Goro,The Greek public opinion has been shocked by the sufferings encountered by a mother with her three children from Kucova, Southwestern Albania, while crossing into Greece on foot to find her husband. Unable to find a passage because of the heavy snow, the mother and her children, aged 10, 12 and 14, as well as six other illegal emigrants were forced to pass the night in a mountain forest. Ten other characters would be have been added to the Albanian emigration drama if the Greek police patrol had not found the illegal aliens. That night Adriana, the eldest, got seriously ill and lost consciousness. The woman from Kucova told the police that the difficult situation in Albania had forced her and her children to undertake this dangerous trip to Greece. In the first page, the paper carries a facsimile containing data on proposed people to attend the advanced judiciary course. "Berisha continues with the logic of bunkers," the paper says referring to a DP's refusal of an invitation of the president Meidani to participate in a meeting organised on the seventh anniversary of pluralism in Albania. "A friendship treaty with Russia," the paper reports on the visit of the Albanian foreign minister Paskal Milo in Moscow. In the third page it carries a statement of the Speaker Skender Gjinushi on a law suit against him by five members of the Constitutional Court. "Attempt to raid a military depot," the paper says in the fifth page. A two-day tete-a-tete meeting in Tirana for East- West corridor," the paper says under the headline "East-West corridor in the seventh routine meeting.""Challenge of those lost in December," is the title of today's editorial of the Rilindja Demokratike. "A propagandized challenge by Nano on a parallelism between the students movement in 1990 and the recent one, is a failed challenge," the paper says. Democrat women became member of the European Union, the paper says in an interview with the head of the Albanian Democrat Women League. The paper says that one of the members of the Constitutional Court, former minister of Justice Manol Konomi, has presented his resignation to president Meidani. "Constitutional Court 'defeated' before pressures of the criminal clique. Other eight members remain", the paper says. "Ceka, chief of smuggling," is another article carried under the headline "Karavasta and Divjaka, new ports of smuggling." Criminal tries to blame the victim," the paper says referring to yesterday's trial against former Socialist deputy Mazreku, who shot and wounded the Democrat deputy Hajdari on September inside the parliament. The editorial of Republika entitled "Albanians - victims of physical and psychological abuse," is devoted to December 10, the World Human Rights Day. "Political guard has violated systematically the right on legal property, freedom of speech, electoral right and the national rights," the paper says. As regards the statement of prime minister Fatos Nano that Albania had better become a protectorate of Italy, the paper quotes former Republican leader Sabri Godo as saying "An uncontrolled statement of prime minister." This can never happen as long as there are honest Albanians. Such a thing does not interest even Italy," the paper quotes Godo as saying. Prime ministers of neighbouring countries use veto on Albanian contraband, the paper says under the headline "Smoke and fuel pollute the Balkans. Nano: exclusivity for those we like!" Republika carries in the seventh page the article "Albania, a country of billionaires, without millionaires." In a special page, the paper carries an interview with the president Meidani under the title "I feel pain when anti-civilisation gains value." In the 14th page, the paper carries an article on 81 anniversary of the autonomous province of Korca. The newspaper Koha Jone says in the first page "We want an Italian protectorate," quoting Prime minister Nano as saying to La Repubblica "The only buildings still in good state are those built at the time of fascism." In the third page the paper carries the complete interview of prime minister Nano with the Italian newspaper. Today's editorial "Constitution - anti constitutional," says "Differences between parliament and Consitutional Court have entered a phase of opened accusations with political forms cannot be hidden anymore." As regards the debates between the head of the constitutional court and parliament, the paper quotes Gjinushi as saying "I have accused politically." The paper reports that the police seized 2 kg of cocaine and detained 30 people. It reports that six traffickers have been arrested and that police are on the track of a drug distribution network. In the sixth page the paper says that unidentified persons tried to raid an arm depot in a military unit in Dajt, Tirana. In the eleventh page the paper says that Nano will name police chiefs in different local prefectures. "Scandal in social insurance. Where does the money go?", the paper says in the economic column. Another article reports on the accordance of $30 million by the World Bank to revive and develop the Albanian economy. "Contraband exists but not as rumors say," the paper quotes Finance minister Malaj as saying. Albania entitles its editorial:"Albania, a protectorate". Despite Nano's joke and the fascism of which he reminds the Italians and Albanians, Albania continues to be in a crucial moment of its modern history. The fact is that Nano has no legitimate mandate to govern the Albanians. The jokes and truths on the protectorate should precisely be seen in this illegitimacy of Nano and his clan," the paper says. The paper carries the article:"Nano demands Italian protectorate". The paper also carries a pronouncement of the chairman of the DP parliamentary group, Pollo:"The Prime Minister is abnormal". The paper carries testimony by a mother from Vlore, whose son was killed by Zani and his gang. "With the killing of my son, we realised that it was not NIS that committed murders but the criminal gangs", the paper cites the Vlore mother as saying. It also carries her warning that "unless the state acts, we will create 'Hamas'". On the third page the paper says that changes will be carried out in the Nano cabinet, under the headline:"Marisa Lino is preparing to expand government coalition". Another article of the paper says that that criminals dressed in police uniforms. Economic article include:"Banks have no money" and "Mafia at the head of the XXI division". Rilindja reports on the international conference on the implementation of the Dayton accord on Bosnia-Herzegovina. The paper carries the interview of Prime Minister Nano with Italian paper "La Republica" citing Nano as saying: "We accept Italian protectorate if it leads us speedily towards Europe". The paper carries the article:"Kosova Liberation Army emerged as a need of Kosova's independence". As regards the visit of Albanian Foreign Minister Milo to Moscow the paper says: "Primakov: Kosova to be provided with wide autonomy". The paper carries the article: "Freedom-loving aspirations are not extremism". Shekulli entitles its editorial:"Disarmament and authority of state". "At the time when the reality made 'all people soldiers', and arms were possessed at home, parliament did not reflect the change. Arms control in houses is not allowed according to the old provisions in force. Now the government is duty bound to think of a new concept of arms collection", the paper says. In the feature:"Debate on the new strategy of privatisation", the paper says that the new platform lacks the important economic and social elements. The paper carries the interview of Albanian Prime Minister Fatos Nano with the Italian paper "La Republica", under the title:"Nano: Albania needs Italy's 'protection'". On the same page the paper says that FYROM risks penalisation for not assisting the Albanian customs. "Brussels is tightening Shkup's belts for lacking readiness to cooperate with the network of CAM (Customs Assistance Missions) of the XXIst Division", the paper says stressing that CAM does not exclude involvement in state segments contraband. As regards yesterday's meeting in Tirane on the eighth Corridor, the paper says that the eighth corridor is the dream of 2020, under the headline:"Some $2,3 million come in March". "November, 40 per cent more expensive than in the last year", the paper says referring to data provided by INSTAT. pas/ak/lm/sh/ Albanian Telegraphic Agency[03] YUGOSLAV WALKOUT FROM BON CONFERENCE IS ABSURD - leaderTIRANA, DEC 11 (ATA) - By R.Floqi: The Democratic League of Kosova (LDK) said on Friday that the walkout of the delegation of former Yugoslavia and that of Republika Srpska from the Bonn conference, claiming that the Kosova issue does not belong to this conference, is an absurd stand."It is absurd to claim the avoidance of the international factor from a solution to the Kosova problem and to pretend that this is an internal affair of Serbia," Fehmi Agani, the LDK deputy head said to ATA. The LDK said that the Yugoslav stand showed the present Serbian regime is unable to face big problems such as the Kosova one. "To deal with the Kosova issue in such conferences is an indirect support both to separatism and terrorism," Dragomir Vuçiçeviç, director at the Yugoslav Federation Foreign Ministry said walking out of the conference hall. The walkout was in protest of a call on Belgrade to hold talks on a conflict between Yugoslav Serbs and ethnic Albanians, who make up 90 percent of the population in Kosova. Vuçiçeviç said that this is an interference in the internal affairs of Yugoslavia and because of a paragraph on Kosova his government refuses to approve a 28-page document. "In principle, this stand is incorrect. One cannot pretend that the issue of Albanians in Kosova be an internal affair of another people," Agani said. Recently Kosova has been a subject of consideration in the United States, Organisation for Security and Cooperation in Europe, Council of Europe and other international organisations. Asked about the last French-German initiative, Agani said that the initiative, which was first thought as an American-German one and later changed into a French-German but fully supported by the European Union and the United States, showed that the international community clearly thinks that this issue urges a solution and that this cannot be achieved without an energetic intervention of the international community. Asked about the radicalization of the political life in Kosova, appearance of armed groups as the Liberation Army of Kosova and criticism of different Albanian political forces in Kosova against LDK for being passive, Agani said: "Peaceful policy gives certain results in present situation. This policy has given very important results for Kosova and, I would say, saving ones. But Kosova is still occupied, blocked, what is aggravating the situation which, naturally, radicalizes stances and paves way for groups, which claims at finding out a solution to the issue by the force of arms. A solution to the Kosova issue by the force of arms and under an armed concept cannot be reached because such efforts will bring about grave, unknown and unprecedented results, the LDK said. pas/ak/ Albanian Telegraphic Agency[04] INSTITUTIONAL RELATIONS SET UP WITH SWEDISH BUSINESS- Cooperation agreement between Chambers of Commerce signed -TIRANA, DEC. 11 (ATA) - By A. Keko: A delegation of the Chamber of Commerce and Industry in Tirana, headed by its Secretary General, Gafur Luga, held recently a visit in Sweden, invited by the Chamber of Commerce of Western Sweden, seated in Goteborg. During the stay in Sweden, the delegation of the Albanian businessmen held working meetings in the Swedish Chamber of Commerce, and met with representatives of the business of Goteborg. The Swedish party, which represents the second largest Chamber of this country after that of Malmoa, expressed the readiness to open way to cooperation and exchanges between both delegations. Thursday average exchange rates Currency Average exchange rates USD 151,25 lek DM 85,06 lek ITL (1000) 85,63 lek GRD (100) 54,00 lek SFR 104,20 lek Albanian Telegraphic Agency[06] QUESTION OF KOSOVA - PART OF PLENARY MEETING OF COUNCIL FOR IMPLEMENTATION OF PEACE IN BOSNIA-HERZEGOVINATIRANE, DEC 11 (ATA) - The plenary meeting of the Council for the Implementation of Peace in Bosnia-Herzegovina whose central topic were various aspects related to the implementation of the Dayton Accord, discussed the question of Kosove as well, spokesman of the Foreign Ministry of Albania reports. Also attending the meeting was an Albanian delegation led by State Secretary for Euroatlantic Integration Maqo Lakrori."The situation in Kosove risks to destabilize the entire region, therefore the international community should make everything to extinguish the source of fire," said the German Foreign Minister, Kinkel who presided the plenary meeting. He said that the knot of the problem is the granting of a special status to this province, and stressed that "an end must be put to the violence in Kosove." U.S. Deputy State Secretary, Talbot, denounced severely what he called "continuous repression" in Kosove, which is a great concern because it threatens the stability in the region through a new burst of the violence in the Balkans. He said that the U.S. together with its European partners will realise the dialogue between Belgrade and Prishtine. Italian Foreign Minister too, Dini, his Greek counterpart Kranadhiotis and others voiced their concern over the violence in Kosove while the Foreign Minister of Great Britain, Cook, said that "application of 'ethnic apartheid' is unacceptable for a modern Europe." An important paragraph for Kosova was included in the Final Document of the meeting on an unanimous basis, except the Serbian delegates who left the hall in sign of protest. The paragraph on Kosova treats the growing concern over the escalation of ethnic tensions in the region, including Kosove, which may further destabilize the region. ssh/kled/xh/sh/ Albanian Telegraphic Agency[07] INVESTIGATION FOR MAZREKU CASE CLOSEDTIRANA, DEC. 11 (ATA) - By M. Hodo: The juridical investigation for "Mazreku" case was closed on Thursday. The court's jury deposited today the whole documentation, confessions of the detained and witnesses, regarding the trial against former deputy Gafur Mazreku.The accusation and the defence bodies made questions during today's sitting, and the detained did not respond to some of which. The same as in the sitting of Wednesday, Mazreku told in details the circumstances that led him to the incident and the moment of firing the TT pistol. The detained said that he fired on Hajdari consciously only once, by shooting him on the leg. Former socialist deputy Mazreku, on September 18 of this year, shot five times on DP deputy Azem Hajdari inside the Parliament, causing him four wounds. Tomorrow, the accusation body will read the pretence. /s.sh/kled/mt/ Albanian Telegraphic Agency[08] WE WILL CONTINUE PROGRAM TOWARDS PRIVATIZATION AND REFORM IN PUBLIC ADMINISTRATION - NanoTIRANE, DEC 11 (ATA) - Albanians must realise that there is no future without paying contributions and taxes for the services offered by the state-run enterprises which still exist, said Albanian Prime Minister Fatos Nano in a meeting with representatives of the World Bank on Thursday.Mr Nano, reports his spokesman, said that "We are resolute to continue our program towards privatization and reform in the public administration. The aim is to eliminate red-tape and corruption, by applying transparent and less bureaucratic practice, so that to offer our service to public and foreign investors in the right time." All these objectives, added the Albanian PM, cannot be attained without a close cooperation with the World Bank and the International Monetary Fund, with the assistance of which the political, social and financial factors, which helped set up Albanian pyramid investment schemes, must be eradicated. Speaking of the pyramid investment funds, the World Bank representative, Ms Hartman, encouraged the efforts of the Albanian Government in the elimination of the danger from these funds, adding that "a greater coordination is needed among auditing groups, something which would accelerate the process of the transparence. The state aditors must keep working in the offices of the loan-taking companies because their presence in these companies is indispensable," said Nano. In February 1998, said Ms Hartman, the World Bank delegation will return to Tirane to sign the three-year agreement ESAF, for which she said they were "optimistic on the basis of the very good macro-economic indices reached beyond forecasts by the Albanian Government." ssh/xhen/xh/ Albanian Telegraphic Agency[09] TECHNICAL AGREEMENT SIGNED BETWEEN ALBANIA AND WEUTIRANA, DEC. 11 (ATA) - The Technical Agreement was signed on Thursday afternoon between the Republic of Albania and the Western European Union, on the Status of the Police Counseling Element, signed in Tirana on June 24, 1997.According to the spokesman, the agreement was signed for the Albanian party by the State Secretary for the Euro-Atlantic Integration, Maqo Lakrori, while for the Western European Union by the German Ambassador in Tirana, Hans Petern Disdorn, as the representative of the country which holds the rotating WEU presidency. /a.ke/mt/ Albanian Telegraphic Agency[10] FIRST PRIZE FOR "COLONEL BUNKER" IN SAINT ETIENNETIRANE, DEC 11 (ATA) - By Flora Nikolla: The Albanian film, "Colonel Bunker," with producer Kujtim Cashku was awarded the first prize in the European Film Festival in Saint Etienne, which ended two days ago, sources of the Albanian Ministry of Culture told ATA on Thursday.The film, which has competed with full success lately in the Mediterranean Cinema Festival held in Tunisia, and in the International Carlo Vivari Festival in the Czech Republic, was appreciated by the critics and the jury of the festival as "the best film among many Czech, Greek, Austrian, Bulgarian, French and other films." The film critics have considered "Colonel Bunker" as "an international film and a serious work by a young Albanian producer." The Albanian-French-Polish production, which is part of the realistic genre of the film, after its presentation in Tirane last June, has been presented within a year in more than 16 activities on films, held in a number of countries of the world. Attending this conference are 38 delegations from Europe, North America, as well as representatives of the main international organizations. An Albanian delegation, headed by the State Minister close to the Prime Minister, Kastriot Islami, also participates. The discussions in this conference, with the topic "The Information Association - a challenge for Europe," focused on the current situation and the coordination of policies in the field of massive communication, in front of the information globalism, introduction of new technologies, Internet, etc., the department of information and media close to PM reports. The State Minister, Kastriot Islami, held a special meeting with the Greek Minister of Press, Dimitris Repas in the premises of Hotel Macedonia Palace, where they exchanged thoughts regarding the problems with mutual interest in the field of public information, mainly with those that have to do with the insertion of Internet service. Thanasi: With regard to what was said today in several daily papers for "robbery or attack" on the army depots in the region of Qafe-Molle, the spokesman of the Defence Ministry explains that on Wednesday night, in the region of Qafe-Molle, during the control of the guard it was verified that the surrounding wall was opened in one of the depots. After the control and the verification, it came out that the damage remained only an attempt and no military material came out of the depots. The situation is under the complete control of the forces on duty and the military police. /a.ke/kled/mt/sh/ Albanian Telegraphic Agency[15] CONTROL RESTORED ON BORDER WITH GREECE - GjirokasterGJIROKASTER, DEC 11 (ATA) - By H Cani: Border police of Gjirokaster district has turned back recently over 300 Albanians who wanted to go illegally to the Greek state to be employed there.The commander of the border police of Gjiokaster, Gezim Gjermeni, told ATA that a greater control on the border has made possible that Albanian nationals have not been able to enter Greece illegally. The points used by these people to pass onto the other side of the border are, according to border police, the zone of Pogon (Catistra, Sopiku, ) Peshkepia e Poshtme and e Siperme and that of Vrisera. Seven Kurds and two Turks coming from Greece were caught in the last two days in the border point of Kakavije. They planned to go to Vlore and further, to the Italian coast. ake/kled/xh/sh/ Albanian Telegraphic Agency[16] MEMBERSHIP IN ISLAMIC LEAGUE, INDEPENDENT DECISION BY ALIA - BerishaTIRANE, DEC 11 (ATA) - By Aurel Simoni: Albanian ex-President Sali Berisha said on Thursday that the decision for Albania's membership in the Islamic Conference has been taken independently by his predecessor, Ramiz Alia."Admission of Albania in the Conference has contributed a lot in taking Albanians out of poverty," said Sali Berisha in a news conference today. "If an Orthodox Conference had also existed, Albania would also become one of its members." The same concept has also been presented by communist former president Ramiz Alia in his book "I, Ramiz Alia, testify for the history," in which he criticizes the past opposition when it attacked Berisha for the Conference: "If membership in the Islamic League brings money to Albania, then Berisha is right, let Albania take part in similar alliances as well," was the essence of the words of Alia. Minister Milo, who held this visit upon the invitation of his Austrian counterpart, put forward to Schussel the requests of the Albanian government for a greater engagement of Austria to apply the investing projects in Albania. Both parties agreed to reactivate the projects for the construction of the hydro-power station of Banje, the rehabilitation of hydro-power stations over the Drin river, the rehabilitation of aqueducts in Shkoder, Vlore, etc., as well as signing of new agreements. Talking about the role of the Democratic Party, Schussel as chairman of the Austrian People's Party, stressed that "As a party of the same political spectrum, we would suggest, even in the framework of the European Democratic Union, that the political life in Albania be held within the legitimate, democratic institutions, because I do not understand the mentality of being outside the Parliament." Schussel considered as very positive the participation of the Albanian delegation and its activity in Crete. He added that "I fully support your policy with neighbours and it is the only way through which tensions and conflicts in the region can be solved." Schussel considered the situation in Kosova as eruptive and aggravated, and stressed that the international community, also including Austria, should increase the efforts and pressure against Belgrade for the solution of the problem as soon as possible and in a peaceful way. Schussel gladly accepted the invitation of Milo to visit Albania.
