  • [01] Youth center holds seminar on Albanian emigration

    TIRANA, Feb 5 (ATA) - By E. Nepravishta: A seminar on the Albanian emigration seen in its multi-dimentional plan was held on Friday under the auspices of the Youth Center of Tirana and the Albanian Youth Council and ARCS.

    The seminar entitled "Emigration focused in ...", dealt with the most sensitive themes of the Albanian emigration which has been going on at unprecedented rates since '90.

    Speakers in the seminar briefed on multi-faceted rapports of the phenomenon of emigration and emigrant focusing on the how foreign media influenced the process of emigration of Albanian youth.

    They also focused on mother-children relations while both side part with and the Albanian prostitution abroad.

    The topics based on different points of view as regards the emigration were made concrete with statistics. /dast/ak/

    [02] MAPE mission to train police of Kurbin

    TIRANA, Feb 5 (ATA) - By Urim Bajrami: The Tirana-based mission of Multinational Advisory Police Element (MAPE) will organise training for the police forces of the Kurbin district, 45 km North of Tirana, sources from MAPE said.

    Chief of the MAPE mission in Albania Colonel Alaine Labror said to ATA on Friday that police forces in Kurbin would be trained in the framework of the ongoing cooperation between the Albanian order forces and his mission.

    "We will start soon a training course with these forces based on a program applied in other courses," he said.

    The training courses aimed at specializing police forces through MAPE advisory and training, Colonel Labror said. /dast/ak/

    [03] Order, SHIK commission supervises procedure on staff changes

    TIRANA, Feb 5 (ATA) - Parliamentary commission on order and SHIK organised a meeting on Friday to discuss the supervision of procedures followed by the staff directorate - organisation of the Ministry of Public Order, appointments, changes, dismissals of senior officials or other personnel, a spokesman of the ministry said.

    Head of the commission Neritan Ceka focused on such problems as ongoing tests, criterion of employment, parallel movement stressing that discipline in dealing with staff is necessary.

    Ceka said that police centralisation should be gradually and under ongoing control not allowing abuse of power.

    Director of Staff organisation at the ministry P.Taçi answering the questions of the commission said that besides skilled and professional staff those who have graduated Academy of Order with good marks were a priority. /dast/ak/

    [04] Head, partners of trade companies allowed to have weapons

    TIRANA, Feb 5 (ATA) - Head and partners of foreign and domestic trade companies

    will be allowed to have weapons under a decision of the Council of Ministers based on law for the collection of arms and ammunition and on proposal of the Ministry of Public Order, a ministry's spokesman said to ATA.

    The decision said that the persons who possessed a total capital not less than 50 million leks or a bank capital not less than 20 million leks and 22 years old without any mental or physical problems as well as not being punished for any penal offence were allowed to keep weapons.

    The Ministry of Public Order is charged of working out the acts related to the decision which enters into force immediately.

    Recently, some owners of different companies and firms have been targets of robbing at gunpoint by armed persons. /dast/ak/

    [05] Financial aid for families with low income

    DURRES, Feb 6 (ATA) - By S. Gjordeni: The municipal council of Durres decided on Friday to provide financial aid for 1 606 families with law income and disabled persons.

    During December last year some 1 615 families had presented their demands for aid and 1 606 of them would receive aid.

    Luljeta Zahiri, section chief at the Durres town hall, said to ATA that a fund worth 6 113 850 leks was provided after a report to the Ministry of Labour and Social Affairs.

    During January this section has provided a fund worth 275 150 leks in economic aid for 650 disabled people and another one worth 649 630 leks for 141 blind persons.

    The Council decided to provide these funds to persons in need and an assistance worth 46 660 leks for nine parents with handicapped children and 39 persons who are taking care of blind persons. /s.s/ak/

    [06] Greek justice ministry provides aid for Vaqarr prison

    TIRANA, Feb 5 (ATA) - Ministry of Justice in Greece have provided a considerable aid to equip the Vaqarr prison, 6 km south west of Tirana in the framework of cooperation between the ministries of both countries, Agim Neza, the spokesman of Justice Ministry said to ATA.

    Through aid received by the European Union and other ministries, the Albanian Ministry of Justice aims at having prisons of contemporary standards and good treatment of prisoners based on international conventions on the Human Rights.

    At present in Albania there is the prison of Tirana, Institute of Reeducation 325, ward 7 or prison hospital, Institute of reeducation in Lushnja, Burrel prison and that of Tepelena. dast/ak/

    [07] Two new health centers in Devolli district

    BILISHT, Feb. 6 (ATA) - By B.Fejzullai: The construction of two new health centers in the communes Miras, and Menkulas of Devolli district was over during the recent days.

    The construction of these two centers was financed by 20 million leks by the German government in the framework of the project "Care for mothers and children", through the German Bank for Construction and Development, KFW, the Director of the Public Sector in this district, Sinan Agolli, told ATA on Saturday.

    The work for furnishing these two centers with the necessary materials is under the way actually.

    The work for building these two health centers was attended by the Directory of Projects in the Health Ministry and the German advisory agency, "Gitek".

    Observing the high quality of the work done, the German part has decided to finance the building of three other health centers, respectively in Biticke, Vranisht and Hoçisht village.

    According to the project "Care for mothers and children", 9 other new health centers are foreseen to be built till the end of 2000. The building of these centers will improve the health service in this district. /dast/A.A/

    [08] Local currency remains stable

    TIRANA, Feb 6 (ATA) - By L. Thanasi: During the first month of this year the local currency Lek continues to be stable. Since the beginning of 1998 the value of the Lek against the dollar and other foreign currencies has been increased until the end of the year.

    During '98 the dollar has recorded its high peak against the Lek in March when a US$1.00 costed 159.38 leks and later it decreased to 156.287 leks. The lek was strengthened in the coming months to reach an exchange rate of 142.50 leks per US$1.00.

    At the beginning of January '99 and during the first days of February the value of the lek has recorded slight oscillations in comparison to December '98.

    In January 1999 the dollar tumbled to a low of 140.2 leks while in the first days of February a US$1.00 costed between 140.6 and 140 leks. /ak/

    [09] Alcohol, "the bridge" to forget everyday problems

    TIRANE, Feb. 6 (ATA) - By E.Nepravishta: The use of the alcoholic drinks during the last years, is increased in Albanian males as well as in females.

    Often, alcohol is considered by its users to stimulate leaving aside and forget the everyday stresses and problems.

    Which is the relationship of the Albanians with the alcohol?

    An idea on this issue is given by the studies made by ORT/USAID, on the Albanian society and its way towards democracy. Some 1 600 persons from different regions of Albania are questioned by these organizations.

    33% of the persons surveyed have admitted that an important person for him/her drinks alcohol early in the morning, while 7% of them admit the fact that they could not work without drinking.

    In the meantime, 14% of the persons questioned think that the use of the alcoholic drinks cause problems. About 14% of other persons think that a person in their house has problems with the alcoholic drinks.

    Only 16% of the people questioned say that they want to give up drinking, but they can not manage to do this. In the meantime 10% of them have asked for the help of other persons to help them give up alcohol. /dast/A.A/

    [10] Work among minors - one of the phenomena of 90s

    TIRANE, Feb.6 (ata) - By Gent Dilaveri: Minors who work has become, since the beginning of 90s, a phenomenon with more and more considerable effects in the Albanian reality.

    Official data from the Ministry of Labour and Social Affairs show of a level of 2 per cent of the children under 14 years who are employed, but still the information about the work among children has never been systematic and accurate.

    In the collapse the state system had in 1991, parents were not forced to send their children to schools. The reduction of the number of enrollments at school may be taken as an index of the increase of the number of children who are working, UNICEF points out.

    The phenomenon is more apparent in villages where children are not sent to school but used to work in the fields. Also in cities work of children is very common, with the selling of cigarettes, shoe-polishing etc., as some of their professions.

    Besides their bad economic state which forces the parents to send their children to streets, another cause that encourages some bosses to employ children is the lower "cost" since minors are not included in insurances schemes when they are below 16 years. In addition, they do not benefit any social assistance before they are 18 years of age.

    According to the law in Albania, the lowest limit for a child to be considered as a labour force age is 14. While for someone to be allowed to work in night shifts he must be 18 and above. According to the Code of Labour, children under 14 may be employed during summer vacations but in light jobs and not harmful to their health. /dast/xh/

    [11] Talks in Rambouillet - a decisive and perhaps last chance to find a settlement to Kosove - Fischer

    TIRANE, Feb.6 (ata) - "Talks on peace in Kosove," said German Foreign Minister Joshka Fischer, "are a decisive and perhaps the last chance to reach a peaceful and unanimous solution to the conflict in Kosove."

    In the name of the German rotating Presidency of the European Union, Fischer made a declaration last Friday on the meeting of Rambouillet which starts today in France, for a solution to the crisis in Kosove, reports the press and information department of the Foreign Ministry of Albania. Fischer asked that "both sides, the Albanians of Kosove and the Serbs must renounce the spiral of violence and counter-violence, repression and provocations, of fleeing and expulsion and hand in their arms once and forever."

    "Basis for a peaceful solution and for a successful crowning of the talks in Rambouillet, stressed Fisher, is the declaration with undisputable principles of the Contact Group, which was adopted in London meeting, and the proposals made by the special envoys, Volfgang Petric and Christopher Hill for a provisional status for Kosove."

    Fischer stressed that "decisive for the success of talks was also the constructive cooperation of all the Contact Group states. The decisions of the Foreign ministers last Friday in London have been rightly understood by both parties in the conflict as a signal of their complete determination not to allow further escalation of the armed conflict in Kosove."

    Fischer voiced the full support of the German Government and the EU partners for the negotiation leaders, Ambassadors Volfgang Petric, Christopher Hill and Boris Majorski "on whose negotiating skill will depend the complete success of the conference."

    The coming days, said Fischer, will have a decisive importance for the success of talks in Rambouillet. /lh/xh/

    [12] NATO Information Office to train Albanian reporters

    TIRANE, feb.6 (ata) - By Enkelejda Koraqi: Upon invitation of the NATO Information Office, a group of Albanian reporters from written and electronic mediae will leave for Brussels on Sunday to take part in a two day seminar there.

    The seminar aims to inform Albanian media of the activity of the North Atlantic Alliance, its programs etc. The program of the seminar includes also discussions on the present political issues of NATO, the Partnership for Peace, the role of NATO in managing the crises of Bosnia and Kosove.

    The discussions will be held by representatives of the NATO Office and of the Department of the Partnership for Peace for Eastern Europe. The two day program includes visits to centers for communication with the press and the office of coordination of the PfP and SHAPE.

    The NATO Information Office in Brussels deals with the publication of the activities that the North Atlantic Alliance holds. /lh/xh/

    [13] After Gramsh, Gjirokaster of priority in disarmament program

    GJIROKASTER, Feb.6 (ata) - By H Cani: Disarmament of the population has been in the centre of some meetings held in the city of Gjirokaster.

    The negotiating table held on Saturday by the "Association for the Protection from Arms Damage" has treated extensively the consequences of 1997 for the Albanian army and civil population, the danger still present from the pollution in military zones and the perspectives of the program for the voluntary handing in of arms by the people.

    The chairman of the Association, Luan Pogace, in a meeting with city inhabitants and leaders of military units, spoke of the need to sensitise the people of the need of handing in the arms and the increase of the interest of civil population through the programs for employment and investments, so that they hand over their arms voluntarily.

    Pogace said that after the district of Gramsh, Gjirokaster is a region in which the program of the collection of arms backed by the United Nations, will be applied with priority.

    The commander of the Division Laberia, Anastas Gurma, stressed that two regions in Gjirokaster, that of Kordhica and Picar are rather dangerous as a result of the accidental explosions during 1997.

    OSCE Office representatives in Gjirokaster are also expected to take the floor in the negotiations which will continue on Sunday too. /lh/xh/

    [14] WHO towards better quality and technology of health care

    Tirana, Feb.6 (ATA) - By R.Xhuvani - Regional Office of World Health Organisation (WHO) in cooperation with Ministry of Health is working to complete and realize the national health policy " On continous development of the quality and the technology of health care".

    "Theoritical and practical use of perinatal care, oral health care, rational use of conservated blood and the reduction of nosocomial infections are the main elements of this policy", said on Saturday for ATA the spoksman of the Ministry of Health, Artur Rada.

    Rada added that this policy is defined to be completed within years 1998-1999 and the fond accorded from the WHO for its achivement is $5.000./Ih/linda/

    [15] Yugoslavs fire trail-leaving bullets against border post of Qafe Prush, Has district

    TIRANE, Feb.6 (ata) - By Urim Bajrami: Yugoslav border forces fired Friday trail-leaving bullets on the Albanian border post in Qafe Prush, Has district.

    The spokesman of the Public Order Ministry told ATA on Saturday that a Yugoslav border unit opened fire with trail-leaving bullets against the Albanian Border post last Friday near the border post 14/1 in Qafe Prush, Has district.

    The fire of arms continued for about 10 minutes. In front of this situation, the Albanian border unit was put on the alert immediately.

    The Yugoslav unit went deep in its territory at about 01.00 today, ends his report the spokesman of the Ministry of Public Order.

    [16] Customs police of Durres catch oild smugglers

    TIRANE, Feb.6 (ata) - By Urim bajrami: Customs police of Durres arrested Friday the nationals Mustafa Gjyzeli, 43, and Shpetim Golemui, 22, inhabitants of Durres.

    According to the press office of the Public Order Ministry, the detainees were caught red-handed while they were smuggling 15.200 liters of petrolium in their vehicle through the border.

    According to the same source, after verification made by agents of customs police and the control of the nationals and the documents for the transporting vehicle, it resulted that the oil they were carrying in their vehicle was stolen.

    Prosecutor's office has received now their documents for further investigation. /lh/xh/

    [17] Concert hold in Scanderbeg Square in Kosove support

    Tirana, Feb.6 (ATA) - By Enkeleda Riza - " Let our voices go to Rambouillet, let our spirit of freedom spread all over the world" was the message of the concert " Kosove, my voice, my blood, my soul" organised on Saturday in Scanderbeg Square in Tirana.

    This concert was hold in symbolic way few hours before the meeting of the representatives of the Republic of Kosove and the serbs ones in Rambouillet, France. The concert was realised by the known singers Arif Vladi and Ilir Shaqiri and it was organised by the students of the University of Tirana, supported by the Culture Directory of Tirana municipality.

    The concert was attended by the well known albanian artists Reshat Arbana. Kadri Roshi, and the students of Tirana University and members of Liberation Army of Kosove as well, who show the pains and the blood of 2.000 killed and 400 people forced to leave their homes in Kosova./Ih/linda/

    [18] American oil price fall in auction sale

    Tirana, Feb.6 (ATA) - By E.Xhajanka - The auction commision of the Ministry of Agriculture decided to reduce the selling price of american oil from 720 to 650 USD/ton.

    "The price of 720 USD/ton remains in the higher level than the selling price of the oil in the wholesale market. Its deposits for a long time in the state reserve increase the acid rate, as a result it is not useful. These are the two reasons why the commision consedered as positive and important the change of the price", said for ATA Veko Serani, member of the commision.

    500 ton oil is the quantity sold in the auctions hold till now, from 6 300 tons given from the American Government to Albania.

    The remain quantity will continue to be sold in the auction and the reduction of the price is expected to be followed by the offers' increase./linda/

    [19] Differentiated level of unemployment in Albania

    TIRANE, Feb.6 (ata) - By E Nepravishta: The differentiated level of unemployment between various districts of the country is one of the peculiarities of the labor market in Albania.

    According to UNDP, there are districts like Kurbin, Kucove, Kukes, Shkoder etc., in which the level of unemployment at the end of 1997 was twice the average incex on national level.

    Still according to UNDP, during 1993-1997, the highest level of unemployment was registered in the northeastern zone of Albania. The level of the registered unemployment in this zone was 25 per cent at the end of 1993.

    The difference in the level of unemployment is noticed between districts of the same geographic zone. Hence, in the southern zone of the country, the unemployment level for the district of Devoll is 3 per cent, for Vlore is about 22 per cent.

    However, a green light is open now for the unemployed people because the budget of the Ministry of Labour and Social Affairs for 1999 is 500 million lek and it will be used to support the measures for employment. Besides, through the encouragement of the employment and the financing of projects, the objective to be attained is the direct creation of jobs. The easing of the differences of the unemployment level on national scale will also help ease the differences of poverty. /lh/xh/

    [20] Some 30 Albanian young men have tried drugs, ACA says

    TIRANA, Feb. 6 (ATA) - By R. Xhuvani: The number of people who have tried drugs in Albania is 30 000. This has been confirmed recently by the Albanian Consumer Association (ACA).

    According to the reports from the ACA branches, it comes out that there are more drug addicts in Tirana, some 2 400 persons, while in Has there are only 40 people.

    From the observations which have been carried out so far, out of 30 000 persons who have tried drugs in Albania, 20 000 of them have given up this phenomenon due to health dangers or for economic reasons. The rest of 10 000, the major part of whom are boys aging 20-25 years old, are regular drug addicts.

    The hashish and cannabis sativa, as sedative medicines, were known in all the regions of Albania since 1920, but at that time they were not cultivated, or there was no special interest to use them massively. /pas/mt/

    [21] Soccer matches of Albanian national championship held

    TIRANA, Feb. 6 (ATA) - By Besnik Meta: The soccer matches of the first week of the second stage of the Albanian National Championship were held on Saturday.

    The team of Tirana won against Partizani. The match Burreli-Elbasani was not held because of the heavy rain falling in the soccer stadium of Lezhe.
