"The second meeting to be held after two days," the paper quotes the chairman of the commission, deputy Spartak Ngjela. /kled/mt/ Albanian Telegraphic Agency[07] PROJECT FOR RESTITUTION OF FRANKOPHONIA IN ALBANIAN SCHOOLS - Koha JoneTIRANE, DEC 3 (ATA) - A four-year program on French language and culture is likely to start in two secondary schools of Albania, one in Tirane and the other in Korce.In an interview with Koha Jone, the French cultural attache, Michelle Taran, said that "there is a project to introduce in two schools of Albania a bilingual section with a program to last during the four years of the school." Mr Taran said he hoped the project would be realised, first only in one class, in the coming September. At the end of the school, the pupils will be given diplomas equivalent with that of the French 18-year pupils when they graduate from the lyceum. These pupils will have the possibility to be enrolled in French universities since their diploma is equally recognized. Additionally, these pupils will not have tests for their knowledge in French. Eighty years ago, a French lyceum opened in Korce, southeastern Albania, which had a significant repercussion in the Albanian cultural life. The Lyceum closed during the World War II. pas/xh/ Albanian Telegraphic Agency[08] ALBANIAN PARLIAMENTARY COMMISSION OF MASSIVE MEDIA VISITS GREECETIRANA, DEC. 3 (ATA) - A delegation of the Albanian Parliamentary Commission of Press and Media starts Wednesday a three-day-visit in Greece.The Albanian delegation will hold Thursday meetings with the director of the Greek Institute of audiovisual studies, Mrs. Olga Kllamaki, with the chairman of the journalists' trade union, Georgos Leontarit, and will also hold talks in Greek parliament, with the chairman of the friendship group Greece-Albania, Evangelos Malesos, as well as with the director of the largest newspaper of Greece "Elephterotypia." The delegation will meet Friday with the Greek Foreign Minister, Theodoros Pangalos, Parliament Speaker Apostolos Kaklamanis, Chairman of the leading council of Radio-Television, Georgos Kasimatis, as well as with leaders of the state radio and television of Greece. Melloi will also hold talks with Albanian prime minister Fatos Nano, President of the Republic Rexhep Meidani, Democratic leader Sali Berisha. On Saturday, Melloi was expected to meet the leader of the Human Rights Union Party Vasil Melo, journalists, ministers and Archbishop Anastas as well as OMONIA representatives. ssh/kei/ak/k Albanian Telegraphic Agency[10] LABOUR INVALIDS URGE STATE TO TAKE MORE CARE OF THEMTIRANA, DEC 3 (ATA) - By K.Shehu: The Albanian association of Labour Invalids gathered on Wednesday in a hall of the Army Culture Center to mark the World Labour Invalids Day."We commemorate this day to present the problems faced by the labour invalids, who do not deserve it, because they have sacrificed themselves for the construction of the state," Abdulla Omuri, president of the association said. This association defends the rights and interests of some 35 thousand invalids, whose average age is 39.5 years. It operates in all cities and numbers two thousand members. "A relevant law provides many facilities to invalids, who urged the state to take more care of them, what had not been carefully considered by the Democratic government. We hope that the present coalition government should not follow the same strategy," Omuri said speaking of other problems concerning the association. ake/kei/ak/ Albanian Telegraphic Agency[11] UCK IS A FACT THAT CANNOT BE IGNORED - partiesPRISHTINE, DEC. 3 (ATA)-The political subjects of Kosova hold that the existence of the Kosova Liberation Army (UCK) is a fact that cannot be ignored.This opinion follows the appearance for the first time in public of three UCK members during the funeral of an Albanian killed by the Serb Police in Drenice last week. The deputy chairman of the Democratic League of Kosova, Fehmi Agani, has declared to the Prishtine press that this is not only an act of courage and a challenge to Serb police but also an appearance on the political scene of a new force with stances different from other political forces of Kosova. For the deputy chairman of the Kosova Parliamentary Party, Bajram Kosumi, "UCK is result of Serbia's militarist policy". He adds that "the existence of UCK shows that the peaceful way to resolve the Kosova issue has almost failed". The deputy chairman of the Albanian Christian Democratic Party of Kosova, Tadej Rodiqi, considers UCK "an indication that the patience of the Albanian population has reached the climax". The chairwoman of the Kosova Social-Democratic Party, Luljeta Pula Beqiri, considers the appearance in public of UCK "natural result of the processes known almost in all liberation movements in the world". The deputy chairman of the Albanian National Unity Party, Afrim Morina, said that "The public appearance of the UCK members have faced the Albanian political subjects in Kosove with a fait accompli." Çarcani, Albanian Interior Minister paid a formal visit to Greece between December 1 and 2 and discussed with Greek authorities the most important problems facing the Albanian government in these moments, such as smuggling, drug, illegal emigrants and prostitution.Neritan Ceka considered normalised the political relations between Albania and Greece, fruit of a new political culture transmitted between the two countries, mentioning the aid provided by the Greek police for the Albanian one. On behalf of the Interior Ministry, Ceka stressed the importance of turning the border areas into real areas of cooperation with Greek counterparts. In his meeting with Greek Minister of Defence, Xohaxopullos, and deputy minister Apostulagis, Ceka defined the points of the agreement on border incidents and necessity of repairing border posts between the two countries. Ceka also had working meetings with Greek minister of Commercial Marine, Sumakis, in which they presented the draft-agreements on shore protection. Manka: Albanian deputy prime minister Bashkim Fino told on Wednesday the Socialist party members in Kucova, South of Albania, that the national road Kucove-Elbasan will be constructed within the next four years under the coalition government.Fino attended the fourth conference of the local Socialist party division. It is thought that the construction of the national road, 28 km long, will pass through the area of Dumre and will help revive the area because Kucova and Dumre are rich areas in oil, agriculture and live stock. He said that the road is among numerous constructions planned in Albania. This is the first official promise that Fino made to inhabitants of the area, in which he was elected deputy with 92.5 percent of the votes, the highest percentage in the present parliament dominated by the Socialists. The CDP denounced this act and called on the Italian government not to agree with the policy followed by the Albanian prime minister but refer to the international conventions on human rights and emigration. Zekthi: The Greek Interpol has extradited an Albanian young man sentenced last year to life imprisonment, who managed to escape from the Bence prison last March.Police sources said that Gezim Boci, 25, from Gramsh is convicted of killing his sister-in-law for personal reasons and later eating her brain. A relative said that this act was instigated by a woman known as a witch, who had told him that he had to commit this macabre act to one of his relatives to save the family from bad luck. The criminal was sent to Tirana prison. The police department of Elbasan has said that this is the first case that the Greek Interpol detained a person on the run by the police and extradite him to Albania. ake/kei/ak/k Albanian Telegraphic Agency[18] KOSOVA ISSUE CANNOT BE AN INTERNAL AFFAIR OF YUGOSLAV REPUBLIC AND LESS SO OF SERBIATIRANA, DEC 3 (ATA) - A spokesman of the Albanian government responded on Wednesday to a statement of the candidate for Serbian president Milan Milutinoviç saying that the Kosova issue, as an issue of national and human rights of Albanians, also considered in the framework of the internationalization and international conditionality as well as expressed in sanctions imposed by the international community, cannot be an internal affair of the Yugoslav Federation and less so of Serbia.Milutinovic has said in the election campaign in Kosova that "the Albanian state through its representatives has clearly said that this is your affair, they are your citizens and this should be resolved by you." This clear-cut stand of the Albanian government, which is in conformity with the attitude of the Euro Atlantic organisations and institutions, whose member Albania is, has been stressed in a meeting of the Albanian prime minister Fatos Nano with president of the Yugoslav Republic Slobodan Milosevic on the sidelines of the Crete summit and in bilateral contacts between respective foreign ministers in New York and Crete. The Albanian government reiterated its position saying that the only legitimate authorities, which can discuss and express the will of the people in Kosova are those elected by them. It called the attention of the authorities of the Yugoslav Federation to the fact that the Kosova issue and the European orientation of the Balkan region, for which they committed themselves to the statement of the Crete summit, cannot be tackled and less so resolved using the old conflictual logic or electoral short-sighted infantilism. ake/kei/ak/k Albanian Telegraphic Agency[19] ALBANIAN GOVERNMENT CONTINUES CONTACTS WITH ITALY TO RETURN ITS NATIONALS WITHOUT PROBLEMSTIRANE, DEC.3 (ATA)- The Albanian government has been and continues to be in constant contacts with Italian authorities to return without problems the Albanian nationals who fled to Italy after the March-May unrest due to political and social crisis, says an Albanian government statement issued Wednesday.As regards the problems created because of the warned return of those nationals the Albanian government makes known that in March the Italian government decided to host the 16 000 Albanians for 30-60 days, depending on the political and social developments in Albania. The government stresses that it had constantly intervened until it extended the deadline to November 30,1997. Actually on November 30, the camps hosted around 1.800 people, because the rest had left the camps. The Italian government, implementing the parliament's decision, proposed the Albanian government very preferential conditions to return these nationals home. These conditions consist not only of financial support but also the advantages these nationals will enjoy to return to Italy with valid documents to get jobs there, within the annual quota of seasonal employment, which has come into force for Albania since the signing of the readmission and seasonal employment agreements last November. The agreements make way for the treatment of these nationals in a preferential way, legalization of Albanians currently working in Italy and regular emigration for the seasonal employment of thousands upon thousands of other Albanians this year and on.
