    TIRANE, DEC.31 (ATA)- By S. Spahiu, The Tirane police Department has called on Tirana inhabitants not to express the joy of festivity through arms crackles.

    Wishing the festivity to the inhabitants of Tirana through a press release today, the police ask them to celebrate 24.00 hrs of December 31, 1997 peacefully, without shooting, as their tragic consequences are well known.

    The Tirane police effective, in implementation of the Interior Minister's order, will be on the alert for the festivities. They will be supported by 14 auto-patrols of the "Shqiponja" group which will patrol the whole territory of Tirane.

    The capital's police department calls on the citizens, that in case their lives are threatened and law and order is disturbed they should immediately call the respective commissariat or phone number 19 of the "Shqiponja" group./pas/lm/sh/

    [02] SHKODER UNITED RIGHT WING IS AGAINST EARLY ELECTIONS

    SHKODER, DEC.31 (ATA)-By M. Malja, The Shkoder United Right wing has declared itself against early elections, asked by the Democratic Party and its "Union for Democracy" allies.

    The current chairman of this league, Zef Gurakuqi, told a news briefing on Tuesday that the Shkoder united right considers the demand for holding early elections next March unmotivated.

    Given the order is not yet established and power unable to institutionally guarantee the protection of the individual, new elections cannot be considered, a communique read in the conference says.

    The Shkoder united right calls this demand a fresh effort to destabilise the situation in Albania.

    The Shkoder United Right includes branches of Balli Kombetar, Republican Party, Legality, Politically Persecuted Association, Democratic Party of the Right and other branches. a.ke/kei/lm/sh/

    [03] CONDITIONS CREATED FOR NORMAL INVESTMENT - Ceka

    TIRANE, DEC.31 (ATA)-By Th. Thanasi, Albanian police, in few weeks, managed to restore order, Interior Minister Neritan Ceka told a news conference at "Dajti" hotel in Tirane, on Tuesday.

    "Order, first of all is work, purity, and order, which stems from the economic development and not from violence and forceful implementation of the law," Ceka added.

    Ceka stressed the police forces have shown that conditions are created for a normal life of investment, for the development of production and flourishing of culture and education.

    "We are determined to work to stabilise law and order at home and control the whole territory," Ceka said adding that measures have been taken to reorganise the police with the support of the West European Union.

    Ceka said that in the Tirane police department the Operation Room with mobile units, called "Shqiponja", was inaugurated on December 30. pas/lm/k

    [04] WEAPONS TO BE COLLECTED WHERE THEY ARE -minister

    TIRANE,DEC.31 (ATA)-By Th. Thanasi, Albanians took up weapons when the government threatened the citizens and they had to defend themselves, Interior Minister Neritan Ceka told a news conference yesterday.

    "Law and Order has already been restored, weapons should be returned to the state," Ceka said, adding that they should have been collected voluntarily by October 20 of this year and "next year, they will be collected where they are through the state's or international organisations' financing".

    "Police cannot collect all weapons through the means at its disposal today," Ceka said, adding that after securing ten million dollars, disarmament is thought to be realised by May".

    "Disarmament in Albania can never be realised if elements irresponsible and criminal in spirit and action incite the people not to hand in the weapons," Ndre Legisi, Interior Ministry Secretary of State said.

    The press quotes DP chairman, Sali Berisha, as having called on the citizens in Durres last week not to surrender arms. kled/lm/k

    [05] ORDER CANNOT BE ESTABLISHED UNLESS JUSTICE IS CONSCIENTIOUS - Ceka

    TIRANE, DEC.31 (ATA)- By Th. Thanasi, Order cannot be established unless the Albanian justice is conscientious, Interior Minister Neritan Ceka told a news conference on Tuesday.

    "Albanian judges in most cases have been irresponsible and incriminated. They led this country to a catastrophe, beginning with Rustem Gjata, who led a corrupt justice, also responsible for the killing of the policemen, as in the case of Ballsh," Ceka said.

    "Over 100 criminals caught with weapons and masks have been released over the last five months by the so-called Albanian justice," he said. kled/lm/k

    [06] A CAR OVERTURNED INTO DITCH, THREE PEOPLE DIE - Mat

    BURREL, DEC. 31 (ATA) - By H. Ruspi: Three persons died and another was seriously injured in a road accident, which occurred in the place called Qafa e Dushkut, 12 km in vicinity of Klos, district of Mat.

    Sources from the police commissariat report that the accident happened on Tuesday afternoon, when a car driven by Skender Cupi, while traveling towards Burrel, went off the road and fell 50 m in the abyss. Due to this, the driver Skender Cupi, 41, the citizen Asiz Cupi, 60, both inhabitants of Durres and another unidentified person died.

    The preliminary conclusion of the investigating group is that the accident happened because of high speed and bad weather. /s.s/kled/mt/k

    [07] DIALOGUE PARTY IN POWER-OPPOSITION, CONSTANT OF POLICY FOR 1998

    TIRANA, DEC. 31 (ATA) - By Eva Allushi: 1998 will be the year of total participation and continuity of the dialogue between the party in power and the opposition; this is the opinion of the Albanian politicians at the end of 1997, the year which marked one of the greatest political- economic crisis of Albania.

    Considering the lack of dialogue between the political parties as one of the main elements which led the country into chaos and anarchy during January-March of this, to the SP Secretary General, Pandeli Majko, the main direction of the SP policy for 1998 will be: "to give a new dimension to dialogue with the opposition."

    "SP will focus on two main directions during 1998, said Majko, considering the changes within SP as necessary and which will help this party open towards dialogue in its structures, as well as with the opposition."

    "Without a dialogue of the government coalition with DP and the Albanian United Right, the great problems that the country is going through cannot be solved," said the Secretary General of the Democratic Alliance, Prec Zogaj.

    With the option that any member of the government should legally and morally respond for his acts and be put before law, for 1998 the Republican Party asks from all the political parties the necessary tolerance to solve the problems such as restoration of order, reduction of unemployment, drafting of constitution, and others," says a statement of this party. /s.sh/mt/k

    [08] ALBANIA CONDEMNS SERBIAN VIOLENCE AGAINST PEACEFUL PROTESTS OF STUDENTS IN KOSOVA

    TIRANA, DEC. 31 (ATA) - Albania's Foreign Ministry condemned Wednesday the aggressive stand of Serbs against the right of Kosova Albanians to be educated in their mother tongue, as well as the use of violence, maltreatment and arrest of a considerable part of young Albanian protesters and their teachers.

    "The right to be educated in the national language at any level and in conditions of a national compact entity, is a right based completely on international norms and documents," stresses the report of the press and information department of the Foreign Ministry.

    According to the report, the aggressive stand of the Serbian party is not in accordance with the spirit of the Balkans Europeanization, on which the authorities of Belgrade were declared in the Crete Summit.

    The most efficacious ways to lower the tension in Kosova would be to start negotiations with the protesters and give them the right to be educated in their mother tongue. /s.sh/kei/mt/k

    [09] POLITICAL FORCES DENOUNCES TERRORIST PAPERS DISTRIBUTED IN SARANDE

    SARANDE, DEC. 31 (ATA) - By Sh. Hajno: The political forces of Sarande condemned Wednesday through a joint statement the dividing content of a number of papers, distributed in different grounds of the town, which cultivate hatred among regions.

    The chief of police commissariat, Ardian Resuli, told ATA that "together with SHIK we are trying to identify the authors."

    The statement was signed by the Socialist Party, Democratic Party, Republican Party, Social Democratic Party, Democratic Alliance, Agrarian Party, National Front, Human Rights Union Party, United Right with the initiative of the SP branch of Saranda. /a.ke/kei/mt/k

    [11] ALBANIAN ARMY TO BE RESTORED BY THE ALBANIANS

    TIRANA, DEC. 31 (ATA) - By Th. Thanasi: The Albanian army will be restored by the Albanians, the partners will help us, the spokesman of the Defence Ministry told a news conference on Wednesday.

    All the existing laws have been revised and the new draft-laws have been prepared, said the spokesman, stressing that the law on the status of the military men has finished.

    The spokesman explained that the material damage in the Albanian army during the months of riots is estimated to be 425 000 000 dollars.

    He added that the military objects are already under secure protection.

    Some 11% of the naval means were put on readiness. In the sector of tanks, 25% of tanks were put on use. /kei/mt/k

    [12] MESSAGE OF GREETINGS OF PRESIDENT OF ALBANIA REXHEP MEIDANI ON OCCASION OF NEW YEAR 1998

    TIRANE, DEC 31 (ATA) - Follows the text of the Message of Greetings that Albanian President Rexhep Meidani has addressed to the Albanian people on occasion of the New Year, 1998:

    My Honoured compatriots wherever you are, sisters and brothers,

    At this moment of celebrations for all, I would like to join my wish and that of my family with the wish of all Albanians at the turn of this year, and waiting for the New Year to come.

    My most special wishes are for those who keep order and tranquillity for our celebration; for the policemen who are on duty today too. They merit this wish because they work and sacrifice more than others, they are the most exposed in the fight of all Albanians to give themselves a solid state and social organization, able to resist any challenge.

    My wishes on this celebration are addressed in particular to those whom this year's difficulties of life have imposed on them new privations. Be this year for them a year of hope, confidence and reintegration.

    While years replace one another, it is characteristic that the years that leave and those that come be described with a few heartfelt words. I would ask you sisters and brothers, that without pathos to try to forget this year which passed as a bad dream in the history of our nation and looking forward to the new year which is arriving, along with the celebrations, let us reflect for a while. Let us reflect for what we must do to recover out our life, mind, soul and identity. I am convinced that to attain this we must work seriously in the coming year.

    We must work first of all to feel one another as brothers and not as enemies, and for this we must leave aside what divides us in the name of those that unite us. I am convinced that what divide us are very few to add to the differences and distances which generate conflicts among us. By fully respecting the diversity which enriches the identity and does not divide, let us put aside the distances, the differences in programs, the individual ones in order to unite round a joint and new system of national values. The bridges of communication between individuals, groupings, the state and subjects of any kind should be mended as soon as possible so that Albania feels itself as a civilized nation, as a genuine civil society.

    We must work to create another urban, economic environment for our daily life. The climate created by the ruins and the bad dream we passed, the mistakes that all made yesterday or in the distant past in our history, is inappropriate for us if we want to see forward and not backward, if we want to construct Europe here and not to go towards it with the death speedboats by playing with out fate in a lottery which always resembles the pyramids.

    In the past months we gave signs of a general, moral and spiritual recovery, which makes us hope that 1998 will be a good year, that this recovery must be consolidated to become a complete spiritual, institutional and economic revival, hence, we all must work with courage, enthusiasm, confidence and hope.

    Let us try to multiply our energies to built and increase production and improve our welfare; to construct a strong and dignified institutional building, which is a guarantee for a permanent development without traumas; to give this constructing process a certificate as well - the Constitution.

    Only in this way this new year, a year of work and mobilization will also be a year of new identity for the Albanians in the European family. I am convinced that the national originality and here I would single out the brilliant tradition of survival and the natural inclination towards to new; the support of friends and the work will guarantee this transformation of the Albanians in the spiritual and economic aspects. Through a national recovery based on people's inspiration and on a political, international, open and pragmatic coordination, the Albanian voice will sound more powerfully and will have a stronger echo making the International Conventions and Mechanisms more concrete and obligatory towards the Albanian question in general and the efforts of our brothers in Kosove in in particular.

    On this occasion, Albanian sisters and brothers, wherever you are, allow me to wish you all:

    More patience, hope, human love and social peace, more welfare and prosperity for everybody! xh/
