  • [01] The strengthening of the inspectorate will help in the protection of the plants.

    TIRANA, 8 Sept ATA-E.Xhajanka - In the meeting held today in the Ministry of Agriculture, the dominating issue discussed was the improvement of the legislation in the field of the protection and growth of the plants. There, it was said that a stronger control should be exercised over the custom houses and over the deliver centers in the communes of the imported seeds and especially of the pesticides used in agriculture.

    Aleksander Kolaci, the director of the Directorate of the Service and Growth of the Plants, declared that in the actual conditions the strengthening of such a control is necessary to ban the entrance of the expired seeds and pesticides that harm the plants.

    The Ministry of Agriculture and The Directorate of the Protection of the Plants will deliver an assistance of 10 million leks. This assistance would be given to Vlora and Berat to fight the oil's fly./A.A/

    [02] I support initiatives institutionally freezing punishment for political reasons - Nano

    TIRANA, Sept 8 (ATA)-By Y. Pata, I support the initiatives which, without paralysing justice, institutionally freeze punishment for political reasons and aim at a genuine and indispensable reconciliation, Prime Minister Fatos Nano said Tuesday.

    "But this reconciliation should not be taken as a reconciliation with crime, but as a creation of a necessary foundation to strengthen institutions and recover economy through consolidation of order and encouragement of local and foreign investments," Nano told the SP parliamentary group, dwelling on Albanian justice issues.

    Nano also spoke of the draft of tough political and executive measures, to be presented at the government's meeting on Tuesday which, according to him, aim at improving order, customs, public administration and attacking the corrupt centres, also including the people running them.

    Referring to the issue of the Kosova refugees, Nano said that "it is regrettable that we are faced with an opposition, which at a time when the state is recovering, tends to crush it and distract the attention from Kosova and our compatriots under occupation." /das/lm/

    [03] Nano declares measures to strengthen police and state structures

    TIRANA, Sept 8 (ATA)-Albania's Prime Minister Fatos Nano on Tuesday declared the adoption of several urgent measures to improve the performance of public order and the state financial administration, between September and November 1998.

    Nano, after a government meeting on Tuesday, made public to reporters the urgent measures the executive is expected to take such as strengthening police structure, the leadership of the Public Order Ministry at the level of deputy minister and juridical experts, reviewing fiscal politics for several of the main commodities to prevent contraband and corruption.

    He also mentioned changes in the leadership of the Customs General department and the General department of taxes and duties; adoption of other legislative initiatives to enable, together with parliamentand other institutions such as High Council of Justice, the creation of other structures of justice such as prosecutor's offices and courts specialised in grave crimes according to western models.

    Nano called on the opposition to address itself to the justice bodies regarding its charges of ministers' corruption instead of undertaking speculative politicised attacks in bloc. /das/lm/

    [04] Albanian delegation takes part in Inter-parliamentary Union

    TIRANA, Sept 8 (ATA) - An Albanian parliamentary delegation, headed by parliament's speaker Skender Gjinushi, is taking part in the 100th Conference of Inter-parliamentary Union in Moscow.

    "Albanian parliamentary delegation met with delegations from other countries such as the speakers of Italian and Austrian Parliaments, speaker of Council of Europe Assembly Leni Fischer, president of Inter-parliamentary Council Miguel Martinez and others," said the spokesman of the Parliament.

    In all the meetings, Gjinushi laid special stress on the Kosova issue, familiarising interlocutors with the position of the Albanian Parliament on Kosova, expressed in its resolutions, which urge the international community to play an active role in resolving the issue, even through military intervention.

    The interlocutors evaluated their very good relations with Albanian Parliament, expressing their support for the process of reforms in Albania and the approval of a new constitution./Lola/

    [05] Greece to help Albania with Euro-Atlantic integration

    TIRANA, Sept 8 (ATA)-By I. Luto,

    Albanian Secretary of State for European Integration, Ilir Meta, on Tuesday, paid a formal visit to Athens, at the invitation of Greek Acting Foreign Ministry Jorgos Papandreou.

    The Foreign Ministry Press and Information department told ATA that they discussed various issues of Albania's cooperation with the European Union (EU), their future relations, assistance by Greece, as a EU member, for Albania, the situation in the region, particularly that in Kosova.

    The key moment of the visit was the signing of a special protocol between the two governments for Greek government's aid for Albania's euro- Atlantic integration.

    Based on this protocol the Greek Government is committed to continuing its aid and of the respective structures, which, in cooperation with Albania and its respective structures, will coordinate efforts in taking measures to set up the appropriate structures in aid of Albania's community politics and practice.

    The protocol is the first Albania has signed with a EU member country.

    Meta also met with senior officials of the main political parties in Greece. /das/lm/

    [06] School books for all eight-year and secondary schools

    TIRANA, Sept 9 (ATA)-By P. Shuteriqi, School books for all the eight- year and secondary schools have been secured for the new academic year '98- '99.

    Ethem Ruka, minister of Education and Science , told ATA that "in contrast with the past year, when, through the state budget we managed to publish only 25% of school texts, this year the book distribution enterprise could secure all the necessary contingent of texts for the eight- year and secondary schools."

    He said this has helped avoid their sale on pavements by speculators.

    The school texts this year were printed in Albania, through state budget funds and an Italian grant of 2,4 million lire.

    Ilmi Brace, director of the school-book trading enterprise told ATA that "Some three million texts, out of a total of 3,9 million, have been distributed to district education departments or schools, also ensuring the respective managers." /das/lm/

    [07] Albanian, cultural heritage in "Fiera del' Levante" through a documentary film

    TIRANA, Sept 8 (ATA) - Albanian will present its cultural heritage through a documentary film in "Fiera del' Levante" fair. "Fiera del' Levante" fair (The Fair of the East) will be held from Sept 12 to Sept 20 in Bari, Italy.

    The script of this documentary film, whose authors are specialists from the Ministry of Culture, has an informative character, so that every foreigner can learn the reality and value of the monuments of culture in Albania.

    Albanian Television cameramen have fixed with their cameras 70 monuments of culture for 50 minutes. These monuments belong to the block of castles, churches and mosques, from the south to the north of Albania./Lola/

    [08] More than 800 Albanians killed by Serb forces - KMDLNJ

    PRISHTINE, Sept 9 /ATA correspondent Behlul Jashari reports:

    More than 800 Albanians have been killed, executed or have died in tortures and massacres by Serb forces from January 14 up to date, according to the Council for the Defence of Human Rights and Freedoms (KMDLNJ) in Prishtine.

    According to data provided by this council, the killed include 88 children, 127 women, 181 aged and 54 unidentified.

    The other victims are 18 to 55 years old. The council also provides data for more than 600 Albanians missing, most of who are thought to have been killed, massacred and buried in mass graves. /das/lm/

    [09] Reinforcements of Serb military forces in Vushtri

    PRISHTINE, Sept 9 /ATA correspondent Behlul Jashari reports:

    New forces of Yugoslav army are being stationed in the suburbs of Vushtri.

    The Kosova Information Centre (KIC), referring to sources of the Democratic League of Kosova (DLK), reports that two personnel carriers as well as two tanks and three armoured vehicles have been deployed in a region near the villages of Pasome, Bajske and Sllatine.

    Various sources have recently reported on Serb forces movements and reinforcements also in the direction of the region of Llap, near Podujeve, and the region of Shale e Bajgores, in the suburbs of Mitrovice. /das/lm/

    [10] Rama presents program "Medi Tirana" in Venice.

    TIRANE, 8 Sept (ATA) - The Minister of Culture, Edi Rama, will present the program "Medi Tirana" in the fourth edition of the Council for Mediterannean Cinematography on Wednesday.

    Blendi Gonxhe, chief of the Cabinet of the Ministry of Culture, told ATA on Tuesday that "it is the first time that Albania has taken part in such important international meeting where famous persons of world art and cinematography which tackles movie issues". /A.A/

    [11] First stage of a project for the adjustment of Durrës beach

    DURRES, Sept 9 (ATA) - The application of a public project for Durrës beach has started 10 days ago.

    This project aims at adjustmenting and rehabiliting the beach, said head of the labour office Municipality Lumturi Njala.

    A fund worth 7 million Leks provided by Ministry of Transport and Public Affair and administered by the public service beach enterprise and Albturist department, is used for this reason.

    The first stage of this project will be over within September./Lola/

    [12] Some 700 Kosova people settle in Shkoder

    SHKODER, Sept 9 (ATA) - By M. Malja: The number of people from Kosova who have been settled in Shkoder district fleeing Serb brutal violence and terror is around 700.

    Esma Boksi, administration chief at the city municipality, said to ATA that they had taken all the measures to accommodate and supply food to people from Kosova.

    Some 300 of them have been settled in a center opened for them while the others have been accommodated at the Shkoder families, she said.

    The Albania Red Cross has distributed a considerable quantity of food, clothes and detergents as well as mattresses and blankets. Germany-based Dardania-Bank has also provided aid for Kosova people.

    Boksi said that an office was opened at the city town hall to receive other possible Kosova people. /das/ak/

    [13] Albania to participate in "Cooperative Best Effort" exercises

    TIRANA, Sept 9 (ATA) - By E. Koraqi: Albanian army forces left on Wednesday for the Former Yugoslav Republic of Macedonia (FYROM) to participate in the "Cooperative Best Effort" NATO joint military exercises there, a spokesman of the Albanian Defence Ministry said.

    "Infantry forces will represent Albania in these exercises launched in the framework of the Partnership for Peace," the spokesman said.

    The "Cooperative Best Effort" is scheduled to be launched from September 10 to 15 with the participation of troops from 27 NATO and Partnership for Peace member states. /mima/ak/

    [14] Meeting of National Coordinators of the Central Europe Initiative in Tirane

    TIRANE, Sept.9 (ata) - By I Luto: The regular meeting of the National Coordinators of the Central Europe Initiative (CEI) will be held from Sept.10-11, 1998 in Tirane.

    The press and information department of the Albanian Foreign Ministry told ATA that the main topics to be discussed in the meeting will be assistance for the Kosovars who are settled in northeastern Albania and the programs of assistance for the recovery of the Albanian economy.

    The opening session will be addressed by Albanian Minister of Foreign Affairs, Paskal Milo.

    In November, another CEI summit will be held in Zagreb, with the member countries represented by respective foreign ministers. /mima/xh/

    [15] Two agreements on investments and tourism between Albania and Portugal ready to be signed

    TIRANE, Sept.9 (ata) - By E Metaj: "The agreement 'On Protection and Encouragement of Bilateral Investments' and the agreement in the field of Tourism will be signed between Albania and Portugal," said to ATA, Genci Gjongaj, chief of judicial and agreements department in the Albanian Ministry of Economic Cooperation and Trade.

    "Each signing party envisages an increase and encouragement of investments, accepting them in conformity with the local legislation. The signing parties will not adopt arbitrary or discriminating measures with regard to the management, use and the possession of investments, said Gjoncaj.

    The agreement, to be signed by Albanian Prime Minister during the visit to Portugal of an Albanian delegation, also envisages "the possibility of the free transfer of sums related with investments, according to the respective legislation."

    So far, Albania has signed with other states 27 agreements "On protection and encouragement of investments" and 11 agreements in the field of tourism. /xh/

    [16] Greek general consulate opens visa procedures

    KORCE, Sept 9 (ATA) - By B. Fejzullai: Greek general consulate in Korça began on Wednesday issuing visas for citizens of this prefecture.

    The General consul Nikos Vamvounakis said to ATA on Wednesday that some 600 persons filled application forms and will take the visa within a two-week period.

    The consulate issues visas for persons who want to go as tourists in the neighbouring country, businessmen, people having urgent health problems and those who want to join their families.

    He said that the consulate would not issue visas to different associations or social groups which present list of persons avoiding possible speculations and putting all persons on equal footing.

    "Issuing of visas is one of the aspects of the consulate because this diplomatic institution would influence in exchanging cultural, scientific and sport relations and will contribute to implement interborder programs of the European Union (EU) on regional economic development," Vamvounakis said. /mima/ak/

    [17] Greek police arrest Albanians involved in people trafficking

    GJIROKASTER, Sept 9 (ATA) - By H. Çani: Greek police arrested on Wednesday three Albanians involved in Kurds trafficking, a spokesman of the Ioannina police station said.

    He said that the three Albanians were stopped near the city of Ioannina, Greece, while transporting to Albania a group of Kurd refugees.

    This was the first time the Greek police arrested Albanian citizens involved in trafficking.

    Police check points have been erected recently in the Ioannina- Kakavija road segment to prevent possible trafficking.

    Over 1.500 Kurds have tried to enter Albania during August. /mima/ak/

    [18] Some 400 Kosova people settle in Has

    HAS, Sept 9 (ATA) - By Riza Hoxha: Some 31 refugees from Kosova, where 90 percent of the population are Albanians, mostly women and children, arrived on Wednesday in village of Vlane, Has, a spokesman of the prefecture said to ATA.

    He said that the local government bodies are taking immediate measures to provide temporary sheltering for them, food and clothing.

    [19] Edi Mazi reelected director of state-run Albanian Television

    TIRANE, Sept.9 (ata) - By Flora Nikolla: The Leading Council of the state- run Albanian Television re-elected by majority of votes Edi Mazi as director of this institution, turning down the proposal of the General Director of the Albanian Radio Television, Ardian Klosi, to discharge Mazi.

    Some days ago, the number one of Albanian RTV, Ardian Klosi, proposed in a regular meeting of the Leading Council of this institution, the discharge of Edi Mazi for "mediocrity at work, violation of decisions of the Leading Council of RTV and serious financial abuses in the Albanian Television."

    Mazi presented today to the Leading Council all the platform of his one-year work.

    Specialists of finance of the General Department of Albanian RTV brought arguments before 14 Leading Council members and representatives of media, proving Mazi's innocence.

    "Mazi has not made financial violations which Klosi accuses him of," said specialists. /mima/xh/

    [20] State lands in Albania to be on hire

    TIRANE, Sept.9 (ata) - By E Xhajanka: Albanian Government has presented to the Parliament a draft "On hiring of agricultural and forest land, pastures and meadows which are a state property."

    According to the draft law, the "state" with the right to hire such properties is represented by the Ministry of Agriculture and its depending structures.

    The approval of this draft opens the road to all procedures for the hiring of agricultural lands, forests and pastures which belong to the state. /xh/

    [21] Initiators of March tragedy could not escape penal responsibility

    TIRANA, Sept 9 (ATA) - By I.Luto: Coordination secretary of the Socialist party (SP) Gramoz Ruçi said on Wednesday that the initiators of the tragedy of spring '97 would not escape penal responsibilities even if parliament approved end of legal proceedings against six former senior officials of the largest opposition party, the Democratic party (DP).

    The above six officials are accused of crimes against humanity during the unrest of spring '97 which claimed the lives of 2.000 people.

    The DP claimed that its officials have been arrested for political reasons.

    Albania's prime minister Fatos Nano said on Tuesday that he was ready to back initiatives which, without paralyzing and demotivating justice, bring to a formal end punishment of a political nature and aspire towards real and indispensable national reconciliation.

    "This initiative undertaken by Nano to ease political tensions which have been increasingly escalated after the arrest of six former senior officials of the political opposition could not escape the DP officials from their responsibility," Ruçi said to ATA on Wednesday.

    As regards the statements of the DP leaders that "they will violently respond to violation of the constitutional rights", Ruçi said that the constitutional law "does not envisage violence." /mima/ak/
