meeting is planned to be held next week where problems that would emerge during this time will be discussed. Police sequestered from Agolli 12 fake banknotes of 1000 lek with the serial number BX926287. The project aims to rehabilitate the infrastructure in the mountain zones and rural roads, the irrigation system and cooperation between agricultural mechanics and business. The project also envisages livestock breeding improvement.Credits up to USD3 thousand will be given to farmers for agricultural mechanics, seeds, chemical fertilizers and agricultural inputs, said Xhengo. According to sources of the Ministry of Agriculture, IFAD-3 will extend the implementation of this project also in the districts Kolonje, Permet, Berat and Skrapar, with a fund worth USD18 million. /pas/xh/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[07] Four-year old hostage freed for 5 million drachmasTIRANE, June 30 (ata) - The four-year old girl, Sofije Koka, kidnaped since June 6, 1999 by unidentified people, was released last Teusday midnight, the spokesman of the Public Order Ministry reports.The release of Koka, for which the parents were forced to pay 5 million drachmas, was made in a place in Delvine. There are not reports from police about the identity of the kidnappers and the attempts made between them and the parents of Koka. Meanwhile an agreement on salary increase by 30% , opening ways of further increase during 1999, is foreseen to be signed between the representatives of the Ministry of Transport, headed by Deputy Minister Ahmet Ceni and the head of the airport Trade Union. In the ceremony organized for this purpose many commemorative stones were placed in the village in remembrance of the victims of Serb genocide in Kosova and of the friendship of the inhabitants of this village shown toward Kosova comers. The National Council of ART consists of 7 members, 3 of them are of the party in power, 3 other from the opposition party and one of them is nominated by the President of Republic. According to Colonel Volfgang Greven, close AFOR Headquarter, UNHCR is responsible for the organization of Kosovars return. AFOR will support this organization in the refugees' transport with different transport means. The refugees return process, based upon the drafted plan, is a long one and needs a lot of organizations, but, as the Commandant of AFOR mission John Reith had declared, the refugees want to return home within the end of summer, said Greven. AFOR will put in disposal all the transport means it possesses, including here buses, trucks and helicopter, as well. AFOR engineers undertook the rehabilitation of some main Albanian roads, such as Durres-Kukes road, the road of Rinas airport, the one of Durresi post, and other road segments in Albania, stated Greven. NATO humanitarian mission AFOR acts in Albania since two months ago. Participating in the conference of ministers of educations of EU countries, were even the participating countries of Phare program. Hoxha, The Administrative Council of Kukes prefecture on Wednesday analysed the situation created in this district due to the Kosova crisis and the damages caused by the Serb army shelling, especially in the border belt villages.Making a balance-sheet of these damages, the spokesman of this prefecture, Emri Peca, said: Seven inhabitants killed and dozens injured, eight houses razed to the ground and 850 partly damaged, 13 schools damaged. Also, due to the Serb artillery constant shelling, 10 000 inhabitants were forced to leave the villages along the border belt. There was also substantial damage in agriculture. Some 1000 hectares of land is unsown and whole areas damaged by bombardments. Dilaveri, The UNHCR special envoy, Dennis McNamara, on Wednesday called on the returning Kosova war refugees to stop attacks against the Serb and Gypsy population, the UNHCR office in Tirane told ATA.After a wave of reprisals against the Serb and Gypsy minorities in Kosova, McNamara also called on the KFOR forces to take security measures to defend these people, according to Resolution 1244 of the Security Council.
