[01] Italy to back Albania overcome difficulties, minister saysROME, Feb 27 (ATA) - By Ilenja Mehilli: Italy's Defence Minister Beniamino Andreata has issued some statements on political tension in Albania."We are closely following the developments in Albania," Andreata said adding "we think that Albania is not a country in anarchy; it has sufficient police forces, which are backed by Italy." The Bulgarian Defence minister Gervanov Anajev, visiting Italy, and the Italian one held a news conference focusing on Albania. "We are very attentive of what is happening in the Balkan region and above all in Albania and we are seriously much concerned about it," Anajev, Bulgarian defence minister said. "Interest on Albania is a fundamental element on the Balkan stability, primary condition that the Balkan states can adhere to NATO," Andreata said. "Our policy aims at reinforcing Balkan institutions." Andreata said that "rumours on a military intervention in Albania are groundless and commentaries on it are unpleasant game. Haxhiu: Promotion of friendly relations and cooperation between the Federal Republic of Germany and Albania were on the focus of the talks the Albanian Foreign minister Paskal Milo, visiting Germany, and senior officials of the Bavaria and Baden Wurtemberg states.In a meeting with the Bavaria state minister for economy, transport and technology Otto Vis'hoi, both officials agreed to set up a Bavarian- Albanian chamber of commerce in Tirana which will help German businessmen to invest in Albania. They also agreed to sign a cooperation agreement, which will enable the functioning of a working group on cooperation. Minister Voi'hoi expressed his readiness to help Albania in urban and railway transport. Franc Noubauer, president of the Bavaria Bank, was ready to open a representative Bavaria bank in Albania. Albanian Foreign minister also met with Matas Klainer International Relations president of the Daimler-Benz company, who agreed on a short-term training for Albanian technicians and promised to grant a helicopter to the Albanian police. He conveyed Milo the greetings of the German Chancellor Helmut Kohl. "We were interested in this round table of party's representatives included in the coalition, a table called in by Ceka, but as I saw it was postponed," Melo said to ATA. "This shows clearly that the coalition is not properly functioning because of the lack of coordination between the parties. Fejzullai: An Evangelist health center financed by the Orthodox Church in Tirana was opened on Saturday in the city of Korça, Southern Albania, to treat poor sick persons, sources of this center said."Clinics of pediatrics, neurology, cardiology, pathology and a modern laboratory are functioning in this health center," Silvana Helmesi, chief of the center, said to ATA. She said that the clinics have modern apparatus and some 50 to 60 sick persons are being examined daily by Albanian and foreign doctors, who prescribe them free medicaments. This is the third center in Albania opened on the initiative of the Archbishop Anastas. Abilekaj, The Shkoder events, for the Albanian Prime Minister, showed sluggishness on the part of certain public order segments and will lead to a renovation of the Interior Ministry staff from the above to the grassroots."The sluggishness manifested by certain order segments was also acknowledged by the government," Prime Minister's spokesman Ben Blushi told a news conference on Saturday. However, he said, the efficiency of the public order forces, despite obvious shortcomings, has been increasing. "The Shkoder events will result in the reorganisation of the order's pyramid," the spokesman said, referring in this case to the creation of police departments close to every prefecture. Çani, The bodyguards of OMONIA's chairman Jorgo Labovitjadhi, on Saturday, insulted and exercised violence on Panajot Barka, the reporter of Athens News Agency (ANA).The incident took place on Saturday by midday, at the Goranxi village of Gjirokaster, at a meeting of this organisation's branch. According to eyewitnesses, Labovitiadhi, after asking the reason of Barka's presence at the meeting and after getting a response of his status as reporter, insulted and ordered him out of the hall. Labovitjadhi tempted to hit him and ordered his bodyguards to take him out. After Barka's refusal to leave the building, in which the meeting was being held, the three bodyguards forcibly dragged him for around 30 metres. Right after this incident the reporters' association of the South reacted through a statement, harshly denouncing the violence exercised on ANA's reporter and considering it a "continuation of violence on reporters". Kostreci, The director of German Eastern Institute, Georg Bruner, said problems existing between Parliament and the Constitutional court stem from unclearness of laws.""There should be a distinction between certain individuals and institutions," Bruner told a news Conference in Tirane on Saturday. Explaining the position of the Constitutional Court as an institution, Bruner added that on one hand this court has several rights which make it a political institution, but on the other hand it should be independent because it is a court. "This problem would be resolved through a political self-restraint. This is not so easy to realise in these moments in Albania, therefore depoliticised persons should deal with the selection of judges," said Bruner. He said that the Constitutional Court has the right to say the last word on the Constitution's interpretation, but parliament by two/thirds can make legislative changes. "Rotation in principle is clear in the Albanian constitutional law, but the procedures when and how should the rotation be carried out are unclear," said Bruner. Albanian parliamentary speaker Skender Gjinushi told ATA on Friday that the Constitutional Court was self-suspended as it had not carried out the rotation based on the Constitutional law. He added that as long as rotation was not carried out the court's decisions would be illegal and that parliament would no more tackle this issue.
