Fejzullai, Works have begun to rehabilitate four roads in the Korce city through a fund of EURO 300 000 provided by the European Union (EU).The inspector of the Albanian Development Fund (FZHSH), Stavri Collaku, told ATA that the project underway provides road laying and asphalting, pavement building, greenery and lightening. Three other projects are ready for further improvements in this city, for whose implementation will be invested EURO 300 000 each. /led/lm/ Albanian Telegraphic Agency[03] German Defence Ministry gathers facts on Serb crimes in Kosova - Testimony sent to the Hague Tribunal-TIRANE, June 2 (ATA)-By E.Koraqi, A file containing testimony and facts on Serbian crimes in Kosova has been gathered by the German Defence Ministry militaries and is expected to be sent to the Hague Tribunal along with the respective recommendations, the Albanian Foreign Ministry Press and Information department told ATA on Wednesday.The German Defence Minister, Rudolf Scharping, on Tuesday distributed to all the Bundestag deputies a brochure with testimony of crimes in Kosova, entitled "The Kosova Conflict-Documents". Its forty-four pages include maps, sketches and a summary of accounts gathered from April until today by the German Bundeswehr among the Kosova refugees and persecuted people. The brochure also contains evidence and facts on the killing of 199 innocent Albanians as well as the documentation on the hanging of 28 teachers in a village bordering Albania. Scharping reported that a part of the refugee accounts have also been verified through reconnaissance planes. "Even if Milosevic changes his mind, this would change nothing in the indictment of the Hague Tribunal. There should be no amnesty for the war criminals," Scharping stated, renewing Germany's insistence on the demands that Milosevic puts an end to murders, that he withdraws troops from Kosova and guarantees the safe return of the refugees there. /led/lm/ Albanian Telegraphic Agency[04] Thirty-five Serb artillery shells fall in Cahan villageHAS, June 2 (ATA)-By R. Hoxha,Some 35 Serb artillery shells fell in the Cahan village, Has district, on Tuesday. The spokesman of the district police commissariat told ATA that on Tuesday at 20.10 the Serb military forces opened artillery fire in the direction of Cahan village, an attack which lasted for a long time. A number of shells landed inside the village, destroying several houses. There have been no casualties as the inhabitants of this village have long since been evacuated deep inside the district. The border village of Cahan, some 1 km from the state border, has constantly been a target of the Serb artillery over the last weeks, and a considerable area of it has also been attacked with unexploded mine spraying shells, which have made dangerous the movement in its vicinity. Xhuvani, The Ministry of Health has begun the application of several emergency measures to prevent and fight tuberculosis (TB) among the Kosova refugees as well as to bring under control the epidemiological situation and their hygienic-sanitary conditions.According to the spokesman of this Ministry, Artur Rada, since the arrival of the first deportees, some 51 persons with TB have been hospitalised and another 35 are treated as outpatients. Among the refugees only one has died of this disease so far. The diseased with TB will continue to be treated in the regional hospitals and only after consultations with specialist doctors will be sent to the Tirane, Shkoder and Korce sanatoriums. The health service centers are securing anti-TB medicaments, indispensable for treating the patients. /led/lm/ Albanian Telegraphic Agency[07] Majko: Milosevic to render accounts for war crimes-News conference by Albanian Prime Minister-TIRANE, June 2 (ATA)-By Y.Pata, Albanian Prime Minister Pandeli Majko on Wednesday stated that Albania's position regarding the negotiations underway on Kosova, is clear and ask the implementation of NATO's five conditions put forward to Belgrade's authorities. Majko told a news conference today by midday that now Milosecic should render accounts for the war crimes. "Here begins the Stability Pact for Southeastern Europe, when dictators who have sown disasters leave the scene," said Majko. Majko, referring to the diplomatic efforts for the solution of the conflict, said that the international community should not trust in the false steps of Milosevic. "Only a Nuremberg should exist for Milosevic," said Majko. Majko, at today's news conference, called on the political class to be united on the national problem. "The Balkans of tomorrow asks an Albania which produces stability. Albanian Premier presented primarily the humanitarian situation and thanked the Italian government and Italian people for the aid delivered to Albanian to cope with the difficult humanitarian situation.Italian Foreign Undersecretary, Ranieri, said that the solution to Kosova crises can be reached only by applying the NATO conditions. "Only a military force with NATO in its center can guarantee the return of Kosova war refugees in their houses, after the resolving of the conflict", said Mr.Ranieri. "Italy and EC will undertake long-term initiatives to stabilize the situation in the region, and one of these initiatives is the Pact of Stability drafted for the economical development of the region", said Ranieri. "Important is the fact that EC has established the Agreement of Association and Stability of Albania, that will be an intermediary period for membership of Albania in EC. Mallais handed over to the children of this institution some presents consisting in toys, and said this expresses the good humanitarian relationship of the two countries. Not only June 1, but all the days should be a feast to the children" said Mallais in the ceremony held on this occasion. "Albania, with its strategic position, is an open door for the present and future development of the region," said Meidani. Regarding the crisis in Kosove, the two interlocutors shared the opinion on the need of the realization of the NTATO conditions by Belgrade and the return of the deportees to their homes. President Meidani reiterated his idea for non-division of Kosove into zones during the deployment of the international forces there, something which would discourage the return of the deported population and is covertly fraught with the idea on the division of Kosove. According to Meidani, it is not the time to speak for the final status, autonomous or independent, of Kosove, but to think for the establishment of a protectorate or international administration on its territory, something that would realise the economic recovery, the construction of institutions and the conduct of free elections there. /dast/xh/ Albanian Telegraphic Agency[12] Mail and Telecommunication Syndicate asks for fulfillment of economic requestsTirana, June 2 (ATA) - By E.Metaj - The syndicate of the employees of Albanian Mail-Telecommunication asked on Wednesday the fulfillment of economic requests, which are presented to the competent state institutions.The syndicate asks for salary's increase, cease of unmotivated work expulsions, repetition of collective contracts and removal of solidarity tax. According to the press office of this syndicate it has announced one hour strike on Tuesday, June 8, while on June 18, a daily strike is going to be held. Later on if the requests will not be fulfilled on June 21 a strike, without deadline, will start. This project is foreseen to be implemented by special funds of different countries in cooperation with NGO-s and the structures of the Ministry of Food and Agriculture, inform ATA sources from this Ministry. The project is foreseen to start in Kuksi district with the farmers with small economy. The spokesman of NATO forces installed in Rinas airport, Lieutenant Colonel Garrie Dornan, told ATA that the Colonel Klark payed his usual visit to inspect NATO troops and the progress of the humanitarian mission. Dornan said that the visit of Klark consisted in an analyses made on the training of NATO troops so far. General Klark visited today Albania after having visited before Macedonia. NATO spokesman, Jamie Shea, announced that Klark can pay similar visits every week in these two countries. /lh/A.A/ Albanian Telegraphic Agency[16] Cooperation on science aiming at agriculture development+Tirana, June 2 (ATA) - By E.Xhajanka- The current relation between the Ministry of Food and Agriculture and the Agriculture University of Tirana is predicted to reach high levels.This cooperation plan is decided today by the assigning of an agreement between the Minister of Agriculture Lufter Xhuveli and the representative of this University Vjollca Ibro. Both institutions have to fulfill respecting obligation and for its implementing a common board is going to be established. The agreements foresees the enlarging of the cooperation in scientific researches in projects drafting and preparation of common editions and using of the lab equipments, as well. Spokesman of Foreign Ministry quotes Ranieri saying that "Milosheviç should accept the conditions settled by NATO and international community" Ranieri and Milo shared the same opinion that they should work intensively on unification of the Albanian factor in Kosove, where Tirane should give its contribution. They said that the relations between Albania and Italy should be derived from the emergency conditions and should be based in a strong partnership. /dast/A.A/ Albanian Telegraphic Agency[18] New Balkans of tomorrow needs a stable Albania - MajkoTIRANE, June 2 (ata) - By U Bajrami: Denmark is present in the efforts for the solution of the conflict in Kosove and will continue to be present with its contribution to the reconstruction of Kosove following the resolution of the conflict, said the Danish Minister of Defence, Hans Hakkamp in the meeting he had on Wednesday with the Albanian Prime Minister Pandeli Majko.The Danish Minister said that for Denmark, Milosevic and the Serb nationalistic regime are the main source of the conflicts in the Balkans. He said that Denmark backs the military action of NATO and that a presence of the international forces led by the same commanding line and consisting in essence of NATO would be an indispensable authority for the guarantee of peace and for the realisation of the precondition for the return to their homes of the Kosove refugees of war. "For Denmark any idea for the division of Kosove would be unacceptable. We appreciate the contribution of the Albanian Government to cope with the humanitarian crisis caused by the influx of Kosova refugees, and we are ready to offer our contribution to solving these problems," said the Danish Minister, Hakkamp. Premier Pandeli Majko said that the new Balkans of tomorrow needs a stable Albania which would generate stability also for the neighbouring countries. "Two years ago, when Denmark was committed and present in Alba operation in Albania, we were the problem to be solved whereas this time we are partners and part of the solution of the problem," stressed PM Majko. He urged a broad cooperation in all the fields between Albania and Denmark on the basis of mutual interests. Majko said that he had welcome with pleasure the invitation of the Danish PM for a visit to Denmark and would make it in a near future. PM Pandeli Majko said that Albania considers the meeting of the five NATO conditions as the sole wayout from the conflict. President Meidani reiterated his stance that the indictment of the international Prosecutor to qualify Milosevic as a war criminal is a correct action made in the right time. "The peoples must live in peace and cooperation with one another, while the regime of Milosevic is the only one that caused the 10 year crisis in Yugoslavia, keeping hostage the stability and the development of the whole region," he said. Further on Meidani added that the powerful reaction of the international community against the regime of Milosevic should have occurred earlier. During this meeting, the two interlocutors exchanged opinions regarding the view of the human society on the eve of the new century, highlighting also the need of the development and further encouragement of the civil society. /y.pa/xh/ Albanian Telegraphic Agency[21] Albanian Bank: Completion of banks' capital to be performed gradually- Within three years the banks in Albania will have a minimal capital of 700 million lek-Tirana, June 2 (ATA) - By E.Metaj - The fulfillment of essential minimal capital of the banks of the second level, to act in Albania and licensed before the law "About the banks in Republic of Albania" is enforced, will be performed gradually, told ATA sources from the Albanian Bank. According to the levels defined by the Central Bank of Albania the deadline of capital fulfillment of the minimal value of 500 million lek in all banks of the second level and foreign sub-banks, will be September 1999. Albanian Bank will supervise this process and will abolish the licenses, if the banks will not respect the expiry time. The time duration to complete this process, by the banks and the foreign sub banks, will be three years. The specialists of Albanian Bank will go on with supervising process./linda/ Albanian Telegraphic Agency[22] Meidani says NATO troops presence within the international forces in Kosove is a necessity-Albanian President meets Danish Defence Minister-TIRANE, June 2 (ATA) - By A.Haxhiu: Albanian President Rexhep Meidani, hold a meeting on Wednesday with the Danish Defence Minister, Hans Hakkamp. The main issues discussed in the meeting were the measures to be adopted for facing the emergency situation created due to the Kosove deportees pouring into Albania, the crises in Kosove and the ways how to solve it. President of the Republic pointed out the necessity of the presence of NATO troops within the international forces. Meidani asked Hakkamp to increase the Danish presence not only in the field of civil society construction, but even in the economic, military and other fields. "Danish presence in the economy would be welcomed because Albania is interested in the Danish development in this field", said Meidani. Asking Hakkamp to support Albanian in its integration process in the European structures, Meidani said that "This integration should be considered with priority, without being postponed for a long time." The Danish Minister, Hakkamp expressed the readiness of his country to support Albania and to instucionalize further the relations between the two countries. /y.pa/A.A/ Albanian Telegraphic Agency[23] Formulae of unity of Albanians of Kosove is Rambouillet (conference) - QosjaTIRANE, June 2 (ata) - By U Bajrami: The Kosova academician Rexhep Qosja, also chairman of the Democratic United Movement of Kosove, has stated that the formulae of the unity among the political subjects of Kosove is the agreement reached in Rambouillet."I think that the formulae in Rambouillet between the political forces of Kosove should stand because any other formulae distances us from unity," said the Academician Rexhep Qosja in an interview today. According to him, there are chances that this formulae will bring closer and will unify the political subjects of Kosove. The two subjects, the Kosova Liberation Army (KLA) and the Democratic United Movement of Kosove (LBDK) have named their representatives in the interim government of Kosove, led by Hashim Thaci. In the mean time, the Democratic League of Kosova (LDK) led by Ibrahim Rugova has opposed the creation of this government and consequently it has not forwarded its representatives in the government. Qosja was of the opinion that "it is good that the LDK names it representatives in the government," something which they have signed for in a four-point accord. Qosja also thinks that "it is necessary to overcome the splits" that have emerged between the political and military subjects in Kosova and that "we must speak in unison for our question." He thinks that there is a platform "which is the agreement attained by all political and political subjects that took part in the international conference on Kosova held in Rambouillet," stressed Qosja. According to him, any other formulae would deepen the splits and for this reason he is of the opinion that on the basis of the formulae of Rambouillet "we must create our unity." /y.pa/xh/ Albanian Telegraphic Agency[24] Prosecutors office carrying investigations to clear out motives of Greek hostage killingTIRANE, June 2 (ATA) - By Th.Thanasi: The investigations on clearing out the death circumstances of the Greek citizen, Jorgos Kuluri, who together with another Greek citizen were taken hostage in a bus by the Albanian citizen, Fatmir Pisli.The investigation group of Elbasani district which is following this case informed the General Prosecutor Office on Wednesday on the data gathered so far, Adrian Visha, spokesman close to the Prosecutor's Office told ATA today. According to the preliminary investigations based on the declarations of the four hostages with the Greek nationality, "the hostage is shot with an automatic rifle by the person possessing the arm". Legal-medical expertise show that the victim J.Kuluri with a Greek citizenship, is wounded in the body and has got two holes in the head. The other victim has got a deep wound in the jawbone resulting in heavy damages in the face bones. The event happened at 05.00 of May 29 in Qafe Kerrabe, in the place called Fikas, Elbasan district. Fatmir Pisli, the person taking Greek citizens a hostage, was an emigrant in Greece, and had taken hostage a day before the event a bus of Selanik-Skolaris line with 8 persons in it, and threatened them with two offensive grenade. During the communication with the local police forces and with the Greek media he motivated this action as "revenge against the injustices made to him in Greece", and took by the Greek part 50 million drachmas. Greek police attended closely the bus carrying the hostages within the Greek territory and prevented every eventual incident, but it did not manage to stop the bus. Minister Hajdaraga said that the provocations on the Albanian border have been frequent. "We are resolute to march on the road we have been following so far, having NATO's strong support," he said. As for the statements of Milosevic for acceptance of the G-8 plan, Hajdaraga said "they are principles which must be taken into consideration, but Milosevic is not only far from them, but with this he wants to gain time. With his acts, Milosevic is keeping hostage the whole Balkans," said Hajdaraga. The Danish Defence Minister, Hans Hakkamp, said that "together with other NATO member countries and the partner ones, we are working to find a solution to the crisis in Kosove as soon as possible." "We accept the G-8 plan," said Hakkamp, "but this is on the basis of the logic of the firm implementation of the five NATO conditions, two of which are of a vital importance, the withdrawal of Serb troops and their replacement with peacekeeping forces of NATO, and the return of all refugees to their homes." "We have taken part in the Alba operation in Albania, have been part of the AFOR mission and have okayed our participation with peacekeeping forces in the KFOR in Kosove, he said. He added that it was evident that political tensions were getting calmer in Albania, there is a greater cooperation between institutions which are being consolidated. Regarding the conflict in Kosove, Majko stressed the need that the five NATO conditions be met for the solution of the conflict, the deployment of the Alliance troops in Kosove as guarantors of peace, and the significant role that OSCE might play there after peace is established. "Albanians of Kosove in Paris signed co-habitation with Serbs, while the regime of Milosevic signed the massacre. We are waiting for the justice to have its say and the culprits of this massacre be punished" he added.
