  • [01] Albania ready for a new structure of civil defence

    TIRANA, March 16 (ATA) - By E. Koraqi: Albania will have a new special structure for the defence of civil population in case of emergency.

    NATO will help establish a structure in Albania both for a legal basis and training of personnel to be engaged in the activity.

    Tirana-based NATO office organized a seminar on Monday related to the legislation on civil emergencies in which representatives from different countries presented their experience on the legislation.

    Discussions continued in working groups with each of them presenting some projects on the legislation for Albania. Later the jurists and specialists of law will consider them in NATO and a full ratification of this legislation on civil defence will be reached following consultations with the Albanian side.

    The initiator of the seminar and director of the legislation on civil emergencies in NATO, Francesco Palmeri said that "NATO has assumed the task of helping Albania in the legislation on emergencies but Albania itself will decide on the final model. We will help train a group of Albanian specialists."

    A new special structure including specialised and trained staff in civil emergencies was expected to be established dependent on government and financed by state.

    Albania like other countries will manage to face and defend civil population in case of emergencies and crisis with the help of this structure. /lh/ak/

    [02] American Bank in Albania, second U.S. embassy in Tirana, PM

    TIRANA, March 16 (ATA) - Albania Prime Minister Pandeli Majko took part on Tuesday in the inauguration ceremony of the American Bank in Albania, which was set up by the beginning of 1998, PM spokesman reported to ATA.

    Majko considered this bank "as the second embassy of the United States," which shows that the cooperation between the Albanian government and the U.S. administration is excellent.

    Attending the activity, held in the American Bank in Albania, was the U.S. ambassador to Tirana, Mariza Lino, Albania Prime Minister, Pandeli Majko, accompanied by the Minister of Finances, Anastas Angjeli and the Minister of Public Economy and Privatisation, Ylli Bufi.

    Referring to the opening of the American Bank in Albania, ambassador Lino declared that this is a clear expression of close relations between Tirana and Washington. /dast/mt/

    [03] EC allocates 40 million lek for neuro-psychiatric hospital

    VLORE, March 17 (ATA) - By H. Koci: The European Community (EC) has accorded some 40 million lek for the reconstruction of the neuro- psychiatric hospital in the town of Vlore, the major of Vlore, Fatos Hamiti, told ATA. According to him, this fund aims at complete reconstructing of the hospital and the nearby grounds.

    The association AVS, non profitable representative of EC in Albania, is coordinator of this financing and its affiliate operates in Vlore since two years. Also, the hospital of infectious diseases for children has been reconstructed by EC.

    The respective tender is due to be carried out next week, which will define the winner for the beginning of works worth 40 million lek. /dast/mt/

    [04] Elbasan, Wolhein state to boost cooperation in agriculture

    ELBASAN, March 17 (ATA) - By M. Lulja: Officials of the district council and town hall of Elbasan held a meeting on Tuesday with the head of the state and that of the town hall of Wolhein, Germany, Lutpol Braun and Klaus Rien.

    Local government officials discussed the promotion of cooperation in developing agriculture and city infrastructure.

    The meeting discussed the signing of a protocol of cooperation to enable German aid for less developed sectors of the city, training of administration to serve these sectors, providing a site for the construction of an SOS village by the German Kolping association for children with mental and social problems as well as assistance for city hospitals.

    We are going to make concrete our proposals through funds marking the first step for a fruitful cooperation between both sides which will boost development in the Elbasan city, German officials said to ATA.

    They got acquainted with the natural resources of the district to help make concrete the projects. /dast/ak/

    [05] Cleaning enterprise set up in Vlore

    VLORE, March 17 (ATA) - By H. Koci: The European Community will accord 1.5 milliard lire for the establishment of a cleaning enterprise in the town of Vlore, the deputy major, Fatos Hamiti, told ATA.

    This enterprise, financed by the European Community and partial taxes of citizens, aims at cleaning the grounds of the town, on which the citizens pay the tax to the town-hall.

    Initiator of its establishment is the association AVS, a non profitable representative of the European Community.

    Hamiti said that the procedures for the establishment of this enterprise will start by the beginning of April and the work will start in May. /dast/mt/

    [06] Albanian publishers to participate in Book Fair

    TIRANA, March 17 (ATA) - By O. Kadaifciu: The association of the Albanian publishers will take part in the International Fair of Book, due to be held on 19-24 March in Paris.

    Eight publishers from Albania will present their recent publishment in a single board of the Albanian book.

    "The Albanian private printing houses, like "Onufri," "Toena," "Dituria," "Enciklopedike," "Albin," will take part with the publishment of 1998," Fatmir Toçi, chairman of the Albanian Publishers Association, told ATA.

    Also, a series of activities, meetings with outstanding people of art and literature, as well as press conferences are expected to be organized in this Fair.

    The Fair of Paris is one of the biggest ones with the participation of many countries.

    This is the third time that the Albanian book is represented in Paris, meanwhile that during this spring, the Albanian book will be also presented in the international fairs of book in Geneva, Bologna, Torino and others. /dast/mt/

    [07] 50 percent of land uncultivated in Malesia e Madhe

    KOPLIK, March 17 (ATA) - By M. Malja: Some 50 percent of the land in the Malesia e Madhe district has remained uncultivated in the last years.

    Specialist of the Agriculture and Food Department Rifat Ymeri said that the phenomenon of uncultivated land had started since 1991.

    During these years many inhabitants of the border areas have been engaged in trading smuggled goods especially between '92 and '96 with Montenegro securing considerable profits, he said.

    Large surfaces of land, especially in border areas have not been cultivated or sown for years.

    Specialists of economy say that this has to do with the failure of imposing taxes in villages. Therefore, private farmers are not obliged to cultivate the land.

    Malesia e Madhe has 16 thousand hectares of arable land where a large part of it has been sown with tobacco since '90 and the rest with wheat. /dast/ak/

    [08] Women, prey of sexual violence

    TIRANA, March 17 (ATA) - By E. Nepravishta: The sexual crimes are not unknown for the Albanians now. Meanwhile, almost all the women fall prey of this crime.

    Cases of sexual violence are often and the reports of the Ministry of Public Order speak of this.

    During 1998, some 62 cases of sexual crimes have happened, of which 41 have occurred in towns.

    With regard to the age-groups of persons, affected by this crime, 10 of them belong to the age under 14 years old, 26 others are 14-18 years old.

    Given these reports, it comes out that most of these acts happen in town and most of the affected are over 18 years old.

    It is noticed a reduction in the number of sexual violence from 1992 until 1998. Thus, there have been 190 cases of rapes in 1992, 153 cases in 1993, 149 in 1994, 97 in 1995, 98 in 1996, 41 in 1997 and 62 cases of rapes in 1998. /dast/mt/

    [10] Swisscontact allocates fund for industrial school

    TIRANA, March 17 (ATA) - By P. Shuteriqi: Cooperation between the Swisscontact association and the industrial school "Beqir Çela" in Shkozet, Durres, is considered the most successful one with foreign donors operating in the education and professional formation of Albanian youths.

    This cooperation has started in 1994, Maksim Konini, chief of professional sector at the Ministry of Education and Science said to ATA on Wednesday.

    He added that the second phase of the project was underway and it was foreseen to end in June 2001.

    The Swisscontact will accord a fund worth 1.35 million Swiss francs for this phase saying that almost 50 percent of the fund will be used for school equipment.

    A workshop will be opened to help pupils produce preferred products in the free market. This will affect self-financing of the school, increase financial incomes of the specialised staff. /dast/ak/

    [11] Meidani hails French President for New Initiative on Southeastern Europe

    TIRANA, March 17 (ATA) - By A. Haxhiu: Albania President Rexhep Meidani sent Wednesday a letter to the French President, Jacques Chirac, in which he greets the new Initiative on the Southeastern Europe, announced on 19 February during a meeting that Chirac held with the U.S. President, Bill Clinton.

    President Meidani hailed the support that France is giving to increase security and stability in our region and voices the conviction that this Initiative will be approved by the other countries of western democracies, by serving to further strengthening of cooperation between Albania and other countries of this region with the European and Euro- Atlantic structures.

    "This initiative becomes more important in the difficult moments the region is facing through, with the very grave crisis in Kosova," stressed Meidani in the letter.

    Albania President expresses the gratitude for the contribution of President Chirac and his country in the complete realization of the Peace Accord for a political solution of the Kosova issue.

    "I am sure that France and the other partners of Contact Group will offer the necessary support even for the implementation of the Accord," writes Meidani among others. /pas/mt/

    [12] Police detain two persons for immigrants' trafficking

    TIRANA, March 17 (ATA) - By Th. Thanasi: Police of Kavaja detained on Tuesday two persons on changes of immigrants' trafficking.

    A spokesman of the police directorate of Tirana prefecture said to ATA on Wednesday that on Tuesday night the police of Kavaja detained the citizens Ilir Elezi and Arjan Tafani accused of trafficking clandestine immigrants by dinghies for profiting.

    Elezi, 28, inhabitant of Beden village in Kavaja and owner of the motor boat, was seized transporting illegal immigrants with his vehicle. He would have accompanied them to the seaside village of Spille and then to Italy by his dinghy.

    Tafani, 22, convicted once in Italy for favouring prostitution, was detained while transporting 120 liters of benzol for dinghy. /pas/ak/

    [13] Money-lending program watched by a large number of people

    VLORE, March 17 (ATA) - By H. Koçi: Television program dealing with money lending broadcasted live on Monday by the TV channel TV1 Amantia in Vlore was watched by a record number of viewers.

    Over 50 thousand TV viewers have watched the program and over 100 telephone calls have been received within two hours, the information department of the TV1 Amantia said.

    The ATA journalist, who was also the producer of the program, had invited chief of audit commission on money lending Farudin Arapi to explain the ongoing process of transparency for pyramid investment schemes responding to phone calls.

    The program was broadcasted live even by Radio Koha.

    The TV program "Perspective ...", has started months ago and realised through direct talks in the studio of local TV1 Amantia television channel. It has dealt with problems Vlora has faced with participation of personalities from local government and well-known politicians in the social life of Albania. /pas/ak/

    [14] Soros foundation accords fund for education

    DURRES, March 17 (ATA) - By S. Gjordeni: The Soros Foundation will be present even this year with investments in the education sector in the Durres district.

    Director of the local education department Lavdosh Beqiraj said to ATA that the Soros Foundation would offer US$one million for reconstruction and construction of new schools.

    The foundation will finance scientific works of teachers in all education levels in Durres, Beqiraj said.

    Last year the Soros Foundation invested US$600 thousand in Durres for the construction of six pilot schools and reconstruction in some schools in rural and urban areas. /pas/ak/

    [15] U.S. certificate of gratitude for Minister Ruka

    TIRANA, March 17 (ATA) - By P. Shuteriqi: The Albanian Minister of Education and Science, Ethem Ruka, has received a certificate of gratitude, accorded by the Polytechnic Institute of Virginia State in the United States.

    The spokesman of the Ministry of Education told ATA that the U.S. certificate of gratitude for Minister Ruka has been sent recently with the motivation "On special assistance given in the cooperation between the Polytechnic Institute of Virginia and the Agriculture University of Kamez."

    This cooperation consists of successful realisation over the last five years of "Sara" project and is expected to deepen in the future. /s.s./mt/

    [16] Fighting continues in Qyqavice

    PRISHTINA, March 17 - ATA correspondent in Prishtina, Belul Jashari, reports:

    Fighting for the strategic mountain of Qyqavice, which continued even today between the forces of the Kosova Liberation Army and the Serb forces, has been concentrated in the village of Beçuk and "fierce fighting is going on in the regions of Vushtri."

    For more than three weeks, the forces of the Yugoslav army and Serb police are trying to put under their control the regions of Qyqavice.

    Meanwhile, thousands of civil Albanians, who have abandoned their homes from shelling, continue to stay in the open air. Snow was falling down and the coldness has aggravated the situation. They cannot light fire because they are afraid of being seen and shelled by the Serb artillery.

    The Human Rights Council in Kosova has reported that more than 3000 inhabitants have fled away from their villages.

    "There is no one alive from Dervari and five km from it," an eyewitness told the journalists of two foreign TV teams, who managed to enter Mihaliq, some 15 km northwest of Prishtina. He also confessed that he had seen a big military truck, loaded with stolen home appliances in vicinity of Pantine village."

    "The Serbs had not stolen that much. They seemed to be more pleased with the act they were carrying out. It seemed as an act of desperation of those who were losing almost everything, meanwhile that the possibilities for an international intervention have increased," a journalist of BBC commented shootings from the spot. /p.ta/mt/

    [17] U.S. satisfied with constructive engagement of Albanian delegation in Kosova talks

    TIRANA, March 17 (ATA) - By A. Haxhiu: Albania Foreign Minister Paskal Milo held a meeting on Tuesday night with one of the major mediators of the Kosova agreement the ambassador Chris Hill and his adviser.

    Since the beginning, the Ambassador Hill expressed the satisfaction of the United States for a constructive engagement of the Albanian delegation headed by Hashim Thaçi in peace talks on Kosova which was pro signing of the agreement initiated in Rambuillet.

    "Albanians adopted a right stand cooperating closely with the international community and especially with the Contact Group," Hill said.

    He added that "this is for the best both of the present and future of Kosova."

    As regard the Serb position, the ambassador Hill said that Belgrade continued to defy cooperation with the international factor.

    "On our part, we will continue to exert all our influence to oblige it accept the conditions foreseen in the Rambouillet agreement. We will wait today for a possible reaction by the Yugoslav delegation here in Paris. Otherwise, we will exert further pressure on Belgrade. The international community is now determined in its already published attitudes and plans against Yugoslavia," Hill said.

    The agreement, which Albanians agreed to sign, would not be changed, Hill said.

    A ceremony of signing was expected to be held on Thursday. If Serbs were not ready to sign it until tomorrow, Albanians would sign it formally. Such a gesture showed that Albanians are a constructive factor, which in cooperation with the international community have been declared for a solution to the crisis in Kosova through political means, the meeting said.

    On Tuesday night, minister Milo held talks with the Albanian delegation of Kosova participating in the Paris peace talks.

    Milo assured the Albanian delegation of Kosova that the Albanian government would continue its active role for the implementation of the accord drafted by the Contact Group on an interim solution to the crisis in Kosova, until a final and lasting solution was reached. /pas/ak/

    [18] Arrest for favouring prostitution

    TIRANE, March 17 (ata) - By Th Thanasi: Eervin Kaja, 17, living in village Kryevidh of Kavaje, was arrested by police of Kavaje last Tuesday under the charge of favouring prostitution.

    The spokesman of the Police Department of the Prefecture of Tirane said that Kaja had been sentenced twice for illegal possession of arms and for favouring prostitution.

    Kaja was caught red-handed in a police check up in Kavaje district, together with M. Bakin 19, from Rumania, who was going to make the prostitute with the aim of profiting for him, the spokesman explained.

    He added that the Romanian girl was taken to the police of Kavaje. /s.s./xh/

    [19] Three Albanians killed in Tomoc of Istog

    PRISHTINE, March 17 (ATA)-ATA correspondent Behlul Jashari reports: Three Albanian youths, brothers Enver, Esat and Brahim Dervishaj, aged between 16 and 30, from the Zabllaq of Istog village, were found killed in the vicinity of the Tomoc village cemeteries today.

    One of the victims had a cut in his throat and another was handcuffed, LDK sources in Istog say.

    The site has been blocked by the police, while verifiers from the Organisation for Security and Cooperation in Europe (OSCE) are on the spot. /p.ta/lm/

    [20] January '99: Imports' increase with Germany, Belgian, Italy, and Bulgaria

    Tirana, March 17 (ata) - By E.Metaj - During February 1999 Albania did 87,6% of the total commercial import and nearly 93,5% of the total Albanian exports with ten main commercial partners.

    According to the figures taken from the Statistics Institute (SI) Italy and Greece remain the two most important partners of Albania. During January in total they fulfilled nearly 70,7% of the total commercial import and nearly 83,3% of total exports.

    There is an increase of export with Bulgaria, Germany and Italy and increase of commercial imports only with the Belgian.

    According to the figures of foreign trade in January there is a fall of 34,7% in the commercial imports with the countries of European Community (EC) and a fall of 30,6% with EFTA countries compared with their figures in December. While exports with the countries of European Community increase by 11,5% and the ones with EFTA countries by 72,7%.

    Exports with former Soviet Union fall by 32,4% and by 32,6% with Eastern European countries.

    The greats part in commercial exchanges is covered by EC countries. So the commercial exports and imports with these countries mark respectively 94,1% and 78,4% of the total ones in January 1999./linda/

    [21] Courses for Albanian Kosove children to forget war horrors

    SHKODER, March 17 (ata) - By M Malja: "Let us help Kosove children to forget war horrors," is the objective of the project which has started for the children coming from Kosove in the city of Shkoder.

    The inspector of the Educational Department of the district, Bahri Kurti, told ATA that through a fund of about 60 thousand USD by USAID, these children have been enrolled in out school programs and in games so that to make them forget to some extend the war terror in their birthplaces. Besides the children from Kosove, the project will also have children from Shkoder with the aim of integrating the two communities.

    According to Peter Stung, coordinator of the project, there are five courses, four in Shkoder and one in village Velipoje, about 30 km from Shkoder, where some displaced Kosovars have been accommodated. The courses will continue for about 4 months. Five Kosove teachers, who have been trained for this purpose, will work with 130 children taking part in the courses. /pas/xh/

    [22] Majko:American Bank of Albania becomes second American embassies in Tirana

    Tirana, March 17 (ATA)- Albanian Prime minister Pandeli Majko took part in the beginning of the work of American Bank of Albania, established in the beginning of year 1998.

    According to the spokesman the Prime Minister Majko considered this bank as "The second embassy of United States", which means that the bilateral cooperation between the Albanian Government and the American one is at their best.

    In the activity hold today in the American Bank of Albania, in which took part the American Ambassador Mariza Lino as well, the Albanian Prime Minister is accompanied by the Minister of Finance Anastas Angjeli and the Minister of Public Economy and Privatization Ylli Bufi.

    Concerning the opening of this bank in Albania the American Ambassador Mariza Lino declared that this is the best way of expressing the good and close relationships between Tirana and Washington./dast/linda/

    [23] RTV trade union wants to take part in electing director general

    TIRANE, March 17 (ATA)-By E. Riza, The independent trade union of the Albanian Radio-Television (RTV) on Wednesday adressed a petition to parliament and the Steering Committee of this institution.

    The key point of the petition has to do with the election of the director general of the coming Public Radio-Television.

    It asks for an urgent meeting with the RTV Steering Committee "to be familiarised with the platform of those who will put forward their candidatures for the position of the director general".

    It wants to be a party in the approval of the candidature of the director general and if they do not agree, the possibility should exist that the canditature be rejected even if it meets the election criteria approved by the Albanian parliament.

    The petition is issued only a few days before the election of the director of this institution, which is at a complete standstill in this moment of transtion from a State to a Public Radio-Television.

    Legally it is impossible that the trade union's request be met as the new law "On private and public media", approved by the end of 1998, does not in any article speak of participation of the workers themselves in the election of the director general. /pas/lm/

    [24] Bovilla water suppling system with the third line in the end of March

    Tirana, March 17 (ATA) - By M.Pupa - In the end of March 1999 the third line of Bovilla water suppling system will be in use, inform sources of the Ministry of Public Affairs and Transport.

    Based on the observation did in the lake it is obvious the pollution phenomena by the external factors.This fact is confirmed by the inhabitants of the area near Bovilla.

    [25] Agreement on Kosove to be approved and implemented as a whole - Meidani

    TIRANE, March 17 (ata) - By I Luto: The President of Albania Rexhep Meidani stressed in Skrapar on Wednesday the importance of the agreement of Rambouillet to be signed and implemented as a whole, and the indispensabile need for the presence of NATO-led peace-keeping troops.

    The President's press office told ATA that while participating in the celebrations to mark the 55th anniversary of the creation of the 7th Shocking Brigade in Skrapar, President Meidani said that "a free, democratic and self-governed Kosove means also a stable Albania" and "a calmer and more cooperative Balkans, a calmer and more integrating Europe and a more peaceful and humane World."

    Mr Meidani hailed the serious commitment of the International Community in the Rambouillet Conference and in the present one in Paris, for the correct and complete settlement of the question of Kosove.

    He highlighted the work of the delegation of Kosove in the negotiations, and of its chairman, Hashim Thaci in particular.

    "The work of the delegation," said Meidani" reflects the best values of our civil and state-forming values."

    President Meidani reiterated the stance of the Albanian government to continue its efforts side by side with the International Community for the implementation of the agreement and to face any other challenge, that, according to President Meidani "the dogmatism and adventures of Belgrade may dictate." /pas/xh/

    [26] Within two weeks railway transport fulfilled 80% of incomes of January- February period

    Durres, March 17 (ATA) - By Gezim Kabashi - The railway transport marked a considerable increase in the first two weeks of March. Its value is nearly 13,4 million lek, while in the period of January-February are realized only 17,2 million lek.

    According to the General Director of Railway Transport Leonard Burnaci within these weeks are transported nearly 12 000 tons goods, half of which are covered by fuels and coal transported for Albpetrol company.

    Restarting of the work process of this branch open newly works possibility for the Albanian Railways (AR), which predicted an average transport rhythm of 1.000 tons per day.

    Beside the successful transport of two electric transformers of 114 tons each for Albanian Power Corporation the transport of motorized equipment and NATO containers toward the southeastern railway stations is predicted in future./dast/linda/

    [27] Ministers Rama and Angjeli called for interpellation

    TIRANE, March 17 (ATA)-By E. Koraqi, Minister of Culture, Youth and Sports Edi Rama and Minister of Finance Anastas Angjeli, at the request of deputy Nikoll Lesi, were called for interpellation at a parliamentary session on Wednesday.

    The session began with answers to several questions put by deputy Lesi to Minister Rama.

    Asked about the dependence of the Academy of Arts, Rama said that there is a proposal for this academy to be dependant on the Ministry of Culture. He said that such a practice exists also in several western countries.

    To a question on the current situation of the national theater and its actors, Rama said that the Ministry of Culture has already launched a reform to modernise this institution, in compliance with the current demands of the Albanian contemporary art.

    In this session deputy Lesi has also asked Minister of Finance Anastas Angjeli to answer several questions.

    Minister Angjeli also spoke of the arrest yesterday of six customs' and several other workers depending on this ministry, under the charge of contraband.

    "We have always implemented the law,"said Angjeli.

    "The Ministry of Finance, which has the Customs Department under its jurisdiction, is satisfied with this action in time by the justice and public order bodies. Now the process should be carried through to the end until the law violators are punished," said Angjeli.

    Today's session had also planned to discuss the draft-law on "anti- dumping", which was postponed for the next session. /pas/lm/

    [28] Nearly 4.400 tons wheat in danger

    Tirana, March 17 (ATA) - By E.Xhajanka - Nearly 4.400 tons wheat in danger in reserves warehouses of Dibra Prefecture.

    Sources from the regional reserve's directory of the Dibra Prefecture inform that the total quantity of wheat in the warehouses of this Prefecture is 4.400 tons.

    The General Directory of Public Reserves took the measures last year to supply with the wheat the high areas isolated by the snow in winter. This directory supply by 8 000 tons wheat nearly 11 Albanian mountainous districts, by transporting gradually the food in the ware houses of these areas.

    But the wheat is not sold yet, due to its prices that do not reach the price of the flour, which in the northern Albania it entered contraband. If this quantity is not be sold, it will be demolished during hot summer./pas/linda/

    Taking advantage of the ceremony, President Meidani, unfolded to the citizens of Skrapar the role of the families and importance of the strengthening of its role, in a time when drugs, crime and prostitution is recruiting the new generation of these regions.

    Meidani said that "these times have verified the importance of family strengthening, even why in set moments the liberalization and individualization seemed to tremble its role".

    [30] Watering rehabilitation project to invest 40,5 million dollars

    Tirana, March 17 (ate) - By E.Xhajanka - The study and the introduction of the second project of watering and draining rehabilitation to be accomplished in 20 Albanian districts, marking a value of 40,5 million dollars and the approval of the reconstruction of Watering Enterprise(WE) were the main topics of the discussions in the meeting of Technical Committee of Watering and Draining leaded by the Minister of Agriculture Lufter Xhuveli.

    In this meeting it is announced that 22 million dollars from the total finance on the project of 40,5 million dollars is going to be provided by Wold Bank, 5,3 million dollars by the Albanian Government and the rest by common finance./pas/linda/

    [31] New auction on pyramidal schemes assets in ten districts

    Tirana, March 17 (ATA) - By Lolita Thanasi - A new auction is going to hold on Friday at the Auction Center on the pyramidal schemes assets of "Vefa", "Kamberi", "Cenaj", "Silva", and "Leka" company.

    The assets are presented in details in two catalogues No.25D and 27A. Vechicles, machineries and equipment placed in Tirana, Fier, Korce, Berat and Vlore are presented in the first catalogue.

    The second catalogue included real estates placed in ten Albanian districts. Hotel Lugano, Bar-Restaurant Linza, three villas, two flat buildings, two markets and nine sites are on sale in Tirana.

    A publishing house, a villa, two buildings, six flats, Oil Factory, Concrete Factory, four sites, a shop, a supermarket and Bar Ervisi are on sale in Vlora.

    In Permet is on sale the Sausages Factory, and a warehouse, while in Kavaja two sites and a building are on sale in the coming auction.

    The Beer Factory, a diary shop and a building are on sale in Berat, while in Durresi is on sale the Electrodes Factory and a resident villa, etc.

    This auction to be hold on Friday is the sixth of this kind within this year. 35 is the number of the auctions holds last year cashing a value of nearly 1 million dollars./linda/

    [32] Albanian Ministry of Culture prepares drafts of projects to be financed by Italian Government

    TIRANE, March 14 (ata) - By K Shehu: The Albanian Ministry of Culture prepared the projects that this ministry will implement with the financial support of the Italian Government.

    The drafts are presented to the Italian party which is expected to give its approval for them.

    The Italian Government gave last year an aid of 15 billion liras for the Albanian Government mainly support for the culture in Albania. The projects will be implemented over 1999-2001 period.

    For 1999 Italy is expected to deliver 5 billion liras for the projects of culture in Albania.

    According to the Ministry of Culture, "of priority for this year are the projects for the Museum of National History, the National Library, the Arts Gallery, the Institute of Arts, etc."

    During 1999, it has been envisaged the restructuring of the Museum of National History in a completely new mode with the aim that this institution serves all levels of Albanian culture.

    For the Ministry of Culture of priority is also the National Library. The project envisaged the creation of a laboratory for the maintenance of the books and maps and a catalogue for Albanian publications.

    In the plan for the interventions during the current year are the National Arts Gallery, the Institute of Monuments, the Square Mother Teresa, the Boulevard Deshmoret e Kombit. Interventions will be also made in the cities of Shkoder, Vlore and Korce, with improvements in the urban infrastructure and the reconstruction of libraries. /xh/

    [33] Angjeli: 22 000 subjects inscribed till March 10

    Tirana, March 17 (ATA) - By Elton Metaj - " 22 000 is the number of the subjects inscribed till March 10, from 30 000 of the total subjects" stated on Wednesday the Minister of Finance Anastas Angjeli.

    The minister Angjeli said that 300-400 is the number of subjects to be inscribed in a day in Albania. Nevertheless the first deadline to be inscribed February 28 these subjects do not obey the rules and the laws.

    "The tax organs took a several measures such as the controls of the activities of all the subjects all over Albania, giving them the inscribed certificates, and punishing them by close their activities as well", stated the Albanian Minister of Finance.

    "The General Tax Directory took all the measures to organize the work aiming at inscribing all the businesses according to the rules", added the Minister of Finance.

    "Considering the Albanian Business as a very important factor in the development of Albanian Economy, the remarks done must be taken into consideration. Many remarks are explained and are included in the law instruction of "Income's tax ", stated the Albanian Minister of Finance Anastas Angjeli.

    "All the businesses that do not obey the fiscal law will be punished severely, according to the Albanian fiscal laws" added the minister.

    "The inscribing process of these subjects is done correctly, nevertheless of these problems", said the Minister of Finance Anastas Angjeli./linda/

    [34] Cooperation between departments of education of Sarande and Iaonnina

    SARANDE, March 17 (ata) - By Sh Hajno: The department of education of Sarande, southern Albania, has established recently contacts of cooperation with its counterpart in Ioannina (Greece.)

    The director of education in Sarande, Serjan Balili, told ATA that the exchange of experiences in the didactic and methodological process, in the organization of joint activities in schools such as maths contest, exhibitions with drawing by pupils, etc, will be some of the fields of cooperation.

    Mira Birjani, chief inspector of education in Sarande, said that of interest is the cooperation with the 8th form school no.2 in Ioannina in which 32 children of Albanian emigrants, working in Greece, are studying as well. In the future, they were going to coordinate the work with specialists to facilitate the integration of these pupils in didactic programs, she added.

    According to sources of the education department, another field of cooperation with the Greek analogous institutions is also the sister- relations' ties established between the schools of the two cities. /s.sh/xh/

    [35] Law on civil defence, fruit of Albania-NATO cooperation

    TIRANE, March 17 (ATA)-By E. Koraqi, Albania and NATO are wholly committed to swiftly draft and ratify the law on civil emergency planning.

    This was the final conclusion of a three-day workshop "Legislation on civil emergency planning".

    The numerous lecturers and speakers at this workshop, through an exchange of experience from the countries they represent, tried to present concrete ideas on creating the legal basis for civil defence in Albania.

    The director of the Civil Emergency Planning in NATO and organiser of this workshop Francesco Palmer expressed once again NATO's commitment and aid to draft the legislation which Albania, as a country with a fragile democracy, badly needs to cope with any kind of crises.

    Deputy Minister Ilir Bocka, at the end of the workshop, said that "now it is us who should work for planning civil emergency, which is achieved through a close cooperation of the army's specialised structures and other governmental and non-governmental institutions.

    The workshop, which wound up its proceedings today, was the first activity of the individual programme of the NATO-Albania partnership for 1999. /y.pa/lm/

    Tirana, March 17 (ATA) - By E.Metaj - A meeting between the head of the Ministry of Public Affairs and Transport and the prefects of Durresi and Elbasani is hold on Wednesday in this Ministry to discuss on the developments of the operations of the eight corridor and for better work organization with the local power in the areas where this corridor passes, inform sources from this ministry.

    In the meeting with the minister Ingrid Shuli the heads of the projects of eight corridor discussed about the work done in each project. They emphasized that the process started normally, while in several projects the process is in the beginning.

    The Ministry of Public Affairs and Transport made the best work conditions needed for the operating process, inform the source from this ministry.

    [37] "We are interested in consolidation of relations with Russia" - Albanian Premier

    TIRANE, March 17 (ata) - Albanian Prime Minister Pandeli Majko met Wednesday with a delegation of Russian Duma (Parliament), led by the deputy speaker, Sergei Baburin.

    The Premier's spokesman reports that taking part in the delegation were deputies of the main political forces represented in the Duma.

    Premier Majko voiced the interest of his government in the consolidation of the relations between Albania and Russia.

    The talk focused later on the situation in the region and the way how the crisis in Kosove could be solved. They shared the same opinion regarding the need that the crisis must be solved in a peaceful way.

    PM Majko stressed that Albanians of Kosove are fighting for survival and voiced the idea of the Albanian Government that the peace accord must be accompanied with the presence of the NATO military troops in Kosove, as a guarantee for the implementation in practice of the accord.

    The Russian deputies admitted that they were optimistic of the perspective of the relations between Albania and Russia, which they considered as unconditioned and not depending on the fact that which political force is governing in Russia.     [38] Angjeli: Kent Bank and Bankkapital interested in privatization of National Commercial Bank

    Tirana, March 17 (ATA) - By Elton Metaj - " The National Commercial Bank passed the first preliminary process of privatization, where five different banks were interested in its privatization", stated on Wednesday the Albanian Minister of Finance Anastas Angjeli.

    The Minister Angjeli said that " already we are in the privatization process of the second phase, which is also the final one in privatization process of this bank. Till now two are the banks interested in its privatization, Kent Bank and Bankkapital".

    "According to the decision of Ministers Council the Government is the one who will decide finally about the proposal to be directed by the privatization commission of this bank", said the Minister.

    According to the Privatization Strategy about the privatization of strategic sectors of the Albanian Economy, the Government and Parliament passed the necessary laws about the privatization of financial sectors and in this case the privatization of National Commercial Bank (NCB).

    There were three public banks in Albania. Agrarian Bank is paid off, while National Commercial Bank and the Saving Bank are involved in privatization procedures.

    "According to the government program and the assistance to be taken by the World Bank on this issue NCB begins the privatization process, while the Saving Bank will start it in the end of 1999", stated the Minister Angjeli./linda/

    [39] Albanian Minister of Information meets with new Ambassador of Greece

    TIRANE, March 17 (ata) - Albanian Minister of Information Musa Ulqini had Wednesday a working meeting with the new Ambassador of Greece in Albania, Alexandros P. Mallais.

    Congratulating Mr Mallas for his mission in Albania, Mr Ulqini underlined the close relations of cooperation existing between the ministries of information of the two countries, a report of the ministry says.

    "The role of information in the creation of the climate of understanding and friendship between our peoples have a special importance," said Ulqini, adding that "Albanians and Greeks must be informed of the steps to be made every day in the relations between our two countries. In this direction, a special role is played by the institutions of information of our two countries," said the Minister of Information.

    The Greek Ambassador Mallais presented a number of fields and concrete facts of the cooperation established between the two countries, of which both Albanians and Greeks must be better informed. He told Mr Ulqini of a number of equipment that the Information and Press Ministry of Greece will give free of charge to the Albanian Ministry of Information. /s.sh/xh/
