  • [01] Constitutional Court to apply constitution - Venetia commission

    TIRANA, March 13 (ATA) - The sub-commission of the Constitutional Reform of the Venetia Commission (close to the Council of Europe), with regard to the rotation and suspension of the Albanian Constitutional Court, came to the conclusion that "principally, the body which creates the Constitution is sovereign, thus there is no room to discuss the valuableness of constitutional measures.

    "The suspension of the Constitutional Court is a solution which brings an unequal division; it is against the interests of all citizens of the state, by depriving them of the right of defending their constitutional rights, meanwhile that the state is deprived of the guarantees of one of the most important constitutional and democratic institutions."

    The conclusions also pointed out that the suspension is an unsuitable measure and that other solutions, which do not damage functioning of the constitutional order, would have been more suitable.

    Since months, the relations between Parliament and the Constitutional Court are in crisis because the latter has not implemented an amendment to the constitutional provisions to carry out the rotation.

    The Presidency of the People's Assembly has suspended the activity of the Constitutional Court as long as the rotation is not carried out, which is a legal constitutional obligation. /a.ke/mima/mt/

    [02] Kosova issue be resolved through will of legitimate institutions

    TIRANA, March 14 (ATA) - By A. Haxhiu: Leader of the Republican Party (RP) Fatmir Mediu told a news conference on Saturday that the Kosova issue should be resolved based on the will of its legitimate institutions.

    Mediu hailed the decisions of the Contact Group which showed the concern of the international diplomacy for a solution to the conflict.

    "RP says that the international diplomacy should not delay and wait for a solution while trying to persuade Milosevic," Mediu said.

    Serbian criminals, who caused innocent victims, should face international courts. The Albanian policy should precede the attitudes of the international institutions, he said. s.sh/mima/ak/

    [03] PUK says Albania policy unique on right solution to Kosova issue

    TIRANA, March 14 (ATA) - By P. Shuteriqi: Leader of the National Unity party (PUK) Idajet Beqiri told a news conference on Saturday that "the Albanian policy, with its oscillations and party stripes, is unique in regard to a right solution of the Kosova issue, which faces the Serb installed violent regime and challenges of the time."

    The PUK denounced violence and repression, killings and genocide the regime Milosevic exerted against the Albanians in their ethnic territories in Kosova, Beqiri said.

    He hailed the meeting of the Contact Group on Kosova and the diplomatic actions of the United States in trying to sensitize the international public.

    The PUK leader, a member party of the coalition government, praised the reaction and the role of the Albanian state, which managed to raise the Kosova issue in all international organisations, in which it adheres.

    "Only the military integration of the NATO forces can oblige Milosevic to withdraw the army, stop killings and ethnic cleansing," Beqiri said. s.sh/pas/ak/

    [04] Measures to welcome refugees depend on their flux

    TIRANA, March 14 (ATA) - By Th.Thanasi: Head of the Albanian Refugee Department at the State Secretariat for the local government Fatbardh Kadilli said to ATA on Saturday that the measures to welcome possible refugees will depend on their flux.

    "In case of a large flux of refugees that is out of Albania's possibility, we will ask for help from the respective international organisations," Kadilli said.

    Referring to a possible arrival of refugees due to the Serb terrorism, Kadilli said that emergency committees are set up in government, regions and districts which are permanent and run by prime minister in government and local prefects.

    He also said that Albania, which have signed the international conventions of 1951 and the protocol of 1967, is observing the practices of receiving refugees at all times, when foreign citizens certify that they are being persecuted by their state because of politics, religious beliefs and minority rights, fleeing from the war and other reasons foreseen by the convention. s.sh/pas/ak/

    [05] Saranda-Athens bus line starts operation

    SARANDA, March 14 (ATA) - By Sh. Hajno: Land bus line, which connects the city of Saranda, south of Albania, with Athens, Greece, started operation recently.

    "The first bus left for Athens on Wednesday with passengers of Saranda and Delvina," Spiro Burdeni, the bus owner, said to ATA on Saturday.

    This line will operate two times a week on Wednesday and Sunday respectively.

    So far, the inhabitants of Saranda and Delvina have gone to Kakavija border crossing, Northeast of Saranda near Gjirokastra, to take the bus to Athens.

    Two ferry boats "Kaliopi" and "Kamelia" are operating daily from Saranda to Corfu. s.sh/pas/ak/

    [06] Albanian premier rejects ridiculous negotiations with Serbia

    TIRANA, March 14 (ATA) - By E. Abilekaj: Albania's prime minister Fatos Nano backed Rugova's attitude of objecting ridiculous negotiations with Serbia, a spokesman of the Council of Ministers said on Saturday adding that the Serbian delegation sent by Milosevic to Prishtina was not of that level as to have serious negotiations.

    "Authorities of Kosova and Albanian government favour negotiations in the presence of the international community," Ben Blushi, spokesman of the prime minister told today's news conference.

    The Albanian government did not make known on Friday "the terms" with which the leaders of Kosova should enter into negotiations with Milosevic. At a time when Rugova is finally expressed for a complete independence of Kosova, government representatives showed reservations but confirmed that Albania is asking for a solution, which will be in conformity with the will of the Kosova people.

    "If the government will use terms, they will complicate the role of the Albanian diplomacy," Vladimir Prela, director of the prime minister's cabinet said.

    Government representatives said that a lasting solution should be considered but it should be divided into short, medium and long terms.

    They said that the visit of the U.S. State Department deputy Secretary to Albania on Monday confirmed the international support.

    The German Foreign Minister Klaus Kinkel is going to meet with Milosevic and perhaps with Rugova on March 19. /ak/

    [07] Snipers kill an Albanian, wound two others

    PRISHTINE, March 14 - ATA correspondent to Prishtina Behlul Jashari reported on Saturday that the Council of Human Rights in Kosova was informed that Serbian snipers had killed on Thursday Ali Lutani, 50, from Turiçec village and wounded two other Albanians from Tushille villages on Friday.

    Volleys of automatic rifles and other weapons were heard during the night in Llausha and other areas of Drenica while sporadic shootings were heard early on Saturday.

    The populace continued to stay indoors because it was dangerous to go out.

    There are reports of movements, reinforcements and deployment of Serbian forces, which are erecting fortifications in strategic points.

    Today at 10.00 a.m., armoured personnel carriers have moved from Mitrovica to Skenderaj while buses transporting Serbian forces to Drenica and other trucks carrying sand bags have been seen early this morning. pta/pas/ak/

    [08] Conference on education structures, autonomy for universities

    TIRANA, March 14 (ATA) - By K. Shehu: Changes in the existing education system and autonomy of universities were on the focus of the third student conference of Eurosocialist Youth Forum of Albania (FRESH) held on Saturday at the premises of the Palace of Congresses.

    Head of the forum Ilir Meta said that "the third student conference is not going to resolve all the problems." Thus, "a consensus of all political forums is needed to help take the school out of the realm of politics."

    Participants in the conference asked for the diplomas be recognised abroad, objectivity in students' evaluation, financial support, and qualification.

    They considered as very important the autonomy of universities and said that this will pave the way to necessary changes in the structure of the higher education. pas/ak/

    [09] Whole quarter in Polac village of Skenderaj looted and destroyed

    PRISHTINE, March 14 (ATA)-The Polac village of Skenderaj, Northwest of Prishtine, emptied since March 5, when its inhabitants fled to escape Serb massacres, has been looted and destroyed by the Serb forces, which left that place two days ago.

    A report of the Council for the Defence of Human Rights and Freedoms (KMDLNJ) says that the houses of this village, especially those of the Xanaj quarter, have been destroyed almost completely.

    The Serb forces looted everything they could, broke down doors and windows and destroyed and torched all what they could not take away.

    Leaving Polac, the Serb forces, according to their tradition, left "notes" such as "This is Serbia", "Death to Albanians" etc., the KMDLNJ says. /p.ta/das/lm/

    [10] Summer Day festival-another message of understanding

    -President Meidani visits city of Elbasan- ELBASAN, March 14 (ATA)- P. Zekthi, President of the Republic Rexhep Meidani, accompanied by Interior Minister Neritan Ceka, Minister of Education and Science Ethem Ruka and President of the Academy of Sciences Ylli Popa visited the city of Elbasan on Saturday.

    Meidani was received by the city's Mayor Engjell Dakli, governor Durim Hushi and chairman of the district Council Ilir Balliu.

    "March 14 is a day of citizenship, which carries in itself civilisation and understanding among the people, so necessary for the Albanians today," was Meidani's message in this visit.

    At an expanded meeting of the municipal Council, Meidani wished the participants a happy festivity.

    The president laid the stress on unemployment, lack of serious foreign investors, environmental pollution and other problems, pointing on this occasion the government's projects to smooth them out.

    The Kosova issue and bloodshed caused by the Serb State occupied an important place in Meidani's speech.

    Referring to numerous contacts of the European and U.S. diplomats to resolve the conflict, he said that "the hot mentality of Belgrade cannot be responded with the same mentality, but the aforesaid instances have given a strong guarantee for not allowing a second Bosnia to be repeated in Kosova, as it would destabilise the whole Balkan region."

    The politics pursued by the Albanian state has played an important role in sensitizing the international opinion, as a policy which excludes violence from the solution to the problem.

    After the meeting Meidani and the group accompanying him visited the "Summer day '98 Fair".

    The head of the Chamber of Commerce, Qazim Sejdini, briefed Meidani on the production of construction materials, food and leather.

    Meidani also attended the ceremony of inaugurating the French Language cabinet in the "A. Xhuvani" University in this city.

    [11] Parliament dismisses Rustem Gjata from duty

    TIRANE, March 14 (ATA)-By K. Kostreci, Albanian parliament, at behind closed doors session today, decided to discharge from duty the Chairman of the Constitutional Court, Rustem Gjata, as he had been voluntary collaborator of the former State Security.

    Albanian parliament's speaker Skender Gjinushi confirmed this to ATA shortly after the session.

    The request for his dismissal had been issued by the Official Figure Scrutiny Commission in January of this year, based on documents found in the archives of the National Information Service (SHIK) which provided incontestable evidence that Gjata had been voluntary collaborator of the former Sigurimi.

    The Democratic party deputies, who had earlier asked that the discussion was put off till next week, took part in the discussion but left in the voting moment. /das/lm/
