  • [01] Staff of Vlora municipality to undergo test

    VLORA, Jan 9 (ATA) - By H. Koçi: Co-chairman of the Vlora town hall David Tusha said to ATA on Thursday that all the present staff will undergo a test, which will enable a selection of skilled employees.

    The test will start as soon as the government approves the municipality personnel and budget. Tushe said that the inner structures will be reorganised according to an Italian model and the work is underway.

    Some 112 persons are employed now at the town hall, 81 of whom are paid by the state budget. s.sh/kled/ak/sh/

    [02] Serious projects for Albanian health sector in 1998

    TIRANE, Jan 8 (ATA) - By K Shehu: "The year which passed may be considered as a year of challenge for the medical system and environment in Albania," Minister of Health and Environment, Leonard Solis told ATA after a general annual analysis of the work with directors of that Ministry.

    He stressed that during the unrest in Albania important is the fact that this vital sector survived through realisation of programs of the emergence to keep the system of out patient clinics and hospitals working and to supply them with medicine and equipment. All the programs in the field of Albanian medical sector by the World Bank, USAID, PHARE and others were interrupted in order to give priority to emergence," the Minister pointed out.

    For Mr Solis "an optimal task is to secure a scanner which does not exist in Albania so far and the creation of two other centres for hemodyalisis." Also priority will be attached to a national plan to replace old x-ray apparatuses, a question which will be solved through foreign aid and the state budget," said Minister Solis. ake/kled/xh/sh/

    [03] Wider compromise in political specter for constitution - La Pergola

    TIRANA, Jan 9 (ATA) - Deputy Speaker Namik Dokle and head of the Venice Commission Antonio La Pergola had a meeting on Thursday which focused on draft and approval of constitution.

    Dokle spoke of necessity of cooperation of all political forces in this historical process.

    "We are decided to draft a democratic constitution for Albania insisting that the Democratic party assume its responsibilities in this obligation towards democratic development of Albania," Dokle said.

    La Pergola said "the constitution represents a common value for all Albanians. This is why we should undergo all efforts for a wider Albanian political compromise."

    Expressing his support for this process, La Pergola said: "A serious cooperation of all political forces to draft and approve a constitution would be an important step to further consolidate Albania's stability." s.sh/kled/ak/sh/

    [04] A very wanted Albanian extradited from Italy

    TIRANE, Jan 9 (ATA) - By Th Thanasi: Besnik Arra, 21, from Oblike of Shkoder, declared a very wanted person, was extradited from Italy on Thursday, sources of Police Department of Tirane told ATA.

    Sentenced with 11 years in jail for theft and other crimes during the March 1997 unrest, Arra had fled the country where he was serving his imprisonment term and went to Italy.

    The Italian Interpol detained Arra on January 4, 1998. s.sh/kled/xh/sh/

    [06] Dresses for Miss Albania '97 to be based on folk costumes

    TIRANE, Jan 9 (ATA) - Flora Nikolla: Eni Velcani, 27, will be the dress designer of the Beauty Contest Miss Albania '97, expected to be held by the end of January in the Palace of Congresses in Tirane.

    About 80 costumes of various kinds and cloths and 40 bathing suits, all based on warm colors, are ready to be realised on the concept of the compositions and style of Velcani.

    "My idea is to use light clothes because all the girls are very young, " said Ms Velcani, who has graduated the Italian Institute of Fashion in Rome a few years ago and has worked in well-known firms such as Energy, La Perla, Prada, Fedisime, etc.

    All the dresses are based on Albanian folk costumes which claim distinction for hand embroideries and installation of old Albanian coins in them.

    Velcani will open in the center of Tirane soon a shop with the clothes after the style of Eni Velcani. kled/xh/

    [07] New officials appointed at Interior Ministry

    TIRANA, Jan 9 (ATA) - By A. Keko: Two new officials were presented early on Friday at the Interior Ministry in the presence of the Interior Minister Neritan Ceka and minister of State at the Council of Ministers Kastriot Islami.

    Ilirian Çano will be chief of Crime department and Besnik Bregu deputy Police General Director. The second is a new post created instead of that of the deputy minister.

    [08] If I violate law I will resign myself - Brojka

    TIRANE, Jan 9 (ATA) - By K Shehu: "If I am told what law, what article, what paragraph I have violated and if I become aware of such an act, I will leave the post of the Mayor myself and will put in a difficult position President Meidani to discharge me, something he would not do," told a news conference today the Mayor of Tirane, Albert Brojka, referring to the flowing at half mast of two flags in the town hall on occasion of the funeral ceremony of the police officer, Abdyl Matoshi.

    According to Brojka, the Government has discussed his discharge for abuse of law.

    "I may be discharged from the post," said Brojka, "only by decree of the President, proposed by the government and with the inscription 'for grave violation of the law and the constitution.'" "Nonetheless," he continued "I am expecting to be told which law I have violated." a.ke/s.s/xh/sh/

    [09] Chief of Tropoja commissariat kills an officer

    TIRANA, Jan 9 (ATA) - Chief of the police commissariat in Tropoja district Fatmir Haklaj shot and killed on Friday at 10.15 a.m. the officer of the border department Shefqet Hoxha inside the commissariat, sources of the Interior Ministry reported.

    The killing follows the two events, one in the place called Qafa e Luzhes (Luzha Pass), which claimed the life of two persons including the brother of the commissariat chief and a police staff was wounded and the other in Cernice village in which three persons were killed in an ambush.

    It was thought that the killing was carried out for revenge and Haklaj left the commissariat for an unknown direction. s.s/ak/sh/

    [10] Work by the Commission of the Constitution is commendable - La Pergola

    TIRANE, Jan 9 (ATA) - "We hail the will you are manifesting to guarantee an overwhelming process for the preparation of the Constitution," Fatos Nano, Albanian Prime Minister said to La Pergola, Head of Venice Commission "Democracy through law" close to the Council of Europe, in a meeting they had today.

    "The work the Commission of the Constitution is making is praiseworthy, " said La Pergola, who, in the name of the Venice Commission, proposed a number of initiatives to facilitate the process for the preparation of the constitution, beginning with consultations and workshops to meetings of politicians, who, La Pergola said, "must know that the constitution does not change each time governments change."

    PM Nano asked Mr La Pergola that experts on the constitution come to Albania as soon as possible to work in compiling the constitution and for the stages of its approval.

    "Deformations in Albanian institutions as a result of the political violence have resulted precisely from the lack of the rules of game, hence the Constitution," added PM Nano. "To eliminate other defects in the future, the constitution must be adopted as soon as possible, and the maturity of this process be guaranteed," said Nano. a.ke/kled/xh/sh/

    [11] All-round measures taken against smuggling

    KOPLIK, Jan. 9 (ATA) - By. M. Malja: The police of Malesi e Madhe, Northern Albania, have taken all-round measures to stop smuggling through the lake of Shkoder.

    The chief of this commissariat, Salko Ferizaj, reported to ATA that the police forces of this district, in cooperation with the special forces of the Interior Ministry, deployed in this zone since several months, have enabled the prevention of smuggling towards Monte Negro.

    He said that several nonstop roadblocks have been set up in the axe of the road Shkoder-Han i Hotit, as well as in the secondary roads which lead to the lake of Shkoder.

    But Ferizaj asks a greater support from the Interior Ministry with necessary working means.

    The smuggling of cigarettes, fuel and coffee has started in 1993, where despite the embargo of the United Nations Organizations (UNO) against former Yugoslavia, considerable quantities of oil passed the border.     [12] News on Zani's escape, irresponsible lie - prison director

    TIRANE, Jan 9 (ATA)-Prisons' Director General, Dalip Zhaboli, on Friday, considered an irresponsible lie newspaper Albania's report that Myrteza Çaushi (Zani) has escaped prison 313 in Tirane.

    Zani is under full custody, conform all rules of Albanian prisons, he added.

    Speaking of the other version, again according to Albania, that Zani has allegedly been transferred to the Lushnje jail, to create the necessary conditions for a later escape, Zhaboli says that this fact is "unfounded and runs contrary to the nature of this prison, in which serve sentence those whose trials have concluded".

    "Zani is in pre-trial custody. According to the extent of crime and danger the person poses to the society, the individual form of custody is also determined for Zani," Zhaboli said. s.s/kei/lm/k

    [13] Greek army to carry on support for Albanian army

    TIRANA, Jan. 9 (ATA) - By Th. Thanasi: The Chief of the Army General Staff, brigade general Aleks Andoni, held Friday a meeting with the General Director of Logistics of the Greek Army, General Mayor Labros Kazakos.

    The aim of his visit in Albania is to make concrete the agreements for the establishment and equipment of grounds of living and exercising and the logistic support for two companies of the Albanian army.

    According to the program of cooperation, the Greek army will constructs with its funds a series of living and exercising objects for the Albanian armed forces.

    Thus, the visit of the Greek delegation in Tirana is held in this framework.

    According to the spokesman of the Defence Ministry, the Greek party has undertaken to invest and bring all the necessary equipment for this project, which is in the context of the aid that the Greek army will offer to the Albanian army.

    The Greek investment will create the conditions of living and exercising for some 120 Albanian soldiers. /s.s/kei/mt/k

    [14] Former police chief kills police inspector for revenge motives

    TIRANA, Jan. 9 (ATA) - Former chief of police commissariat in Tropoje Fatmir Haklaj shot dead border police officer Shaqir Hoxha for revenge motives on Friday morning.

    Haklaj was on the run right after committing the crime, Interior Ministry spokesman reported.

    The director of order police and several specialists from the Interior Ministry went to the spot to uncover the circumstances of the event, who, in cooperation with the General Prosecutor's Office, are working to throw light on the event and to detain the perpetrator.

    Agim Logu was named new chief of the Tropoje police commissariat, upon the order of the Interior Minister and the State Secretary in this ministry. /s.s/kei/mt/k

    [15] La Pergola ready to help draft Albania's constitution

    TIRANE, Jan 9 (ATA)-Antonio La Pergola, President of the Venice Commission "Democracy through law" at the Council of Europe, expressed readiness to unblock the situation and respond to any demand for expertise in drafting the constitution, at a meeting with Albania's President on Friday.

    President Rexhep Meidani appreciated this European commitment to technical assistance in the institutional field and pointed to the readiness of all institutions and serious political forces at home for Albania to get its constitution.

    "The work to draft the constitution should be realised without wasting time in a transparent process with the participation of all and in the context of a moral majority, giving a juridical solution to the bases of the rule of law".

    Meidani furthered his idea that the creation of the constitutional commission, as well as the constitution's approval in parliament should be a liberal process, free of any political majority or simple mathematics. a.ke/s.s/kei/lm/k

    [16] Interior Minister calls policeman killing in Tropoje cannon crime

    TIRANE, Jan. 9 (ATA)-By Th. Thanasi, Interior Minister Neritan Ceka on Thursday considered the killing of a border police officer by the ex- chief of the Tropoje district police commissariat simply a cannon crime.

    "Although the crime was committed between two police officers, it has nothing to do with their functions," Ceka said.

    "It was like a conflict of the 17th century, solved through customs mentalities of that century," said Ceka referring to blood-feud norms, established in the ancient Albanian cannons, on whose bases the ex-chief of the Tropoje police commissariat, Fatmir Haklaj, killed the border police inspector, Shaqir Hoxha.

    [17] Brojka violates Constitution - deputy prime minister

    TIRANE, Jan 9 (ATA)-By A. Simoni, Tirane mayor Albert Brojka has acted contrary to the constitution by half-masting the flag on an undeclared mourning day, deputy Prime Minister Bashkim Fino said on Friday.

    "I know the local government law not only because I am deputy prime minister but also because I have been local government leader," said the ex- mayor of the Gjirokaster city.

    "Although this law does not clearly express who declares the mourning day, I say that, considering the government's decisions, the mourning day is declared only by the President of the Republic by proposal of the Prime Minister".

    According to Fino it is the right of Prime Minister Fatos Nano to propose to the President of the Republic to dismiss from duty the Tirane mayor "for seriously violating the law and the Constitution."

    While Albert Brojka said on Friday that:"I do not know what's the law I have violated". He added that if he became conscious of law violation, he, himself, would resign, before being discharged by the President of the Republic.

    Brojka had declared Thursday a mourning day to pay homage to a policeman killed in Tropoje recently. s.sh/kei/lm/k

    [18] Potable water in 90 villages and 8 towns for 1998

    TIRANA, JAN 9 (ATA) Albanian Government has forecasted, that with 1998 state funds, finally to provide potable water for 90 villages and improve the water supply in eight towns.

    The Ministry of Construction and Public Affairs will inject funds worth 600 million lek frozen for four years, to construct 43 aqueducts. Towns, which will profit from this fund are Lushnje, Ballshi, Belshi, Krasta, Elbasani, Gramshi, Permeti and Konispoli.

    In drafting the aqueducts' project is taken into consideration the non financed projects and those underway, part of which are under construction since 1994 and are not over yet.

    Some 115 aqueducts worth lek 1,970.970 are planned in this investments program.

    [19] Around 56 percent of exports from domestic production

    TIRANA, JAN 9 (ATA) Albanian exports during 1997 were estimated at lek 21 billion, sources from the Customs General Directorate told ATA Friday.

    Except March period when export drastically fell at lek 96 million due to unrest in Albania, in the upcoming period every month some 1,8 billion lek were averagely collected from export.

    Starting April, except October, in general exports were higher than for the same period in 1996. In total around 56 percent of exports is derived from local production, while the rest 44 percent from the active processing.

    [20] US dollar losses some points

    TIRANA, JAN 9 (ATA) Friday's average exchange rate in the informal market of Albanian currency "lek" against foreign currencies like USD, DM, SFR, ITL was in favour of these last.

    So $1 = 152,2 lek, lossing 0,40 points compared with yesterday's 152, 60 lek. The DM was traded for 84,8 lek gaining 0,46 points compared with yesterday's 84,34 lek and ITL (1000) traded for 84,9 lek gaining 0.15 points compared with yeasterday's 84,75 and so on.

    [21] More people assisted economically in 1998

    TIRANA, JAN 9 (ATA) The Ministry of Labour has forecasted that in 1998 other 35,000 people who have lost their life savings in pyramid investment schemes and those dislocated from the country's northern part will be encompassed into the economic assistance scheme.

    According to sources from the ministry, they are working too with the current legal framework in order to find ways to support economically the people returned from Italy recently.

    [22] Debtors owe AEC $52 mln

    TIRANA, JAN 9 (ATA) It is estimated at $52 million debtors who owe money to Albanian Energy Corporation for 1996-97 period.

    Among the biggest debtors in not paying electricity bills are state budget sectors with lek 336 million.

    Even families, which do not pay electricity bills hold a considerable part in AEC' debtors group with 2 billion and 370 million leks, being at the same time the main culprits of non technical losses with 35 percent.

    Especially three pilot districts Elbasan, Shkoder and Vlore owe AEC some lek 1,7 billion.

    [23] SV will absorb completely RCB in 1998

    TIRANA, JAN 9 (ATA) The merge of the Rural Commercial Bank by the Savings Bank until the end of 1997 seemed to go as planned by senior officials of both Banks. Until now all deposits of RCB around 3,5 billion leks are transferred at SB.

    According to RCB officials now are underway problems of second hand importance as the relations of RCB with the Albanian Telecom regarding the services rendered by the bank of Telecom clients. After this, the RCB will totally pass under SB "protectorate".

    [24] Three victims in Berat

    TIRANA, Jan. 9 (ATA) - By S. Spahiu: A man and two women were killed for unknown motives in the district of Berat on Friday afternoon, Interior Ministry spokesman reported to ATA.

    Three masked persons killed at 15:30 a man who was working in his land in Bregas village of Berat. Almost at the same time, two women, mother and daughter, were found killed in their house in Galine village. /kei/mt/k

    [25] Prime Minister's spokesman explains changes in Interior Ministry

    TIRANE, Jan 9 (ATA)-The Prime Minister's spokesman, referring to several comments and statements on the Interior Ministry's staff policy, explains that changes in this ministry have been part of the reform in administration, with the aim to strengthen public order and guarantee peace.

    "These structural changes aim at strengthening the fight against crime, delegate responsibility to lower levels as well as the will to get closer to the standards of western countries' police, which are providing a precious assistance in this direction," the spokesman says.

    The government, through the spokesman, remarks that all irresponsible errors and statements of certain officers will be severely condemned up to their dismissal from the armed forces for violating the law on these bodies' depoliticisation.

    Prime Minister Fatos Nano has also asked the Interior Ministry's authorities to maintain a categorical and legal stand towards all those militaries on duty, who have manifested attitudes which run contrary to the law.

    Nano guarantees all citizens that the most capable and honest men, in police and elsewhere in administration, will continue to protect life, property and general prosperity, which, above all, are guaranteed by the establishment and implementation of equal rules for all. s.s/kei/lm/k

    TIRANA, Jan. 9 (ATA) - By M. Hodo, E. Koraqi: The National Front refused cooperation with the Albanian Democratic Party and "Union for Democracy forum," the deputy chairman of the National Front Party, Hysen Selfo, told a news conference on Friday.

    The lack of renovation within the leadership of the Democratic Party, is, according to him, the main argument of this refusal.

    "The Democratic Party and its leadership, said Selfo, opened way to revenge, by legally supporting a partial reform towards market economy."

    He added that the Albanian state of 1997 was destroyed within a night not only because the Albanian institutions were not consolidated, but also because the foundations of the Albanian state did not exist.

    "Our party favours the idea of holding early elections, but after the approval of Constitution and the adoption of the electoral law," stressed Selfo.

    Selfo stated once again the fact of being in strong and incompatible opposition with the Socialist Party. /kei/mt/k
