  • [01] EARTHQUAKE ROCKS ALBANIA

    TIRANA, NOV 6 (ATA) - An earthquake measuring 5.6 on the Richter scale rocked Albania on Wednesday night but in several parts of Southern Albania it measured 3 to 4 (EMS-92), the Institute of Seismology reported on Thursday.

    It said that the epicentre of the quake, which occurred at 22.11. p.m. (local time) was some 450 km in the Southeast of Albania, in the area above the Corinth bay in Greece. ak/

    [02] PILOT PLAN TO RESTORE ALBANIA'S MUSEUM CENTRES

    TIRANE, NOV.6 (ATA)- By F. Nikolla, A pilot plan for the rehabilitation and restoration of the museum centres in Albania, drafted by specialists of the Ministry of Culture, Youth and Sports, in cooperation with specialists of the Council of Europe, will begin to be applied, ministry sources told ATA.

    The plan, which covers the 1997-2000 period, aims to restore and make evident architectural and urban values as well as to improve the infrastructure of several zones.

    The restoration of the Kruje Castle and its museum is considered of priority and urgent by the specialists of the Council of Europe.

    The plan also envisages studies for the rehabilitation of the Gjirokaster Castle, which has many geological and structural problems, and of the Gjirokaster museum. The consolidation of the Koder e Kalase rocks is also envisaged by the plan.

    Also included is the restoration of the Voskopoje churches, dating back to the 18th century, of the old bazaar of Korce, and Selce cemeteries in Pogradec, Southeast of Albania.

    Specialists estimate the cost of the plan's application at $500.000. pas/lm

    [03] FATOS NANO - BALKANS' WINNER IN CRETE SUMMIT -papers

    TIRANE, NOV.6 (ATA)- The socialist leader and Prime Minister of Albania, Fatos Nano, may finally be considered the most successful of all the political leaders taking part in the Summit of the Balkan states in the Heraklion of Crete, Greek newspaper Eleftherotypia said on Wednesday.

    The paper analyses the two meetings of Fatos Nano with President Slobodan Milosevic of Yugoslavia and Kiro Gligorov of Macedonia.

    An indication of the flexibility and sense of humor characterising Nano was also the way through which he evaded the difficult issue of FYROM's denomination by using the formula:"Albanian government" and "Macedonian Government".

    He convinced Gligorov that both countries should sign almost the 14 outstanding agreements on bilateral cooperation as well as three new agreements proposed by Nano himself.

    Nano, in his meetings both with Milosevic and Gligorov, pointed to the issue of schooling of the Albanians of Kosova and Shkup.

    Nano asked Milosevic's commitment to implementing the agreement he, himself, had signed last year with the leader of the Kosova Albanians, Ibrahim Rugova.

    Gligorov was asked by Nano to enable the Albanians of Shkup to attend higher education.

    Newspaper Ethnos also said on Wednesday that the first results of the Crete summit to ease tension in the Balkans began to come out, supporting this by the fact that Albania and Yugoslavia will upgrade diplomatic representation at ambassadorial level.

    Citing commentaries by the Yugoslav press, the paper underlines that the Nano-Milosevic meeting signals changes in the two countries' relations, which have remained frozen for 50 years now.

    Meanwhile newspaper "Eksusia" says, speaking of the meetings with Milosevic and Gligorov, that Albanian Prime Minister Fatos Nano in Crete turned over a new leaf for the Central Balkans' equilibrium. kei/lm/k

    [04] PRESS REVIEW

    TIRANA, NOV 6 (ATA) - The newspaper Rilindja Demokratike says that the local government officials have declared a general strike on Friday. "Protection and respect of laws, leitmotif of local government officials," the paper says. Today's editorial is focused on the topic. Its title is "For whom the bell of local government tolls?" In the second page the paper carries a statement of one of the leaders of the Albanians of Kosova, Adem Demaci, on the meeting between Nano and Milosevic. "Nano betrayed the Albania issue," the paper quotes Demaci as saying. It also covers the third congress of the Republicans in an article entitled "Republicans achieved no progress." In the same article the paper says that the Republican leader Godo has accused prime minister Nano of his promise to give Albanians the money they lost in the pyramid schemes. "Nano is a cheat," the paper quotes Godo as saying. The paper says that Godo opposed Albanian-Serbian contacts without the presence of a third.

    Republika entitled today's editorial "Right-wing faces fatality of the left-wing." The Republican party is hostile neither to DP nor to SP, the paper says. The paper carries an eight-page supplement on the third congress of the Republicans. It carries the address of the Republican leader Godo under the title "Socialist governing is not the last and the only chance for Albanians." As regards the strike of the local government officials, the paper says that the government has blocked their funds considering this "a totally political act." Referring to a phone call from the Patras prison in Greece, the paper reports in the fifth page that the Albanian prisoners have staged a hunger strike since three days ago and asked to be extradited to Albania. In the economic column, the paper carries the article "State neither likes nor dislikes privatisation."

    Koha Jone devotes its editorial to the Crete summit. "At a time when there is a German-American initiative," which asks for autonomy of Kosova, Nano asked less than that disappointing 2 million Albanians of Kosova and all this on behalf of the 'Europeanization of the Balkans'", the paper says. The same paper reports that the SP deputies have opposed the regulation "suggested" by the party leaders. "SP deputies: no to iron regulation," the paper says under the headline "Meeting of the parliamentary group overthrew punishing measures." Referring to this issues, the paper carries the news "Deputies under yoke." The article on the third congress of the Republican is entitled "Godo strongly attacks the DP and SP." In the seventh page the paper says that the government has denounced the leaders of the VEFA company "for preventing the transparency on pyramid schemes." "Vefa kneels down in front of the government," is the title of the article. The paper reports that the typhus is present in Tirana and that three persons have been hospitalised. In the 12 and 13 page the same paper carries a reportage from Crete "Fragile Crete, a mirror for a new face of the Balkans," under the headline "Three days in the island of peace among old and new histories of the Balkan peoples under a same hotel roof."

    The newspaper Rilindja says on Wednesday that the Albanian students of the Pedagogical Faculty of Skopje organised a peaceful protest in front of the FYROM government building because the law approved by the parliament for this faculty was not observed. The paper carries a meeting of the president of the Republic of Kosova, Ibrahim Rugova with the economic and political adviser at the U.S. Embassy in Belgrade Robert Norman. Referring to the return of the Albania's prime minister Fatos Nano from the Crete summit, the paper reports quoting him as saying: "The Balkans should be like Europe."

    The editorial "Albania - four months of misgoverning," of the newspaper Albania reports that the Albanian economy runs by the Nano 3 government in the last four months has recorded the greatest decrease in the years after the establishment of democracy leading the people to absolute poverty. Covering the third congress of the Republican party, the paper reports on the attitude of the party: "Opponent to the ruling coalition and the opposition." The paper quotes one of the DP leaders Genc Pollo, who addressed the Republican congress saying "With the Republicans, nearer than far." It carries an article saying that the creditors of VEFA company gathered in front of the company's headquarters and leaders of the creditors' commission said, according to the newspaper, that the government has decided to destroy the company as it happened with Gjallica. Under the headline: "Vehbi Alimuca (VEFA president) does not move without an armed escort," the paper, quoting an American newspaper, carries the article "Nano envied VEFA."

    Dita carries an interview with the former deputy head of the Socialist party Servet Pellumbi quoting him as saying "I think different from Nano." Pellumbi said that problems he has raised opposing the Socialist leader and prime minister Nano have stirred echo within the party. The meeting between Nano and Milosevic in Crete was a hasty and unprepared one and similar to many spectacles. Under the headline "Political differences rekindle within government coalition," the paper says "Government splits on local elections." Referring on the local elections, the paper says that the Republicans are against these elections.

    Gazeta Shqiptare reports that a law suit has been brought against Vehbi Alimucaj in the prosecutor's office after a confrontation between his company and the government. Referring a regulation of the SP parliamentary group, which was not backed by all the deputies, the paper says that the project will not be voted for some time while some points have been made less harsh. The paper says "Godo, alone against all," referring to the Republican congress. pas/kei/ak/k

    [05] COURT ORDERS POLICE TO SUMMON WITNESSES TO MAZREKU CASE

    TIRANA, NOV 6 (ATA) - By Manjola Hodo: Azem Hajdari and the four other deputies of the Democratic party will be ordered to appear at a hearing against the former Socialist deputy, Gafurr Mazreku.

    The court's jury issued a decision on Thursday ordering the judicial police to enable the presence of Hajdari and four other deputies in the next hearing.

    Mazreku shot and injured the Democrat deputy, Azem Hajdari, on September 18 causing him four wounds.

    The hearing was adjourned and the next will be held on Monday at 13.30 p.m. (local time).

    As to reading or not the DP deputies' testimony, lawyer Riza Icka said after the hearing that "the court should judge based on the testimony provided before it and not read the testimony brought from the prosecutor's office."

    Prosecutor Kokoshi requested that the testimony written at the prosecutor's office should be considered.

    As to the order for the witnesses' appearance, the presiding judge, Fatmira Laskaj, said:"Only the President and the Parliament's speaker cannot be ordered to testify in court." kei/ak/lm/k

    [06] ALBANIAN EDUCATION MINISTER MEETS COUNCIL OF EUROPE DELEGATION

    TIRANA, NOV 6 (ATA) - By P. Shuteriqi: The Albanian minister of Education and Science, Ethem Ruka, met on Thursday with a delegation of the Council of Europe, headed by the "Culturcontact" director of Austria Gohfried Eagner.

    Minister Ruka acquainted them with the damages caused during the unrest, which engulfed Albania last spring having strong impact on school buildings. He urged a quick and wide pilot project, planned by the Council of Europe, for 13 schools in some districts.

    The Albanian side also asked extra fund for projects underway.

    Austria, whose state officials are members of the delegation, has offered a considerable assistance to the education in Albania. pas/ak/k

    [07] INSTITUTE OF CONTEMPORARY STUDIES DISCUSSES PROBLEMS OF ALBANIAN PARLIAMENT

    TIRANE, NOV 6 (ATA) - By Arban Hasani: The problems of the Albanian Parliament are discussed on Thursday in the National Conference of the Albanian Institute of Contemporary Studies (ISB) in the Palace of Congresses. Invited in the meeting were politicians, deputies, former parliamentarians and specialists of political sciences.

    ISB president, Genc Ruli stressed that the objective of the conference will be the opening of new ways and launching of new ideas for a more detailed work of the Albanian Parliament.

    The conference is presumed to focus on four main topics, "Transparence of the parliamentary activity," "Inner democratization of the Parliament," "The morale and ethic of deputies" and "Increase of efficiency of the Parliament."

    According to the executive director of the Institute, Artan Hoxha, the support by the presidency of the People's Assembly and of the U.S. Republican Institute has been efficient for the organization of the meeting.

    [08] GREEK OFFERS $200 000 TO REPAIR HELIO-AMBULANCES

    TIRANA, NOV 6 (ATA) - The helicopters of Albanian Ministry of Health and Environment will be soon repaired from the aid accorded by the Greek Ministry of Health.

    Albania's Minister of Health and Environment, Leonard Solis, during his visit in Greece, has signed an agreement for the repair of four helio- ambulances. The aid of the Greek Ministry of Health is worth 200 000 dollars. /k.sh/kled/mt/sh/

    [09] ALBANIA'S PM ACCEPTS INVITATION TO MEET PREMIER BUKOSHI

    - Nano also invites President Rugova in a meeting -

    TIRANA, NOV. 6 (ATA) - Albania's Premier Fatos Nano held Thursday a telephone conversation with the Kosova Prime Minister, Bujar Bukoshi.

    Premier cabinet reports that during this conversation, Bukoshi has expressed the wish to hold an official meeting with Albania's Prime Minister and Nano has accepted it with pleasure.

    Premier Nano repeated the invitation to also hold a meeting with the President of Kosova, Ibrahim Rugova. /a.ke/kled/mt/

    [10] ILLITERACY LIKELY TO APPEAR - Minister of Education

    TIRANA, NOV.6 (ATA) - By P Shuteriqi: Albania's Minister of Education Ethem Ruka declared in the meeting organized Thursday with leaders of education departments that illiteracy is appearing in rural zones and in the outskirts of the Albanian towns.

    The beginning of the new school year in the elementary system was considered successful, after the riots of March which caused many damages in school buildings.

    Illiteracy is knocking this new school year, more present in the outskirts of the towns. The number of children who beg in the streets of large cities has increased; other negative phenomena like drugs and prostitution have been also manifested among pupils.

    The damages in the education sector, according to Ruka, are worth 10 million dollars.

    Minister Ruka said that at least some 20 other million dollars are needed for the rehabilitation of these damages.

    Ruka stressed that the implementation of the project "Tirana 2000" has already started. This project, worth 60 000 dollars, will rehabilitate and modernize the education sector of the capital in cooperation with the Albanian government and Soros foundation. /kled/mt/

    [11] FOUR KILLERS ARRESTED IN GRAMSH

    GRAMSH, NOV 6 (ATA) - By P Zekthi: Police forces of Gramsh arrested on Wednesday four local youths under charges of having killed three people in April this year after a conflict created among rivals when a Benz was stolen.

    On Thursday the district court held the decision for the four youths to be kept in jail. ake/kled/xh/sh/

    Tirana , NOV 6 (ATA) - Thursday's exchange rate of Albanian currency lek versus hard currencies like USD, DM, ITL, SFR was in favour of these last.

    In the informal market the average exchange rate was $1 = 143,5 lek, gaining 0,75 points compared with yesterday, when it was traded for 142,75 lek. The German currency DM was traded for 83,36 lek, gaining 0,45 points, compared with yesterday.

    [13] FATMIR MEDIU ELECTED CHAIRMAN OF REPUBLICAN PARTY OF ALBANIA

    TIRANE, NOV 6 (ATA) - By A Simoni: Fatmir Mediu was elected today chairman of the Republican Party. After Sabri Godo, former RP chairman did not accept this post for another mandate, 439 delegates out of 527 taking part in the 3rd congress of the RP, gave their vote to Mediu.

    Fatmir Mediu has been deputy chairman of the RP until the congress held from Nov.5-6, 1997 in Tirane.

    Mediu could win the right of a MP according to some decisions of the Constitutional Court regarding June 29, 1997 elections.

    Sabri Godo is so busy with the work in the Parliament, therefore he could not keep any more the post of the RP chairman, as he said himself.

    "RP is part of the Albanian United Right wing," declared after his election the new chairman, Mediu, "and will continue this road. The RP is an open opponent to the DP. RP has not time to lose in defining the responsibilities. Nonetheless, the DP has the greatest responsibility for the events that took place in Albania before June 29 elections." ake/kled/xh/sh/

    [14] AUDITORS START WORKING WITH VEFA HOLDING COMPANY

    TIRANE, NOV 6 (ATA) - The auditors named by the Albanian Government to work with Vefa Holding company started this job on Thursday.

    The spokesman of the Government said today afternoon that the Monitoring Group close to the Council of Ministers, with its representatives Farudin Arapi and three auditors Fuat Kadillari, Azem Hyka and Sanije Tafa started the audit in the Vefa Holding Company.

    The introduction meeting in which the President of Vefa, Vehbi Alimucaj and other managers of that company were present, was held in a spirit of understanding, said the spokesman of the government.

    The establishment of auditors in Vefa Holding closes the full circle of the five loan-taking companies which are being audited conformed to a Decision of the Council of Ministers "On financial control of non-banking judicial people who have taken loans from masses of people."xh/sh/
