  • [01] Govt approves law on ways of delivering money

    Tirana, April 30 (ATA) - Albanian government approved Thursday the law on the distributing criteria of assets of non banking judiciary persons, who have borrowed money from the people.

    According to the law the delivering of the loan taking companies' assets will be based on the coefficient of creditors reimbursement, which is peculiar for each loan taking company.

    Initially will be reimbursed creditors who have deposited up to $2000, then come creditors with $2001 to $5000 and later creditors who have deposit $5000 to $10,000, then creditors with over $10,000 and finally will be paid off those creditors, who do not fall on the above mention categories.

    The reimbursement will be made in local currency "lek", based on the average exchange rate of 1995-96 period.

    The obligations that the loan taking companies have against customs and tax office, after it is figured out will be frozen and won't be delivered. The exemption from the customs duties will be applied according to a special law.

    As a proof document for the reimbursement of the creditors serves the contract signed between the loan taking company and the creditor until 23, 01,1997.

    The assets' delivery will be carried out by the Savings Bank and the National Commercial Banks branches. The delivery will be on cash or on bankbooks according to the creditors' liking.

    People whose names are not encompassed in the lists and that possesses original documents proving the given loan, have the right to complain but not later than 31,07,1998.

    The claim should be submitted to the Administrators Group and Independent Experts.

    The creditor has the right to be the first buyer in business auction and the assets of the loan taking companies. Excluded from this right are people, who are directly or indirectly involved with the loan taking companies.

    Physical and judicial persons, who willingly render their contributions in giving in and collecting the hidden assets, besides the favorable legal consequences, also profit a contribution of 50 percent for each cashed amount.

    The respective organs preserve the anonymous character of this act.

    [02] Around 74,8 percent of creditors have deposited $1000 up to $5000

    Tirana, April 30 (ATA) - Nearly 75 percent of creditors in nine loan taking companies; Gjallica, Beno, Globa, Sude, Cenaj, Kmaberi, Leka, Silva and Vefa have deposited amounts ranging from $1000 to $5000. The rest have deposited from $5001 to over $100,000.

    [03] Situation in Kosove is grave and fraught with great threats - LDK

    PRISHTINE, May 1 (ata) - ATA correspondent Behlul Jashari reports: The General Council of the Democratic League of Kosova (LDK) in its meeting held yesterday under the chairmanship of the President of the Republic and LDK chairman Ibrahim Rugova, approved a political declaration which considers "the situation in the Republic of Kosova as grave and fraught with great dangers for the Albanian people."

    "LDK," writes the declaration, "condemns the massacres of the police and military forces of Serbia against the Albanians, who are in their homes and demands from the Albanian people to stay in there, to act maturely, to avoid Serb provocations and be better organized in order to face the Serb aggression." The declaration writes further on that the "LDK demands the Assembly of the Republic of Kosova be constituted and the creation of the Government of Kosove in a nearest possible time, along with the intensive cooperation among all state and political institutions of the Republic of Kosova." The LDK General Council, says the declaration, reconfirms once more its stand for the settlement of the question of Kosova through the observation of the will of the people of Kosova and stresses that the negotiations, with the mediation of a third party and in a neutral place, and the guarantee for the observation of an eventual agreement are the best way for the solution to the crisis of Kosova and to secure the stability in that part of the world.

    "The Council highlights the commitment of the Contact Group, the Security Council and especially of the U.S. to stop Serb military operations in Kosove, and the efforts for the beginning of the talks in the presence of international mediators," ends the declaration of the LDK General Council. /p.ta/mima/xh/

    [04] "Among us" - paper for pupils in Elbasan

    ELBASAN, May 1 (ata) - By P Zekthi: The newspaper "Among us" the first paper published by pupils in the past 50 years, has appeared lately in the city of Elbasan (Central Albania.)

    The paper is directed by a group of senior pupils of one of the eight form schools, whose director said that the paper will continue to be published thanks to the special passion of the little publishers.

    The newspaper makes coverage of different aspects of the life at school and cultural activities of the teenagers. /a.ke/mima/xh/

    [05] Rally on May 1 by Albania's Trade Union Confederation

    TIRANE, May 1 (ata) - By P Shuteriqi: On occasion of May 1, the Day of International Solidarity of the working people, the Trade Union Confederation of Albania held a rally in Tirane demanding from the government to adopt measures to lower inflation, to create new jobs and elevate the minimal living level.

    The president of the Confederation, Kastriot Muco, speaking before the participants in the rally, trade union members, workers and pensioners, called on the Government to start an open dialogue with the trade unions.

    "Closing the doors for the Trade Unions does not serve the constructive debate and understanding, which are as important as the air for the lungs in these grave moments for the country and nation," said Muco.

    He spoke of the tragic development of the situation in Kosova, energetically condemning the barbarous acts of Serb chauvinists. /s.s./mima/xh/

    [06] I am pleased from meetings with Albanian politicians, Tsatsos

    TIRANA, May 1 (ATA) - By I. Paco: The chairman of the Constitutional Center of Athens, Dimitrios Tsatsos, told Friday a news conference in Tirana that "I think if all the participants respect the deadlines of the Constitution Commission, then Albania will have her own fundamental law within November 28."

    Tstatsos, one of the founders of the Greek Constitution in 1974 and professor of the constitutional right in the University of Athens, who visited Tirana for the second time to offer consultancy in drafting the new Albanian constitution, said that a permanent representative of the Constitutional Center of Athens, will give assistance in this field.

    Jorgos Katrungalos will be the Greek representative close to the Albanian Constitution Drafting Commission, said Tsatsos. He said he will come to Tirana himself when it will be discussed the end of a defined chapter.

    "Albania has the good chance of learning from the mistakes made in the constitutions of other European countries," stated Tsatsos.

    The Greek constitution expert said that he was very pleased from the meetings with the Albanian politicians. /a.ke/mt/

    [07] Security Policies Committee on situation in Northeastern Albania

    TIRANA, May 1 (ATA) - The grave situation in the Northeastern part of the country as a result of the radicalization of the situation in Kosova was the main problem discussed by the Interministerial Committee of the Security Policies, which convened Friday under the direction of PM Fatos Nano.

    Fatos Nano urged the ministers, members of the Committee, to keep in touch not only with one another but also with their counterparts of the region and Contact Group countries, PM spokesman reported.

    During the meeting it was said that the meeting of Rome came quite near the stand and proposals of the Albanian government. Through the Contact Group, the international bodies, like NATO, the Security Council are taking into consideration the Albanian proposal for an international military presence in the border with former Yugoslavia. If this military presence will become a reality, then the Albanian institutions, mainly the security ones, like the defence, order and SHIK, in cooperation with the local government, should be seriously prepared to cooperate with the structures which may be deployed in the territory of the Republic of Albania.

    The spokesman said that the Committee supported the idea of increasing the number of forces in arms, which will help the existing structures of order and defence to protect the border and to assist the Kosovar families coming in Albania.

    The Albanian PM underlined in the meeting that the local government, in cooperation with the specialized bodies for the refugees, has applied concrete plans for the accommodation of the Kosovar refugees. But, in the conditions when it exists a Serb scenario to make massive cleansing and displace the population towards the South of the Balkans, the Albanian diplomacy should make clear to the international diplomacy and its western partners that any exodus in North would cause a wave of the Albanian refugees towards the neighboring countries of the European Union.

    Meanwhile, the Albanian diplomacy will increase the contacts, mainly with those members of the Contact Group, which for different reasons, have maintained not so favourable stands for the Albanian issue. In this context, the new conception of the Special Group for Kosova close to the Foreign Ministry is necessary, stressed the meeting.

    The Ministers of Defence, Order and Foreign Affairs, as well as the chairman of the National Information Service (SHIK) also reported in the meeting. While the director of the PM cabinet reported on the proceedings of the Rome meeting and the diplomatic relations held by the team which closely followed these proceedings. /s.sh/mt/

    [08] Blocking minority, proposed by DP for Constitutional Commission, is not democratic solution, Tsatsos

    TIRANA, May 1 (ATA) - By I. Paco: The Greek expert of constitutions, Dimitris Tsatsos, told a news conference on Friday that he does not consider very democratic the request of the Democratic Party (DP) to have a blocking minority of 36 per cent in the Constitution Commission.

    He said that during the meeting with the DP leader, Sali Berisha, which he considered very useful, had talked about many important issues, but said that he did not permit himself to ask him promises.

    "I highly appreciate the fact that he accepted to talk with me for about an hour," said Tsatsos.

    Tsatsos also said that Berisha had presented him two requests put by his party to participate in the Constitution Drafting Commission.

    "The democrats want to have the possibility of choosing one of the two co-chairmen of this commission and the acceptance of their request for the existence of the blocking minority of 36 per cent. And we talked longer about the second demand," stated the Greek expert.

    "I told Berisha that it would be better to reach an agreement with the majority to have another version for those points on which you do not agree and present it in referendum," said Tsatsos.

    He added that Berisha considered very positive my opinions and said he will discuss them with his collaborators. /a.ke/mt/

    Tirana, May 1 (ATA) - Friday's average exchange rate in the informal market of Albanian currency "lek" against foreign currencies like USD, DM, SFR, ITL was in favour of these last.

    So $1 = 158,30 lek, lossing 1,10 points compared with yesterday's 159, 40 lek.

    The DM was traded for 88,10 lek, lossing 0,60 points compared to yesterday's 88,70 lek.

    The ITL (1000) was traded for 88,00 lek lossing 1.00 points compared with yesterday's 89,00 lek.

    GRD (100) was exchanged for 50,00 lek, lossing 0,10 points compared with yesterday's 50,10

    The Swiss Franc was traded for 104,30 lek lossing 2,00 points compared with yesterday's 106,30 lek and so on.
