  • [01] MAXIMAL PUNISHMENT DEMANDED FOR 21 ALBANIANS

    PRISHTINE, DEC. 3 (ATA) - During the sitting of December 2 of the Serbian trial in Prishtine, the attorney demanded the gravest punishment, 20 years in jail for 19 Albanians, accused of terrorism and membership in the Kosova Liberation Army.

    Although no convincing proofs were presented to the court against the accused, the Serbian prosecutor did not give up from his act-accusation.

    The trial will continue Thursday with the final speech of the plea. /b.j/ag/pas/mt/

    [02] DRESSES FOR MISS ALBANIA '97 TO BE BASED ON ALBANIAN FOLK COSTUMES

    TIRANE, DEC 2 9ATA) - By Flora Nikolla: Eni Velcani, 27, will be the stylist of the contest of Beauty, Miss Albania '97, to be held in Albania soon.

    About 80 various dresses and 40 bathing suits all based on beautiful colours, are ready to be realised on the concept and stylistic compositions of Velcani.

    All the dresses, according to her, are based on Albanian folk costumes with hand embroidery and installation in them of old Albanian coins.

    Eni Velcani, who has graduated in the Italian Fashion Institute of Rome some years ago, has worked in renowned firms like Energy, La Perla, Prada, Fedisime, etc. She has been the fashion designer of several fashion shows.pas/xh/sh/

    [03] DAYS OF ARBERESH CULTURE IN TIRANE SOON

    TIRANE, DEC 2 (ATA) - By P Shuteriqi: The Days of Arberesh Culture will be held in Tirane soon.

    The activity to be held on December 5, 6 and 7, 1997, will be organized by the Tirane Town Hall in cooperation with the Euro-Italian organization "Cultura di Mare," and in implementation of a joint Italian- Albanian agreement signed a year ago.

    Six weeks ago, in a similar activity held in the Arberesh village San Constandino of Italy, along with the Albanian Minister of Culture, Youth and Sports, Arta Dade, also present were the mayor and his deputy of the Tirane Town Hall, respectively Brojka and Kaceli.

    The first day of the activity in Tirane will be devoted to the Albanian National Hero, Gjergj Kastrioti - Scanderbeg. For the first time two arias from the opera of Vivaldi on Scanderbeg, an aria composed by Prenk Jakova and songs by the artistic group of arberesh will be performed.

    The arberesh are inhabitants of Albanian settlements who settled on Southern Italy in the 15th century and later to escape from the Ottoman occupation of Albania. pas/xh/

    [04] FOREIGN MINISTERS OF ALBANIA AND FYROM TO MEET IN BLLATE

    TIRANA, DEC. 3 (ATA) - Albania's Foreign Minister Paskal Milo will meet Wednesday with his Macedonian counterpart, Bllagoje Haxhinski, in the border check point of Bllate, reports Koha Jone newspaper today.

    Bllata, border check point near Peshkopi, Eastern Albania, after being closed for a long time due to the riots in March of this year, has begun to function recently, but for limited passes. /pas/mt/

    [05] TESTIMONIES FOR OTRANTO 2 TRAGEDY CONTINUE

    TIRANE, DEC 3 (ATA) - Deputy attorney general Fatos Dervishi said on Dec 2 that from 13 relatives of the victims of the second Otranto tragedy who had to witness on Monday about the event only three appeared in the court," said Dervishi.

    The investigation group continues inquiries for the detained from Kavaja Zamir Xhihani, but the result is so far secret.

    On November 17, a dinghy with Albanian illegals set sail from the beach of Golem (near Kavaja) towards Italy. The dinghy sank and as a result 5 people died (among them a child) and 12 others were missing.

    On the other side of the Adriatic, the Italian special police DIGOS, proceeding from a telephone talk related to the tragedy, have arrested 9 people and 7 others are decalred wanted, on the charge of trafficking of drugs, illegal people and prostitution. pas/xh/

    TIRANA, DEC. 3 (ATA) - "The government decides: Fight against smuggling. Fino and four ministers at the head of the government committee," reports Zeri i Popullit, under the title "Five million packages sequestrated." "200 million in the safe of the state. A thousands liters of fuel blocked," underlines the paper.

    "The Socialist Party played its role as opposition. It overpassed grave proofs, but without being radicalized, and always keeping the European social-democratic orientation," the paper cites Premier Nano in an interview given to "Nasha Borba" newspaper of Belgrade under the title "Inaccuracy or political ill-willingness?"

    "No repatriation by force in camps of refugees," writes the paper on the third page, under the title "The scorched land must be sown." "It is talked about only 1800 persons who will be treated with assistance by the Italian government even after their arrival in Albania, meanwhile that all the other Albanians who work in Italy will be legalized," underlines the paper.

    Minister of Finances Arben Malaj speaks of bank restructuring," writes the paper on the fifth page under the title "People, deposit your savings in banks." "The government will clean the banks from bad credits," underlines the paper.

    "The Albanian government calls on the Italian authorities to repatriate as soon as possible the people of despair. The children on strike. At least six of them are hospitalized," writes Rilindja Demokratike under the title "The refugees: We do not return to Nano."

    "Government, the ill fate of refugees," is the editorial of the paper. "The penalization of thousands of innocent refugees who have paid the departure from Albania even with their life, cannot be the way to stop the illegal emigration, until it is led by the government officials of Tirana, like all the other lucrative traffics," says the editorial.

    "Albanians on hunger strike against repatriation," writes the paper on the second page. "The regime of Tirana is to be feared of," the paper quotes the Senator of the National Alliance, Valentino Martelli. "The opposition against repatriation of emigrants," reports the paper as well.

    Under the title "Albania is threatened from the installment of the financial mafia," the paper covers the news conference of DP. "DP offers alternatives for the future of the banking system in Albania," reports the paper under the title "No bankruptcy, but gradual privatization."

    "Greek inquirers arrive in Albania," reports Republika. "The consulate deals with the trade of visas. Confusion in Kakavije, the number of deported increased," underlines the paper.

    "Greeks raise the white card, Italians the red one," is the editorial of the paper. "The Albanians remain on the streets of Europe, disdained, discriminated and threatened by death," says the editorial. The paper highlights the news conference of the Republican Party Presidency, under the title "Mediu: The government officials have left aside the national question." "The inflation plays with Albanians," underlines the paper on the economic page, under the title "Credits, the great friend of usuries."

    "Refugees, political instrument," is the editorial of Koha Jone. "Since Albanians faced emigration, they have always felt on their shoulders the influences of politics, where the broom of the Greek police has been the most touchable example," says the editorial. "The democrat deputy, a surprising statement from USA," reports the paper under the title "Hajdari: DP in Parliament." "Smuggling of visas. Scandal in press," writes the paper under the title "The Greek mafia of visas."

    "The Albanian government: The aliens to return with dignity," reports the paper, regarding the hunger strike of the Albanian refugees who reject their forceful repatriation.

    "The counselor of the President, Zogaj, explains the relations of two institutions," writes the paper on the fifth page, under the title "The crisis Presidency-Government exists." "The new Republican leader demands increase of cases for punishment in extremis," reports the paper under the title "Back to the capital punishment."

    The paper covers the news conference of DP head Berisha under the title "Berisha: The Albanian banking trade, mortgage of Mafia." "The association of creditors threatens with hunger strike the government "Nano 3," writes the paper on the economic page.

    "The refugees: We better die than to come back," reports Albania newspaper. "Hundreds of Albanian emigrants, including women and children, have staged hunger strike since three days to reject their repatriation in Albania," says the editorial of the paper entitled "The emigrants, hostage of policy." "Nano: Albanians wherever you are: On-ward to the fatherland!", reports the paper on the third page.

    "200 workers of the aqueduct on strike in front of the prefecture," is another article of the paper. "The opposition rejects the new law of Albania's Bank," reports the paper under the title "Banks, the institutions of dirty money."

    The paper covers the news conference of DP representatives under the title "Banks, cases of the government." "One killed and another hurt in Pogradec," reports the paper under the title "SHIK shoots on the people."

    "Polemics in Italy and Albania regarding the deportation of Albanian emigrants," writes Dita newspaper under the title "The refugees: In homeland died, never live."

    "The Greek press exposed the scandal of Greek visas in Albania," the paper reports under the title "Grave accusations for the consul Caqulis."

    The paper covers the news conference of DP representatives under the title "Berisha 'laments' on lek." "Malaj and IMF meet for the first time for draft-budget," writes the paper on the seventh page.

"The congress of the Liberal Internationale approved a resolution on Kosova," writes the paper under the title "For a peaceful and political solution of the Kosova issue."

    "Italy, the emigrants in hunger strike," reports Shekulli paper. On strike women and children, eight of them in serious situation," underlines the paper. "Will compromise be reached again?" is the editorial of the paper.

    "Rugova accuses Belgrade of turning Kosova into a power keg," reports the paper under the title "Rugova: I am not against Crete."

    "Smuggling cigarettes blocked," writes the paper on the fifth page.

    "The emigrants in Italy: Either here or we die," writes Gazeta Shqiptare. "The Albanian and Italian authorities on alert appeal: Refugees go home, this is the law," underlines the paper. "The anti-exodus is the only solution?" is the editorial of the paper. "Albania says good-bye to the Islamic Conference," reports the paper under the title "Tirana withdraws from the League."

    [07] PROJECT FOR RESTITUTION OF FRANKOPHONIA IN ALBANIAN SCHOOLS - Koha Jone

    TIRANE, DEC 3 (ATA) - A four-year program on French language and culture is likely to start in two secondary schools of Albania, one in Tirane and the other in Korce.

    In an interview with Koha Jone, the French cultural attache, Michelle Taran, said that "there is a project to introduce in two schools of Albania a bilingual section with a program to last during the four years of the school." Mr Taran said he hoped the project would be realised, first only in one class, in the coming September.

    At the end of the school, the pupils will be given diplomas equivalent with that of the French 18-year pupils when they graduate from the lyceum. These pupils will have the possibility to be enrolled in French universities since their diploma is equally recognized. Additionally, these pupils will not have tests for their knowledge in French.

    Eighty years ago, a French lyceum opened in Korce, southeastern Albania, which had a significant repercussion in the Albanian cultural life. The Lyceum closed during the World War II. pas/xh/

    [08] ALBANIAN PARLIAMENTARY COMMISSION OF MASSIVE MEDIA VISITS GREECE

    TIRANA, DEC. 3 (ATA) - A delegation of the Albanian Parliamentary Commission of Press and Media starts Wednesday a three-day-visit in Greece.

    The Albanian delegation will hold Thursday meetings with the director of the Greek Institute of audiovisual studies, Mrs. Olga Kllamaki, with the chairman of the journalists' trade union, Georgos Leontarit, and will also hold talks in Greek parliament, with the chairman of the friendship group Greece-Albania, Evangelos Malesos, as well as with the director of the largest newspaper of Greece "Elephterotypia."

    The delegation will meet Friday with the Greek Foreign Minister, Theodoros Pangalos, Parliament Speaker Apostolos Kaklamanis, Chairman of the leading council of Radio-Television, Georgos Kasimatis, as well as with leaders of the state radio and television of Greece.

    The Albanian parliament is expected to examine soon the full legislation on Radio-Television and state and private media. /r.f/pas/mt/

    [09] US ASSISTANT DEPUTY SECRETARY OF STATE TO VISIT ALBANIA

    TIRANA, DEC 3 (ATA) - The assistant deputy secretary of state of the United States Eilin Melloi will start a visit to Albania on Thursday.

    She is expected to meet the Albanian Foreign Minister Paskal Milo and exchange instruments of ratification of a bilateral treaty on investments.

    Melloi will also hold talks with Albanian prime minister Fatos Nano, President of the Republic Rexhep Meidani, Democratic leader Sali Berisha.

    On Saturday, Melloi was expected to meet the leader of the Human Rights Union Party Vasil Melo, journalists, ministers and Archbishop Anastas as well as OMONIA representatives. ssh/kei/ak/k

    [10] LABOUR INVALIDS URGE STATE TO TAKE MORE CARE OF THEM

    TIRANA, DEC 3 (ATA) - By K.Shehu: The Albanian association of Labour Invalids gathered on Wednesday in a hall of the Army Culture Center to mark the World Labour Invalids Day.

    "We commemorate this day to present the problems faced by the labour invalids, who do not deserve it, because they have sacrificed themselves for the construction of the state," Abdulla Omuri, president of the association said.

    This association defends the rights and interests of some 35 thousand invalids, whose average age is 39.5 years. It operates in all cities and numbers two thousand members.

    "A relevant law provides many facilities to invalids, who urged the state to take more care of them, what had not been carefully considered by the Democratic government. We hope that the present coalition government should not follow the same strategy," Omuri said speaking of other problems concerning the association. ake/kei/ak/

    [11] UCK IS A FACT THAT CANNOT BE IGNORED - parties

    PRISHTINE, DEC. 3 (ATA)-The political subjects of Kosova hold that the existence of the Kosova Liberation Army (UCK) is a fact that cannot be ignored.

    This opinion follows the appearance for the first time in public of three UCK members during the funeral of an Albanian killed by the Serb Police in Drenice last week.

    The deputy chairman of the Democratic League of Kosova, Fehmi Agani, has declared to the Prishtine press that this is not only an act of courage and a challenge to Serb police but also an appearance on the political scene of a new force with stances different from other political forces of Kosova.

    For the deputy chairman of the Kosova Parliamentary Party, Bajram Kosumi, "UCK is result of Serbia's militarist policy". He adds that "the existence of UCK shows that the peaceful way to resolve the Kosova issue has almost failed".

    The deputy chairman of the Albanian Christian Democratic Party of Kosova, Tadej Rodiqi, considers UCK "an indication that the patience of the Albanian population has reached the climax".

    The chairwoman of the Kosova Social-Democratic Party, Luljeta Pula Beqiri, considers the appearance in public of UCK "natural result of the processes known almost in all liberation movements in the world".

    The deputy chairman of the Albanian National Unity Party, Afrim Morina, said that "The public appearance of the UCK members have faced the Albanian political subjects in Kosove with a fait accompli."

    He added that "now the international factor should realise that the solution of the Kosova issue cannot be put off, otherwise we will be facing a situation desired by no one". b.j/p.ta/pas/lm

    [12] BORDER AREAS TO TURN INTO AREAS OF COOPERATION - minister

    TIRANE, DEC.3 (ATA)-By S. Çarcani, Albanian Interior Minister paid a formal visit to Greece between December 1 and 2 and discussed with Greek authorities the most important problems facing the Albanian government in these moments, such as smuggling, drug, illegal emigrants and prostitution.

    Neritan Ceka considered normalised the political relations between Albania and Greece, fruit of a new political culture transmitted between the two countries, mentioning the aid provided by the Greek police for the Albanian one.

    On behalf of the Interior Ministry, Ceka stressed the importance of turning the border areas into real areas of cooperation with Greek counterparts.

    In his meeting with Greek Minister of Defence, Xohaxopullos, and deputy minister Apostulagis, Ceka defined the points of the agreement on border incidents and necessity of repairing border posts between the two countries.

    Ceka also had working meetings with Greek minister of Commercial Marine, Sumakis, in which they presented the draft-agreements on shore protection.

    [13] CRACK-DOWN ON SMUGGLING ALONG SOUTHEASTERN BORDER WITH GREECE

    BILISHT, DEC.3 (ATA)-By B.Fejzullai, The police of Devoll district, Southeastern Albania, have cracked down on the smuggling carried out along the Albanian-Greek border, sources of the district police commissariat told ATA on Wednesday.

    The border police on Wednesday arrested six persons engaged in smuggling along the border near the Kapshtice village.

    The police sequestrated six motorcycles as well as other goods the aforesaid persons were smuggling into Albania from Greece. a.ke/kei/lm/k

    [14] KUCOVE-ELBASAN ROAD TO BE BUILT WITHIN FOUR YEARS

    KUCOVE, DEC 3 (ATA) - By I. Manka: Albanian deputy prime minister Bashkim Fino told on Wednesday the Socialist party members in Kucova, South of Albania, that the national road Kucove-Elbasan will be constructed within the next four years under the coalition government.

    Fino attended the fourth conference of the local Socialist party division.

    It is thought that the construction of the national road, 28 km long, will pass through the area of Dumre and will help revive the area because Kucova and Dumre are rich areas in oil, agriculture and live stock.

    He said that the road is among numerous constructions planned in Albania.

    This is the first official promise that Fino made to inhabitants of the area, in which he was elected deputy with 92.5 percent of the votes, the highest percentage in the present parliament dominated by the Socialists.

    Local government officials said to ATA that the previous prime minister Aleksander Meksi promised the construction of the road and the work started in certain segments but was interrupted later. ake/kei/ak/k

    [15] FIRST JURIDICAL SEMINAR HELD ON SPORTS

    TIRANE, DEC.3 (ATA)- By A. Keko, The Albanian National Olympic Committee (KOKSH) held the first juridical seminar on sports issues in Albania at Dajti Hotel on Wednesday.

    Attending were leaders of Albanian sports federations, specialists, science workers at the High Institute of Physical Culture "Vojo Kushi, and others.

    In his opening speech the KOKSH chairman, Arben Jorgoni, dwelt on the importance of holding this seminar for the qualitative development of sports in Albania and the measures to be taken conform the European legislation so that the Albanian sports be raised to higher levels.

    The KOKSH Secretary General, Stavri Bello, the legal counselor of the International Olympic Committee, Mario Tonucci, and Italian legal counselor Livio Espozicione, read several topics on sports. a.ke /kei/lm/k

    [16] ALBANIAN REFUGEES SHOULD NOT BE RETURNED FROM ITALY - CDP leader

    TIRANA, DEC 3 (ATA) - By S.Çarçani: Leader of the Christian Democratic party (CDP) Zef Bushati told a news conference on Wednesday that the Albanian emigrants should not be returned from Italy.

    He accused the Nano government of signing an agreement, he called "secret", with the Italian Prime Minister Romano Prodi, on the return of five thousand Albanian refugees, who fled Albania in the March-May unrest.

    The CDP denounced this act and called on the Italian government not to agree with the policy followed by the Albanian prime minister but refer to the international conventions on human rights and emigration.

    This party urged Prodi and the Italian government to renounce the unfair decision for the return of these refugees and offer them possibilities to work and stay with their children in Italy. kei/ak/k

    [17] GREEK INTERPOL EXTRADITES A PERSON ON THE RUN BY POLICE

    GRAMSH, DEC 3 (ATA) - By P. Zekthi: The Greek Interpol has extradited an Albanian young man sentenced last year to life imprisonment, who managed to escape from the Bence prison last March.

    Police sources said that Gezim Boci, 25, from Gramsh is convicted of killing his sister-in-law for personal reasons and later eating her brain.

    A relative said that this act was instigated by a woman known as a witch, who had told him that he had to commit this macabre act to one of his relatives to save the family from bad luck.

    The criminal was sent to Tirana prison.

    The police department of Elbasan has said that this is the first case that the Greek Interpol detained a person on the run by the police and extradite him to Albania. ake/kei/ak/k

    [18] KOSOVA ISSUE CANNOT BE AN INTERNAL AFFAIR OF YUGOSLAV REPUBLIC AND LESS SO OF SERBIA

    TIRANA, DEC 3 (ATA) - A spokesman of the Albanian government responded on Wednesday to a statement of the candidate for Serbian president Milan Milutinoviç saying that the Kosova issue, as an issue of national and human rights of Albanians, also considered in the framework of the internationalization and international conditionality as well as expressed in sanctions imposed by the international community, cannot be an internal affair of the Yugoslav Federation and less so of Serbia.

    Milutinovic has said in the election campaign in Kosova that "the Albanian state through its representatives has clearly said that this is your affair, they are your citizens and this should be resolved by you."

    This clear-cut stand of the Albanian government, which is in conformity with the attitude of the Euro Atlantic organisations and institutions, whose member Albania is, has been stressed in a meeting of the Albanian prime minister Fatos Nano with president of the Yugoslav Republic Slobodan Milosevic on the sidelines of the Crete summit and in bilateral contacts between respective foreign ministers in New York and Crete.

    The Albanian government reiterated its position saying that the only legitimate authorities, which can discuss and express the will of the people in Kosova are those elected by them.

    It called the attention of the authorities of the Yugoslav Federation to the fact that the Kosova issue and the European orientation of the Balkan region, for which they committed themselves to the statement of the Crete summit, cannot be tackled and less so resolved using the old conflictual logic or electoral short-sighted infantilism. ake/kei/ak/k

    [19] ALBANIAN GOVERNMENT CONTINUES CONTACTS WITH ITALY TO RETURN ITS NATIONALS WITHOUT PROBLEMS

    TIRANE, DEC.3 (ATA)- The Albanian government has been and continues to be in constant contacts with Italian authorities to return without problems the Albanian nationals who fled to Italy after the March-May unrest due to political and social crisis, says an Albanian government statement issued Wednesday.

    As regards the problems created because of the warned return of those nationals the Albanian government makes known that in March the Italian government decided to host the 16 000 Albanians for 30-60 days, depending on the political and social developments in Albania.

    The government stresses that it had constantly intervened until it extended the deadline to November 30,1997.

    Actually on November 30, the camps hosted around 1.800 people, because the rest had left the camps.

    The Italian government, implementing the parliament's decision, proposed the Albanian government very preferential conditions to return these nationals home.

    These conditions consist not only of financial support but also the advantages these nationals will enjoy to return to Italy with valid documents to get jobs there, within the annual quota of seasonal employment, which has come into force for Albania since the signing of the readmission and seasonal employment agreements last November.

    The agreements make way for the treatment of these nationals in a preferential way, legalization of Albanians currently working in Italy and regular emigration for the seasonal employment of thousands upon thousands of other Albanians this year and on.

    The main aim of the government has been that Albania sets its example of respecting the international agreements and conventions on emigration and at the same time open legal ways for free movement and integration of Albanian nationals abroad. a.ke/kei/lm/k
