  • [01] Procecutor's office handled 263 legal proceedings in '98

    SHKODER, Feb 1 (ATA) - By M. Malja: Prosecutor's office of the Shkodra district has handled some 263 legal proceedings during 1998, Ludovik Doda, district prosecutor said in an annual analysis on the work of prosecutor's office.

    He said that most of 152 legal proceedings were felonies such as killings, contraband, robbing others property and others.

    The local court has approved proposals of the prosecutor's office to consider the custody and the sentences given to perpetrators of penal offences.

    Doda said that the prosecutor's office, police and court should boost cooperation in order to prevent criminality. Shkodra district recorded one third of the crimes nationwide. /dast/ak/

    [02] Ruling government beats opposition 2-1 in soccer match

    TIRANA, Jan 31 (ATA) - By B. Meta: A somewhat special soccer match was played on Sunday afternoon between the ruling government players and opposition players in Qemal Stafa national stadium.

    The match, which was judged by the OSCE ambassador to Tirana Daan Everts in the first half and in the second by the FIFA referee Luan Zylfo, ended with 2-1 in favor of the ruling government team.

    The goals were scored by Kateshi (one on each half of the game) of the ruling government team and Bamir Topi of the opposition.

    This spectacular activity was initiated by the sports sector of the Tirana Municipality under the motto "One nation, one attitude" directed by the well-known sportsman Mirian Hakani.

    After the first half, the spectators, who were present at the stadium more than in a soccer match, followed a short performance of singer and humorists, /lh/ak/

    [03] Large amount of fire wood cut

    KORCE, Feb. 1 (ATA) - By B. Fejzullai: Cutting fire wood in the Korca district is seven times more than the possibility of exploiting the forests every year, according to a study.

    The "Interborder Nature" association had found out in its study that some 263.500 cubic meters of wood were burnt only in a year while the possibility of exploitation of forests per year is some 38.000 cubic meters.

    The study says that some 70 percent of wood in the forests have been cut within the last 25 years mainly for heating and raw material for the wood processing industry. There have been also great damages to forests during '91-'92 and '97.

    Over 100 hectares of forestry have been cut in these years in the hills overlooking the city of Korca, 80 hectares in the habitat of Maliq and the national park of Drenova, forests of Voskopoja, Strelca, Liqenas and Sherez have been heavily damaged.

    A survey conducted by the association for the environment protection showed that 90 percent of the interviewed thought that the law on forestry was not applied due two corruption, lack of other means for heating and lack of procedures on punishment against wrongdoers. /dast/ak/

    [04] Fresh attacks of Serb forces, four Albanians killed in Kosova

    PRISHTINE, Feb, 1 (ATA) - Reports from Kosova said on Sunday that four Albanians were killed in regions of Peja, Gjakova, Podujeva and Kacanik while Serb forces attacked Majac, Godishnjak villages and a number of residence areas during the Prishtine-Podujeve road later on Sunday.

    The Center for Information in Kosova (LDK), which was referring to sources of LDK in Podujeve, said that various kinds of weapons had been used during the attacks including heavy artillery. There are no reports on casualties and damages.

    Serb military and police forces displaced along the Prishtina- Podujeve road were partially moved but deployed in hills on both sides of the road overlooking the villages and positions of the Kosova Liberation Army (KLA), the same sources said.

    The same sources said that all inhabitants of over ten villages of the commune of Podujeva had left the area while the lessons were interrupted in the Podujeve city. The LDK division and other organisations have asked the humanitarian organisations to help the displaced population. /pta/ak/

    [05] Most preferred music albums of the week

    TIRANA, Feb, 1 (ATA) - By E. Riza: A collection of "Hit mania dance '99" with the most danced hits of the year continue to be on top of ten albums sold during the week in the capital.

    The English group 'Five' with their album baring the same name are ranked tenth for the fifth week in succession while Cher with her album 'Believe' is ranked third in the last seven days.

    Offspring with its album "Americana" is ranked six, while "Metallica" with their album "Garage Inc" with the best songs but also new ones ranked second leaving behind Jennifer Page.

    [06] Price of apartaments tripled in Bajram Curri

    TROPOJE, Feb, 1 (ATA) - By R. Hoxha: Prices of apartments in the city of Bajram Curri have been tripled in the recent months, a price that can be compared with those in the city of Tirana or other cities of the lower- landing area.

    "The reason for such an increase is the influx of Kosova people who have bought apartments in the city of Bajram Curri," Isa Kulici, secretary of the district council said to ATA.

    Two rooms and a kitchen apartment costs 1.5 million leks against 500 thousand leks some months ago or three times more.

    Over 30 Kosova families have bought houses in the city and over other 100 have hired them. But even the rent is higher some 10 to 15 thousand leks per month.

    A man from Kosova who has hired an apartment in Bajram Curri said that he can pay the rent particularly through what their relatives in the West bring.

    Given these conditions, the inhabitants of Bajram Curri find it difficult to buy an apartment because the price is too high. The city of Bajram Curri numbers over 400 homeless families. /dast/ak/

    [07] Most preferred books of outgoing week

    TIRANE, Feb. 1 (ATA) - By Ornela Kadaifçiu: According to a survey made in several libraries of Tirane city, the most preferred books of the week are as listed below:
    1. The summary of the creativity of Dritero Agolli entitled "The prays of the church-bell", published by the Publishing House "Toena". This summary is associated by a study of the scholar Bashkim Kuçuku.
    2. The book "Love psychoanalyzes" of the author Erich Fromm, published by the Publishing House "Dituria".
    3. The novel "Ladies' happiness", written by the author Emil Zota, published by the publishing house "O.M.S.C.A".
    4. The republishing of the novel "Death comes from such eyes" of the renowned writer Rexhep Qosja.

      This novel is qualified as one of the best works of the author written in an alternated modern and classical styles.

    [08] Bomb explosion in Prishtine

    - One Albanian killed and six others wounded"

    PRISHTINE, Feb. 1 - ATA correspondent Behlul Jashari reports: an Albanian student, Osman Gashi, aged 23, from Barani of Peja, was killed, while 6 other Albanian youths were wounded as a result of a bomb explosion settled in a bar in Prishtine.

    This is the 6-th bomb explosion since the begining of this year. More than 10 Albanian and Serb persons have been wounded from the previous explosions, and as none of these explosions is cleared out, the wave of tentatives and killings goes on.

    Gun shots are heard during the whole night in the vicinity of Izniq village, in the Deçan-Peje road, and two Serb polices are reported wounded so far. Gun shots are also heard in some quarters of the city of Mitrovice, while the Serb forces continue to patrol in the roads. /dast/A.A/

    [10] Five smugglers of narcotic plants arrested

    KORÇE, Feb. 1 (ATA) - By B.Fejzullai: The police forces of Korçë district arrested late on Sunday a gang of narcotic plant smugglers, composed of five persons.

    The spokesman of the directory of Police Prefecture told ATA that the police forces of the Commissariat no 2 of Korçe district, arrested in the action, at about 20.30 the citizens Blendi Llomi, aged 18, inhabitant of Devoli district, Arbi Rexhepi, aged 16, Luan Sinani, 16, Erion Zeqiri, 17, all the three inhabitants of Kavaje, and Durim Dede, 25, from Rrogozhine. The spokesman said that the arrest was made after the control exercised in the vehicle they were traveling in the road-axes Pogradec-Korçë. Some 85 kilos of pressed Cannabis sativa, divided in 85 packs, two shot guns and 3 cartridges with clips were caught in their car.

    According to the spokesman the destination of these narcotic plants was the neighboring country, Greece. /dast/A.A/

    [11] Snow fall blocks Muzina Pass

    GJIROKASTER, Jan 31 (ATA) - By H. Cani: Heavy snow which continues to fall in Gjirokaster is creating difficulties in road traffic.

    Road traffic unit reported early on Sunday that the Gjirokaster- Sarande axis and Muzina Pass were blocked due to heavy snow fall.

    Difficulties have been encountered even in Gjirokaster-Kakavije and Gjirokaster-Tirana road segment.

    Reports from the Greek border said that the bus lines coming from the north of Greece were delayed due to heavy snow which had blocked the roads and frozen in some parts.

    The city was normally supplied with power but it woke up full of snow as ever before. /pas/ak/

    [12] Information minister meets Spain political representatives

    TIRANA, Feb 1 (ATA) - By I.Luto: Minister of Information

    Musa Ulqini held early on Monday a working meeting with a group of representatives from Spain to discuss possibilities of exchanging experience on problems of political transition in both countries.

    Press office at the Ministry of Information said that the Spanish group was headed by the adviser to the Spanish Embassy in Rome accredited in Albania Maria Victoria Escola and the adviser to the president of the Congress of the Kingdom of Spain Charles Powell. The Spanish group was acquainted with the political present situation and the transition process in Albania.

    Spanish group will hold a seminar later on Monday to present the experience of political transition in Spain.

    Present at the meeting was also Honourable Consul of Spain to Albania Kita Sallabanda, press office said. /ake/ak/

    [13] Attendance level of professional high schools falls down

    TIRANE, Feb. 1 (ATA) - By E.Nepravishta: The frequentation of the professional high schools in Albania has fallen down.

    According to a study of AEDP, the number of the students attending the professional schools is reduced by 84.8% after 1990, while the frequentation of the general high schools is increased by 53.2%.

    The main reason affecting this reduction of attendance in the professional schools is thought to be the massive close down of the agricultural schools as well as the occupation of the youths with the private economy.

    Another reason for the low frequentation of these schools, according to AEDP, is the emigration.

    Some 46 technical and professional high schools operate actually in Albania. They are divided in 23 districts. According to AEDP, some 3 191 students, or 9.9% of the total number of students registered this year in the high schools, are registered in the professional and technical schools.

    The total number of the students who attend the professional high schools is 10 537, or 10.7% of the total number of the students attending the high schools. /pas/A.A/

    [14] 80% of vehicles in Albania are old

    TIRANE, Feb. 1 (ATA) - By E.Nepravishta: 80% of vehicles in Albania are used.

    According to a survey made by the association of hygienists, 80% of the existing vehicles in our country are produced more than 10 years ago.

    The entrance of the used vehicles in Albania, has increased the places where the old vehicles are dumped. The above mentioned study shows that such places occupy a surface of 25-30 hectares of earth.

    At the end of the study, the above mentioned association, said that the vehicles entering Albania should be produced after 1985. In this direction, the association stresses as important the improvement of the actual legislation as well as the issuing of a new law on this problem.

    About 150 000 vehicles of different kinds travel actually in Albania. 35 000 vehicles of this kind travel in Tirane. 20% of drivers are aged under 20 years old. /dast/A.A/

    [15] Bad weather in Southern Albania

    GJIROKASTER, Feb. 1 (ATA) - By Hysni Çani: The snow has continued to fall even on early Monday in Gjirokaster, bringing circulation problems in the mountainous areas. So the road axis Gjirokaster-Sarande and Muzina Pass continue to be blocked because of the heavy snow, while the phone lines Gjirokaster-Zagorije and Gjirokaster-Golem are cut.

    The snow thickness is more than 50 centimeters in both the mountainous regions of the district, sources from the Council of Gjirokaster district told ATA today.

    In the Kakavije border point has begun today the rare circulation of persons and vehicles as well as the lines with Athens and Iannina. /dast/A.A/

    [16] Parliament, dilemma of Democratic Party

    TIRANE, Feb. 1 (ATA) - By A.Haxhiu: The Democratic Party decided to leave Parliament last July, but this stand against the Albanian Parliament is not supported by all DP leaders.

    The chairman of the Democratic Party, Sali Berisha, declared on 24 December that DP could review its stand towards Parliament, if the government respected its declarations on the situation at home and the stand on Kosova issue.

    The first meeting between Majko and Berisha, held on Christmas Eve, a meeting which was hailed by all the political forces, seemed to serve the lowering of political tensions in Albania.

    Some two weeks after the meeting, Berisha, who declared that this year should be the year of a necessary dialogue between all the Albanian political parties regarding problems Albania is going through, said that joining Parliament or no by the Democratic Party will not solve the problems of the country, thus excluding the possibilities of holding the DP congress on this issue.

    The deputy chairman of the Democratic Party, Genc Pollo, thinks differently, considering the final decision to leave Parliament as "hasty".

    This decision may be considered as hasty. "The decision taken last year for a final departure from Parliament, should have been taken with more maturity", said Pollo.

    According to Pollo, the dialogue between the ruling party and opposition, can lead to the reviewing of the decision taken by DP. The DP Foreign Secretary, Leonard Demi, shared the same opinion with Pollo.

    "Parliament is the normal life of a country. Albania needs it today more than ever, that's why we should all give it back as soon as possible," said Demi.

    Meanwhile that it was expected any change in the stand of this party, after the statement of the deputy head Pollo, DP put as condition to join Parliament the recognition by the government coalition of a national pact on the restoration of order, proposed by Berisha.

    "It is not the time to sit with the leftists in the hall of Parliament. Such a thing will be realized only in case the ruling party will recognise this pact," the DP Secretary General, Ridvan Bode, declared a few days later.

    Given these non stable stands of the leaders of the largest opposition party, it is not known yet whether DP will put any other condition regarding participation in Parliament.

    For the time being, DP, in exchange of entering Parliament, along with the investigations into "Hajdari" issue, has also presented the so- called "Pact for order," which has had no official response from the Albanian government. Meanwhile, the international institutions have continuously urged the DP deputies to join Parliament. /pas/mt/A.A./

    [17] Albanian Bank approves devision of credit limits for 1999

    Tirana, Feb.1 (ATA) - By Lolita Thanasi - The Albanian Bank announces the way of devision of credit limits for this year. National Commercial Bank and the Saving Bank will credit only projects of state guarrantee provided from their cashes.In the cases when their cashes will not cover these credits the issues is directed to the Albanian Bank.

    The annual credit's limit in total for banks will be 8 billion lek. 2 billion and 890 million lek will be the annual limit of credit for Italo- Albanian Bank, while for Dardania Bank will be 270 million, Tirana Bank marked the value of 1 billion and 890 million lek, for Greek National Commercial Bank will be 1 billion and 150 million lek, for Alpha Credit Bank 1 billion, for International Commercial Bank 450 million and for American Bank will be 350 million lek.

    [18] We are interested in intensification of inter-parliamentary relations with Spain, Speaker

    TIRANA, Feb. 1 (ATA) - By E. Nepravishta The transition in Albania was in the center of the meeting that the Albanian Parliament Speaker, Skender Gjinushi, held Monday with a Spanish delegation.

    This delegation is made up of institutionalists, participants in the workshop "On the experience of the political transition in Spain," Parliament spokesman reported to ATA.

    Charles Powell, professor in the University of Oxford and Madrid, as well as advisor of the President of the Congress of the Spanish Kingdom, was in favour of enlarging the inter-parliamentary relations and was interested in the Albanian transition.

    "We will organize a workshop on the Albanian transition in the coming months, with the presence of senior European personalities," said Powell.

    Speaker Gjinushi stressed the interest for the intensification of inter-parliamentary relations and enlarging of cooperation between the two countries.

    "We have felt the real support of Spain even through its representatives in EU, OSCE, NATO and others, said Gjinushi.

    After making a detailed analysis of the "difficult years of the transition," Gjinushi stressed that the approval of the new Constitution was one of the most important achievements of the Albanian democracy during these years.

    Gjinushi focused on the problems of the judiciary and the developments of media in Albania. /pas/mt/A.A./

    [19] Incomes to increase 19,4% against 1998

    Tirana, Feb.1 (ATA) - By D.Koça - Based on the bugdet year 1999, the Albanian Government defines the measures to incease the incomes in order to increase the tax-GDP ratio and to modernise the tax system. For 1999 the incomes are predicted to increase 19,4% compared with value of year 1998, marking the value of 111,752 billion lek.

    According to the economic programm of the Albanian Government these objectives will be fullfiled, firstly, by the reviewing of the direct tax system. The Govenment prepared a new law on direct tax, including the tax of 10% on the incomes from the interest, the increase of the tax value of personal incomes of 20-30%, etc.

    Secondly, the new tax law on imported goods and native ones are unified to be neutral on the incomes. Thirdly, the Government is in the proces of making a new plan on customs taxes, by the assistance of IMF. The first steps on structural taxes and the decrease of average tax value will start on April 1, 1999.

    According to the economic programm of Albanian Government, the incomes supply from taxes in 1999 are predicted to increase nearly 3/4% of GDP against 1998./pas/linda/

    [20] Harsh measures to decrease expenditures in 1999

    Tirana, Feb.1 (ATA) - The total expenditure of the bugdet in Albania is predicted to fall during 1999. Beside the increasing of expenditures on investments, which the government considers as neccessary in improving of infrastucture and proving of adequate facilities on education and health, the other expenditures is expected to be hold strong.

    Severe control on personal expenditures is predicted in budget of 1999, which will fall by 10%. The salaries will increase by 10% starting from April 1, while the pensions by 10% starting from January, 1999.

    Operative expenditures and the maintances will be under a strong supervising. In the case when teh incomes will increase obviously in 1999, the Government will use them on expenditures on critics situations that may appear during the year./linda/

    [21] 5221 people trained at Profesional Preparation Center in 1998

    Tirana, Feb.1 (ATA) - By Lolita Thanasi - According to the sources of the Ministry of Work and Social Affairs during 1998 5221 people, 79% of it young, are trainned in the centers of profesional preparation.

    Priority is given to different programmms of profesional preparation of the young albanian unemployees, consedered as one of the most active and effective policy of employment. The programs which are going to be usec by the Ministry of Work, aimed at preparation the youth with the work condition and the way of adopted to the market work./linda/

    [22] Trial against gang of Kakami put off

    TIRANA, Feb. 1 (ATA) - By U. Bajrami: The absence of the advocate of Alfred Nebiu, known as "Kakami," postponed the trial against his gang to 10 February.

    The sitting against Kakami and his collaborators, planned to be held on Monday in the Tirana Court, was put off because the accused did not accept to continue the sitting without the presence of his lawyer.

    Alfred Nebiu and his collaborators are accused of setting up armed gangs and committing nine identified murder, kidnapping, hostages, thefts and robberies.

    Nebiu was arrested a month ago in Greece, through a bilateral cooperation of Interpol, which enabled his extradition and isolation in the unit 313 of the Tirana jail. While the head of another gang, known as "Gaxhai," has been declared wanted by the police forces since September of last year. The trial against Gaxhai and another gang member is held in absentia. /lh/mt/

    TIRANA, Feb. 1 (ATA) - Albania President Rexhep Meidani condoled with Mrs. Rudina Pema, her children and all the members of Pema family on the sudden death of her honored husband, Alfred Pema.

    "Alfred Pema was an outstanding intellectual, a dear pedagogue, a moderated politician, a devoted functionary official of the state, an exemplary friend and father," says the message.

    Alfred Pema, chairman of the National Committee of Energy, died on Thursday at the age of 55, from a heart attack. /lh/mt/

    [24] Albanian prosecutors carry out investigation in Milano

    TIRANA, Feb. 1 (ATA) - By Th. Thanasi: The prosecutors of the Albanian General Prosecutor's Office, in cooperation with counterparts from Milano, carried out investigation in this town of Italy for 4 Albanian citizens, as well as foreigners. They are accused of dealing with the traffic of weapons, drugs and prostitution.

    The Prosecutor's Office of Milano has arrested 125 persons a month ago, among them many Albanians, Bujar Himci, one of the Albanian attorneys told ATA on Monday. Their names cannot be made public due to the investigation secret.

    The investigations on the arm smuggling will be carried out in both parties regarding weapons which are transported from Italy and vice-versa, explained Himci.

    During the working meetings, held in three days between the Albanian and Italian attorneys, it was stressed the necessity of cooperation between parties, exchange of necessary experience and offering of assistance for issues at mutual interest.

    The Albanian group, made up of two prosecutors of the General Prosecutor's Office and an officer of the juridical police, held last week working meetings with Swiss counterparts in Zurich. /mt/
