Cani, The mayor of Gjirokaster city, south of Albania, asked Interior Ministry on Monday to take immediate actions against the recently emerging terrorism in the city.Mayor Ylli Asllani told ATA he has asked Interior Minister Ceka to send special forces to combat crime in Gjirokaster. The SP local branch denounces in a press release the latest terrorist acts "committed by certain terrorist groups aiming to destabilise law and order not only in Gjirokaster but throughout the country". The statement calls on all police justice bodies, SHIK (National Information Service), prosecutor's office, SHIR (Public Order Information Service) to halt internationalisation of terrorism and restore the lost peace to Gjirokaster. a.ke/pas/lm Albanian Telegraphic Agency[02] KOSOVA PRESIDENT MEETS GERMAN AMBASSADOR TO BELGRADEPRISHTINE, NOV.17 (ATA)-President of the Republic of Kosova Ibrahim Rugova on Tuesday met in Prishtine with German ambassador to Belgrade Wilfried Gruber.Rugova stressed the determination of the Kosova leadership to achieve independence and freedom through peaceful and political means. He expressed readiness for a Prishtine-Belgrade dialogue, in the presence of a third side, the U.S. in cooperation with the EU. Gruber repeated Germany's stand to resolve the Kosova issue through political means. He said that the international community is increasing attention to the situation in Kosova and pointed to the German-U.S. and Franco-German initiatives on Kosova. "Any kind of violence in Kosova damages the political process for the solution of the Kosova issue and limits world sympathies for what the Kosova people have done over these years through peaceful means," Gruber said. AG/pas/lm Albanian Telegraphic Agency[03] ALBANIAN POLICE BLOCK A SHIP WITH SMUGGLED CIGARETTES WORTH 1 MILLION DOLLARSTIRANE, DEC 17 (ATA) - By Aurel Simoni: Albanian police blocked on Tuesday evening a ship with about 2 thousand boxes of smuggled cigarettes on board, Interior Ministry sources say.The cigarettes were Marlboro and estimated at 1 million dollars, while the crew of the ship seized at the River Vjose mouth consisted of Albanian and Greek nationals. "The operation started at 6 p.m. and ended at 11 p.m." said Neritan Ceka, Interior Minister on Wednesday, adding that the operation was directed by the Head of Police Department, Sokol Bare. Ceka said that the operation was a coordination of the work of the police department of Fier and the units of four motorboats sent by the Italian Interior Ministry and with a joint Albanian-Italian crew. The Minister pointed out that the motorboats forced the ship to enter the port of Durres, while its crew was put under arrest. This is the second ship seized by police after the new government came to power. The first ship had on board 2 thousand boxes with cigarettes, an amount which is becoming a standard, according to Interior Ministry. assh/pas/xh/ Albanian Telegraphic Agency[04] STATE SECRETARY FOR DEFENCE POLICY DENIES CHARGES OF "ALBANIA"TIRANE, DEC.17 (ATA)- State Secretary for Defence Policy Perikli Teta on Tuesday turned down charges by newspaper Albania , according to which the government is "legalising Greek protectorate", in Albania."The draft-law on ratifying a supplementary agreement on the protocol of aid and cooperation between the armed forces of the Albanian Ministry of Defence and the Greek Ministry of National Defence', does not mean presence of Greek troops in the context of a Greek protectorate towards Albania. On the contrary this draft-law aims further realisation of the bilateral agreement to help reconstruct the army gravely affected by the tragic events of March '97", says Teta. He explains that "the presence of these troops has to do neither with a continuation of the tasks carried out by the "Alba" troops nor with a secret agreement. On the contrary, these troops have been deployed with concrete tasks for special assistance". The declaration of the Defence Minister Teta carries the text of the draft law: 1. Protection of the barracks of Yzberish and the creation of proper conditions for a normal life of this unit in the future. 2. Providing of the necessary assistance in various sectors of training. 3. Creation of working conditions for military commissions and experts. 4. Security of the Military Hospital in Tirane in which the Greek army has brought considerable material aid for the reconstruction and equipment for the polyclinic of that hospital. Mr Teta explains that "all the operations of these forces will be carried out under the jurisdiction of the Defence Ministry of Albania and these forces do never undertake other independent acts which run counter to this draft." Mr Teta calls the charges of the newspaper Albania as "attempts to distort the content of this draft" and "ill-wishing insinuations made to prevent the Army from its recovery and to create splits in the future relations between the two ministries of the two countries," ends his explanation the State Secretary for the Defence Policy, Perikli Teta. pas/lm/xh/ Albanian Telegraphic Agency[05] FIVE SMUGGLERS ARRESTED IN BILISHTBILISHT, DEC.17 (ATA)-By B. Fejzullai, Police of Devoll district, south of Albania, intercepted early on Wednesday a van with Korce number plate which had not cleared through the Kapshtice customs five quintals of coffee and blankets.The district police sources told ATA that involving in this contraband are also customs workers. The owner of the commodity, two customs policemen, a customs worker and a border policeman, whose names are not made known for investigation reasons, have been arrested. s.sh/pas/lm Albanian Telegraphic Agency[06] GJIROKASTER POLICE ON THE ALERT, SPECIAL FORCES AGAINST TERRORISM IN CITYGJIROKASTER, DEC 17 (ATA) - By H Cani: Police forces of Gjirokaster are on high alert as a result of the terrorist activity spread in this city in the recent days.The spokesman of police told ATA that the culprits of some terrorist acts have been caught and a number of measures have been adopted such as a reinforced service in special important subjects, checking points and installation of a permanent road control on the national road passing through the city. Present in the city today also are special forces of the Interior Ministry. The inspector of criminal police Ferdinand Nexhipi confirmed to ATA that police are intensively working on two directions for the culprits; the first direction is related with the culprits who carry out such acts for personal motives (fighting between different groups of traffickers and smugglers,) the second direction is related with set forces which aim to destabilize the situation and to create the psychosis of terror for set goals. Today too, four criminal police officials were dismissed "for abuse of office." A part of the papers dwell on the reaction of politicians towards the draft law of the government on the deployment of 205 Greek soldiers in Albania and the reports informing that Iran will supply arms to Kosova."IMF will assist Albania," writes Zeri i Popullit. With regard to the visit of PM Nano to London the paper cites Mr. Nano "The future, in Europe and the U.S." and: "Albanian vision for the Balkans will be: a region integrated in the Euro-Atlantic sphere." The newspaper also carries an article under the headline "Albania will not strike alliance with the Islamic Conference." Regarding the draft law of the Government for the deployment of some Greek soldiers in Albania, the newspaper Shekulli carries a reaction of the State Defence Secretary, Perikli Teta, under the title "There is no Greek protectorate for Albania." Still on this topic, the paper carries the pronunciation of the chairman of the Parliamentary Foreign Commission, Republican deputy Sabri Godo, under the title "NATO to monitor soldiers." "The number and the deadline to be decided by the parliament," the paper cites Mr. Godo. Under the headline "Democrat deputy reacts," the paper carries the pronunciation of the DP deputy Hajdari, chairman of the Parliamentary Defence Commission: "Off with Greek soldiers." Rilindja Demokratike carries the declaration of the democrat deputy, Hajdari, under the title "Country's sovereignty threatened by Nano." RD also publishes the declarations of the deputy chairman of Balli Kombetar, Selfo, Republican former chairman Godo and the Christian democrat chairman Bushati for this question. Koha Jone carries a declaration of Godo in the capacity of the chairman of the Parliamentary Foreign Commission, under the title "Godo: Greeks to be directed by NATO." Whereas Republika publishes the pronunciation of Mr. Godo under the title "Greek troops for six other months in Albania," and subtitle "Government must not put us before fait accompli." Today's newspapers cover the recent event in the filed of smuggling: a ship, which started from Greece, and was to be unloaded in Albania, was detained. "Seven Albanians and a Greek are arrested," writes Koha Jone regarding this event. /pas/xh/mt/k Albanian Telegraphic Agency[08] COURT SENTENCES FORMER SOCIALIST DEPUTY TO 11 YEARS IN PRISONTIRANA, DEC 17 (ATA) - A Tirana court on Wednesday midday found Gafur Mazreku, former Socialist deputy who shot and wounded a deputy of the Democratic party on September 18, guilty of attempted murder and sentenced him to eleven years in prison.The prosecution asked last Friday for 16 years imprisonment for Mazreku while the court reduced the sentence from 16 to 11 years in prison. The court changed the indictment from "killing for personal reasons" and "attempted murder", into "deliberate killing" and "attempted assassination." ake/kei/ak/k Albanian Telegraphic Agency[09] ALBANIA'S PRESIDENT MEETS OSCE AMBASSADORTIRANA, DEC. 17 (ATA) - Albania's President Rexhep Meidani held Wednesday a meeting with the ambassador of OSCE in Tirana, Daan Evert. President Meidani appreciated the great role of OSCE for the successful conduct of June 29 polls in Albania and for the return of democratic normality in the country.Ambassador Evert expressed his and the OSCE optimism for the future of democracy in Albania, President's press and information office reports. President Meidani and Ambassador Evert shared the same opinion regarding the drafting of Albania's constitution, which should be education and nation wide act, to be finalized with its approval at an optimum time. At the function of this aim, OSCE has offered its assistance through the experts on constitution who are in Tirana, as well as to coordinate this process. With regard to the recent disagreements between parliament and the Constitutional Court about the problem of legal rotation of Constitutional Court members, President Meidani voiced optimism for the possibility of finding a fair and acceptable solution. Simoni: A Balkan round table will be organised soon in Tirana under the supervision of British officials, Fatos Nano, Albanian prime minister said on Wednesday after returning from London, Great Britain.Great Britain is going to run the presidency of the European Union next January. Nano said that the British side showed an extraordinary interest in Albania's initiative, "especially the full normalisation of relations with Macedonia and initiatives resulting from the Crete summit, contacts with our Northern neighbours, historic enemies, Federation Republic of Yugoslavia." Referring to the fact that Nano did not meet his British counterpart, the Albanian prime minister said that both premiers invited each other in a future meeting hoping "it will be held soon." Nano praised the "London tour" because it fulfilled all the objectives, recognising and respecting all bilateral commitments, which closed the old era of "historic and modern" contradictions and opened a new map in bilateral relations of clear priorities saying that "Britain is one of the most important donors of the European Union." The Albanian prime minister recalled the agreement reached between Albpetrol and British Premier Oil, the biggest investing company in Albania, to pump oil in old areas of Patos and Marinze estimated at some $270 million and under favourable conditions for Albania. ake/kei/ak/k Albanian Telegraphic Agency[11] SUCCESSFUL COOPERATION OF ALBANIA IN INDIVIDUAL PROGRAM OF PARTNERSHIP FOR PEACETIRANA, DEC. 17 (ATA) - Albania's State Secretary for the Euro-Atlantic Integration Maqo Lakrori, spoke Wednesday in the rotating Ministerial Meeting of the Euro-Atlantic Partnership Council in Brussels for the importance that the common engagement for protecting peace and security does have.He mentioned the work the Albanian government is doing for the normalization of the life in the country, by laying a solid base for the rapid development of the economy and society according to well-known democratic values. Talking about the relations with NATO, Lakrori pointed out the successful cooperation in the framework of the Individual Program of Partnership for Peace. "This corresponds with our objectives to follow a security policy in order to create respective structures according to NATO standards, to become in the future an integrated part of the alliance, which is also the priority in our policy of Euro-Atlantic integration," said Lakrori. "Our idea to Europeanize the Balkans aims at eliminating the factors which bring about differences, conflicts, and replacing them with cooperation and understanding," said Lakrori, talking about the problems of regional cooperation.
