  • [01] Scrutiny commission draws up a new draft

    TIRANA, July 31 (ATA) - By E. Koraqi: The commission on scrutiny of figures will verify the purity of state officials and will not allow morally impure and corrupted persons to work in state institutions.

    This commission chaired by the lawyer Nafiz Bezhani has drawn up a new draftlaw which will be submitted to parliament soon. According to this draftlaw, one who wants to be employed in a state institution should be both morally and penally pure.

    "As regards the scrutiny of the figure of an official besides penally verified his property and moral will also be considered," Bezhani said.

    Following the approval of the law all persons which are nominated as chiefs or state officials should declare their property. This scrutiny process will include all starting from president, directors to employees in low ranking institutions such customs houses, Bezhani said.

    In drawing up this constitution, the commission was based on Albanian present law, practice of the Supreme Court, in clear-cut decisions of this court and decisions of the Constitutional Court.

    As regards the moral, Bezhani said that "people who are morally penalised cannot run or be at the lead of an institution or ministry but they will not be deprived of their civil rights."

    So far the "Bezhani commission" has banned from the state administration only those persons who have been collaborators of the State Sigurimi and former senior leaders of the Polit Bureau of the Labour party and officials of the Interior Ministry during the communist regime. ypa/pas/ak/

    [02] Wave of grasshoppers neutralised

    ELBASAN, July 31 (ATA) - By P. Zekthi: The wave of grasshoppers which appeared for some weeks in the Elbasan district causing considerable damages in agricultural products have been neutralised and does not present any threat to the products of local farmers, Fuat Hoshafi, inspector for plants protection at the district Directory of Agriculture and Food said to ATA on Friday.

    He said that the directory adopted quick measures to prevent them by sprinkling chemical preparations. The grasshoppers have damaged 600 hectares out of 39 thousand hectares of land.

    During July, the grasshoppers entered houses and public buildings of Elbasan, Tirana, Gjirokaster, Korçe, Has, Tropoje cities and other. ake/ak/

    [03] Butrinti issue considered by parliamentary culture commission

    TIRANA, July 31 (ATA) - By K. Shehu: The parliamentary culture commission was present in a hearing with representatives of the Institution of Monuments who have rejected recently the creation of an Administration and Coordination Office for the antique city of Butrint, in the south of Albania.

    Limoz Dizdari, deputy chairman of the Parliamentary Commission of Culture said to ATA that the commission was familiarised with the problem presented by the institution's representatives but "cannot give any final response without hearing the argument of the other side represented by the Minister of Culture Edi Rama, who have initiated the project."

    The petition of the Institute's employees, who have unanimously rejected the creation of the office for Butrint administration, which, according to them "gains a special status equal to that of the Institute of Monuments" urged the hearing.

    Director of the Archaeological Institution Myzafer Korkuti, who presented some violations of the "British" English Foundation, was present at the hearing. pas/ak/

    [04] Blaze under control in Fierza power station

    TIRANA, August 1 (ATA) - A powerful blaze which broke out at 06.00. a.m. on Saturday at one of the transformers in the machinery hall of the power plant in Fierza, over the Drini River north of Albania, was put out after five hours, a spokesman of the Ministry of Public Order said.

    He said that the blaze had not caused serious damages and there was no problem on energy supply for local residents. The Ministry of Public Order sent firefighter helicopters to help extinguish the blaze.

    The spokesman thanked the representative of the Italian Police Mission present in Albania, and especially his chief Dr Simone who was ready and available to sent other helicopters from Italy and specialised technicians.

    Investigations are under way to establish the cause of the fire thought to have been caused by technical fault, according to the spokesman. s.s/pas/ak/

    [05] Serb police, army torch some 100 Albanian houses in Bllace

    PRISHTINE, August 1 (ATA) - During Serb military-police offensive on July 29 and 30 around 100 Albanian houses of the Bllace village have been torched, many of them with benzine, while the village came under the artillery fire from three directions Duhla Pass, Duhla and Biraçi, Center for Information in Kosova (QIK) said.

    Nine Albanians have been wounded in attacks of Serb police and military, while Flamur Çatani, 20, died of wounds. 100 heads of cattle have been killed in the attack and all houses which escaped the artillery attacks have been raided.

    Around 7.000 residents of Bllaca and Duhla are homeless, without food, clothes, medicaments and other necessary things.

    The situation in the commune is deteriorating for thousands of Malisha residents have arrived recently there. Both Bllaca and Malisheva residents have remained homeless. It is also reported that many children are ill and they lack the medical care and medicaments. pta/pas/ak/

    [06] Berisha: Protests will be organised by invitations

    -Tirana DP activists' meeting held-

    TIRANA, August 1 (ATA)-By P. Shuteriqi, The Democratic Party (DP) "has given up mass rallies. It is more democratic that we organise our rallies of protest by invitations," DP leader Sali Berisha told the Tirana DP activists' meeting.

    Responding to criticisms by members of DP sections for the capital, Sali Berisha admitted that "recent participation in the protests held in front of parliament, State TV and at the Scanderbeg Square yesterday has been sufficient, as 2000-3000 people are enough because of the limited spaces of these environments."

    The activists' meeting of the Tirana democrats considered indispensable the organizational strengthening of party structures and holding of further protests against the current governing, which Berisha considered "the most corrupt and isolated in Europe."

    At to the latest proposal on "organising a parties' round table on the draft-constitution", Berisha assured the participants in the meeting that "if our options are not accepted we will not agree to sign it," while he agreed to the indispensability of giving Albania a new constitution. /y.pa/lm/

    [07] Dinghies with illegal emigrants turned back in Vjose-Sazan zone

    DURRES, August 1 (ATA)-By G. Kabashi, The Italian-Albanian effective of Guardia di Financia motorboats, in Vjose-Sazan zone, on Friday by midnight, turned back 10 dinghies with some 300 illegal emigrants, aiming to reach the shores of Southern Italy, the spokesman of the Guardia di Finanzia contingent, deployed at Durres port, told ATA.

    In four operations carried out over the last 20 days, the Italian- Albanian effective of the Guardia di Financia motorboats have turned back 35 dinghies with some 900 illegal emigrants, who, taking advantage of the good weather and sea conditions have attempted to flee to Italy. /s.s/pas/lm/

    [08] Powerful explosion in Prishtine, Albanian's shop blown up

    PRISHTINE, August 1/ ATA correspondent in Prishtine, Behlul Jashari reports:

    A powerful explosion occurred today at 01.00 a.m. in Prishtine, in the compound of Medicine Faculty hospitals, violently administered by the Serbs.

    Sources from the Council for the Defence of Human Rights say that the explosion blew up a shop, property of an Albanian. The hospital compound, where the explosion occurred, is constantly guarded by Serb forces./lm/

    [09] Civilians heading for West of Prishtine

    PRISHTINE, August 1 /ATA correspondent Behlul Jashari reports:

    Serb artillery last night attacked civilians trying to escape shelling in the Sibofc village, some 15 km west of Prishtine.

    Reports from the spot say that at least four Albanians have been seriously wounded - Makbule and Aishe Thaci, Ilmie Thaci and Ahmet Kelmendi.

    Shelling from Serbian positions in Grabofc have also caused material damages.

    The shells have also pounded the suburbs of Sibofc, in the Obiliq commune, up to the Zhilivode village of Vushtri commune. /p.ta/pas/lm/

    [10] Democrat deputy Media denounces check on him

    TIRANA, August 1 (ATA)-By P. Shuteriqi, Shaban Memia, DP deputy and secretary for Tirana, denounced on Saturday the customs' check exercised on him, at Durres port, after his return from a private visit to Ancona of Italy.

    "The government members and directly Prime Minister Fatos Nano are carrying out a shameful, illegal act and are violating the status of the deputy which does not allow that the deputy baggage be checked, Memia told a news conference at the DP seat.

    On Friday, the police detained deputy Memia as he refused his baggage to be checked. The DP legislator was returning from Italy, carrying a professional camera. Memia said that his relatives in Italy had presented him with a camera worth 29 million lire, as well as a video, which according to him have been claimed both in Ancona and at the customs point of the Durres port.

    "The check on my personal baggage exercised twice on the Durres- Tirane road is illegal, therefore I ask penal prosecution against the violators of the deputy status," said Memia. /y.pa/pas/lm/

    [11] Mediu says SP should not put the veto

    TIRANA, August 1 (ATA)-By Y.Pata, The chairman of the Republican Party, Fatmir Mediu, on Saturday said that the new constitution should be approved by consensus by Parliament and the SP should not put the veto.

    "It will be better if the state's fundamental law is approved by consensus and not only by the majority, because, otherwise, it will be called the constitution of the SP and not of the entire people," Mediu told today's news conference.

    Some days ago, the work of the parliamentary Constitutional Commission was suspended, after the chairman of the SP parliamentary group, Pandeli Majko, rejected the existence of the Assembly's Council in the draft constitution, as stipulated in the document approved by the Venice Commission.

    The RP chairman said that the one-house variant, supported by the SP is not anti-democratic, but, Mediu said, "In a reality like ours the large majorities may abuse with the number of the votes and the existence of the Council might ease this reality." /y.pa/das/lm/
