[01] Albania signs agreement on assistance for transition periodTIRANE, June 3 (ATA)-An agreement on assistance for the transition period was signed in Denmark on Wednesday.On behalf of the Albanian government the agreement was signed by Ermelinda Meksi, Minister of Economic Cooperation and Trade and, on behalf of the Danish government, by Poul Nielson, Minister for Development and Cooperation, according to the Albanian Ministry of Information. The agreement aims support for the political, economic and social process, improvement of judiciary, education, development of the media and free press, support for projects in the social sector. A pilot project will be applied for the realisation of this programme in the zone of Diber with the aim of improving the juridical and police system. The programme also aims to set up the people's lawyer office, improve the juridical system, support magistracy courses, to financially contribute to the creation of the National Council of Radio-Television, also including the formulation of a Code on the Media. For all these the Danish government will ensure a financial support worth 64.8 Danish krone or nearly US$ 10 million. The programme is envisaged to take a three-year time. Besides this, Denmark will also help cope with the situation created due to the arrival of thousands of Kosovars. /dast/lm/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[02] Gjinushi urges NATO-led international presence in KosovaTIRANE, June 3 (ATA)-By A.Gjakova, Albanian parliamentary speaker Skender Gjinushi on Thursday met with the German Bundestag Parliamentary Commission for Human Rights and Humanitarian Affairs, headed by speaker Claudia Roth, and praised their engagement in aiding the Kosovars driven out of their lands.Gjinushi stressed that the Assembly, through a commission, is closely following the situation of the deportees, according to the Assembly's press office. "The Albanians support and ask the fulfilment of NATO's five conditions and, if today's reports show that Belgrade has accepted them, we consider that it is very significant that the Serb troops are totally withdrawn and that the international presence in Kosova be led by NATO," said Gjinushi. Referring to the composition of the international force, Gjinushi said that "we consider it a fundamental issue, because there are tendencies to create zones or to build a new Berlin wall. NATO, he said, is the only reliable force, which has the moral right to call on the Kosova people to return to their lands under its security. Gjinushi stressed that "we recognise the delegation representing the Kosova people to Rambouillet as a negotiating party and have also recognised and supported the Thaci government". Hoxha,The Serb artillery late on Thursday and early on Friday shelled several Albanian border villages in the district of Has. Sources from the district police commissariat told ATA that three Serb artillery shells landed in the Vlahen village at 21.20, while half an hour later another five shells fell some hundreds of meters deep in Albanian territory near the same village. There are no reports of damages. Other zones of this district have been pounded. Shells also landed in the village of Kishaj of this district on Friday at 00.50. Serb artillery loud explosions were also heard in the villages of Dobrune and Cahan. Hoxha, Serb military forces early on Friday began artillery shelling in the direction of Zogaj village, Tropoje district.Sources from Tropoje district police say that at 06.30 on Friday Serb military forces started artillery attack against Albanian territory in the Zogaj village, Tropoje district. Bombardments continue but there are no immediate reports of casualties among the Albanian border police forces and army which continue to stand in their positions but without responding as the shelling comes from the depth of the Yugoslav territory. The situation in this zone was tense also on Thursday night. According to the same sources on Thursday, at 21.50, three Serb artillery shells landed in Zogaj village. Haxhiu, President of the Republic Rexhep Meidani on Friday considered the agreement for peace in Kosova as the first step for the solution of the conflict in Kosova, but showed reserves in giving further considerations.The President's Press and Information Office quoted Meidani as saying that the concrete realisation of the principles containing NATO's conditions is very significant for the successful crowning of the efforts of the international community in resolving the crisis in Kosova. "The international security force, led by the Alliance, should control the entire territory of Kosova and besides the general principles, today, of primary importance is the elaboration of details, which assume a first hand value, even determinant, in resolving the conflict and in a safe return of the displaced Kosovars to their lands," said Meidani at a meeting with a delegation of German Bundestag on Friday. Meidani encouraged the mission of the German Bundestag, headed by Claudia Routh, head of the Parliamentary Commission for Human Rights and Humanitarian Aid, to make evident the crimes and genocide exercised by the Milosevic regime against the Kosova Albanians. Meidani familiarised Routh with the cooperation of the Albanian Prosecutor's office and various non-governmental organisations with 12 international prosecutors, who are engaged in gathering testimony of crimes and genocide exercised by the Milosevic regime. Meidani said that the peace agreement should also contain many important elements which condemned ethnic cleansing and cruel violence exercised against civilians in Kosova. The German parliamentarians expressed understanding for this observation and considered it indispensable to guarantee the human rights future. "Even if the war is over, the problems are here", said Routh, expressing the need for the international community to intensify the programmes for the economic recovery of the whole region. Meidani urged the intensification of the integrating processes in the region. Every foreign military presence in Kosova, outside the control and direction of NATO creates premises for permanent conflicts in the region and aims at dividing Kosova," said PM Pandeli Majko in a news conference. The Albanian Government highlighted the role of Russia diplomacy for the establishment of peace in the region but "Albania is resolute to opposed every Russian military unit in Kosova under an independent command, " said Majko. He added that the political future of the region and not the political future of Milosevic and his regime must be negotiated. "It is totally sure that with Milosevic in power there can be no lasting peace in the region and every pact for stability in Southeastern Europe is threatened," said Majko. According to Albanian Prime Minister, the only negotiated moment is the democratic future of the region, which consists with priorities such as the return of Kosova refugees of war to their homes, the construction for democratic institutions in Kosova, which could be reached only after the five NATO conditions are met. Albanian PM voiced the concern of the government for the tense situation in Montenegro as a result of the Serb military pressure and the solidarity with the Montenegrin reformist President Milo Gjukanovic. "The latest developments show that more than saying that we are near the end of the conflict we can say we are in the first steps towards this end, and when I say this, I bear in mind the realisation of the five NATO conditions," said Majko, adding that Belgrade has proven that it is the most uncontrolled centre in Europe, which generates a continuous conflict. "Kosova is the incandescent point in which the conflict in former Yugoslavia has started, Kosova may be the turning point towards a democratic region, towards a new Balkans," said Majko. Mr Baily briefed the President of the work that his foundation was making together with various ministries for improvements in the judiciary which govern the conduct of elections and the creation of a stable infrastructure for them.President Meidani concentrated first of all on the near future of Kosove, stressing the importance that the work of the structures have, under the OSCE umbrella, in preparing free and fair elections there. He told the IFES leader for Albania of the process of the creation and structuring of the Central Elections Commission as a permanent institution. The President of Albania laid the stress also on the need of international support for the registration of the population and the distribution of cards of identity. Bajrami: Tirane police forces as well as the special forces of the Ministry of Public Order, begun the implementation of the special high security measures, which will be reinforced on Saturday for the creation of normal conditions during the international football match.According to the spokesman of Tirane Prefecture Police Directory, the police forces are working hard and all the police structures will be on readiness to take the measures to accompany the Norwegian team and to secure them during the training. The representatives of the grouping said that the only solution to put an end to the conflict in Kosove would be the quick withdrawal of the Serb forces from Kosove and the establishment there of a NATO directed international force. On Friday too, the leader of the Democratic Party, Sali Berisha, told reporters that Milosevic signed this agreement after 72 days, but the signing does not represent yet the victory of the West over him, because during all these days Milosevic managed to commit massacres in Kosove like those committed in Bosnia. With regard to the international force envisaged to be installed in Kosove, Berisha stressed that these forces, must by all means, be under the direction of NATO because, as he said, it were the Alliance countries which forced Milosevic to accept such an agreement. /dast/xh/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[19] Milosheviç is inclined not to respect pacts: MediuTIRANE, June 4 (ATA) - By A.Haxhiu: Albanian Republican Party doubts the approval on Thursday of the Peace Plan by the Serb parliament."Although Serb parliament endorsed this plan, I do not think that Milosheviç who has a full authority and control on the political forces and movements will be part of the peace process", chairman of RP, Fatmir Mediu, told ATA on Friday. According to him factors have shown that Milosheviç has abused and profited in time while pretending to accord plans, but he is always is inclined not to respect them. Mediu estimated the participation of Milosheviç in the Peace Plan as a failure of the international factor and and said that it (the plan) is in the damage of Albanian Kosovars. He added that negotiations can not be made with a person accused of war crimes and ethnic cleansing. Regarding the military presence in Kosove, Mediu said that this presence should be directed by all means by NATO forces, and no other military force should act outside NATO commands. "The peace plan should be accompanied with details which will appoint in a clear way a protectorate in Kosove chaired by a NATO member country, and at the same time it will create possibilities for the Kosove people to express their opinion on the future of political status there", pointed out Mediu. /pas/A.A/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[20] Albania will reaffirm its stand on Kosova - GodoTIRANE, June 4 (ata) - By A Gjakova: The chairman of the Albanian Parliamentary Commission for foreign questions, Sabri Godo, referring to the peace Plan approved by Serb Parliament yesterday, said on Friday to ATA that in these moments, Albania must reaffirm once more its stand for the intervention of NATO troops in Kosova as a civil element for transition of Kosove into a period of protectorate.He said that no possibilities for other interpretations of any kind must be left, and that nobody should think of any inclusion of Kosova in any sort of federal framework. "Some clause must be found to prevent return of Serb soldiers in Kosova, be it in a very limited number or with a set role. Now it is impossible to think of any cooperation between the Albanians and Serb soldiers," said Godo. In the meantime he evaluated the decisive role played by the European Council for resolving Kosove crises. /A.KE/A.A/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[22] World Bank approves $45 million for Structural Adjustment Credit for AlbaniaTIRANE, June 4 (ata) - By D Koca: The World Bank has approved $45 million for the Structural Adjustment Credit (SAC) in Albania.Sources of the WB told ATA today that SAC will support the Government's efforts towards the restoration of sustained growth and improved living standards through reforms. The credit will strengthen the environment for more efficient private sector development. Governance and institutional reform will be the backbone of the reform program supported by this Credit. The reform will underpin the implementation of other reforms and will assist the Government in establishing more efficient institutional arrangements for making strategic policy decisions and for being accountable for their implementation. The SAC measures will also provide a positive signal to international institutions and investors regarding the Government's commitment to reform. The SAC will be disbursed on standard IDA terms and is payable in 40 years, including a 10-year grace period. It will be released in two tranches: US$20 million will be furnished immediately and US$25 million on fulfillment of the specific second tranche release conditions within six months of the release of the first tranche. /dast/xh/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[23] Krasniqi says KLA will be demilitarized only when Yugoslav forces leave KosoveTIRANE, June 4 (ATA) - By I.Luto, I.Paço: Kosove Liberation Army (KLA) will be demilitarized only when Yugoslav forces leave Kosove and an international force guarantee the return of refugees in their soil, spokesman of the interim government of Kosove, Jakup Krasniqi, said in Tirane after the Serb parliament endorsed the Peace Plan proposed by the international community.Krasniqi hold a press release where he read a declaration of the Premier of Interim government of Kosove, Hasim Thaçi, in which this movement of Belgrade is cited as another maneuver of Milosheviç to win time. It will also support the Government's initiative in taking the first step towards establishing an institutional framework for dam safety. The total cost of the Second Irrigation and Drainage Rehabilitation Project is US$40.5 million, including US$5.3 million from the Government, US$10 million from cofinanciers and US$1.2 million from beneficiaries. The credit will be disbursed on standard IDA terms and is repayable in 40 years, including a 10-year grace period.
