    [02] German Defence Minister to visit Albania on Monday

    TIRANE, May 21(ATA)-By E. Koraqi, German Defence Minister Rudolf Scharping is visiting Albania on Monday, the press spokesman of the German embassy in Tirane told ATA.

    Scharping, after political talks with Albanian senior officials, will hold a news conference at Hotel Rogner at around 15.20.

    Albanian Prime Minister Pandeli Majko, in his visit to Germany last April, also met with German Defence Minister Rudolf Scharping, who considered a challenge what the Albanian government is doing to cope with the situation created by the influx of the Kosova war refugees. /led/lm/

    [04] Party of solidarity with Kosova held at Albanian embassy in Paris

    TIRANE, May 21(ATA)-A party of solidarity with Kosova was held at the Albanian embassy in Paris on Thursday evening with the participation of representatives of French humanitarian organisations working in Albania in aid of the Kosova refugees, the Albanian embassy in Paris reports.

    Also present were the euro-deputy and vice-mayor of Paris, Marie Thereze Hermange, vice-mayor of Paris 14, presidents of various associations, Albanian journalists and artists residing in France as well as a group of sisters (Filles de la Charite".

    On behalf of the President of the Republic of Albania, Rexhep Meidani, Albanian ambassador in France Luan Rama awarded Dr. Solange d' Angeli the order "Mother Teresa", accorded by the President for outstanding humanitarian services as well as a president of the association "CEMPEA" in aid of the children in Albania

    Since '91 this association has undertaken a series of humanitarian missions in many cities and villages of Albania.

    Rama appreciated the aid given by the French Government, alongside the great assistance being provided for the Kosovars in Albania by such organisations as "Doctors of the World", "Doctors without borders","Action against hunger", "Children of the World", "French People's Aid", "Catholic aid" and other organisations. /led/lm/

    [05] Three camps to be set up in prefecture of Korce by British Government

    KORCE, May 21 (ata) - By B Fejzullai: The British Government will finance the setting up of three camps for the displaced Kosovars in the prefecture of Korce, said to ATA Jon Cosgrave, technical adviser in the NATO context, in the British forces deployed in Korce in the framework of the mission "Allied Harbour."

    The camps will house 5 thousand Kosovars. "The policy of the British Government in assistance of the refugees aims to make everything possible to rehabilitate, besides the accommodiation of the people in the camps, the infrastructure round them," said Mr. Cosgrave.

    According to the prefect of Korce, Bardhi Alickolli, the British militarymen will work, parallel with the construction of the camp in Dersnik to expand and complete the Polene-Dersnik road, 5 km long, and to rehabilitate the aqueduct of this village along with high tension lines. /led/xh/

    [06] Austria's Federal Defence Minister to visit Albania tomorrow

    TIRANE, May 21 (ATA)-By E.Koraqi, Austria's Federal Minister of Defence Fasslabend will pay a formal visit to Albania on Saturday, the Defence Ministry Public Relations Department told ATA.

    The Austrian high ranking delegation, headed by Fasslabend, will meet with Albanian Minister of Defence Luan Hajdaraga and will afterwads hold a joint news conference.

    Fasslabend will also visit the camp set up by the Austrian troops for the Kosova refugees in the city of Shkoder. /pas/lm/

    [07] Canada to assist economic recovery of Albania

    TIRANE, May 21 (ata) - By Elton Metaj: Canada has pledged it will assist Albania with the emergency situation created with the arrival of a great number of Kosovars and for the economic recovery, following the end of the conflict.

    During the meeting held in Tirane last Friday between the Albanian Minister of Economic and Trade Cooperation, Ermelinda Meksi and the Canadian Minister for International Cooperation Diane Marleau, the topic treated was the economic cooperation between the two states to cope with the emergency situation and for the economic recovery of the country.

    According to Minister Meksi, Albania is coping with the bulk of the emergency. Ms Marleau expressed the support of its country for Albania, saying that Canada has decided to appoint in Albania an employee to follow closely the course of the aid.

    "We hope to spend for the economic recovery of the Balkans as much as we are spending for the army," said Marleau. /led/xh/

    [08] Project "Democratic changes at school" will continue - CE

    TIRANE, May 21 (ata) - By P Shuteriqi: The Council of Europe Education Commission in Strasbourg decided in its meeting of May 19, that the project "Democratic Changes at School" will continue in Albania, sources of the Albanian Ministry of Education and Science said to ATA.

    Deputy minister Andrea Marto said that this project was undertaken by the Ministry of Education and Science, the Austrian Government, Kulturkontakt and the SOROS Foundation. The project covers the problems created with the huge influx of refugees from Kosove.

    The Austrian side has suggested the creation of "summer academies" which will run one or two-week courses and will be attended along with local pupils and by those from Kosove.

    Taking part in the project are almost all secondary schools of Albania including pupils and teachers from Kosove. /pas/xh/

    [09] We will help Albania overcome difficult situation - Marleau -Prime Minister Majko meets Canadian Minister for International Cooperation-

    TIRANE, May 21 (ATA)- The Canadian Minister for International Cooperation, Diane Marleau, on Friday, asked the Albanian government to put forward a project through which Canada could help Albania overcome the difficult situation due to the influx of the Kosova refugees.

    Marleau told Prime Minister Pandeli Majko, at a meeting at the Prime Minister's office, that her country would help Albania overcome the situation.

    Majko evaluated the visit of the Canadian Minister in Tirane.

    "This is the first time a Canadian Minister has visited Albania.... and I would not like to complain about the problems of my country," said Majko, adding that she could see to the problems herself.

    Marleau had earlier met the Minister of Economic Cooperation and Trade, Ermelinda Meksi, with who they discussed economic cooperation between the two countries. /led/lm/

    [10] 20 million EURO for Albania within a week

    TIRANE, May 21 (ata) - By A Gjata: European Commission signed a financial memorandum for the budgetary aid for Albania for the displaced Kosovars, and within a week's time from today, 20 million Euro will be delivered to the Albanian state in the form of a grant.

    In a letter to Minister of Finance Anastas Angjeli, the member of the European Commission, Hans van der Broek, wrote that the objective of this aid is to support the Albanian government program of reforms for the country's economy in the new conditions of an unprecedented emergency as a result of the crisis in Kosove and for a macro-economic stability in the country.

    After the signing by the Albanian side, the memorandum came into force immediately. The value of this aid is as high as 62 million EUROs and will be delivered in the form of a grant in three tranches until the end of this year. The first tranche of about 20 million EURO will be delivered within this week. /led/xh/

    [11] We are ready to cooperate with you also to develop region after war - Canadian Minister

    TIRANE, May 21 (ata) - In the meeting that the Albanian Foreign Minister Pellumb Xhufi had in Tirane on Friday with the Canadian Minister of International Cooperation, Diane Marlea, he voiced his high considerations for the contribution that the Canadian government has made and is making for the settlement of the crisis in Kosove and in overcoming its aftermaths in the region.

    As the press department of the Albanian Foreign Ministry reports, Mr Xhufi pointed out in the meeting that "Canada is present in Albania and the region with its humanitarian contributions and with those for the stability and development of the region after the war."

    Further on Mr Xhufi explained the stands of the Albanian Government for the solution of the crisis in Kosove and its measures to face with the humanitarian crisis transferred to Albania by the regime of Milosevic. Mr Xhufi stressed that Albania is also making a great contribution to maintaining the stability in the Balkans.

    Ms. Marlea voiced her esteem considerations for the Albanian people and Government for the contribution they have made and are making to coping with the problems emerging with the arrival in Albania of about half a million Kosovars violently evicted from Kosove.

    "We are ready to cooperate with you not only to cope with the present situation but also to develop the region after the war ends," said Ms Marleau. She underscored that the contribution of Canada in this direction will be political, economic, financial etc. /pas/xh/

    [12] "Union for Democracy" against Parliament's decision on nomination of Chairman of High Court

    TIRANE, May 21 (ATA) - By A.Haxhiu: The political grouping "Union for Democracy" estimated as anti-constitutional the dismissal of the chairman of the High Court, Avni Shehu, and the appointment in his place of the ex- minister of Justice, Thimio Kondi.

    The secretary on public relations of the Democratic Party, Vili Minarolli, said that the mandate of the High Court Chairman finished on September 2002.

    "This is an unresponsible action of the violations of constitutional dispositions by the side of the Albanian President, Rexhep Meidani, because it makes a dangerous precedent for the institutional stability" he added.

    The leaders of this group did not mentioned the fact that Avni Shehu has completed the 7-year mandate as a member of this court, which is a necessary condition for holding this post.

    Albanian People's Assembly endorsed, upon proposal of the President of the Republic, on Thursday by majority of votes, Thimio Kondi, so far Minister of Justice to the post of the Chairman of the High Court. /y.pa/A.A/

    [13] Albanian President Meidani calls for intensification of bilateral relations with Canada

    TIRANE, May 21 (ata) - Albanian President Rexhep Meidani had on Friday in Tirane a separate meeting with the Canadian Minister of Economic Cooperation, Diane Marleau.

    The President's press and information office reports that President Meidani highlighted the visit of the Canadian Minister as an evidence of the human solidarity with the drama of the Albanian people of Kosove and thanked for the aid provided to Albania in facing with the grave humanitarian situation from this crisis.

    President Meidani also demanded an intensification of the bilateral relations and voiced his conviction for a concrete aid of Canada in the context of a Marshall Plan for the economic recovery not only of Albania but the entire region as well.

    "The crisis will remain in the region," continued Mr Meidani, "even after the coming solution of the question of Kosove if the international community will not be powerfully present in the economic support for the whole region. We must think for the future," added Meidani, encouraging a great Canadian economic presence and investments in Albania.

    Stressing the aspiration of the Albanian people for the integration not only in the EU but also in the NATO, President Meidani said that his country was hoping for a support from Canada in this regard.

    The Canadian Minister Marleau voiced her readiness to assist in the consolidation of the bilateral relations especially in the economic aspect and voiced her support for Albania's further integration into international structures.

    During the meeting, which was also attended by Minister of Economic Cooperation and Trade Ermelinda Meksi, the interlocutors discussed the Canadian assistance for Albania's membership in the World Trade Organization. /pas/xh/

    TIRANE, May 21 (ATA) - By Enkelejda Koraqi: Albanian President, Rexhep Meidani, met Friday the Greek ambassador accredited to Albania, Aleksandros Mallias, where they exchanged thoughts regarding the situation in Albania and the situation wider in the region.

    The press and Information office close to the President of the Republic reports that Meidani hailed the aid offered by the Greek government to face the difficult humanitarian situation we are passing, and explained the Albanian stance on possibilities of an interim solution of Kosove issue.

    TIRANE, May 21 (ATA) - By Besnik Meta: Albanian President held a meeting on Friday in the NATO military base called "Hawk base", installed in Rinas airport. He said that Albania has created all the necessary facilities for the NATO troops.

    In this visit President Meidani was accompanied by the Parliament Deputy Speaker, Namik Dokle. Meidani and the officials accompanying him visited all the grounds of the American base, as well as the new hospital set up within this territory.

    As General Evans explained, this hospital will serve for the necessities of the troops of the Northern Atlantic Alliance dislocated in Albania.

    President Meidani attended also the work NATO troops are doing to reconstruct the road near Rinas airport.

    [16] Excellent level of Albania-US cooperation will be upgraded and intensified - President Meidani

    TIRANE, May 21 (ata) - By Urim Bajrami: The President of Albania, Rexhep Meidani, had on Friday a separate meeting with the charge d'affaires of the U.S. Embassy in Albania, Ambassador Robert Frowick.

    According to the President's press and information office, Mr Meidani wished Ambassador Frowick successes in his new task in directing the diplomatic representation and voiced the conviction that the brilliant level of cooperation between Albania and the U.S. will be upgraded and intensified in all the fields.

    Ambassador Frowick said he would continue to keep the same high level of cooperation with the senior authorities of the Albanian state and government.

    Although in his short period of time in Albania, the main focus has been the crisis in Kosove, Mr Frowick added that he would try to encourage the realisation of various projects of assistance and cooperation between the two countries.

    In relation to the crisis in Kosove, President Meidani and Ambassador Frowick shared the same opinion that the meeting of the NATO conditions makes the basis of a realistic perspective of the solution of this crisis.

    [17] NATO forces help in transporting of people, goods

    TIRANE, May 21 (ATA) - By Enkelejda Koraqi: NATO forces operating actually in Albania in the framework of "Allied Harbor" humanitarian operation, in close cooperation with the Albanian army are transporting people, materials and food items.

    Information Office close to the Coordination Center with the AFOR staff, reported that the number of people evacuated further in the south from Kukes town, where are actually situated 130 000 Kosovars, is great. Estimates show that army vehicles have transported further in the south more than 45 000 refugees for nearly two months.

    Forces of the Aerial Protection, during the two last days, assisted in the managing and unloading of 66 planes with humanitarian and material aid for NATO troops More laden with transports these two last days were the lines Durres-Kukes, Shkoder, Shkoder-Kukes as well as Durres- Fier.

    The transport with helicopters is mainly made to the remote areas to meet the most emergent necessities on supply with food and medicaments. /pas/A.A/

    [18] Voluntary blood donors assisting Kosova people

    TIRANE, May 21 (ata) - By R Xhuvani: The Blood Bank Centre in Tirane and its affiliates in districts, addressed a call to all people to donate blood in the name of life, because the demands for blood keep growing.

    "Today more than ever is the time for assistance and solidarity, because there is a great need for blood as a result of the great number of people with injuries in the north," told ATA on Friday the spokesman of the Ministry of Health, Artur Rada.

    According to specialists, a unit which consists of 400 ml of blood serves to save three people's lives.

    After accumulation in the respective bags, the blood is checked in order to avoid the spread of infections such as AIDS, syphilis, Hepatitis A and B. /led/xh/

    [20] Private sector dominates in Albanian economy

    Tirana, May 21 (ata) - By D.Koça - "Private sector dominates in Albanian economy, but the rules and state communication with them are out of date and do not fulfill the free market requirements", told ATA Prof. Dr.Sherif Bundo, in the "Employment and social equilibrium in Albania" seminar held in Tirana.

    According to a study draft by it, Bundo reached to the conclusion that the private sector in the economic life is not passively subject. Private sector covers 80% of the Albanian economy, which shows that all the energies, sources, hopes and possibilities are used here aiming at quick development of Albanian economy, stressed Bundo.

    This level is relatively satisfaction and is compared with the level of this structure in the countries with consolidated market such as Germany, France, Britain, Italy, Swiss, ect.

    Bundo talked about the public sector, where according to him the state manifests tendency toward an unnecessary cenralization , mainly in the financial and bank systems./led/linda/

    TIRANE, May 21 (ATA) - Premier of the interim government of Kosova, Hashim Thaçi, urged from the leader of Kosova Democratic League (KDL), Ibrahim Rogova, on Friday through a letter, to come to visit Tirane, and to hold a meeting with all political and military factors of Kosova.

    The Information Ministry told ATA that Hasim Thaçi, wrote in his letter:

    "Based on the tense war situation in Kosove, considering necessary and urgent the responsibility of your party to take part in the interim government of Kosove according to the Rambuillet agreement, I urge you to come urgently to Tirane to work on its final materialisation. It is high time for Kosovars to speak with the voice of the new reality created in Kosove. The tragedy of Kosova people and the grief caused by Serb occupier, the blood shed for freedom, the tendency to expel the Albanian Kosovars from our century-long soil calls the conscience of political, cultural activists, professionals and experts of various fields to put themsleves at the disposal of our common future.

    Kosova Premier, who is also one of the political leaders of KLA, arrived in Tirane today and he is expected to give a press conference late on Friday. /y.pa/A.A/xh/

    [22] It is necessary that future governing elite be created - Majko - Albania's Premier meets with Premier of interim government of Kosove -

    TIRANE, May 21 (ata) - By A Haxhiu: Albania's Prime Minister Pandeli Majko met on Friday with the Prime Minister of the interim government of Kosove, Hashim Thaci: PM Majko said that he considered useful the idea of the transformation of the Albanian delegation that took part in the talks of Rambouillet into a Council of National Security, assuring in this way an institutional support for the Thaci Government. "It is necessary to create the future governing elite," said PM Majko.

    PM Majko said that the unification of all Albanian factor of Kosove is rather important in face of the efforts being noticed to split the Albanian factor. He underlined that all the factors in Kosove are completely united in their main principles on the settlement of the conflict of Kosove. PM Pandeli Majko voiced the opinion of the Albanian Government that the solution of the conflict would follow the uncompromising realisation of the five NATO terms by the regime of Milosevic.

    PM Hashim Thaci made a panorama of the situation of the civil population in Kosove and said that a great number of inhabitants are living in very grave humanitarian conditions and under the permanent threat of Serb military and paramilitary units. He spoke of the efforts being made to assist that part of the population, by engaging the KLA also in humanitarian missions.

    "Fighting is taking place throughout Kosova. Serb units have not withdrawn from Kosove, but their morale is very low, on the contrary our morale is in the highest level. There are massive desertions from the Serb army and cases of conflicts among them. Now we are organising offensive operations," said PM Thaci.

    Thaci added he was ready to meet with Rugova in Tirane and backed the idea of PM Majko for the threat and mistake of dividing Kosova factors into moderates and extremists. "I hold that the Kosova factor is united round the ideal for Kosova," said Thaci, who expressed warm words to PM Pandeli Majko for what the government he is leading and the entire Albanian people have been making to cope with the flow of Kosova war refugees in Albania. /y.pa/xh/

    [23] April: Change commercial partners of Albania

    Tirana, May 21 (ATA) - By Elton Metaj - The coming of Humanitarian aid in Albania during April 1999 from different countries all over the world changed the traditional structure of Albanian import. This thing decreased considerably the total volume of the imports from Italy, Greece and other countries which have been main commercial partners of Albania.

    The value of the imported goods marked the value of 5,935 billion lek, by marking so an increase of 35% compared with the value marked in March, when the imports value was 4,384 billion lek.

    The Greek imports during April increase by 7% by reaching the value of 3,385 billion lek. German imoports increase by 219% by reaching the value of 1,144 billion lek, while the French ones increase by 486% by marking the value of 287 million lek./pas/linda/

    [24] Mid terms funds to be used on emergent programs for Albanian Power Coperation

    Tirana, May 21 (ATA) - By Elton Metaj - Albanian Government undertook some initiatives on creating the proper conditions for attracting foreign investments and their fulfillment, stressed the Deputy Prime Minister and Minister of Governmental Coordination Ilir Meta in his meeting on Friday with a delegation of European Investments Bank (EIB) headed by Walter Cernoia.

    Deput Prime Minister stressed that "Road Fund" will be established soon, which according to the European experience will draft the projects and will attract foreign in improving of infrasturcture.

    He stressed the engagement of the Albanian Government on an effective cooperation with international organizations to complete the projects already in process.

    Cernoi informed the Deputy Prime Minister Meta that the EIB funds will be used on mid terms projects for the Albanian Electro Power Corperate (AEPC) through an emergent project, which redicts a quick intervention in reconstruction and managing improvement of Albanian Electro Power Corperate./pas/linda/

    [25] Premier says Albanian police to safeguard stability

    TIRANA, May 21 (ATA) - By A. Gjakova: Albanian premier Pandeli Majko presented on Friday the new minister of Public Order Spartak Poçi.

    Addressing the officials of the Order Ministry, Majko mentioned the brunt the ministry is bearing in such moments.

    "Ministry of Public Order is one of the major guarantees for the stability of Albania and your responsibility, the task delegated to you is greater than that of some irresponsible Albanian politicians, who stir up destability. We are determined not to allow chaos in Albania more over in such situation," Majko said.

    Referring to the challenge of criminality against the state, the Albanian prime minister said that "the war against various kinds of crimes is not launched by heroes but by coordinated work and activity and there is no need for publicity on this war without compromise but only determination."

    Majko said that the new minister had proper virtues to fulfil the mission successfully.

    The new minister Poçi was presented on Friday only two days after his nomination was decreed by the president of Albania on the proposal of the prime minister Majko. Poçi replaced Petro Koçi, who was released from the post by the head of state on the proposal of prime minister. /pas/ak/

    [26] Unity for Democracy opposes dismissal of supreme court head

    TIRANA, May 21 (ATA) - By A. Haxhiu: Opposition political grouping Unity for Democracy said on Friday that the dismissal of the head of the Supreme Court Avni Shehu and his replacement with the former Ministry of Justice Thimio Kondi is an anti constitutional move.

    Secretary for Public Relations of the Democratic Party, Vili Minarolli said that the mandate of the head of the Supreme Court expired in September 2002.

    Leaders of this grouping do not mention the fact that Shehu's seven- year mandate as member of the court has expired what is a necessary condition for the post.

    Albanian parliament voted on Thursday with majority of votes for the appointment of Kondi at the post of the head of Supreme Court on the proposal of President of Albania. /pas/ak/

    [27] Requests on power provision in Albania to increase by 8-10% till 2001

    Tirana, May 21 (ATA) - By M.Pupa- By analysing the consume of the electric power provision in Albania a quick increase is obvious. According to the studies performed by the Institute of Energetics the annual requests for power provision till 2001 will increase by 8-10%.

    Taking into consideration these rhythms after a period of 3-4 years the annual needs will increase considerably.

    In 2001 it foreseen the total power provision will be nearly 1250 MW, which shows that problems would be present mainly in guaranteeing the clients the power provision, considering the heavy situation of the network system of transmetion and distribution.

    "After a period the electro power and the existing transmiting and distributing network, if not invested, will not be able to meet the needs all over the country, by making us not only to import, but also to cut the clients provision with electric power", Director of Albanian Electro Power Provision Alfred Paloka said./ a.gj/linda/

    [28] Trade Chamber to nominate its head staff on Saturday

    Tirana, May 21 (ATA) - By E.Metaj - The election on the head staff of the Tirana Trade and Industry Chamber will be held on Saturday afternoon.

    The members of the Chamber Assambly, consisting of 100 people, must select 17 head members of the Chamber and its Head, according to the law "About the Trade and Industry Chamber"and the order of the Ministry of Economic Cooperation and Trade, as their supervising organ.

    The selection of the directing staff and the Head of Trade and Industry Chamber in Tirana was predicted to be held las Wednesday, but due to the lack of needed members the election is postponed on Saturday.

    [29] Road, order police staff attend training

    TIRANA, May 21 (ATA) -By Urim Bajrami: Training courses for road and order police staff started recently in the Police Training Center in Durres.

    Press office at the Public Order Ministry said to ATA on Friday that these courses would be applied based on programmes signed at the beginning of March this year by the ministry and the MAPE Mission.

    The program on eight-week courses is being carried out by the Albanian instructors and the MAPE Mission.

    The mission, operating in Albania since spring 1997, is aiming at training and helping the Albanian police. So far the mission has trained a considerable number of rapid intervention forces (FNSH) in Albania. /pas/ak/

    [30] Meidani encourages efforts to bring together Albanian political factors

    TIRANA, May 21 (ATA) - By R. Xhuvani: President of Albania Rexhep Meidani held talks on Friday with the prime minister of the interim government of Kosova Hashim Thaçi and the government spokesman Jakup Krasniqi.

    President Meidani welcomed Thaçi, who came from Kosova, and praised him for the successes achieved by the Kosova Liberation Army in its war against the Serbian aggression and in defending the displaced civil population settling in mountains and forests of Kosova.

    Meidani encouraged Thaçi to continue his efforts for a rapprochement of all political factors of Albanians in Kosova.

    Prime minister of Kosova interim government said to Albanian head of state that his government would intensify contacts with the international factor besides efforts for the unification of the Albanian factor in Kosova. /pas/ak/
