[03] Seaside monitoring on molluscs to start soon

DURRES, Jan 14 (ATA) - By G. Kabashi: Research and scientific institutes will start soon monitoring the Albanian seaside to enable fishing of molluscs which was interrupted five years ago due to a break out of cholera.

The Institute of Veterinary Research and that of Fishing Research have worked out a project aiming at creating conditions not only for fishing but also for trading different kinds of molluscs abroad.

Director of the Institute of Fishing Research Roland Kristo said to ATA that a fund from the Council of Europe would enable bacteriological, physic-chemical and biotoxine analysis.

Kristo said that the lack of fishing for five years in succession had enabled the repopulation of the Albanian seaside with molluscs and the resumption of controlled fishing would be a profitable business.

Introduction in European markets with such a preferred item would create conditions for the creation of processing industry in Albania. /pas/ak/

[09] Statement of Albanian Foreign Ministry

TIRANA, Jan 14 (ATA) - Albanian Foreign Ministry responded on Thursday to a statement made in Madrid by the Foreign minister of Yugoslavia (Serbia and Montenegro) Zivadin Jovanovic who said that "Albania is a shelter of international terrorism particularly Islamic and a spring- board for infiltration in Yugoslavia and that the Yugoslav army has the right and task to fight in defence of its borders."

The Albanian government said, in its statement, that the statement of the Yugoslav Foreign minister was a follow-up of an intensive slandering campaign undertaken recently by Belgrade against Albania and its policy towards Kosova. It was another evidence that the Serb official policy continued to be loyal to old cliches of the wellknown anti Albanian platform of grand Serb chauvinism.

The Albanian government strongly rejected these charges and old slanders of Belgrade, which aimed at attracting the attention from its intensive preparation to present Albania as a factor which wanted instability in the region, to hide deployment of new Serb military and police forces in Kosova, to extend the conflict in Kosova, to set the Balkans on fire and sabotage the efforts of the international community in finding a peaceful solution to the conflict.

Such warmongering statements were made at a time when the Kosova Liberation Army released the Serb hostages, an action hailed by the international community. The lack of good will by Belgrade to cooperate with the international community in finding peaceful ways to resolve the conflict was made evident by the OSCE chairman-in-office Knut Vollebaek, who criticized Belgrade of sabotaging cooperation with international verifiers in Kosova.

The Albanian government reiterated that there were neither terrorists nor terrorist bases in Albania but innocent Albanians to whom the Serb special police and army had burnt houses and lands. Terrorism, in its highest and most organised form, had been sheltered and manifested in Belgrade. Thousands barbarously massacred Albanians by the Serb military and police, macabre views and massive graves which the international opinion was informed about, showed clearly the politics and practices of criminal and genocide-type of the Yugoslav authorities.

"The Albanian government which is loyal to its peaceful policy and aware of the fact that the only way for a solution to the conflict in Kosova is the peaceful one, will never give up efforts in uniting its forces with those of Albanians in Kosova and the international community to reach a solution to the crisis through dialogue what should guarantee peace and stability not only in the region but also broader. Such a policy is highly regarded and strongly backed by the international community," the statement said. /edk/ak/

[10] THE SPEECH OF MR. REXHEP MEIDANI PRESIDENT OF THE REPUBLIC OF ALBANIA AT THE RECEPTION GIVEN FOR THE DIPLOMATIC CORPS ON THE OCCASION OF THE OUTSET OF THE NEW YEAR

    Dear Ladies and Gentlemen,

We are meeting each other after a whole year of work, not only to draw a certain balance sheet and look towards new horizons of collaboration, but also to greet each other at the outset of this year which is of special calendaric values.

I believe I do not exagerate it to say that the year we just left behind with the events characterized by their directions, was a year laden with contrasts, but at the same time very important as to the creation and consolidation of the institutions of the Albanian State. Above all, Albania finally had its own Constitution. On the Other hand the life of the institutions, the traumas and the achievements serve as a capital for the current year and the future in general. Their work, the human exchanges, the social activity of the old and new subjects of the civic society are a living testimony of the reality that the Albanian people, among others, are setting up selfcorrecting mechanisms of their life. This is the greatest garantee with which the Albanianas can face the challenges of progress and unequal level of development with other peoples. The value of this transformation is great if one takes into consideration the regional context laden with wars, which extends these challenges to a vaster realm.

Reflecting on the road ahead of us, I would think that inspite of all the positive signals at the end of last year which cropped up bringing about the reduction of political tension, the governing will face more serious challenges. If these signals are transformed into tendency, the governing will have to better face the real problems of the country, having more time at its disposal and less justifications. The institutional and economical reform, the reform of the financial system in general and the bank system in particular should be carried on aiming at its effective privatization. The main target of these trends, along with the setting up and the improvemenet of infrastructure, should be the promotion of the domestic production through an increase of the investments by activising the domestic capital and better exploiting the support of the international partners, Promotion of this production calls for a new mentality of the human resources; it also calls for a dexterous structures and organization of the association of the Albanian businessmen, of the Commerce and Industrial chambers etj. It calls above all for their normal comprehension in legal trends of development passing from a trade capital into a productive one as well as finding legal and administrative spaces to back up the domestic production in conformity with the international committments. An old Albanian saying goes:"The owner of the house knows where the roof leaks". Therefore put in another way, it means that we first should work hard to build our own house then expect others to help us or normally cooperate with us.

I also believe that the economic reform as one side of the medal of the development, cannot be successful without the reverse side, which is the human development or the development around the man. Education and culture, the social society and freedom independence and diversity of the civilizing media, constitute in this development the best enciting environment and a guarantee for the economic success. With regard to this we should cultivate integrating concepts for the sake of the good and margine the separating diversities, this is the way to ensure that positive stimuli of development in general will come up and get materialized.

The institutional framework of these forthcoming developments in the realm of the material, but also of the governing mentality particularly of a more extended social governing, should change as well. With the new Constitution, the further deepening of the institutional and legislative reforms to approach the standards of our European and American partners, is indispensable. The pivots of the modern state of the rule of law in the land of our ancestors, at the threshhold of the new millenium, configure new relations among the correlating and cooperating institutions on the one hand, and between these institutions and the citizens on the other.

Referring to a typical Albanian illness, that is the steering of the institutions, I would like to emphasise my conviction that the irrevocable replacement of protagonism of the individual with the generalizing protagonism, the institutional and legal one is the best way to resist to the temptations of the power, to its accumulation in one hand. This is a neccessity to set up real and democratic institutions, to strengthen the authority of the state far from the individual autocracy.

Presenting these viewpoints briefly with reference to the tendencies of the Albanian development, allow me to devote some attention to the cooperation between Albania and her friends. Albania is open and her State is shaping its pragmatic and integrating policy with dexterity. None of the developments I mentioned above can be imagined without the role of the international partners through the bilateral and multilateral cooperation. The year we just left behind, with the initiation of the American President, Mr. Klinton brought about the gathering of brought together the friends of Albania in the spirit of the liberal ideas and the international solidarity of his predecessor in the first decades of the current century. We are grateful to the initiators of the "Groups of Friends" and hope that the projects drafted during the contacts with the Albanian institutions right after its foundation and in the various conferences of the Europian donating countries and institutions will be translated into reality. The new qualities of the cooperations of Albania with the international community should have their own quantitative, visible and tangible effects, so that our citizens become more conscious of their benefits from these projects. In this way they will feel themselves citizens of Europe and of the worldwide democratic civilized society.

Speaking further of this cooperation and its qualities, I would like to reiterate that on our road to progress the criteria of democracy should not and cannot be built up on individual spontaneous and casual interpretations or on local parameters. They should be built upon analytic and universal principles not only on typically national principles but also on typically international ones. I believe I do not exagerate it to say that realizing unbalanced "Equilibriums" will bear its consequences in the future if we dare affect this important core of democracy, to their independence as well as to the principles embodied in the International Charters. This core in its own essence is permeated by the principle of freedom for all i.e. "everyone's freedom ends where somebody else's freedom is affected". Neither the Albanians living in Albania nor the Albanians in Kosova or other countries, no people in the world, can be excluded from these great generalizations of mankind. On the other hand a mechanical borrowing of models from other countries which are not compatible with the domestic models not based on concrete political and social, economic and psycological factors or by abstracting them can not be inevitably realistic even more fruitful. So the main criteria should be kept unaffected. Likewise the necessary space to nuances which accelerate the progress help the domestic and regional stability and normality is required.

Thanking you for the attention and convinced that we share the same hope and trust for the present and the future of my country, allow me in the name of the Albanian people to express to you the deep gratefulness and wish you and through you, to the countries or institutions you represent new successes for even more human, peaceful and democratic future in the current year which coincides with the threshhold of the century and the new millenium.

    Cheers!

Albturist will be a partner mainly in the value of the existing structures and the value of the site.

A part of the Albturist hotels in different districts of Albania, have been ruined during March 1997 and do not function any more. Only their restructuring can make them again profitable.

Among the most damaged hotels during 1997 unrest in Albania, are the following:

Hotel Adriatic, in Durres, built in 1957. It needs a whole restructuring which will make it a three start hotel, by maintaining the facade and the premises it presently has.

Hotel Durres and Hotel Apollonia, in Durres, built in 1960. They need complete restructuring and turned into two-star hotels.

Hotel Enkelana, in Pogradec, built in 1975. The full restructuring for this hotel will transform it into a three-star hotel.

Hotel Butrinti, in Sarande, built in 1973. The restructuring work for this hotel will change it into a three-star hotel. /pas/xh/
