    TIRANA, NOV. 19 (ATA) - "The Italian deputy State Secretary meets with high ranking authorities of Albania," reports Zeri i Popullit, under the title "350 milliard lire and seasonal employment." "Opening of consulates in Shkoder and Vlore discussed," underlines the paper. "The problem of refugees to be solved in the framework of projects that Italy has started in Albania," the paper quotes Premier Nano. "The government proposes financial facilities," reports the paper, regarding the financial facilities in response to the strike of a part of the Albanian press. Under the title "The strike has no political reasons," the paper covers the news conference of the commission of the press strike.

    The paper highlights the meeting of Albania's President Meidani with the deputy State Secretary of Italy under the title "Reconfirmation of Italian promises."

    On the third page, the paper publishes a conversation with the Secretary of the Municipal Council of Tirana, Perparim Bodinaku, under the title "Is there any revenge in the town hall of Tirana?..."

    "Police and crime - challenge that continues," writes the paper on the fourth page.

    On the economic page, the paper covers the news conference of the representatives of the European Bank for Reconstruction and Development, under the title "EBRD: partner for economic reconstruction." "Law on taxation of small business soon in the government," also writes the paper on the economic page.

    "Presidential and parliamentary elections to be declared on December 25 at the latest," writes Rilindja paper, regarding the agreement of the Kosova President, Ibrahim Rugova with leaders of parliamentary and non parliamentary parties of Kosova. Under the title "Common will for cooperation in all fields," the paper covers the meeting of President Meidani with the Italian deputy State Secretary Fassino. "The Albanian policy emanates from the people," is another article published by the paper on the second page. The paper also carries an interview with the deputy chairman of the Association for the Protection of the pan-Albanian Cultural and Historic Inheritance in Prizeren, Masar Rizvanolli, under the title "Early efforts to grow pale the authentic identity of Kosova. /kled/mt/sh/

    [02] LEK DOES NOT CHANGE AGAINST FOREIGN CURRENCIES

    TIRANA, NOV. 19 (ATA) - The exchange rate of lek against hard currencies did not change, compared with yesterday. In the informal market the average exchange rate was $1= 142.8 lek, 1 DM equal to 82.74 lek, ITL (1000) = 83.39 lek, GRD (100) = 51.98 lek and SFR is traded with 99.72 lek.

    [03] TIRANA NATIONAL THEATER - WINNER OF NATIONAL FESTIVAL OF THEATRES

    TIRANA, NOV. 19 (ATA) - By F. Nikolla: The National Theater of Tirana was declared on Tuesday evening winner of several prizes of the National Festival of Theatres, with the drama "Quo Vadis" written by producer Serafin Fanku.

    This activity which began on November 10, was enabled by the financing of the Ministry of Culture, Soros Foundation, INSIG and "Fan Noli" foundation. Nine Albanian theatre casts participated in this festival, and two of them were from Macedonia and Kosova.

    This theater won the prize as the best performance. Its producer was estimated by the jury as the best of the festival. Agim Zajmi was declared the best scene-designer and the actors of the drama won the price of the best actor.

    The best drama of the Festival was considered the drama of Bashkim Hoxha "Love song with crows," put on stage by the theater cast of Durres./kled/pas/mt/sh/

    [04] ALBANIAN PRESIDENT EVALUATES ITALIAN INVESTMENTS IN ALBANIA

    TIRANA, NOV 19 (ATA) - President of Albania Rexhep Meidani on Wednesday told representatives of the Italian association "Marconi" that he evaluated the foreign investment in general and the Italian one in particular "aiming at creating new jobs, facilitating grave social problems Albania is facing."

    Luciano Maciota Rolandin, "Marconi" General Director, acquainted president Meidani with the interests of his group in Albania's telecommunication and possible privatisation in this sector.

    His group, with an annual business volume worth $1 billion, 12 percent of which allocated for scientific researches, is interested in training Albanian specialists of telecommunication.

    President Meidani urged support of various experts especially in the studying phase and application of important projects for Albania's development.

    Marcelo Spatafora, Italian ambassador to Tirana, attended the meeting. ssh/pas/ak/k

    [05] ELECTRICITY - MAIN SOURCE FOR HEATING

    TIRANA, NOV 19 (ATA) - By A.Gjata: Electricity seemed to be the main source for heating during the winter though the population has been warned to limit its consuming, sources at the Albanian Electricity Corporation said on Wednesday.

    During the last five years, the use of electricity to heat Tirana has been increased five times, while in some districts it is higher. A survey conducted in some 5 000 families of the capital, said that 30 percent of them use kerosene, 20 percent wood, and some 10 to 15 per cent gas for heating and the remaining electricity. The use of coal has increasingly decreased.

    Though the water reserves in the hydro power stations over the Drini River is the best in the last ten years as a result of the heavy rains during the fall, the Electricity Corporation has given an SOS signal on limiting the use of energy for heating.

    Despite efforts to improve the network and instal high voltage transformers, the wires in apartments cannot resist use of electricity for heating.

    The cold weather in the last two days brought about a fault of electricity in some areas of Tirana due to a direct use of electric stoves for heating, said the energy distribution directorate. ak/

    [06] ALBANIANS ATTEND CONGRESS OF GREEK MAYORS

    TIRANE, NOV.19 (ATA)-By P. Shuteriqi, A delegation of Albanian Mayors' Association is attending the annual Congress of the Greek local governments in Salonika, at the invitation of the Greek Mayors' Association.

    The Albanian delegation, headed by the Tirana mayor, Albert Brojka, and composed of the mayors of Korce, Gjirokaster and Elbasan, will take part in the activities to be held on this occasion.

    A big fair with all kinds of services carried out by the municipalities in favour of the citizens will open in Salonika.

    The Gjirokaster and Korce municipalities will also be represented at the "Polis '97" exhibition. s.sh/kei/lm/k

    [07] AGRICULTURAL MINISTER, HEAD OF STATE CONTROL RESPOND TO DEPUTIES' QUESTIONS

    TIRANA, NOV 19 (ATA) - By A. Hasani: A question and answer session was held later on Wednesday at the parliament with the Minister of Agriculture and Food, Lufter Xhuveli, and head of State Control, Mustafa Kercuku, responding to questions of Socialist deputies.

    Questions were related to measures adopted by the Albanian government in supplying wheat to remote areas blocked up during the winter, the forestry situation and efforts against erosion.

    Kercuku spoke of the work of the institution he chairs, focusing on the administration reform both in local and center control bodies, adopted measures to carry out tasks charged by the control groups.

    He said that the control in some 20 enterprises and institutions of special importance will end within November.

    Kercuku paid a special attention to preparations for improving laws in the field of control saying that they are working to draft a new law on Higher State Control. ake/kei/ak/k

    [08] "WE ARE COMMITTED TO STRENGTHENING RELATIONS WITH GERMANY" - secretary

    TIRANE, NOV.19 (ATA)-By E. Allushi, Relations with Germany are of priority in the foreign policy of Albania, Secretary of State for Euro-Atlantic Integration Maqo Lakrori said on Wednesday.

    "Our relations are good in all fields, but we are committed to further strengthening them," Lakrori told the delegation of the German Bundestag, headed by Karl Hermann Haack, deputy charged with Albanian affairs in Bundestag.

    Lakrori spoke the Albanian government's efforts for further stabilisation and economic development and for euro-Atlantic integration, what is one of the priorities of the Albanian foreign policy.

    Karl Hermann Haack particularly showed interest in the good relations in politics, economy and military between the respective institutions and in Albania's euro-Atlantic integration.

    The situation in the Balkans and concern of the Albanian policy in issues facing this region, especially in the situation in Kosove, and that of the Albanians residing in FYROM, occupied an important place at the meeting. a.ke/kei/lm/k

    [09] ALBANIAN PM MEETS WITH HEAD OF NORTH ATLANTIC ASSOCIATION

    TIRANA, NOV 19 (ATA) - Albania's prime minister Fatos Nano met on Wednesday with Theodossis Georgio, the head of the North Atlantic Association, who is visiting Albania to attend an international scientific conference organised by the Albanian Atlantic Association.

    Georgio acquainted Albanian officials with the activity and mission of the non-governmental organisation, which includes associations from 42 states.

    Attending the meeting were the Greek ambassador to Albania, Konstandin Prevenduraqis and president of the Albanian Atlantic Association, Alfred Moisiu.

    Evaluating the role of the North Atlantic Association, prime minister Nano said that the partnership with non-governmental organisation is a priority of the government he leads.

    Lack of anti-Nano feelings in Albania helps create real chances to change mentalities inherited by the obscurantist and totalitarian regimes in the Albanian society, cultivation of real concepts on patriotism, common values of European civilisation and solidarity in the name of peace and friendship, Nano said. ake/kei/ak/k
