    TIRANA, Feb 3 (ATA) - The daily Koha Jone reports on today's meeting and debate in the DP leadership. "Sali Berisha gives up," "DP decides: We return to parliament," are the titles of this daily. They say "A 180-grade turn in the Democrat campus. The DP has decided to respond positively to all recommendations of the European troika (Council of Europe, European Parliament, Organisation for Security and Cooperation in Europe) and the U.S. Department of State.

    "Chirac, divorce with Berisha," is another title of the daily Koha Jone. It reports on the congress of the Unity for Republic party of the French president Jacques Chirac, attended by two representatives from Albania, president of the Democratic Alliance Neritan Ceka and leadership member Arben Imami. The DP and CDP, Albanian opposition parties, were not invited in the congress," the paper says.

    "A withdrawal of the European right-wing in front of the policy runs by the present DP leader Berisha is evident," the paper says. Berisha has a reason to remember Paris because it was the last capital he visited immediately after his election as the DP leader," it says.

    The same paper says that Pollo, the DP Secretary General, have presented two motions in the Council of Europe parliamentary Assembly, underlining that "the Council ignores two DP's motions."

    "These motions, the paper says, are not discussed by the parlamentary Assembly."

    Other dailies report on this problem.

    Zeri i Popullit carries the article "Council of Europe: It is not worthy to deal with such motion."

    The daily Shekulli reports "Fischer opposes the motion."

    "There are not two sides" (in Albania) is the title of today editorial of Koha Jone which says "Practically, in Albania these are not two sides. It is only one, which is neither Socialist, Ballist, Alliancist, Social democrat or Republican. The whole side in Albania is administrator and care taker. The other part is not a side, not only for the number, which is small around the toppled president, but, above all, because of his sin committed against the country and the state." ake/ak/

    TIRANA, Feb. 3 (ATA) - The dailies on Tuesday report on the presentation in Parliament of the draft-budget for 1998. "Program for the new European Albania," writes Zeri i Popullit, which publishes the speech of Premier Nano in the plenary sitting of parliament, regarding the draft-budget of 1998. The paper quotes Nano as saying "With the logics of this budget, we made a secure step towards the realisation of our social-economic plan of creating new jobs... We are optimistic, but also realistic, because due to the international support, the old policy of street is being discredited and the main decisions for the future of Albania are being taken irrevocably by the legal institutions of a democratic state."

    Koha Jone reports "The meeting of the parliamentary group of the Socialist Party defines the en block decision," "The socialists on line for the budget," "The rule, which forced the deputies to all vote 'for', has been observed for the first time."

    "Premier Nano presents the political platform of the state budget for 1998," writes Dita Informacion, which cites Nano as saying "There will be 50-60 000 more new jobs." The same paper also quotes the Minister of Finances Malaj, according to whom "Some 36.7 billion leks will be invested this year."

    Rilindja Demokratike on its side reports that "In Parliament, the budget of the fraudulent state with false figures," and Malaj "Again rise in prices." /a.ke/mt/

    Today's dailies cover the visit of the President of the Republic Rexhep Meidani in the United States. "Meidani on an American 'tour'", is the title of an article of the daily Koha Jone. The paper reports on the meetings of president with the Albanian diaspora in the U.S. "Meidani believes that the establishment of contacts with all the political and geographical contacts of Albanians which live in America, is very important. The image Albanians create in the U.S. is very important for the present and future of Albanian people and the Albanian issue."

    The meeting of president Meidani with the Albanian community in Boston, United States, is covered by the daily Zeri i Popullit.

    "'Small Albania' of Boston" is the title of the article of this newspaper, referring to the Albanian community there. The same paper quotes Father Arthur Liolin saying during a meeting of president Meidani: "I hope that your significant task is to join fractions of the Albanian society."

    "Meidani gathers Albanians in Boston" is the title of the editorial of Dita Informacion, which focused on the meeting of Meidani with the Albanian community in Boston.

    Under the title "Image created by Albanians in the United States is very important," the daily Rilindja reports on the visit of president Meidani in Boston. ake/ak/

    [04] Fire breaks out in orphanage

    DURRES, Feb 3 (ATA) - By Sotiraq Gjordeni: Fire broke out on Monday at 22.00 p.m. in an orphanage in quarter 4, in the city of Durres.

    Police order forces and fire trucks went on the venue immediately. Kujtim Macukulli, chief of the police commissariat said to ATA on Tuesday that many citizens rushed to the site for help. They managed to save the lives of 35 orphans who were sleeping.

    The fire was put under control within two hours, Macukulli said adding that there were no casualties.

    Investigation was underway to find the cause of the blaze, but it was thought that a mental disabled put the building on fire.

    Aleksander Koçi, orphanage director, said to ATA that "they are working to clear the premises. Children were distributed to other centers and will return to their "house" within 2 or 3 days." ake/ak/

    [05] Wanted person detained in Vlore

    TIRANA, Feb. 3 (ATA) - By Th. Thanasi: The police directorate of Vlore arrested on Monday evening the citizen Tomor Shefqet Velaj, 23, inhabitant of "4 Heronjte" quarter in Vlore.

    This person, declared wanted by the police, in collaboration with other people, has robbed bars and houses during 1997, as member of the Selman Memushi gang, the Interior Ministry spokesman reported to ATA.

    The investigating and judicial police have prepared the procedural materials for the detainee and passed them to the prosecutor's office. /a.ke/mt/

    [06] Minister says smoking be banned in public environment

    TIRANA, Feb 3 (ATA) - By K. Shehu: Albania's Minister of Health and Environment Leonard Solis will submit a draft decision on banning smoking in public environment to the Council of Ministers soon.

    This will aim at protecting the lives of citizens and respecting the human rights of those who do not smoke.

    Solis said to ATA on Tuesday that "this draft decision includes ban on smoking in all state central and local environments and institutions, private sectors and vehicles of state or private public service.

    All judicial or individual bodies either private or state, which carry out public service in restaurants, disco and others, should create smoking and nonsmoking environments. Signs showing ban of smoking be clearly seen.

    "If the persons concerned do not observe these demands they will be fined to 5,000 Leks and in case of repetition to 50,000 Leks," Solis said. ake/ak/

    [07] Some 1040 fines for abandoning school

    TIRANA, Feb. 3 (ATA) - By P. Shuteriqi: The education department of Tirana district has imposed fines on the families of pupils who have abandoned schools.

    The director of the district education department, Ramazan Gjuzi, told ATA that the fines, imposed on pupils for abandoning obligatory 8-year schools, are not observed by the communes.

    Some 1040 pupils have abandoned lessons since the beginning ofe the new academic year in 17 communes of Tirana district. For all the cases, fines, up to 50 000 leks, have been imposed, the chief of statistics in the education department, Engjellushe Mallto, told ATA on Monday. Meanwhile, there is lack of legal basis for their collection, as well as lack of procedures and competencies, who will collect them and where will the money go.

    Almost half of the pupils, who have abandoned 8-year schools, are girls. /s.s/pas/mt/

    [08] Anti-crime draft to be submitted to parliament soon

    TIRANA, Feb. 3 (ATA) - By K. Kostreci: The Albanian parliament is expected to discuss at least six drafts against the crime within the first 15 days of February, which aim at improving the existing legislation for the order forces, use of fire weapons, and others.

    "After the approval of the draft-budget, the government will bring at least six draft-laws, which will be discussed in the parliamentary commission of laws and that of order and SHIK," the chairman of the parliamentary commission of order and SHIK, Luan Hajdaraga, told ATA on Tuesday.

    One of the draft-laws envisages the change of the status of the Academy of Order, turning it into a university level.

    "I am completely convinced that with these changes, the effectiveness of order forces will increase," said Hajdaraga. /mt/

    [09] Albanian firms invited to take part in international business meeting in Hungary

    TIRANE, Feb 3 (ATA) - By A Keko: Albanian firms of production and trade are invited to take part in the international meeting of businessmen of Central and Eastern Europe to be held from March 12-13, 1997 in Budapest.

    Sources of the Chamber of Commerce and Industry - Tirane told ATA that the aim of the meeting is to establish contacts among productive and trade firms, to see the possibilities for mutual cooperation in such fields as industry, agriculture, transport, tourism, food industry, production of electric equipment, etc.

    Attending the meeting, which will discuss all aspects of production and trade, will be businessmen from Hungary, Russia, Ukraine, Poland, Italy, Croatia, Slovenia, Bosni-Herzegovina, Cyprus, etc.

    The Chamber of Commerce and Industry-Tirane has offered its assistance to the firms and businessmen that want to take part in this international meeting. /a.ke/xh/

    [10] SPA is de facto member of Socialist International - Lakrori

    TIRANE, Feb 3 (ATA) - By A Simoni: "The Socialist Party is de facto member of the Socialist International, and this was also confirmed by the Secretary of the Italian Left Democratic Party, Massimo D'Alema," the foreign relations secretary of the Socialist Party of Albania told a news conference on Tuesday.

    "The admission de jure of SP as a member of the Socialist International will be made following a request SP has submitted in the meeting of the Socialist International last year," said Lakrori, who is also State Secretary for the Euro-Atlantic Policy in the Foreign Ministry.

    Lakrori said in the news conference that since its founding, SP has been orientated to the European social democracy and this is also proved by the present ruling coalition with the Social Democratic Party.

    Regarding the national question, the State Secretary said that since its advent to power, his party has attached a special importance to the "internationalization of the question of Kosova." /s.sh/xh/

    [11] April-May 1998 - last stage for eradication of polio in Albania

    TIRANE, Feb 3 (ata) - By K Shehu: The latest stage against polio, April- May 1998, aims at eradicating this epidemic in Albania, the director of Public Health in the Public Health Department at the Ministry of Health of Albania, Petrit Vasili told ATA on Tuesday.

    "This stage will cover the entire country in conformity with the strategy of the World Health Organization," said Vasili, adding that "since this is the last and decisive stage, the public must understand its importance, and be sensitized to this issue."

    For this reason, according to Vasili, a large scale and continuous campaign must be undertaken to inform the population through mass media."

    In the mean time, the Institute of Public Health is preceding this campaign with the preparation of the plan for the quantity of the vaccines needed and for their distribution conformed to rules. Me Vasili also said that "the public health departments in the districts must adopt all technical and organizational measures, considering the polio vaccination as one of the most important campaigns in the Albanian health sector." /s.sh/cela/xh/

    [12] Service in contagious disease service to improve - Director of hospitals

    TIRANE, Feb 3 (ATA) - By K Shehu: Situation in the ward of contagious diseases in the University Hospital Centre (QSU) will improve, the director of hospitals in the health Ministry of Albania, Pirro Prifti told ATA, adding that "not only this ward but the whole QSU will be in the emergency needs list."

    The situation of hospitals is difficult across Albania, but Prifti stressed that "in QSU in particular the situation is worse." To this end, according to him, "bringing contemporary equipment to this centre and the replacement with new ones of the old equipment are in the list of the emergency, and for which we are working with various donors."

    As for the reconstruction of the QSU building, the director of hospitals stated that "QSU reconstruction is in the project of the World Health Organization." /s.sh/cela/xh/

    [13] DANIDA - project to improve teaching in Albania

    TIRANE, Feb 3 (ATA) - By P Shuteriqi: "DANIDA - project for the improvement of teaching, is currently being applied in the Aleksander Xhuvani University of Elbasan, in cooperation with Denmark" the rector of this University, Teuta Dilo, told ATA on Tuesday. She explained that "the project initialed in 1995, should have been completed last year, but it was postponed as a result of the unrest, during which our university was greatly damaged."

    The Danish project, funded with about 900 000 dollars, consists in the modernization of education, of didactic methods, the opening a new direction, that of civil education. "Actually, this subject is being taught in the secondary school, but those who teach lack contemporary training," said the rector, stressing that "our objective is to establish the branches of History and Civil Education."

    Actually another project is being implemented in cooperation with the Netherlands, Denmark and Britain, which is contributing to the improvement of teaching methods and application of computer system technology in school. It also covers the universities of Korce, Gjirokaster and Shkoder, with the University of Elbasan as coordinator.

    The Bristol University in the Great Britain, said the rector Dilo, is also helping to the perfection of the teaching process in the University of Elbasan. /s.sh/xh/

    [14] Albania's Democratic Party hails recommendations of European Troika

    - Berisha repeats demand for creation of a technocrat government -

    TIRANE, Feb 3 (ATA) - By A Haxhiu: "The Democratic Party is against the boycott of the parliament. Our failure to take part in the parliament has not been a parliamentary boycott but a sign of powerful protest towards the violence of this institution on the opposition. We hail the recommendations of the European Troika and consider them correct and indispensable for the country's democratic processes, " declared Sali Berisha, DP leader, in a news conference on Tuesday.

    "But the creation of a technocrat government is a right demand for a better governing of the country," he added.

    The recommendations of the European Troika for the opposition consisted in the participation of the DP in the Parliament, in the preparation of the constitution and DP's ruling out of the idea of fresh elections. The DP decided to observe one of the recommendations in a meeting of its presidency. cela/xh/

    [15] Greek government to support Albania on European and bilateral bases - Simitis

    - Greek PM meets HRUP delegation -

    TIRANE, Feb 3 (ATA) - The Greek support for Albania both in the European context and in the bilateral aspect was confirmed by Greek Prime Minister Costas Simitis in a meeting he had on Tuesday with a delegation of the Human Rights Union Party, led by Vasil Melo, which is on an official visit to Greece.

    Simitis pointed out the primary role that Greece is playing for Albania's integration in the European structures. He also highlighted the balanced political stands of HRUP, which has always demanded that the problems be solved through dialogue and cooperation among political forces.

    Melo stressed that "HRUP has constantly insisted that Greece and Italy are two main gates through which Albania will integrate into EU."

    HRUP representatives reiterated in the meeting "the indispensable need of intensified relations between the two countries," and the assistance that Greece must give for the public order, economic development, health sector, education and investments in Albania.

    With regard to the demands of the Greek minority people to have double citizenship, the Greek deputies, although this problem cannot be presently discussed by the Parliament, said that "in its laws on emigrants, Greece has observed and will observe the principle of equality for the Greek minority people living in Albania and for the emigrants or Greek origin, who will, however, have a special treatment." /s.sh./cela/xh/
