[01] Nano: Law will act without hesitation against violent peopleTIRANE, August 28 /ATA- By Y. Pata/ - Albanian premier, Fatos Nano, declared Friday, that law will be applied without hesitation against people who use violent means against state institutions.Speaking to journalists, after a meeting Friday afternoon, of leaders of government coalition "Alliance for State," said decisively, in connection to declarations of the Democratic Party (opposition party) leader, Sali Berisha, who threatened to use of "all means to overthrow the present government." "In every moment such a declaration will become true, it will face e decided observation of law," said Nano. Albanian premier, who is also at the same time, leader of the Albanian Socialist Party, referring to actual situation, after the DP rallies, where happened violent confrontations of its militants with police, said to journalists that "situation is under control and the aggravation of the political climate by these rallies is not reflected in the population, which is tired and does not back violent actions of a part of the opposition to confront the state." Nano also said that government is working for the organisation of public order forces, to prepare them face every kind of aggravated situation in the country. "Government will support all forces which face the crime" said the Albanian premier. Pata/ - Albanian premier, Fatos Nano, declared Friday that Albanian government has asked from international institutions to monitor, legal proceedings followed by Albanian judicial bodies, in connection to the arrest of six former officials of Albanian state, who are accused for "Crimes against humanity.""We have asked that responsible international institutions, which are publicly asked by Albanian government and political parties of the majority, to come and monitor all steps of Albanian judicial, in connection with the arrest of these six former officials, said Nano to journalists, after a meeting with leaders of the governing coalition "Alliance fot State." Chief of Albanian government, who is at the same time leader of the Socialist Party, said, in no moment will cease our efforts to settle a dialogue with the opposition, even with that opposition which is using violent means, to whom I make an appeal to respect state institutions, observe law and activity of the judicial bodies. After the arrest of six former officials of the DP government, Safet Zhulali, former Minister of Defence, Halit Shamata, former Minister of Interior, Bujar Rama, former vice Chief of NIS (National Information Service), Sokol Mulosmani, former Chief of Vlore Police and Kreshnik Lusha, former high military official, accused for "Crimes against humanity, during troubles of Spring '97", National Council of the DP asked for an investigation of international institutions on these arrests./mima/fh/ Albanian Telegraphic Agency[03] Albanian government will take special measures to enforce public orderTIRANE, August 29 /ATA/ - Council of Ministers decided Friday to take special measures to enforce public order, in front of destabilizing efforts of the leader of the opposition party, the Democratic Party (DP), Sali Berisha, under the pretext of the arrest of six former officials of the DP government, accused for "Crimes against humanity", said press and information office of prime minister."We should take decisive legal actions to demotivate criminal elements used by the DP to destabilize the situation in the country" said Albanian prime minister, Fatos Nano, during the meeting. According to Nano, government should work to inspire a feeling of good-understanding and dialogue of all the political forces "up to that point it is possible." He also said that an international monitoring team will be asked to judge about the judicial proceedings for the above mentioned six former officials, accused of "Crimes against humanity" during the troubles of Spring '97. Chief of NIS, Fatos Klosi, said that the situation all over the country appears heavier, as result of the DP efforts to destabilize the public order. "Nevertheless, Albanian people in general has not backed these efforts", said Klosi. Minister of Public Order, Perikli Teta, said that all measures are taken to face the recently created situation. The DP organised Thursday an illegal rally, where militants of this party tried to provoke violent confrontations with police forces. "All our diplomatic potentials have been used to clarify the international community that Albanian government is not implicated in the judicial proceedings against these six former officials of the DP government," said Foreign Minister, Paskal Milo, in the meeting. "After all existing material in our disposal was shown to them, it was evident a positive change of opinion of our international partners on this issue," said Milo. Minister of Finances, Arben Malaj, said that the actual situation until now has no reflections on the macroeconomics situation of the Albanian finances./mima/fh/ Albanian Telegraphic Agency[04] Lipjan: Bread only for children and the old peoplePRISHTINE, August 29 /ATA/ - Some thousands of people of Lipjan villages, who for some weeks are situated in Gryke Shala, are in a grave situation, said Kosova Center of Information (KCI), referring to sources of the KDL (Kosova Democratic League) branch in Lipjan."Because of great lack of foodstuff, it is three days now that reduced quantity of bread is given only to children and old people. Chairmanship of the KDL in Lipjan has directed calls to all humanitarian groups in the country and to the international ones to intervene as soon as possible to help these people, who are facing danger more and more with every passing day" according to the above source. The meeting of the Central Commission for Solidarity of the KDL, held on Friday in Prishtine said that humanitarian situation in Kosova in very difficult and with a tendency of a further aggravation. Chairman of this Commission, Hamdi Gervalla, said that the situation is becoming more difficult because of total Serbian blockade. We are here to help you overcome the difficulties, to find an equilibrium, restore the institutions and create a sound political atmosphere," said Riedl during a meeting Friday with Albanian Foreign Minister, Paskal Milo. Milo spoke of the latest developments of the situation in Albania, the stands of the Albanian government on the arrest of six senior officials of DP, the largest opposition party, and the unconstitutional and illegal acts of DP following the arrests. "We are ready to cooperate with you so that the process of investigation and the trial for the detained be transparent," said Milo. DP has declared it will use all means to topple the socialist government of the Prime Minister, Fatos Nano, after the arrest of six of its senior former officials; Safet Zhulali, former Defence Minister, Halit Shamata, former Interior Minister, Bujar Rama, former chairman of SHIK (National Information Service,) Sokol Mulosmani, former police chief and Kreshnik Lusha, former senior officer charged with "crimes against humanity" committed over the spring unrest in 1997. DP held an illegal rally last Thursday during which its militants tried to provoke violent confrontations with police. Every effort by DP to pursue a policy of protest beyond the limits of the laws and institutions will create a vicious circle which will become a permanent danger for the existence of the Albanian state," declared Mediu, on Saturday in a news conference. Mediu said that DP must openly declare it is ready to respond demands for normal judicial procedures so that to bring to light the judicial responsibilities for all the culprits of the tragedy of 1997. The displaced people are concentrated in three-four mountain villages which for the moment are considered as safer, the Kosove Information Centre reports. In these villages and in other ones in Malisheve commune there are about 100 thousand people from Suhareka and Rahoveci, who are in very grave living conditions, with shortages in food articles, medicine and clothes. /das/xh/Albanian Telegraphic Agency[09] Representatives of Albanian-American Civic League meet with HolbrookePRISHTINE, August 29 (ata) - Sources of newspaper Koha Ditore report that the newly-appointed U.S. Ambassador in the United Nations, Richard Holbrooke, met Wednesday in Washington with representatives of the Albanian- American Civic League, the Kosove Information Centre reports.According to it, the representatives of the league told Holbrooke he "has been much tolerant with Milosevic." In his reply, Holbrooke stressed that the U.S. Ambassador in Shkup, Christopher Hill and he "are committed to the status of Kosove as a third republic in the context of the FRY." Holbrooke also said that the independence of Kosove is actually a goal that cannot be attained, stressing that this may be a possibility for the future. Albania has signed 6 trade agreements with U.S., China, Egypt, etc, 7 agreement for economic-trade cooperation with EU, Poland, Switzerland, Macedonia, etc, 27 agreements for the protection and encouragement of investments (Britain, Germany, Greece, France, China) and 15 agreements of economic, industrial and technical cooperation (Germany, Italy, Greece, France.) The initiative of Alb-Art Society (private artistic agency) in cooperation with the Tirane town-hall and based on an agreement signed with the artists of the Opera and Ballet Theater has enabled the tour of Italy, which is also a test for Albanian singers and artists in the interpretation of world masterpieces. Xhuvani, The Regional Office of the World Health Organisation (WHO), in cooperation with the Ministry of Health, is working to draft and implement the national policy "For the constant development of the quality and technology of health care."The head of this office close to the Ministry of Health, Vasil Miho, told ATA that this policy has been defined to be drafted and implemented in the years 1998-1999 and the fund earmarked by WHO for its realisation is $5 000. According to him, as regards the issues to be treated by the policy "For the development of the quality and technology of health care", the concrete conditions under which the health care in Albania is functioning, have been studied. As regards hospital system, which includes most of the aforesaid elements, the implementation of this policy intends to make efficient the work from the technical point of view. /das/lm/ Albanian Telegraphic Agency[14] Government Coalition: We denounce anti-constitutional calls by DP leadership-Statement signed by leaders of "Alliance for State" parties- TIRANA, August 29 (ATA)-The Government Coalition parties "Alliance for State", (Socialist party, Social-democratic party, Democratic Alliance party, Agrarian party and the Union for the Defence of Human Rights Party), met on Friday, for the first tine at the highest representation level.On Saturday the "Alliance for State" parties issued a statement which provides their postions regarding the latest political developments in Albania, after declarations by the Democratic Party to use all possible means to topple the current government. Thestatement says:"The process of a democratic separation of powers with the positive tendency of court's independence from politics is going on, while the efforts to politicise justice reflect the old totalitarian mentalities and have no perspective as regards the open society we are building." The statement signed by the leaders of the centre-left parties calls for a quicker and more transparent process as regards the six senior officials accused of "crimes against humanity". Meanwhile the government is proposed to ensure an international specialised monitoring of the process and call on the organisations for the defence of human rights to exercise the respective activity to monitor and guarantee the citizens' rights. On the other hand, the "Alliance for State" parties "denounce the anti-constitutional calls and illegal acts that a part of the DP has undertaken, in its last attempts to exploit the arrest of the six officials to restore chaos at home." /das/lm/ Albanian Telegraphic Agency[15] OSCE and CE: Process against former officials should not be politicisedTIRANA, August 29 (ATA)-By I. Luto, The Organisation for Security and Cooperation in Europe (OSCE) and the Council of Europe (CE) on Saturday called on the Albanian parties not to politicise the process against the six former officials and not to stir up political tension in Albania.A press release, distributed on Saturday and signed by the OSCE representatives in Tirana and the CE Special representative call on all the parties "to put an end to statements containing violent rhetoric and which might hinder peaceful and democratic procedures". The statement, which refers to the latest tense developments, with the Opposition as protagonist, due to the arrest of six Albanian former senior officials, considered unproductive the latest reports which treat the above issue only from the political point of view. "We call on all the parties to abide by the respective laws and procedures to resolve this issue, allowing, first of all, that the independent juridical issue goes through to the end, and second they should to exercise the rights and obligations in this process and respond to the final decision democratically and peacefully conform the laws." The representatives of the highest European organisations in Tirana, through the above statement, made known their readiness to monitor and report, through legal international observers, on the judicial process of the six former officials, (opposition political wing), a process which has recently icreased political tension. /das/lm/ Albanian Telegraphic Agency[16] Climate of tension in Tepelene, SP members and sympathizers threatenedTEPELENE, August 29 (ATA)-By H. Cani, Leaflets distributed on Friday night in the town of Tepelene (southwestern Albania) threaten several SP members and sympathizers of this district, Tepelene police officials told ATA.The chief of the district police, Major Flamur Veliu, said that the leaflets undersigned by "Democrats of Memaliaj" said that the mentioned persons should leave the town as soon as possible as "their end has come". According to Veliu, the ten names mentioned in these leaflets, also include names of leaders of the National Information Service (SHIK) as well as socialist leaders of local government of Tepelene and Memaliaj.
