  • [01] Some 40 000 new subscribers in Tirane Telecom

    TIRANE, Jan. 28 (ATA) - By M.Pupa: During 1999 the Albanian Telecom is to have 40 000 new subscribers in the capital, doubling in this way the existing capacity of the telephone exchanges.

    All the requests presented in the affiliation of Tirane Telecom are almost met through this capacity, sources from the Telecom General Directory told ATA.

    The investments planed for 1999 are to comprise even a number of additional subscribes, which are to be issued to the subscribers at the same time the actual telephone exchange capacity doubles. /lh/A.A/

    [02] New customs code paves way for Albania's membership into WTO

    TIRANA, Jan 28 (ATA) - By L. Thanasi: New customs code approved recently by the Albanian parliament is a contribution to the fight against corruption and contraband, Anastas Angjeli, Minister of Finance said.

    Angjeli said that the approval of this code was a result of changes in the customs legislation which had different backlogs, lack of simplicity and transparency in customs procedures.

    The stability in the new code is guaranteed by advanced standards it is based on and which are widely applied and sanctioned by the convention on harmonization and simplicity of customs procedures (known as Kyoto Convention).

    The new code has widened and defined the long range of goods particularly those of trade character in order to facilitate exchanges of all kinds of goods which are placed under temporarily allowance with full exclusion from import obligations.

    On the other hand, the goods imported to Albania partially for business aims are placed under temporarily allowance with partial exclusion which implies paying tax only for that part of the goods consumed during the period they are in Albania. Monthly consumption norm is 3 percent similar to Europe.

    The new code will also create a fairer tax relations between goods of the same nature. It will not allow those people who import goods to declare lower values through fake documents.

    The control on what has been declared in the customs house will not be over at the moment the customs was paid but will continue further through control of persons' recording books. This implies that the customs staff should control any documentation that is related to trade operations and every person who is directly or not linked to the goods trade should present documentation related to respective operations to the customs house.

    The new code will stimulate foreign investments in Albania guaranteeing this through customs regime. It paves the way for Albania's membership in a series of international convention such as the Kyoto Convention, Istanbul Convention and World trade Organization (WTO) and others. /pas/ak/

    [03] Teachers end strike, FSASH negotiates with government

    TIRANA, Jan 28 (ATA) - By P. Shuteriqi: Representatives of the Trade Union Federation of Education and Science (FSASH) held talks on Thursday with government officials and signed the draft agreement on the demands presented by the FSASH for a collective contract in 1999, a demand which leads to an indefinite strike of teachers.

    Both sides agreed on an increase of the wage by 10 percent for teachers of eight year and high schools and a new qualification of teachers' wages which will satisfactorily meet the demands of the FSASH.

    In conformity with the wage fund approved by the Ministry of Education and Science, the teachers of the eight year and high schools will receive an extra monthly payment at the end of the year equal to the present monthly wage.

    The meeting also agreed to meet the demand on the solidarity tax.

    As regards the status of the teacher, the Ministry of Education and Science has set up a working group in consultation with the trade unions to consider and finalize a study within June 1999.

    The Ministry of Education and Science and the Ministry of Labour and Social Affairs will consider the demand on retirement age.

    As regards the difficulties encountered by teachers who work in remote areas, the ministry will set up a working group to reconsider all elements of wage not included in the monthly payment.

    The FSASH decided to end the indefinite strike after signing the agreement. /ake/ak/

    [04] CoE assembly approves recommendation on Kosova crisis, Albania refuses to vote

    STRASBOURG, Jan 28 (ATA) - By D. Dizdari: The parliamentary Assembly of the Council of Europe approved on Thursday a 14-point recommendation strongly denouncing the massacres of Recak and urged perpetrators be brought before justice, a document which was not voted by the Albanian delegation.

    "The Assembly strongly denounced the killing of 45 ethnic Albanians in Recak village on January 15, 1999 by the Serb security forces," said the text of the document approved by the Assembly after a three-hour debate.

    Nevertheless, the head of the Albanian delegation Namik Dokle considered it a step backward in comparison to the document approved by the assembly before.

    "Draft recommendation prepared by the Hungarian deputy (Andreas) Barsony is a step backward in relation to previous recommendations of the parliamentary assembly," Dokle said.

    It also asked the Yugoslav authorities to avoid any obstacle which hindered the work of the International Penal Court on former Yugoslavia and urged that the court staff be allowed to investigate on these killings.

    "In case the Yugoslav authorities continue to break the international obligations, the assembly calls on respective international bodies to consider all options to secure their cooperation," the text of the recommendation said.

    Strongly denouncing all acts of terrorism carried out by the Kosova Liberation Army (KLA) and other armed groups, the assembly "called on Albanian political forces in Kosova to exert pressure against KLA obliging it to fulfil demands of international community."

    On the other side, it asked the deployment of a nucleus of international military forces in the border between Federal Republic of Yugoslavia and Albania with the aim of preventing weapons' trafficking for armed groups in Kosova.

    "The assembly urged both sides to start negotiations without preconditions for a future political status of Kosova within FRY and backed the efforts of the Contact Group to that end," the text said.

    At the same time, the Assembly recommended the committee of the CoE foreign ministers that if Yugoslav authorities failed to respect the international obligations they should turn back the demand of the FRY for membership in the European Council presented by the Yugoslav foreign minister in March last year. /ak/

    [05] Committee on science policies discuss development programs

    TIRANA, Jan 28 (ATA) - By R. Xhuvani: Committee on Science and technology programs convened later on Thursday under Albanian prime minister Pandeli Majko and approved the order of priorities for national programs of development to be applied during 1999-2001.

    The committee approved the program of Albanology; system and technology of information in the public sector of the Republic of Albania, geology, mineral exploitation and processing; biotechnology and biological diversity; agriculture and food; natural resources (water and climate).

    Prime minister Majko proposed the setting up of joint groups with scientists and specialists of ministries to coordinate the work in order that the science serve the economy and development.

    Majko laid the stress on the categorization of scientific institutions dependant on state ministries, in order to create the psychology of competition to attract programs financed by the state. He underlined the fact that with their competing work, scientific institutions could attract programs financed by non state bodies. /ake/ak/

    [06] Agroprocessing industry meets demands of domestic market

    TIRANA, Jan 28 (ATA) - By E. Xhajanka: The agro processing industry in Albania meets some 15 percent of the demands of the domestic market while the rest or 85 percent is covered by import.

    The grinding and cereal collecting industry, which operates all over Albania, includes 85 wheat factories, 42 of which are new production lines, and 550 bakery lines. There are 21 production lines for pasta but they are in competition with the import production estimated at 85 percent.

    The industry for the production of alcoholic and non-alcoholic drinks includes 41 small lines for the production of beer and 41 for wine which work on German and Dutch technology. The production of refreshments and sparkling water is carried out by 60 production lines which dominate the import production.

    Milk and meat industry is spread all over Albania with some 300 lines and 4 processing factories, but part of fresh product from farmers is not collected due to the high cost and the industry is obliged to process imported meat. The industry of meat numbers 43 processing lines and 4 butcheries with 90 percent supply by imported meat.

    Tobacco industry which besides three former state factories includes some other new lines is not put into efficiency due to the lack of law on tobacco and contraband of cigarettes. It meets only 10 percent of the consumers' needs.

    Cannery industry numbers 37 processing lines of fruits, 18 of which are in operation. These lines use only 10 percent of their capacity from 55- 60 thousand tons of fruits they can process annually. Recently a tendency of development was evident in Tirana, Kavaja and Lezhe. Tinned fish industry has been more successful with dozens of factories and lines in seaside cities owned by foreign entrepreneurs. But their production has been traded particularly abroad.

    Industry of oil and soap, totally privatized, includes 12 processing factories of oil in Vlora and Rrogozhina but now that farmers sow less seed of sunflower, the factories do not use all the capacity but only 15 percent of it. There are 40 lines of olive oil processing particularly in the south of Albania which process 20 tons of olive oil in 24 hours.

    Specialists say that the interest to invest in this sector has been increased in the recent years. /pas/ak/

    [07] Premier says Albanians ready to defend sovereignty (Albanian premier, cabinet members visit local division)

    KUKES, Jan 29 (ATA) - By R. Hoxha: Albanian prime minister Pandeli Majko started early on Friday a working visit to the second division of infantry in the Kukes, which is the military unit charged to defend the northeastern part of the border of Albania.

    Prime minister Majko held a meeting with senior militaries of the Kukes division in which the commander, Brigade General Hulusi Lama briefed him on the military readiness.

    "Second division of infantry deployed in Kukes, Has and Tropoja districts is in high military readiness and its forces are ready to defend territorial integrity of the Albanian state," General Lama said.

    Majko addressing the militaries said that "the future is related to a series of measures we are adopting together with the general staff to reinforce state borders."

    He said that Serb military-police operations had escalated recently against the Albanian villages.

    Albanian prime minister added: "We should be ready to defend what we have more sacred, our sovereignty."

    Later a close-door meeting was held at the premises of the military unit with the senior officers and local government officials.

    Prime minister Majko was accompanied by minister of Defence Luan Hajdaraga, minister of Information, Musa Ulqini, chief of the general staff Aleks Andoni and the U.S. ambassador to Albania Marisa Lino. /y.pa/ak/

    [08] Three Albanians killed near Prizren

    PRISHTINE, Jan 29 - ATA correspondent Behlul Jashari reported that three Albanians, members of the Kosova Liberation Army (KLA) were killed on Thursday in fighting erupted between Serb forces in West of Prizren.

    Sources of the OSCE mission and Yugoslav army said that the killings had occurred near the village of Lugishte of Has, in the border region with Albania.

    This region has been intensively bombed since Wednesday evening and Thursday by the Serb army forces. Heavy detonations have been heard near the Kushnin village and villages of Perdrini, sources of the Democratic League of Kosova in Prizren said. The Albanian inhabitants of border villages Kushnin, Kabash, Lugisht, Dedaj, Lukij and Romaje are leaving towards Prizren and mountainous regions.

    Serb forces have barred the Prizren-Gjakova road and the road from Prizren to Kukes. /pta/ak/

    [09] Five missing Albanians killed, buried by Serb forces

    PRISHTINE, Jan 29 - ATA correspondent Behlul Jashari reported that five Albanians of Kosova who were thought missing last year had been killed.

    The Council for the Human Rights of Albanians in Kosova said that according to reliable sources the five Albanians who had been considered missing since last July were killed and buried by the Serb forces in the Mitrovica cemetery.

    The council said that the number of Albanians killed and massacred by the Serb forces in Kosova was over 2 000 while other 700 were missing. /pta/ak/

    [10] Possible changes in police staff of Vlora

    VLORA, Jan 28 (ATA) - By Harilla Koci: A team of the Ministry of Public Order headed by the deputy minister Bajram Yzeiri and Director General of Police Veli Myftari were in Vlora in the last three days to analyze the events of January 23 when dozens of speed-boat owners opposed the orders of police who seized their speed boats and dinghies.

    At the end of the analysis, deputy minister Yzeiri told journalists that "possible changes can be made among leading police staff as part of the reorganization of the Police Directorate in Vlora."

    He added that the analysis on the latest event would continue in the ministry to define further measures.

    A press communique issued at the end of the meeting said that the event at question was not considered separate from the police activity. It said that the police operation had affected the interests of individuals who were not familiar with the law while others were interested in continuing the illegal trafficking.

    It stressed that the state would not tolerate anyone but would apply the law which was also a task of other state specialized or non specialized bodies.

    While temporary reluctance by the police was considered acceptable for the moment because it had avoided an unprecedented event. /ake/ak/

    [11] RTSH leading council has new head

    TIRANA, Jan 29 (ATA) - By E. Riza: Kastriot Caushi, 44, rector of the Academy of Fine Arts in Tirana was elected on Friday with a majority of votes head of the leading council of the Albanian Radio Television (RTSH).

    Caushi, a well-known actor of Albania, winner of some national prizes for the best interpretation has worked as a professor of the Academy of Fine Arts for 18 years. He is recently appointed the Rector of the Academy.

    This is the first meeting of the leading council, the only state media institution in Albania, approved by the Albanian parliament on January 21.

    The council includes Jorgo Bulo, Alfred Dalipi, Guro Zeneli, Natasha Xhafka, Kastriot Caushi, Aferdita Onuzi, Arian Leka, Kristaq Laka, Mira Meksi, Zef Preci, Vjollca Mecaj, Dorela Haxhiademi and Arqile Garo.

    There are two vacancies in the leading council because the opposition has not presented the candidates. /pas/ak/

    [12] Private school in Pogradec

    POGRADEC, Jan. 28 (ATA) - By B.Fejzullai: The elementary private school opened in the city of Pogradec by the German Foundation "NEHEMIA", has become a model school for all the district.

    This school has got two first classes, one second class and one third year class, and despite the subjects approved by the Ministry of Education and Science, the pupils are taught English and a musical instrument. They are to begin to take computer lessons in higher classes.

    The school is built three years ago, it has got a very comfortable environment, and a heating system.

    Arnold Gaiger, President of "NEHEMIA" association which operates its activity in Pogradec since 1992, said that other similar public schools with Western levels are to be opened in the future in Pogradeci district. "We will give our support even for the other public schools", he added. /pas/A.A/

    [13] Albanian icons to "travel" soon in Austria

    TIRANE, Jan. 29 (ATA) - Klodi Shehu: The Albanian icons of the XII- XIX century, are to be exposed recently in the museum of Salzbourg in Austria, sources from the Institution of Monuments and Culture told ATA on Friday.

    The icons are selected by the Institute of Culture and are to be taken by the Institute of Monuments from the "Onufri" museum in Berat, and from the studios of Korçe and Berat.

    These icons are from the Byzantine period, the representatives of the first Byzantine period are Onufri, and his son Nikolla, while the representatives of the second post Byzantine period are Zografet, Kastriot, Shpataraku, Anagnostri and others.

    Some 10.000 icones are actually in the ownership of the Albanian government. Some other 7 000 icones are settled in the Museum of the Medieval Art in Korçe.

    The Albanian icones are exhibited in several European countries such as in Austria, France, Italy and others. The biggest exhibition opened so far is considered the exhibition of 1993, opened in Nice of France, where the 103 icones presented and were seen with special interest. /pas/A.A/

    [14] Sarande town-hall approves CTR

    SARANDE, Jan. 29 (ATA) - By Sh.Hajno: The town-hall of Saranda district approved Thursday the Council of Territory Regulation, which according to the new town-planning law is to be in its dependance.

    After this approval the town-hall chairman who was also elected the CTR chairman, Mr. Çapajev Zera, said that the town-hall responsibility is greater now, because many problems are to be directly depending from the town-hall.

    The new elected CTR have to face problems existing many years ago. Some of the problems it should deal are; the approval of building squares in a new areas studied for hundreds of inhabitants, the approval of studies regarding infrastructure in this city and its suburbs and others. /pas/A.A/

    [16] Project for preventing criminality in capital

    TIRANE, Jan. 29 (ATA) - By G.Dilaveri: The work to prevent criminality in Tirane should be concentrated with the youths aged 14-18 years, who are authors of 50% of crimes. This was the main issue discussed in the round table organized by Tirane town-hall at the beginning of the week, the press aide in Tirane town-hall, Dritan Nasi, told ATA today.

    The local authorities of Tirane secured the practical support for the problems of the local insurance through this project.

    In this framework was hailed the initiative of the Tirane town-hall, Albert Brojka, to use 10 gymnasiums of the capital schools during the afternoon hours. This can meet the numerous needs of the youths to exercise aerobics or other sportive activities during the free time.

    The realization of this project is beneficial as well for the Ministry of Education and Science. With the funds gathered by the citizen's registration is to be made afterwards the improvement of the sportive grounds of these gymnasiums. /pas/A.A/

    [17] Meeting of experts of police of Sarande and Corfu for fight against crime and contraband

    SARANDE, Jan.29 (ata) - By Sh Hajno: Common monitoring by border police of Corfu (Greece) and Sarande (Albania) in the zone of the Corfu Channel, was in the centre of the meetings of the police chiefs of these zones, held recently in Sarande and Corfu.

    According to sources of the Sarande district police commissariat, the meetings covered the common strategy in the fight against organized crime, traffic and contraband at sea.

    The chief of the Police Commissariat in Sarande, Major Edmond Kule, said that the Greek party voiced the pleasure for the cooperation made so far with the Albanian unit, which for 6 months has been patrolling together with the Greek party the Corfu channel waters.

    According to these sources, also in the future the cooperation will continue at the level of experts for the prevention and reduction of illegal traffic in the area of the Ionian Sea and in cooperation with regional police of Igumenice (Greece) also in limiting the drug and arms- trafficking, prostitution and prevention of plundering on the Albania- Greece land border.

    This was the first meeting of 1999 between the police of Sarande and Corfu.

    During the past two years, experts and chiefs of the police commissariat of Sarande have had 6 meetings with their counterparts in the Island of Corfu and the region of Igumenica. /pas/xh/

    [18] Collection of arms in framework of UNO pilot program continues

    TIRANE, Jan. 29 (ATA) - By Urim Bajrami: The collection of arms in the framework of the pilot program of UN Organization, with the motto "Disarmament in exchange of development" is going on.

    The press office of the Ministry of Public Order told ATA that during Friday, some 46 guns, 7 shot guns, a considerable number of clips and other military means were collected in the village of Jance in Gramshi district.

    The voluntary disarmament in the framework of this program, financed with $500.000 by UN Organization and managed by AEDP, started to be carried out on Monday.

    The program aims the voluntary handing over of arms, and realization of 4 important projects for improving the regional infrastructure within some months time.

    According to the chief of the district police forces, vice-lieutenant Sinan Metaj, Gramshi people robbed some 10 000 arms in the army depots during the riots of March 1997. /pas/A.A/

    Tirana, Jan.29 (ATA) - By E.Xhajanka - The National Seminar on the developments of Albanian Agriculture Industry is hold on Friday, organised by Tirana's Rotary Club and Agriculture and Food Departament. The Albanian President Rexhep Meidani attended it.

    The Albanian President stresed in his speech one of the main point that have to characterise the albanian state structure and the society in general, that is the increase of native production.

    "We have to look forward the Albanian urbanisation, not by the unplanned moves, but by increasing the production centers and building around them comfortable urban medium",- said the president.

    One of the main strategies on Albanian development, according to the president is the development of a modern agriculture and very effective agriculture industry. It is very important to create proper and comfortable medium to attract the native and foreign investors.

    Specialists of this field emphasised that the Albanian agriculture is in the transformation phase, trying to be adopted to the market economy. Meanwhile a part of the factories are ruined or have have changed their destinations during '90-s. Recently the native and foreign investments increased by bringing to life a number of various factories./linda/

    [20] Albanians have become principal factor for solution of crisis in Kosove - Majko

    KUKES, Jan.29 (ata) - By R Hoxha: The situation on the northeastern border and the continuous violence in Kosove made Albanian Prime Minister Pandeli Majko visit the city of Kukes on Friday.

    In the meeting with reporters that Mr Majko had after the meeting with the Infantry Division of Kukes, he said that the people of Kukes know the situation well, "that is why I came here, there is not any surprise or any relation with any electoral campaign."

    Referring to the present developments, PM Majko said that Albania is presently facing a permanent danger for which it must be prepared, because the sovereignty of the country is more sacred than any thing else.

    Albanian PM stressed the support Albania is having from its friends. He said that during that visit, he was having by his side the representative of Albania's main partner, the U.S. Ambassador in Tirane, Mariza Lino.

    Mr Majko said that Albania will continue its support for Kosovar brothers stressing that "we are closely following the situation because we are making it clear that on both sides of the borders are Albanians living, because this is the concept we have pursuant to the international rules and it is within the historical logic not allowing that our people be massacred. According to PM Majko, it is important that in this period the Albanians have become first-rate important factor for the solution to the crisis in the region."

    PM Majko was accompanied in his visit to Kukes by the Defence Minister Luan Hajdaraga, Minister of Information Musa Ulqini, the Chief of the Army General Staff, Aleks Andoni, the U.S. Ambassador in Tirane, Mariza Lino. On Friday noon, PM Majko and the group of officials accompanying him left Kukes. /y.pa/xh/

    [21] "Malto Beer" to revalue the old plant

    Tirana, 29 Jan. (ATA) - By M.Pupa - "The valuation of Tirana Beer is going to take place, focused on its old part, which is already on sale with low rate of amortisation, although its real value of amortization is high"- said on Friday the spokesman of the Ministry of the Public Affairs and Transport, Vladimir Avrami.

    The auction of "Malto Beer" in Tirana is hold on December 1998. There was no any offer, and this comes because of its high price of valuation. The value of its share-certificates is 832.913 million lek, having a site of 16.887 meter square, while the value of the shares offered on sale is 75% of this sum.

    The date of the coming auction is expected to be decided by the Minister Ylli Bufi, after the revaluation of the object./pas/linda/

    [22] Kiosks used as libraries pulled off

    TIRANE, Jan. 29 (ATA) - By Ornela Kadaifçiu: The action of removing the kiosks, which started two weeks ago according to a special decision of the Albanian government, comprised even the kiosks used as libraries.

    The decision of the Ministry of Public Works has decided not to exclude even those few places where books are sold from this decision.

    Although the Association of the Albanian Publishers send a declaration some days ago to the government and to some Albanian senior personalities for not removing the kiosks selling books, their request is not taken into consideration.

    By means of this declaration the publishers hailed "the courageous decision" of the government, but at the same time they stressed the fact that the kiosks which sold books should be excluded from this decision.

    Tomor Toçi, chairman of the Association of Publishers, said that the removal of these kiosks "was a heavy attack for the Albanian books and culture", and that "the books are to be read now only by their authors and publishers."

    All the 40 leaders of the private publishing houses support their request with the argument that, in the condition of the damage of all the book network, the library-kiosks remain the only centers for book selling and that there removal "in-blocks", leaves Tirane almost without libraries.

    Artan Xhaxhiu, specialist in the Book Directory close to the Ministry of Culture told ATA that the selling of books in kiosks is not hailed, but the moment we are in conditions the books selling even in such grounds. /pas/A.A/

    [23] "Albanian Tabak" in Librazhd on its last days

    Librazhd, Jan.29 (ATA) - By H.Balliu - The well known factory on producing cigarettes in Librazhd "Albanian Tabak" is on its last days of its excistance.

    It is known that this factory has a great succsses in the begining, when over 80 people were employed, while, now 50 of them lost their job and the factory itself is going to stop its production.

    The Director of "Albanian Tabak" Kristaq Kote explains this fact by lacking the selling market for their products, because the prices of the imported cigarettes, the smuggled ones, are lower than those of "Albania Tabak".

    Actually there are nearly 2 000 postal packages of "Veve" cigaretes in this factory of west technology.

    The oldest cigarettes' factory in Durres stopped its production due to unfair competion, helped by the smuggling./pas/linda/

    [24] PHARE accords a fond of 5,2 milion ECU-s in help of Albanian Agriculture

    Tirana, Jan.29 (ATA) - By E.Xhaajanka - PHARE program of European Communnity accord a fond of 5,2 million ECU-s in help of Albanian Agriculture.

    According to the Director of PHARE Project in the Ministry of Agriculture Grigor Gjeçi this program acts in Albania since 1992 and provides a great financial help to the Albanian Agriculture. 44 million ECU- s is the value spent in agriculture credits and in mechanic and technical assistance./linda/

    - message of greetings of President Meidani to symposium on occasion of 110th anniversary of birth of H. Fultz TIRANE, Jan.29 (ata) - By P Shuteriqi: In the message of greetings that Albanian President Rexhep Meidani sent Friday to the participants in the symposium held on occasion of the 110th anniversary of the birth of Harry Fultz, he considers the U.S. teacher "a great friend of Albania who worked in its service."

    "Harry Fultz was a staunch missionary of the values of the great family of the developed democratic countries, of the work in particular. This was a creative value of other material and spiritual values which the Albanians, who had just come out in the light of the independence, needed to create a modern Albania," writes the message of Meidani.

    It is not by chance, stresses the message of President Meidani, that H. Fultz comes and contributes to the creation of hearths of professional education in Albania from America of President Wilson who had guaranteed in international tables this independence through the relevant principle of self-determination of the peoples. America, because of Wilson, but also of Fultz or other missionaries, became for many Albanian patriots the model country for its democracy, economic and social development. I would also add that the technical school of H. Fultz was not only a hearth of professional education but also a hearth of patriotism, stresses the message.

    President Meidani voiced the satisfaction that the school bearing the name of Harry Fultz, is now a link of friendship between Albania and America. "I hope that our American friends will continue to work in this direction in order to increase the positive reflection of this school not only in the labour market but also in moulding people worthy for their country," writes the message of President Meidani. /pas/xh/

    [26] Albanian membership in WTO expected to be realized in 1999

    Tirana, Jan. 29 (ATA) - By A.Lila - The members of the World Trade Organisation, met in Swizerland, come to the result that a final report will clearify the Albanian membership in WTO in 1999.

    Sources from the Ministry of Trade and Economic Coorperation inform ATA, that the representatives of WTO consider as positive the readness of Albanian Government to be accepted as a member of WTO, especially by the approval of the New Custom Code./linda/

    [27] New hospitals in Shkoder and Vlore to be built by a Turkish firm

    TIRANE, Jan.29 (ata) - By R Xhuvani: An agreement was signed between the Albanian Ministry of Health and the Turkish Firm "TEPE CONSTRUCTION", winner of the tender for the construction of new regional hospitals in Shkoder and Vlore.

    The spokesman of the Ministry of Health, Artur Rada told ATA that these hospital centres will be reconstructed in the context of the project for the health sector, financed by the World Bank.

    For the hospitals in Albania are provided 7 million USD of which 4 million will be used for the construction of the new buildings, the reconstruction of the existing ones and for their infrastructure, while 3 million will be used for the medical equipment, explains the spokesman.

    The hospital complex in Shkoder, laying in an area of 3 200 square meters, will be built almost from the beginning and is envisaged to be completed in 12-15 months. Whereas in the hospital complex of Vlore, with an area of 300 square meters work will concentrate on the existing premises and are envisaged to be complete within 7 months.

    The Turkish firm TEPE CONSTRUCTION is known in the field of construction and reconstruction of hospitals. It has reconstructed hospital centres located in an area of 400 000 square meters in six cities of Turkey. /pas/xh/

    [28] FEFAD accords a credit of 140 million lek

    Durres, JAN. 29 (ATA) - By Gezim Kabashi - The interest decrease from 30% to 25% for the new credits of FEFAD clients is expected to increase the number of the clients of this new bank in Durres. The value of the interes paid by the previous clients is no more than 15%.

    The manager of FEFAD branch in Durres Anila Denaj said for ATA that this branch is established 18 months ago and till now credits nearly 200 small and medium bisnesses and the total sum is aproximately 140 million lek.

    FEFAD in Durres aim at helping the small and middle bisnesses in Durres by offering its technical assistance through its credits' analists.

    The most credit bussiness in Durres are those of agriculture, services, trade and production./linda/

    [29] Stoppage of health sector trade union

    TIRANE, Jan.29 (ata) - By R Xhuvani: The Independent Trade Union of the Health Sector had a one-hour stoppage on Friday.

    A five point petition of this trade union included a 20 per cent salary growth, removal of police solidarity tax, the status for the Mother Teresa Hospital University Centre of Tirane, the signing of labour contract and improvement of the working conditions.

    The strikers said that the Ministry of Health had underestimated their demands and the stoppage was a warning strike without affecting the service to the sick. If their demands are not met, other strikes, without limit, will be staged in the coming week.

    In regard to this strike, the Minister of Health, Leonard Solis, said that he had received two days ago a request for a meeting which will be held the next Monday. As for the demands of the strikers, Solis said that a part of the demands can be solved, some others are objectively impossible to be solved. /lh/xh/

    Tirana, Jan.29 (ATA) - By Lolita Thanasi - "A very important investment in social affairs and profesional consolidation is considered by the Albanian Government the "Don Bosco" center"- said Gjergj Leka, the Vice Minister of Work and Social Affairs in the National Meeting "Youth and Work", organised on Friday by the Ministry of Work and Social Affair.

    This center started its activity time ago and for the establishment of this modern center different donators invest more than 5 miliard lirets.

    The social center ic done into two parts, that of social and of professional training, where young people are training to help people who need their help.

    [31] President Meidani meets with Hans Medel, director in Bavaria television

    TIRANE, Jan.29 (ata) - Albanian President Rexhep Meidani had Friday a separate meeting with Hans Medel, director in Bavaria television, and also Consul of Honour of Albania in Munich and with Mr Valter Hinderer, Chairman of the Association for Albania-Germany Economic Cooperation.

    During the meeting they discussed the possibility of cooperation between the two countries in the context of the process of privatization, the change of the status of the Albanian Radio Television and the extension of education in Albania.

    President Meidani considered an important step the establishment of Catholic University and the perspective for the opening of a German lyceum in Albania.
